4 POLICE RESERVE OFFICER RECRUIT The Phoenix Police Reserve was officially formed in 1951 and is a permanent function of the Phoenix Police Department. The following guidelines have been established for applicants interested in joining the reserves. The written examination is no longer required for participation in the Reserve Bureau. However, those applicants who wish to transition from the Reserve Bureau to a career position MUST take a written examination prior to the lateral movement or successfully complete the required number of hours of reserve service. If you are interested in serving the community by becoming a Reserve Officer call (602) for further information. Who are Reserves? Those interested in law enforcement or a law enforcement career Citizens who have an established career, but who are interested in law enforcement Retiring career officers who wish to continue in law enforcement on a part-time basis Why become a Reserve Officer? Allows you to explore the law enforcement career field Provides a new career choice The satisfaction of providing worthwhile community service Learn more about the Phoenix Police Department Explore police specialty details Establish contacts and meet new people Assignment and work flexibility Enjoy the challenges and excitement offered by law enforcement Reserve Incentive Program Where can a Reserve Officer work? Reserves work side by side with Career Phoenix Police officers, and perform most of the same duties. Reserves are initially assigned to work in patrol, in a precinct of their first or second choosing. Once off of solo probation, a reserve can request assignment to a non-patrol function. Reserve Categories: Reserve Recruit Limited Reserve Officer (AzPOST Limited Authority Peace Officer) Certified Reserve Officer (AzPOST Full Authority Peace Officer) Solo Reserve Officer (Completed Post Academy and FTO Program) Reserve Sergeant Reserve Lieutenant Reserve Commander
5 Reserve Requirements: At least 20 years of age at the time of application; 21 years of age at time of academy graduation A citizen of the United States of America Must be a resident of Maricopa County In sound physical and mental health Have at least 20/20 vision uncorrected; or 20/20 vision corrected by glasses or hard contact lenses if uncorrected acuity is 20/80 or better; or 20/20 vision corrected by soft contact lenses if uncorrected acuity is 20/200 Have fewer than eight driving points, fewer than two chargeable accidents, no convictions for DUI and no loss of license as a result of a moving violation within the previous 36 months Have not used hard drugs Have no felony convictions Have good personal conduct Reserve Academy Information: Two evenings during the week for four hours and one eight hour weekend day Receive 24 college credits upon graduation Attend Phoenix Post-Academy and FTO Program for approximately 240 hours Optional: A reserve can attend a full time AzPOST academy on a space availability basis Minimum requirements to maintain Reserve Officer status: Attend all mandatory departmental and AzPOST training Attend all mandatory reserve meetings Solo reserves need to put in at least 60 hours per calendar quarter A reserve hour is any time which is in support of the reserve program or that an on-duty career officer would be paid for.
6 RESERVE OFFICER INCENTIVE PROGRAM Paid Court Overtime Court appearances at a time other than the regular scheduled duty time is compensated at a rate of one and one-half (1 ½) times a career officer pay (based upon step 5), with a minimum 3 hours court time paid for each court appearance. Court standby at a time other than the regular scheduled duty time pay is compensated at a rate of one and one-half (1 ½) times a career officer pay (based upon step 5), with a minimum 2 hours per day while an officer is on standby. Department Provided Equipment The Phoenix Police Department provides its officers with their firearm, gun-belt (including equipment carriers such as holster, magazine carrier, etc.), handcuffs, ammunition, pepper spray, breast badge, flat badge, traffic vest, helmet, fingerprint kit, puncture resistant gloves, and tape recorder. Uniform Allowance Employees receive $1, per year for the purchase of uniforms and any additional equipment. Detectives and specialty assignments receive an additional $ depending on assignment. Ballistic Vest Allowance Reserve Officers receive $ to purchase their initial vest and every 5 years to purchase a replacement vest in addition to the annual uniform allowance. Flexible Work Schedule Work schedule is flexible to meet the needs of the Reserve Officer. After the probation period, a Reserve Officer is eligible to transfer to a variety of details in the Police Department. Academy Tuition Reimbursement Reimbursement of academy tuition fees and other career related courses. Industrial Insurance Reserve Officers are covered by City's Industrial Insurance Program and receive the same benefit as career officers at step 1. Service Awards and Longevity Benefits Reserve Officers are eligible for longevity pay, service awards, and retirement at 10 years of service.
