1 NewMexicoKids Network Strategic Plan Vision Statement: New Mexico is a place where all families have access to, and value, high quality information and services related to young children s development and educational readiness. Mission Statement: In support of New Mexico s children, the NewMexicoKids Network works collaboratively to inform and educate a broad range of consumers that results in high quality early care and education, a respectful and professional environment, is culturally sensitive and is fully accountable. 1
2 Goal 1 New Mexico early care providers and educators will have opportunities to gain the knowledge and skills to provide high quality child care services meeting the needs of our children as measured by New Mexico STARs and participants in the AIM HIGH Program. 1. New Mexico children will have access to high quality, inclusive child care as defined by OCD. 2. AIM HIGH participants will understand and implement the Essential Elements of Quality. 3. Licensed programs will increase their STAR rating. 1. The number of early care programs applying for a 2-STAR license will increase an additional 20%. 2. The number of subsidized children in 2-STAR and higher programs will increase by 20% % of 2-, 3- and 4-STAR programs will maintain their STAR rating. 4. The number of early care providers and educators participating in the AIM HIGH program will be maintained as revenues are available % of the early care providers and educators participating in the AIM HIGH program will show growth in meeting the Essential Elements of Quality % of 3- and 4-STAR programs will complete the 6-Hour Inclusion Course. 1. Training and Technical Assistance Program trainers will be listed on the New Mexico Trainer Registry and will provide high quality trainings. 2. Provide technical assistance and coordinated support to early care professionals, families, and community members. 3. Recruitment of early care providers into the AIM HIGH program as revenues are available. 4. AIM HIGH and Inclusion services. 5. Publishing of training calendars and other marketing materials. 6. Maintenance, marketing and training on utilization of Toy and Resource Lending Libraries. 7. Community collaborations are maintained and enhanced. 8. On-going needs assessments are conducted and services are developed accordingly. 9. Continue to link programs and families to state and local resources including intervention programs and other early childhood mental health service providers. 10. Promote awareness of the NewMexicoKids.org website. 1. FTE staff with knowledge skills and abilities to teach Essential Elements and evaluate STAR ratings 2. Financial resources 3. Technology, hardware and software with adequate training 4. Adequate facility space for training 5. Professional development of staff to administer rating scales etc. 6. Lending Library, well-stocked, administered and distributed 7. Research and planning time 2
3 Goal 2 The NewMexicoKids Network will provide well-managed quality services with community support. 1. The three components of the NewMexicoKids Network will operate with maximum efficiencies and effectiveness under quality management 2. The three components of the NewMexicoKids Network will be in contract compliance 3. The three components of the NewMexicoKids Network will provide services valued and supported by their communities % of the TTAP offices and the Network Office who receive CYFD audits or financial reviews reflecting no material findings associated to TTAP operations % of TTAP offices will conduct a community service review and receive an 85% + rating 3. The Network Office will conduct an internal Network System review and receive an 85% + rating 4. The NewMexicoKids Child Care Resource and Referral Service and the data collection unit will develop and conduct a customer satisfaction review and receive an 85% + rating 1. Full and complete financial record will be maintained and governing bodies will review on a regular basis 2. HR policies will be developed and reviewed on an annual basis 3. Grant and contract requirements will be regularly reviewed for compliance 4. A community service assessment/review will be developed by the TTAPs and implemented annually 5. The Network Office will develop and implement a review/assessment 6. NewMexicoKids Child Care R&R will develop and implement a customer satisfaction process 7. The assessment tools #4,5,6 will be shared with the NewMexicoKids Network annually 8. NACCRRA assessment/quality assurance tools will be reviewed and implemented as resources allow 9. All office directors will stay current on current management tools 10. Each office will have an active and involved governance or advisory board 11. Governing or advisory boards will reflect broad membership to include community voices outside the immediate EC community 12. Annual reports made available to a broad audience 1. Skilled staff 2. Financial resources 3. Technology; hardware and software 4. Knowledge and skill at software utility 5. Professional development opportunities 6. Membership in appropriate professional management organizations 3
