1 2016 Self-Service User Guide for ASSA Job Seekers How To Register For, Enter a Job Seeker Account, & Update Your Resume Online Using IllinoisJobLink.com And The JEL Classification System User Name Password (Revised Date: September 1, 2016) Version

2 ILLINOISJOBLINK.COM SELF-SERVE JOB SEEKER USER GUIDE Internet Entry These are the new step-by-step guidelines you will need to register for the 2016 ASSA Professional Placement Service using an online labor exchange system called IllinoisJobLink.com (IJL). Included in the new guidelines, beginning on page 11, are the JEL Classification Codes used by Job Openings for Economists (JOE) from the American Economic Association (AEA) Web site. These may be used when selecting a Job Title/Titles in the New Resume section for your resume(s), and referencing JEL secondary level codes as a guide for keywords you may wish to include when conducting an advanced job search for the right job openings. The ASSA Professional Placement Center will be located this year in the Golden Gate Hall in the Marriott Marquis in San Francisco, January 2 nd through 5 th from 8:00 am through 5:00 pm each day. These comprehensive guidelines explain how to register a new account in the Create an Account section as well as how to create a Plus Account which will enable you to post a resume and select the talents you should use to find the best jobs you are most qualified to fill. You can also use it to update your registration and resume. IllinoisJobLink.com was designed for ALL job openings for people to fill all different work backgrounds. Therefore, it is highly recommended you follow these guidelines carefully to maximize your matching potential to the right jobs, especially when selecting your Resume Title and Job Title in the Resume Build section of you Plus Account, and key words during your advanced job searches. Also, you should use the ZIP Code wherever you are instructed to do so to ensure that you match to ASSA job postings utilizing that same ZIP code in order to match to you, even though that may not be the ZIP code you wish to work in. You are encouraged to print this guide out (at least the first 11 pages) before starting so you can write down your user name and password on the front cover. You may wish to check off the little hollow circles in the margin as you complete the steps in the checklist format of the guide so you don t lose your place. We also suggest you have your resume at hand online, specifically in a Microsoft Word document in order to attach it to IllinoisJobLink.com. Otherwise you will have to build a resume in the system from scratch. For best results, you should use Internet Explorer or similar browser. If you wish to use the system as a job seeker for this year s placement service, we ask you to send us an to jay.oconnor@illinois.gov so that we may track your profile to make sure you have entered/updated everything to your advantage. In your , type in: 1. Job Seeker 2. Your name 3. Address you entered in the system 4. Phone number 5. address you can be contacted for a response 6. Select new or returning job seeker (if you have used the system in previous years.) o If this is not your first time, reentry instructions are on page 10. o If this is your first time, go to IllinoisJobLink.com Home Page 1. Click on the Learn More button under Looking For A Job? 2. Scroll down the page and click on the Create an Account link. 3. On the Login page, click on the sign up for a new account link. 2

3 4. On the New Account Creation for Job Seeker page, you are encouraged to enter your Social Security Number if you have one. Click on the continue button and confirm on the next page or click on the box that you decline to enter your Social Security Number (especially if you live outside the USA). Then Continue at the bottom. If you selected to not provide a Social Security Number, click on Confirm. New Account Creation for Job Seeker (Pay particular attention to what the guide recommends when filling out this section) o Enter a Username that is easy for you to remember that does not contain spaces or special characters but has 6 to 20 characters. Again, it is strongly recommended that you print out these instructions and write down your user name and password on the front cover since you will need them again during this registration and every time you revisit IllinoisJobLink.com. o Enter a Password that is easy to remember which includes letters and at least one number and a special character (!@#$%^&?+...). The password must contain 8 to 20 characters. Then confirm. o Be sure to enter your address since this is the key form of correspondence between you and employers/recruiters. This also enables the system to generate your resume by to matching employers. Then confirm by entering it again. o Select one of the 6 security questions by using the drop down box arrow to the right: then answer it. o Enter your name, address, city, state, ZIP code, country, phone number(s) and fax if you have one if you live in the United State of America. Next to phone, you may choose among your home, work or mobile. Mobile may be better for onsite communication at the annual meeting. If outside the United States, select International for State. Your actual information can be posted later when you attach your resume. This information is primarily geared to get you through the system without interruption. o Be sure to enter your date of birth using the pop-up calendar to select month, year, and finally date. o When answering the question: How did you hear about our services? You may check more than one box. You wish to select Other and type in AEA Web site. o Answer the Ethnic Hispanic/Latino question using the drop down box. These questions are for statistical purposes only used by the U.S. Department of Labor to track and record population trends and tendencies. o Check off Race, Gender and Disability Options for the same reasons as above. o Category of Disability: select option if you answered yes to previous question, or skip down to next question if not applicable. o Employment Status: select one of 4 choices, preferably N/A for not applicable. o Number of weeks not employed: select number or N/A if you are not unemployed o Interstate Worker: N/A o State Unemployment Insurance claims program: select status if known, or Not a Claimant (for 99% of you). o Referred by Worker Profiling and Reemployment Services (WPRS): choose from options or leave default N/A 3

