2 Executive Summary: The Institutional Research Office, along with the Dean of Business and Applied Technology and the Coordinator of Dietetics Services and Food Service Management, wanted to determine the need for the creation of a new certificate program in Elder Care Facility Management at Chaffey College Approximately, eight employers completed the survey in the Fall 2004 semester In analyzing the data, the following findings were observed: Future Employer Relations with Chaffey College (Please refer to Table ): 29% are interested in becoming a member of our Advisory Committee 86% are willing to participate in an internship program 63% are willing to allow us use of their facility for training purposes 33% indicated a Chaffey College program certificate was adequate for entry level management/supervisory position 00% indicated that an Associates of Science degree in RCFE Management was not required by their company Employment Projections in RCFE Management (Please refer to Table 2): 86% indicated the wage for RCFE Managers is between $30,000 - $50,000 25% indicated no employment growth projections 50% expect growth projections by 0 to 40 percent 75% employ less than 0 employees as RCFE Managers 63% said they are more likely to hire someone with an RCFE certificate over someone without one Ranking of the Necessary Skills for Employment in RCFE Management (Please refer to Table 3): Employers ranked the necessary skills for employment in RCFE Management st = Customer Service 6 th = Regulation Enforcement 2 nd = Business Management 7 th = Team Building 3 rd = Personnel Management 8 th = Computer Literacy 4 th = Supervision 9 th = Problem Solving/Critical Thinking 5 th = Written Business Communication 0 th = Financial Accounting Basic Requirements for Entry Level Positions in RCFE Management (Please refer to Table 4): 63 employers require experience in working with the elderly, specifically, people skills 25 employers require education and passing certain state and federal exams 2

3 Education Requirements for Entry Level Positions in RCFE Management (Please refer to Table 5): 29% require an RCFE Certificate 2% require a BA or BS Degree 4% require an AA or AS Degree Work Experience Required for Entry Level Positions in RCFE Management (Please refer to Table 6): 50% require customer service and hospitality experience 33% require experience in health care Additional Comments or Suggestions from Employers (Please refer to Table 9): 40% feel that education and training is vital to RCFE Management positions Overall, the employers had positive comments towards the creation of the new certificate program 3

4 Introduction: In the Fall 2004 semester, the Dean of Business and Applied Technology requested assistance from the Institutional Research Office to conduct a job market research study regarding the RCFE Management employment sector The RCFE Management Survey was administered to elderly care facilities surrounding San Bernardino County during the Fall 2004 semester The purpose of the survey was to determine the need for the creation of a certificate program in RCFE Management The findings of this study will have implications for program implementation and curriculum structure Eight elder care facilities completed the survey The survey collected the following information: Name of company or facility Employment growth projection(s) Minimum wage for entry level management position(s) Education, skills, and experience required for employment Current and projected employment for the coming year According to the Congressional Budget Office, baby boomers make up one of the largest and most prosperous generations in US history Baby boomers will move out of the workforce and into retirement over the next twenty-five years This means there will also be an increase in the population of the elderly over the next decade Eventually, the baby boomers will become elder and eventually need special care and attention This would call for an increase in health care professionals and elderly care facilities to accommodate and support the growing population of the elderly The Department of Labor predicts a 5% increase in growth projections for jobs with in the next coming years Due to the increasing opportunities in the field of elderly care and facility management, the need exist for educational training and certification in this field Currently, Chaffey College is looking to offer a new certificate in Residential Care Facility for the Elderly (RCFE) Management better known as RCFE Management Last year the Occupational Employment Statistics reported that medical and health services managers earn an annual wage of $72,630 per year 2 The US Department of Labor-Bureau of Labor Statistics 2 The State of California Employment Development Department (EDD) 4

