22 SPEAKERS Luncheon Keynote Speaker Mayor Oscar B. Goodman City of Las Vegas He s brutally honest, not afraid to speak his mind, and he loves his constituents just as much as they love him. Whatever you say about Las Vegas Mayor Oscar B. Goodman, no one can doubt the love he has for this community and his overwhelming desire to make it even better. When he decided to run for Mayor in 1999, most said he could never win. The local newspaper headline read Anybody but Oscar the day after he filed for office. But the residents embraced Goodman s no-nonsense, tell it like it is style, and elected him in a landslide. He says to anyone who will listen that he s the Happiest Mayor in the Universe. In April of 2007, Mayor Oscar Goodman captured 84 percent of the vote in his re-election effort to a third 4-year term. The final vote tally is one of the largest margins of victory ever for a large city mayor in a major election. Mayor Goodman often jokes that he s still looking for the other 16 percent! Mayor Goodman now serves as the Chairman of the Las Vegas Convention and Visitors Authority and feverishly works to promote the enticing destination of Las Vegas. Mayor Goodman has also started OPAC, Oscar s Political Action Committee, to promote and protect the interests of Las Vegas. His first action was to donate $50,000 to the Keep Memory Alive Foundation, the Think Tank foundation for the Lou Ruvo Brain Institute. Mayor Goodman has been responsible for many great accomplishments in the heart of downtown. As Mayor, he was successful in acquiring a large piece of urban real estate in the city without resorting to eminent domain. Union Park, a phenomenal 61-acre planned development, will include the Lou Ruvo Brain Institute, designed by renowned architect Frank Gehry, a 350,000 squarefoot Performing Arts Center, boutique hotels, multiple high residential units, business, medical, and retail opportunities. Downtown is undergoing a dramatic change, a renaissance. It is evolving into a vibrant place for living, working, and being able to enjoy entertainment and art venues. Bounding Union Park are the World Market Center, the Chelsea Properties mall, and an office complex which is LEED certified. The World Market Center is a state-of-the-art home furnishings trade show facility. When completed, the complex will exceed 12 million square feet with 8 buildings. The Chelsea Properties discount mall is the most successful of its kind for dollar per square foot income. A jewelry mart, 50 plus stories in height, is also in the developmental state. In addition, there are almost 18,000 living spaces being planned for construction in the downtown. Also, for the first time in many years, multi-million dollar casino and hotel renovations and expansions are currently underway. The Mayor s mother, Laura, was a renowned sculptor and had a great influence on the Mayor. Her appreciation for art is reflective of the Mayor s efforts to enhance culture and the arts in Las Vegas. You can currently visit an emerging eclectic mix of livework artist residences and galleries known as the 18b Arts District. You can always catch the Mayor at an event called First Friday, which the Mayor describes as a sense of place in an artistic environment. Thousands of people now flock downtown to this once a month event. It s known as a huge block party for art perusal and appreciation. Mayor Goodman also managed to acquire a beautifully historic downtown post office from the General Service Administration, which he plans to refurbish as a museum of Las Vegas, showcasing his city s colorful history. Fremont East Entertainment District continues the synergy of downtown featuring trendy new gathering places for dining, dancing, cocktails and enjoyment. An intellectual marketplace is being designed in a historical Spanish-styled elementary school and will be home to the University of Nevada Las Vegas School of Architecture, UNLV Modern Letters Program and the Nevada School of the Arts. Goodman has always been a downtown kind of guy. Born and raised in Philadelphia, he graduated from Haverford College and received his law degree from the University of Pennsylvania Law School. He and his wife of 45 years, Carolyn, who was a Manhattanite and alumna of Bryn Mawr College, moved to Las Vegas in 1964 with $87 in our pockets, he s fond of saying. They grew up with the town, utilizing their great educations and establishing an extremely successful law practice. He made a name for himself by taking on some of the toughest cases and winning them, as told in the recent publication of John L. Smith s biography, Of Rats and Men. Goodman is now representing the City with the same fervor he brought to every case he tried as a criminal defense attorney. For his legal work, the National Law Journal has recognized him as one of the 15 Best Trial Lawyers in America. Because of his unique client list, his exploits were the subject of a British documentary titled, Mob Law. He also played himself in the movie, Casino. Carolyn is the founder and President of the first non-profit, non-sectarian private school in Nevada, The Meadows. The Mayor also has a few personal reasons for wanting to keep Las Vegas strong. Carolyn and he have four grown children, all of whom have acquired college degrees and graduate degrees in law, medicine and human resources, with all now calling Las Vegas their home. He wants for them the same thing he wants for every resident the ability to make your dreams come true. When Carolyn and I came here, Las Vegas was truly the land of milk and honey, he says. You could establish a career, make something for yourself, and enjoy a great quality of life. I want to make sure that never changes. 20