4 o Have You Served on Active Duty with the Armed Forces of the US? Select option o Are you their Spouse? Select option. o Click on the Continue button...and your Job Seeker Basic Account is Complete. Create a PLUS Account You have now segued into the Plus Account questions. It should be pointed out that when creating a Plus Account, you will at some time see some of the same steps again that you just completed for your New Account, already filled in. You may change your answers at anytime if you need to. o SS# (If you did not enter a social security number before, click on the box that reads, I decline...) o Date of Birth, Ethnicity, Race and Gender should already be completed. Make any changes now if needed. o Limited English Language Proficiency or LEP: Answer yes if you speak and understand English. If no, enter a proficient language, OR you can answer yes and add another language, sign language, etc. o You gender should have carried over. o Indicate if you are a single, separated, divorced, or widowed individual responsible for dependents from among the 5 options in the drop-down box. o Number in Family (including yourself): You have to enter at least 1. o Individual with Disability: Answer yes, no, or prefer not to answer. o Category of Disability: complete if you answered yes to the above. o Education Status: select either: 1.) Attending post-secondary (beyond high school), or 2.) High school diploma or GED; not attending school. o Highest Grade Completed: select one of the 29 options that reflect the highest level attained. o Have you served on Active Duty with the Armed Forces of the U.S.: Select one option. o Next step button. o (You may or may not see this option page...) Choose county or office: the nearest county is based on proximity to your ZIP code (for Illinois residents mostly). Then select the county option given and click on the continue button. o Warning (only applies to those who did not enter a social security number: click on Decline Entry... button. o Veteran, Spouse of a Veteran or Non-Veteran Status: You could be asked anywhere from 5 to 17 questions on the next 2 pages, depending on what you declared your military status to be when completing your New Account earlier. Most of you will be answering NO to all questions you are presented with in this category. Select the proper responses and move on to the next section by selecting Next Step. 4

5 o Are you a Migrant Worker: this means a migrant farm worker in the United States select No. Next Step button. o If you selected yes, you will be asked 6 more Migrant Worker questions on the next 2 pages...next Step button. Next eight steps MAY appear depending on what you selected previously o Employment Status: Select one of the 3 options. o Number of weeks not employed: select if applicable. o Interstate Worker: select No. o Incumbent Worker: select No. o Underemployed worker: select what fits best with your current status if you are already working. o Long-term unemployed: select what fits best with your current status if you were working. o State UI Claims program: select one most likely Not a claimant. Next Step button. o Referred by Worker Profiling...: No. When you are finished, click on the Next Step button. These 3 questions may appear here depending on how you answered previous military questions o Selective Service: Have you registered with Selective Service? Most of you will select no. but select one option and click on the Next Step button. o Eligibility to Work in the United States. For the purpose of continuing through the IJL system, select U.S. Citizen. If you do not select U.S. Citizen, the system will not allow you to finish your registration successfully. o Dislocated Worker: The default selection of none of the above fits. Then click on Next Step button. Step 4 allows you to review and edit your selections thus far in you PLUS Account. Click on the right marginal Edit button for each section in which something needs to be corrected or added. When satisfied with your entries, click on the Finished button at the bottom of the page, which takes you directly into the New Resume page. Work Wanted o What Job are you looking for? E.g. Economics Professor o Click on Update Work Wanted o Work Wanted was successfully updated. Select Occupation Work Wanted o If you entered Economics Professor, you will match to 9 job titles that reflect exact or similar titles connected to that field. Select one. 5