4 Goal 3 NewMexicoKids web site and the CCR&R will provide a broad range of information to families and the professionals who support them on the importance of high quality, available and accessible child care and assistance in choosing appropriate child care. 1. Comprehensive and timely referral services will be available via multiple channels 2. User-friendly and seamless services exist between TTAP offices and Network Office, and NewMexicoKids Resource and Referral services 1. The number of customers using the web site will increase by 200% 2. Families will increase their knowledge of quality child care 3. Child care professionals will have increased access to materials leading them to participation and/or improvement in AIM HIGH and STARS 4. Timely and appropriate materials will be posted on the NewMexicoKids web site 5. There will be increased and ongoing two-way communication between the R&R office and local TTAPs 1. Develop a script/checklist for referrals 2. Set up the phone service 3. Develop and distribute follow-up packets for families 4. Develop a customer satisfaction survey 5. Populate and maintain the data base in coordination with local TTAP offices 6. Cleanse and maintain accuracy in the provider data base, including annual updates 7. Review NACCRRA Quality Assurance program and utilize as a base in building the program ensuring compliance with their standards 8. Train and maintain communications with local TTAP offices on referral services 9. Develop a Marketing Plan and coordinate with local TTAPs 10. Coordinate with local TTAPs the use and maintenance of NACCRRAware 11. Ensure that all procedures and documents meet in legal compliance 12. Design and distribute data reports to the public and TTAPs 13. Translate print materials and maintain bi-lingual capacities 14. Training to local TTAPs on walk-in referral services 15. Design and distribute referral services for those who do not have access to technology 16. Coordinate with OCD to ensure contract compliance and response to their evolving needs 17. Comprehensive information made available to the public in a user-friendly manner via the NewMexicoKids web site and other channels 1. FTE 2. Professional memberships 3. NACCRRA Quality Assurance guidelines 4. Technology, hardware and software 5. Financial resources for mailing etc. 6. Legal assistance 7. Translation services and bi-lingual staff 4
5 Goal 4 The Network Office will solidify and expand its leadership role within the NewMexicoKids Network and the New Mexico early childhood community. 1. Increased communication and integrated planning will exist between the TTAP offices and NewMexicoKids offices 2. TTAP offices will have increased opportunities to learn from and share best practices with other NewMexicoKids Network partners 3. Standardization of services and data collection and analysis will increase and become available to a larger audience to support informed policy development 4. Collaborations will be maintained or increased with associates in the early childhood community at a statewide level 1. A minimum of four annual meetings will be hosted by the Network office for all Network partners. The agenda will be developed collaboratively to ensure coverage of critical issues. 2. A regular and consistent means of information sharing will be developed and implemented 3. Service standards will be developed and implemented 4. Consolidated data reports will be designed and implemented 5. Outreach will increase to the early childhood community creating increased awareness and support for services provided by the NewMexicoKids Network 1. Hosting of statewide meetings for Network members 2. Creation of Task Forces to design and develop report services and methodologies 3. Educate, maintain and support state public EC policy actions 4. Maintain in-depth and cutting edge knowledge on services related to educational readiness systems at the state and national level 5. Outreach actively to systems and agencies working on educational readiness services 6. Build internal capacity and develop framework to become an independent 501-c-3 office 7. Advocate for the NM Network and its services 8. Advocate for quality and systemic EC services 9. Be an available and trusted source for technical assistance to Network members 10. Maintain membership in statewide and national organizations 11. Develop strategic partnerships which serve the Network both short and long term 12. Identify funding sources which have the potential to benefit Network members 1. Staff 2. Financial resources 3. Adequate training facilities 4. Technology, hardware and software 5. Travel 6. Professional memberships 5
6 Goal 5 Registered providers will be supported as a family choice and will have access to skill-building and supports to deliver high quality care for children. Outcome: 1. The NewMexicoKids Network will actively be engaged with the registered care community 2. NewMexicoKids Network trainings and TA will be available to registered providers 3. Registered care will have skills and training to deliver high quality child care services 1. Create and distribute a report on registered care in New Mexico 2. Trainings and technical assistance inclusive of registered providers will be offered. 1. Secure grant funds to survey NM families to understand the utility and quality of registered care 2. Assess and survey registered providers to learn of and develop services appropriate to registered providers 3. Identify and access adequate resources to support above activities 4. Collaborate with Family Nutrition Bureau and Child Care Services Bureau to serve the registered provider 5. Actively recruit registered providers for listing with the NewMexicoKids CCR&R 6. Market and deliver trainings, including the Conversations/18-Hour Course, to registered providers 1. Grant writer 2. staff knowledge on FFN 3. training facilities 4. outreach materials to FFN 6
