5 v Abstract Purpose: To design and develop a website for searching and browsing English language Open Access Journals (OAJ) in all fields of human knowledge. Design/methodology/approach: A list of OAJ is compiled in an Excel document by consulting different online directories, databases and search engines. Different online discussion forum, discussion groups are also consulted to have a near complete list of OAJ. The lists of journals are then evaluated in terms of the validity of the website Uniform Resource Locator (URL), language of the journal, International Standard Serial Number (ISSN), open access / closed access, and for such other factors. During evaluation, in case of a link rot or 404 error message, the search engines are consulted to have the current URL. The URL's thus compiled are classified and categorized over a formal website and used for design and development of Open Access Journals Search Engine (OAJSE). Findings: The OAJSE can be used to browse and search 4,775 OAJ. The journals are arranged alphabetically and subject-wise for browsing. The Google s Custom Search Engine on the fly and Custom Search Engine (Co-Op) is used to design and develop the search interfaces. The OAJSE almost covers all subjects in all fields of human knowledge and thus serves as a single solution for a wide range of users and queries. It is available for permanent use by anyone across the globe at Research Limitations: The Google Co-op that is used for the search engine for OAJSE comes with a limitation of 1,355 annotations. This restriction creates problem in designing a single search engine via the platform for OAJSE. That s why its Custom Search Engine on the fly is used for OAJSE, but it has another limitation. It displays ads on the search result page. Further, the OAJSE only includes the OAJ that are published in English language or English language as one of the core language. Again, day by day, new OAJ are emerging, the old one continuously changing its URL, so the interface to remain in a usable condition; need to be redesigned and constantly updated in future. Practical Implications: The OAJSE filter the OAJ articles from the free web and thus adds another dimension in searching or finding out articles from OAJ. It will enrich the accessibility to scholarly research for the users. It will help in the easy location, browsing and searching of OAJ by the students, research scholars and faculty members of KKHSOU. It can be used from anywhere of the world, with just an internet connection. Finally, it will be a valuable resource for those institutes that don t have enough funds to start with commercially available journals and databases. Originality/value: The OAJSE website will provide easy and clickable access to OAJ. It decreases the use of inappropriate resources over the internet and thus is an eye opener work. It guides and provides a control access to English language OAJ. In the days to come, the lead of KKHSOU also can be followed by other institute for design and development of their own E-Journal portal. 6 1 Chapter 1 Introduction 1.1 Introduction: Open Access (OA) means putting peer-reviewed scientific and scholarly literature over internet and making it available free of charge and free of most copyright and licensing restrictions. There are mainly two primary vehicles for delivering OA, they are OA archives or repositories and Open Access Journals (OAJ). However, there are also other OA vehicles such as personal web sites, wikis, blogs, discussion forum, discussion groups, ebooks, etc. But they are not common used. OA was physically and economically impossible in the age of print, even if the copyright holder wanted it as because prices were unavoidable for print journals. Fortuitously, the internet emerged crossing such limitations. In case of OA, the expenses consist of peer review, manuscript preparation, domain, server space, and bandwidth. OA journals pay their bills very much the way broadcast television and radio stations do: those with an interest in disseminating the content pay the production costs upfront so that access can be free of charge for everyone with the right equipment. Sometimes the journals have a subsidy from the hosting university or professional society while at other times journals charge a processing fee on accepted articles, to be paid by the author or the author's sponsor (employer, funding agency). Even at some other times OA journals have the provision of advertising, priced add-ons, or auxiliary services. Journals took off because, for readers, they surpassed books for learning quickly about the recent work of others. They do not pay authors for their articles. For authors, they surpassed books for sharing new work quickly with the wider world and, above all, for establishing priority over other scientists working on the same problem. They gave authors the benefit of a fast, public time-stamp on their work. So, in simple, authors published in journals for impact, not for money. The OA removes price barriers (subscriptions, licensing fees, pay-per-view fees) and permission barriers (most copyright and licensing restrictions). So, if authors publish their work in OA journals it gives momentum in receiving more citations, since the research findings are quickly available to the fellow scholars. Again, OA is compatible with copyright, peer review, revenue (even profit), print, preservation, prestige, career-advancement, indexing, and other features and supportive services associated with conventional scholarly

7 2 literature. The primary difference is that the bills are not paid by readers and hence do not function as access barriers. OA to research maximises research access and thereby also research impact, making research more productive and effective. OA journals on the internet are read more widely than work published in paper format. OA serves the interests of many groups. OA increases the return of research funding agencies on their investment in research, making the results of the funded research more widely available, more discoverable, more retrievable, and more useful. OA serves public funding agencies in another way as well, by providing public access to the results of publicly-funded research. OA gives authors a worldwide audience larger than that of any subscription-based journal, no matter how prestigious or popular, and probably increases the visibility and impact of their work on a world-wide basis. It gives reader barrierfree access to the literature they need for their research, not constrained by the budgets of the libraries where they may have access privileges. It increases their convenience, reach, and retrieval power. OA puts rich and poor readers on an equal footing for these key resources and eliminates the need for permissions to reproduce and distribute content. The argument for public access to publicly funded research is a strong one. This is as because the public have already paid through their taxes to the government, a part of which was spent on the research grants to the research scholars. That is why, for example, 30+ nations have signed the Economic Co-operation and Development (OECD) Declaration on Access to Research Data from Public Funding. The campaign for OA to taxpayer-funded research usually recognizes exceptions for (i) classified, military research, (ii) research resulting in patentable discoveries, and (iii) research that authors publish in some royaltyproducing form, such as books. 1.2 Literature Search: In 2001, 34,000 scholars around the world signed An Open Letter to Scientific Publishers, calling for the establishment of an online public library that would provide the full contents of the published record of research and scholarly discourse in medicine and the life sciences in a freely accessible, fully searchable, interlinked form. Scientists signing the letter also pledged not to publish in or peer-review for non-open access journals. This led to the establishment of the Public Library of Science (PLoS), an advocacy organization. However, most scientists continued to publish and review for non-open access journals. PLoS decided to become an open access publisher aiming to compete at the high quality end of the scientific spectrum with commercial publishers and other open access journals, which were beginning to flourish. Critics have argued that, equipped with a $10