6 Review & Edit You can review the personal information you have entered thus far. If you are not happy with the options you were given from your job title, you may wish to enter another broader job title near the bottom of the page. Then click on Finished. New Resume The New Resume page presents you with a series of questions designed to gather your work experience and educational training information which is used as matching criteria to match you to jobs posted in IllinoisJobLink.com and other job boards if you wish, while at the same time, it builds a resume for you in case you do not have one to attach. o Resume Title: Type in the letters ASSA first so that matching employers can easily identify you as being an ASSA Member who will most likely be on hand at the annual meeting for interviews and for matching purposes, followed by a general occupational field that supports the specific overall area you are looking for and preferably have experience in. (Here is where you could choose from among the JEL general topics for economics and finance from A through R on page 11, especially if you are going into the academic field. For example: ASSA Mathematical and Quantitative Methods. Otherwise you can enter something like ASSA Research, ASSA Education or ASSA Consultant). o Job Title: Your job title may have carried over from the previous exercise. If not, enter the same job title you decided on during the review. o Relevant Work Experience: Enter years and months, or if entry level, enter zeroes for years and months. o Education level: Enter the highest level of education you have achieved or are about to achieve. If you are a PhD/ABD, enter PhD. o Are you willing to move to another location for work?: YES. This is very important if you wish to match to job openings in a global market. Remember, you can always say you are not interested in the matches you get. But first you have to get the matches. o In what area would you like to find employment?: Also very important: Enter for matching purposes no matter where you wish to work. ASSA employers will be using this ZIP code as well when selecting their job location, no matter where the job will really be. The ASSA Employer Guide asked them to list their actual job location(s) in their job descriptions so you will know where the job location is. This was the best method we could find to make sure no matching opportunities were missed by recruiters or candidates. o What is the maximum distance (in miles) you are willing to commute to work one-way?: Enter 255 which is the maximum distance you can enter. o Are you willing to travel as a requirement of the job?: Enter Yes so you don t miss any employer matches. o What is the salary type for your desired salary?: Select Annual o Enter your minimum desired salary: select $ or better. The higher you go, the fewer matches you will get. o Are you seeking full-time or part-time work?: Full Time 6

7 o What is your preferred shift?: No Preference (to be safe). o Are you willing to accept temporary work?: Yes o Do you have a valid driver s license?: Yes or no. o Do you want job matches for this resume ed to you? Yes. o Select resume file to upload: If you have a resume in a Microsoft Word format ONLY, attach it now by clicking on the Browse button. Otherwise you will have to build a resume from your non-ms Word resume following a number of steps in the system by clicking on the Create Resume link below. o After attaching your resume, click on the Cancel button and wait for the system to load it. You should get a message stating, Resume was successfully updated. You should see your attached copy below Resume Preview. You can look it over and if you see any mistakes, you will have to make the corrections in Microsoft Word and go through the attachment process again using the Browse button again. You are now ready to conduct a Job Search (go to the Job Search section below). o If you are creating your resume, the Create Resume link should have taken you to a page that begins with, Resume has been successfully started. Follow the instructions under Select Occupation Work Wanted. o You will be prompted to provide the information from the following categories: an Objective Statement, Work Experience, Talents, Tools & Technologies, Work Activities, and Educational Experience. o You should see your attached copy below Resume Preview. You can look it over and if you see any mistakes, unlike others who attached their resumes, you can make corrections by clicking on the section that needs to be edited. Awards, certifications and other information can be added, like linguistic skills. Your Objectives and/or Summary of Qualifications can also be edited. o You can then print out your resume when completed. Select Finish. You may now conduct a Job Search. Job Search To conduct a search, click on the Job Search link which will automatically take you to an ADVANCED SEARCH to view your matches to employers job openings o This page provides 6 different options on how to enter key words to match to the type of job you are looking for. Begin with the 3 rd option which reads: That contain ANY of these words: and enter ASSA and your job title AND/OR words taken from the JEL secondary codes beginning on page 11. o Skip down to click on radio button in front of Include only IllinoisJobLink.com job listings unless you also wish to match to jobs in other job matching systems. If you decide to expand your search, remember that those additional employers will not be on site to conduct interviews and you will have to make other arrangements with them if you are interested in seeking an interview. Then skip down to Save this search. Save this search: If you plan on conducting more than one search, you may want to give each search a title; especially if you are entering more than one resume to the system. If so, select the yes radio button. 7

