1 FLORIDA ASSOCIATION OF COUNTIES TRUST Florida Association of Counties Trust GL & Auto Loss Analysis Policy Years 2013 FACT Risk Control October 13, 2013 FACT Risk Control services are intended solely to identify and assess reasonable risks within the Member's insured property. However, FACT Risk Control does not warrant or guarantee the safety of any property or condition within the Member's property and cannot guarantee additional risks will not result in loss following a Risk Control assessment. Improvements or corrections to the Member's property are solely its responsibility. Accordingly, Member acknowledges neither FACT, its employees nor its agents shall be liable for losses related to any risk assessment provided.
2 Conclusions and Observations Human Resource related claims represents 50.4% of the Incurred Loss Dollars but only account for 10.4% of the total number of claims. Slip or Trip incidents involving the public resulting in an injury account for 18.2% of the total number of claims and 24.2% of the total Incurred Loss Dollars. Damage to public owned vehicles from road conditions have the highest frequency of loss with 33.9% but only generate 9.4% of the total Incurred Loss Dollars. The available data on the Motor Vehicle Losses indicates that the majority would be classified as preventable based on National Safety Council Guidelines for Determining Preventability/Non-Preventability. Risk Control Services Investigation of Slip/Trip/Fall incidents; assistance with development of a Slip/Trip/Fall Prevention Program including an educational program for the field personnel on identifying liability exposures. Assistance with educational programs and resources geared to Human Resource issues. Educational programs on conducting Accident Investigations relating to damage to private properties/vehicles to assist in determining root causes and in assisting the Claims Department with accident detail. National Safety Council Defensive Driving classes can be scheduled for County employees where they are assigned to operate County owned vehicles as well as employees who are compensated for County use of personal vehicles. Assistance in establishing a Motor Vehicle Accident Review Committee to investigate all MVAs for Preventability/Non-Preventability based on National Safety Council Guidelines.