7 PROCESSING PROCEDURES Since reserves perform all of the same duties as a Phoenix Police officer, the entrance requirements after you submit your application are the same. Physical Agility Evaluation The Physical Agility Evaluation is designed to give the applicant a chance to demonstrate his/her physical condition. Minimum standards for the physical evaluation can be found in the Physical Agility section on the next page. Background Questionnaire and Investigation After successful completion of the physical agility evaluation, applicants will complete a background questionnaire. Once the questionnaire has been returned to Police Employment Services, the next step is an interview with a background investigator. Polygraph Examination Applicants will be given a polygraph examination administered by a qualified, state licensed, Police Polygraph Examiner. The test will cover criminal activity, drug usage, truthfulness, and integrity and employment history. Oral Board Interview/Essay Evaluation Applicants will hand write essay style answers to questions that will assess writing ability in the areas of grammar, punctuation, and spelling. Applicant will also answer questions by giving brief verbal presentation. Controlled Substance Screening Applicants will be required to submit to controlled substance screening in the form of urinalysis at some point during the selection process. Psychological Evaluation The Psychological Evaluation consists of two parts: *A battery of written tests. *Interview with a certified psychologist. Medical Examination Applicants will undergo a complete medical examination given by a licensed physician. Hiring Process The expected duration of the hiring process is affected by a number of factors. Completing the entire process takes an average of 2-3 months.
8 PHYSICAL AGILITY EVALUATION INFORMATION After submitting your completed Police Reserve Officer Recruit application to the City of Phoenix Personnel Department, the first step in the Reserve Bureau testing process is the physical agility evaluation. All applicants interested in scheduling a physical agility evaluation, should contact the Reserve Bureau at (602) The physical agility evaluation is designed to give the applicant a chance to demonstrate his/her physical condition. Percentage minimum pass (40%) and maximum pass (100%) based on Cooper's physical fitness standards. Applicants also will be asked to scale a six-foot block wall. While applicants are encouraged to do their best in each category, the following minimum standards must be met: Age Age Age Age Mile Run (outdoors) Male 12:51 13:36 14:29 15:26 Female 15:26 15:57 16:58 17:55 Sit-ups ( 1 minute) Male Female Push-ups Male Female Modified Female** **Modified Females Push-ups female candidates may choose to use the modified push-ups (knees on ground with feet up in the air); however, the number of push-ups required changes with this technique, as listed above. The physical agility evaluation will last approximately three to five hours, depending on the number of applicants testing. COME DRESSED APPROPRIATELY TO TAKE THE PHYSICAL AGILITY EVALUATION. THERE ARE NO FACILITIES AVAILABLE TO CHANGE CLOTHES AT THE TEST SITE. Appropriate attire includes running shoes, T-shirts, shorts, sweatshirts or sweats. No bare midriffs, seethrough clothing, cut offs, ect. Above all, wear clothing that is comfortable for strenuous physical activity given the outdoor climate. Temperatures in Arizona can range from 30 to 40 degrees in winter months, up to 120 degrees in the summer months. BE SURE TO BRING PLENTY OF WATER!!! PHYSICAL AGILITY STANDARDS ARE NOT NEGOTIABLE, YOU MUST PASS ALL EVENTS TO BE SUCCESSFUL IN THE AGILITY TEST. Applicants are required to pass all portions of the physical agility test in order to receive a background packet and continue in the process. If an applicant fails a portion the physical agility test the first time, they may retake the agility test the next month if they choose, or they may come back any subsequent month when they believe they are ready. If an applicant fails a portion of the agility test a second time, they must wait a period of 90 days to take the test a third time. If an applicant is once again unsuccessful, they may retake the agility test once more after another 90 day wait.
9 BACKGROUND PACKET GENERAL INFORMATION Completion of the background packet is required for applicants to proceed into the next phase of hiring. The background packet is an extremely crucial part of this process and at times can be time consuming to complete. Below is a list of items that you should begin to gather to expedite the process: 1. Certified (Department of Health) birth certificate. No other item will be accepted, including the hospital issued certificates 2. High school diploma or GED certificate (not required if you have a Bachelor or Masters degree 3. College degree or transcripts if no degree was achieved 4. Social security card 5. Driver s license 6. DD military discharge (the Member 4 form is the only form we will accept). 7. Marriage license. 8. Divorce decree. 9. Bankruptcy petition/discharge. 10. Last two (2) job performance evaluations, if your employer gives you one. 11. Proof of auto insurance (the insurance card will do). If you are invited for an interview you must bring the original and one photocopy of the above documents. If you have multiple marriages and divorces, bring the marriage license and divorce decree for each. If you had your name changed for any reason, include the necessary documents with the above.