8 o Search name: If you selected the yes radio button, you can name your search, preferably with something descriptive that will differentiate it from the other search names you may be using for this resume and any other resumes you decide to enter. Otherwise skip this question. o Click on Search button at the bottom of the page Your IllinoisJobLink.com Matching Employers: At the top of the page, the message should read: IllinoisJobLink.com found jobs matching your search criteria o The list of matching jobs is already defaulted chronologically with the most recently posted jobs listed from top to bottom. But you have the option to alter your list of matching orders by clicking on the Relevance or Date options at the top. Relevance will put the jobs that match your resume or profile criteria best at the top. Date will give you the latest matches both now and for future searches chronologically at the top. So you may wish to conduct your 1 st search by Relevance, and all subsequent searches by Date so you aren t looking at the same matches all over again. o Click on the blue Job Title for each job match, one at a time. o Each job provides the job title, description, duties, skill requirements and functions as well as other Job information, contact information and other details. It tells what job board it originated from other than IllinoisJobLink.com, if you selected the option to access other job boards. It also shows the job talents, if the employer selected any, preferring candidates with all or most of those listed talents. o The last section tells How to apply for this position. Click on the Referral Instructions button for IllinoisJobLink.com matches. o Most of the time the employer will provide an address, so you may initiate contact with any employers whose jobs you feel qualified to fill. Click on the Illinois JobLink Resume To Employer button or just click on the Employers address and compose your own . (But more employers these days will send you to their Web site to fill out their job application.) o If the IJL Resume... button worked, select one of your ASSA Resumes (if you have more than one), edit the drafted for you, saying you would appreciate an interview opportunity at their convenience while in San Francisco. o Check spelling and Send . If the employer prefers using their Web site to apply rather than , you are pretty much obligated to comply with their request. o Add to your Saved Job List in case you wish to review again at a later date. o Click on Back to results at the bottom of the page and continue to work your way through your match list. You will continue to match to new employers as they will be added to the list as new employers post their job orders. Log Out at the top of the page when finished and return whenever you wish to conduct an updated search. 8

9 Communications With Employers Prior To & At The Convention After making initial contact with employers through IllinoisJobLink.com all further messages can be exchanged via the Internet. To communicate in San Francisco with employers and fellow conventioneers, you can use the ASSA on-site hotel phone directory through the AEA Website. To have your name and hotel listed in the phone directory automatically, you must register for housing (or cancel your housing registration to avoid penalty) through ASSA by Monday, December 14 th. You can be added to the online directory if you enter your name and hotel information by ing There is no message exchange service provided at the placement center, so you may wish to bring a laptop or smart phone to exchange messages as most hotel rooms are wired for Internet service. While it is better to schedule all your interviews well in advance of your arrival in San Francisco, you will continue to match to new employers during the annual meeting. Also, if an employer is interested in interviewing you, he or she may you a disclosure code on where/when the interview will take place. There is no formal on-site registration, so those who wish to register for the placement service on site will have to use their laptop or a hotel business office. We encourage everyone to register for the professional placement service in IJL no later than Monday, December 21 st. But it is never too late to post or update your registration and resume as the system is ongoing. Be sure to check your matches throughout the convention. You can still use the placement service on line even if you don t register for the ASSA Meeting, but all job seekers must register for the ASSA Meeting in order to access the placement center on site. 10 Re-entry in IllinoisJobLink.com: Search for More Jobs, Create Another Resume, Update Your Info To revisit your registration to look for new jobs or update your information, go back to the IllinoisJobLink.com Web site at unless you already book marked it. Enter your user name and password from the link up at the top right of the page, which takes you to the Welcome Back page. Then click on My Resumes which takes you to Resumes for (Yourself). Here you can update your resume(s) under Resume Title, create another resume (by clicking on the Create a Resume button), or conduct a search by clicking on the Search link in the 5 th column for matching job openings. You will be prompted to conduct an Advanced Search again. If you forgot how, simply go back to page 7 and follow the directions under the heading Job Search. The system is used to classify articles, dissertations, books, book reviews, and working papers in EconLit, and in many other applications.
