3 How EMAC Has Evolved Governors deployed multidiscipline personnel* Largest EMAC mutual aid deployment in history Today EMAC membership includes all 50 states, D.C., U.S. Virgin Islands, Puerto Rico, and Guam *Before 2004, EMAC was used to move emergency management and National Guard personnel only.