23 Marta Adams is Senior Deputy Attorney General Marta Adams has practiced law for thirty years with a focus on environmental, land use and water law issues. She is primarily responsible for representing Nevada s Agency for Nuclear Projects, the agency charged with blocking development of the proposed high-level nuclear waste repository at Yucca Mountain. She oversees other high-profile litigation involving water and environmental issues. John Kelly Addy has been a Deputy handling civil matters for the City of Billings, Montana (pop., 100,000) for the past eight years. A 1974 Georgetown Law graduate and a member of the District Columbia Bar, he served in the Army JAG Corps in Huntsville, Alabama and Pyongtaek, Korea before returning home and being admitted to the State Bar of Montana in He was in private practice for 20 years before coming to work for the City of Billings and has served four terms in the Montana House of Representatives, the last as Speaker Pro Tempore, and two terms as the Chair of the Montana Democratic Party. His daughter, Amanda, is a freshman at the University of Montana and his son, Caleb, is a freshman at Skyview High School in Billings. This spring he married his Army sweetheart and the love of his life, Mary Alice Brinkley, of Huntsville, Alabama. He also a licensed local pastor appointed as pastor to Huntley United Methodist Church in Huntley, Montana. His municipal law practice focuses on Public Works, Aviation and Transit, Human Resources, and Public Records Requests, with other duties as assigned. Ken Albright is the Director of the Groundwater Resources department for the Southern Nevada Water Authority. As Director, he is responsible for the acquisition, development and environmental compliance of new and existing groundwater resources for the Authority. Prior to joining the Authority in November of 2002, Ken worked for the city of North Las Vegas, where his most recent assignments were as the Assistant Director of the Public Works Department and Director of the Parks and Recreation Department. Ken attended the University of Minnesota where he received his Bachelor of Science Degree in Civil Engineering. His professional associations include the National Society of Professional Engineers, American Public Works Association, American Water Works Association, National Water Resources Association and Nevada Water Resources Association. He holds professional engineering licenses in Illinois and Nevada. Ken is married, has three sons, and has been a resident of Las Vegas since Adell L. Amos is an Assistant Professor of Law and the Director of the Environmental and Natural Resources Law Program at the University of Oregon School of Law in Eugene, Oregon. Amos joined the law school faculty after practicing environmental and natural resources law for six years with the Solicitor s Office at the United States Department of the Interior. Amos represented and advised the U.S. Fish and Wildlife Service and the National Park Service on state and federal water rights issues including work involving the Klamath, Snake, Columbia, Middle Rio Grande, and Gunnison River Basins. Additionally, she provided legal advice on the interaction of water law with other environmental statutes including the ESA, CWA, and NEPA. Amos teaches Water Resources Law, Wildlife Law, Oregon Water Law and Policy, Environment and Energy, Environmental Conflict Resolution, and Civil Procedure. Her scholarship addresses citizen participation in water rights adjudications, the relationship between federal and state governments on water resource management, and the role of administrative agencies in setting national and local water policy. Amos recently published an article entitled, The Use of State Instream Flow Laws for Federal Lands: Respecting State Control While Meeting Federal Purposes in Environmental Law. She has a forthcoming article in the Journal of Environmental Law and Litigation on hydropower reform and the Energy Policy Act of Amos earned her B.A. in 1995 from Drury College, her J.D. in 1998 from the University of Oregon (Coif). After law school, Amos clerked on the Ninth Circuit Court of Appeals for Judge Proctor Hug Jr. She is a member of the Missouri bar, admitted A. Fleming Bell, II is a professor of public law and government in the School of Government, The University of North Carolina at Chapel Hill. Some of his specialties are local government law; ethics and conflicts of interest in government; parliamentary and other procedural issues; and office-holding questions. Bell earned an AB magna cum laude and a JD with High Honors from Duke University, where he was elected to Phi Beta Kappa and was first in his law school class. He also holds a master s degree in regional planning from UNC at Chapel Hill. Mary Ellen Bench joined the City of Mississauga in May, 2001 as City Solicitor. She was called to the Bar in Ontario in In 2003 the International Municipal Lawyers Association ( IMLA ) conferred upon her the designation of Local Government Fellows in recognition of demonstrated excellence in the field of local government law. 33 Canadian Scholarship Fund IMLA is very pleased to announce the continuation of the Canadian Scholarship Fund based on a proposal by Sylvia Watson, who many will remember as the dynamo behind the very successful IMLA Conference in Toronto, Canada. The fund, financed from the excess proceeds raised by the City for IMLA s 1999 Conference in Toronto, will be used annual to underwrite the expenses of young (under 40) Canadian lawyer s trip to an IMLA Annual Conference. In turn, the successful applicant will be required to present a paper on a municipal law topic at the Conference. This year s recipient is the sixth to be chosen. The 2008 Canadian Scholarship recipient is Naomi Brown with the City of Toronto Legal Services Litigation Division, Toronto, Ontario Canada.