5 Methodology: In Fall 2004, the Institutional Research Office worked with the Dean of Business and Applied Technology and the Coordinator of Dietetic Services and Food Service Management to develop a survey to collect data regarding employment in Elder Care Facility Management The survey was mailed out to approximately 40 elderly care facilities in and around San Bernardino County Only eight employers completed the surveys with a total response rate of 20% Based on the number of surveys that were sent out, approximately 32 to 36 valid survey responses was required to generalize survey results with a 95% confidence level The low response rate for the surveys was expected when taking into account the survey method used (mailed survey) Employers received a letter outlining the purpose of the study, the survey form, along with a self-addressed stamped envelope to mail back the survey The employers were given a three week window to complete and mail back the responses of the survey The survey instrument is duplicated in this report, as Appendix A - B, found on the last page of this report Table 3 shows the results of employer rankings of the skills necessary for RCFE Management This was based on a rating of through 0, being the first skill necessary and 0 being the tenth skill necessary = st Skill Necessary 6 = 6 th Skill Necessary 2 = 2 nd Skill Necessary 7 = 7 th Skill Necessary 3 = 3 rd Skill Necessary 8 = 8 th Skill Necessary 4 = 4 th Skill Necessary 9 = 9 th Skill Necessary 5 = 5 th Skill Necessary 0 = 0 th Skill Necessary This is not a Likert Scale and employers were only asked to rank the listed skills necessary for employment in RCFE Management 5

6 Findings: Characteristics of Elder Care Facilities: In the Fall 2004 term, eight elderly care facilities in San Bernardino County completed the survey Of those surveyed (n=8), 29% indicated they are interested in becoming a member of our Advisory Committee Also, 86% indicated that they are willing to participate in an internship program Furthermore, 63 employers are willing to allow us use of their facility for training purposes Largely, employers support the idea of the creation of the certificate program and are willing to provide assistance to the college in doing so Over 86 employers indicated the minimum wage for entry level positions in RCFE Management is between $30,000 to $50,000 annually This salary amount is less than what is reported in the Occupational Employment Statistics for RCFE Managers Of those who responded (n=8), 50% indicated they expect a 0 to 40 percent increase in employment growth projections in RCFE Management occupations over the next five years This information coincides with the Department of Labor employment growth projections for the upcoming years (5%) RCFE Management and Employer Information: Employers are seeing an increase of job seekers looking for employment in the RCFE Management With the high demand of workers, employees, and staff; employers now, are looking for potential employees who have educational training in this field According to the findings, 63 employers are more likely to hire someone who has a RCFE Management Certificate over someone who does not In addition to the RCFE Certificate, employers are also looking for employees with additional or advanced education in RCFE Management According to employers, an RCFE Certificate was the minimum education for entry level management positions (29%) More than 50 employers indicated they seek individuals with customer service, hospitality, and people skills By and large, employers are seeking to hire individuals with prior experience in elderly care In rank order from through 0, employers were asked to rank which skills were necessary for employment in RCFE Management Customer service was ranked as the first skill necessary for employment in RCFE Management Employers ranked business management as the second skill necessary, followed by personnel management Financial accounting was ranked as the tenth skilled necessary for employment in RCFE Management 6

7 Conclusion: According, to the California State Employment Development Department (EDD) the projected growth for healthcare and social assistance for the annual period is over 62,400 new jobs 3 The nursing and residential care facilities is expected to have 5,200 more jobs available the next year (23%) 4 These numbers are very promising for California s residential care facilities employment sector The current study sought to understand employer and industry needs in the field of Residential Care Facility for the Elderly Management Furthermore, the study wanted to assess job and educational requirements in this field While conclusions regarding the survey can not be made at this time, the survey responses do highlight several informational pieces Based on the findings, employers are in agreement that a need exists for formal education or training which will matriculate into a certificate or degree Employers are more likely to hire someone with a certificate over someone who does not have a certificate (63%) In addition, employers are looking for individuals with customer service, hospitality, and people skills and some prior experience in healthcare or nursing facilities Overall, the nursing and residential care facilities employment industry is an ever increasing field The creation of a new certificate for Residential Care Facilities for the Elderly will allow employees in this field to become more gainfully skill, highly employable, and have more opportunities for employment growth Suggestions for future research would entail utilizing a different survey method that would generate a higher response rate For example, for employer surveys, a web based survey may seem to work better and help to produce a higher response rate Another suggestion would be to conduct future follow-up studies that examine the employees who receive a certificate in RCFE Management and their employers assessment of their skills, knowledge, and ability in elderly care 3 Labor Day Briefing for California (Labor Market Information Division) 4 The US Department of Labor-Bureau of Labor Statistics 7
