1 Background Safety codes officers (SCOs) are required to administer the Safety Codes Act (Act). To ensure the competency of these individuals, the Act and Safety Bylaws provide for the setting of training and certification requirements that must be met for safety codes officers to obtain and maintain their certification. Policy 1. Safety codes officers in the Electrical discipline shall be classified in the following Groups: a. Group A (Electrical installations, including those at oil and gas facilities) b. Group B (Electrical utilities) 2. The Electrical Sub-Council may approve amendments to the technical training identified in the Appendices, but any other amendments to this policy require approval from the. 3. Certificates of competency for SCOs in the Electrical discipline shall be issued in accordance with the following outline: Page 1 of 5
2 Group A 4. Scope of Practice: a. electrical installations governed by the editions of the Canadian Electrical Code, Part 1, and Code for Electrical Installations at Oil and Gas Facilities declared in force in Alberta. 5. Entry Qualifications: a. journeyman electrician certification recognized in Alberta and six (6) years of relevant work experience after receiving the journeyman electrician certificate; or b. electrical engineering technologist diploma recognized in Canada and eight (8) years of relevant work experience after receiving that diploma; or c. electrical engineering degree recognized in Canada and eight (8) years of relevant experience after receiving that degree. Note: The relevant work experience must include onsite field work related to wiring methods and installations. 6. Successful completion of Base Competency Training in the following areas: a. introduction to the safety codes system in Alberta; b. written communication; and c. verbal communication. 7. Successful completion of technical training approved by the Electrical Sub-Council as identified in the attached Appendix A Electrical Group A Safety Codes Officer. Page 2 of 5
3 Group B 8. Scope of Practice: a. electrical utility installations governed by the edition of the Alberta Electrical Utility Code declared in-force in Alberta. 9. Entry Qualifications: a. journeyman electrician, power line technician, or power system electrician certification recognized in Alberta and six (6) years of relevant work experience after receiving the journeyman certificate; or b. electrical engineering technologist diploma recognized in Canada and eight (8) years of relevant work experience after receiving that diploma; or c. electrical engineering degree recognized in Canada and eight (8) years of relevant work experience after receiving that degree. Note: The relevant work experience must be comprised of work with high voltage generation, transmission, or distribution systems regulated and defined by the Alberta Electrical Utility Code and include onsite field work. 10. Successful completion of Base Competency Training in the following areas: a. introduction to the safety codes system in Alberta; b. written communication; and c. verbal communication. 11. Successful completion of technical training approved by the Electrical Sub-Council as identified in the attached Appendix B Electrical Group B Safety Codes Officer. Page 3 of 5