8 3 million grant, PLoS competes with smaller OAJ for the best submissions and runs danger to destroy what it originally wanted to foster. The PLoS ( is a tax-exempt, nonprofit corporation headquartered in San Francisco, California. It is a organization of scientists and physicians committed to making the world's scientific and medical literature a freely available public resource. Registry of Open Access Repositories (ROAR) ( is hosted at the University of Southampton, UK and is made possible by funding from the Joint Information Systems Committee (JISC). The aim of ROAR is to promote the development of OA by providing timely information about the growth and status of repositories throughout the world. ROAR which is part of the EPrints.org network resulted in 1151 repositories. The chart can be viewed by countries, system software, and content. Registry of Open Access Repositories Mandatory Archiving Policies (ROARMAP) ( is maintaining by Eprints. According to ROARMAP till September, 2011 a total of 298 mandates and a total of 20 proposed mandates are included in it. From India, National Institute of Technology (NIT), Rourkela ( Bharathidasan University ( National Knowledge Commission ( Madurai Kamaraj University ( ( Mahatma Gandi University ( and National Institute of Oceanography ( are included in the list under the heading of institutional-mandate and National Knowledge Commission ( Council of Scientific & Industrial Research (CSIR) ( under proposed-funder-mandate. The ROARMAP is used to know what are the institution / organization that are included in ROARMAP to further browse its collection. The policy adopted by NIT as summarized in ROARMAP is "All research papers by faculty and students, MTech (Research) and Ph.D. thesis is to be self-archived in Dspace@nitr or it should be submitted to the librarian for archiving, so that others interested may benefit by referring to these documents. The administration may use this archive for assessment of faculty performance when needed." Rights MEtadata for Open archiving (RoMEO) ( site lists which journals have and have not already given their green light to author self-archiving. It is based on data currently maintained by the SHERPA project ( RoMEO is a project funded by the JISC to investigate the rights issues surrounding the selfarchiving of research in the UK academic community under the Open Archive Initiative s (OAI) protocol for metadata harvesting. It has a links to legal issues, surveys, and links to

9 4 related discussions. Till September, 2011 a total number of 523 publishers registered at RoMEO. The journal policies summary statistics reveals that out of which 63.2% are green (postprint), are pale green (preprint) and 5.12 are grey (neither yet). The Open Access Directory (OAD) ( is a wiki where the OA community can create and support simple factual lists about open access to science and scholarship. It launched on April 30, By bringing many OA-related lists together in one place, OAD makes it easier for everyone to discover them and use them for reference. Because OAD is a wiki, one can help keep these lists accurate, comprehensive, and up to date. The Open Access Tracking Project (OATP) uses social tagging to capture new OA developments comprehensively and in real time. Participants tag new developments using Connotea. The resulting feed is OA, for reading or mashing up with other feeds and online services. The Directory of Open Access Journals (DOAJ) ( is a clearinghouse for free, full-text, quality-controlled scientific and scholarly journals. The DOAJ provides browsing as well as searching facility for a number of peer-reviewed, fully OA scientific journals. Till September, 2011 there are 6990 journals in the directory out of which 3204 journals are searchable at article level that in turn includes articles. Every year, the federal government funds tens of billions of dollars in basic and applied research. Most of this funding is concentrated within 11 departments/agencies (e.g., National Institutes of Health (NIH), National Science Foundation (NSF), Department of Energy. The research results typically are reported in articles published in a wide variety of academic journals. From NIH funding alone, it is estimated that about 65,000 papers are published each year. The Federal Research Public Access Act ( proposes to make manuscripts reporting on federally funded research publicly available within six months of publication in a journal. E-prints in Library and Information Science (E-LIS) ( is established in It is an international Open Archive for Library and Information Science (LIS). Over 11,500 papers have been archived to date. It is freely accessible, aligned with the OA movement and is a voluntary enterprise. Google Scholar ( provides a simple way to broadly search for scholarly literature and helps one to identify the most relevant research across the world of scholarly research. From Google Scholar one can search across many disciplines and sources: peer-reviewed papers, theses, books, abstracts and articles, from academic

10 5 publishers, professional societies, preprint repositories, universities and other scholarly organizations. Open J-Gate ( provides free access to its databases that covered a wide range of OAJ. It is an electronic gateway to global journal literature published in English language OAJ. It was launched in early 2006 in India by Informatics (India) Ltd ( Out of 3,500+ journals indexed by Open J-Gate, around 2,000 are peer-reviewed. It links to one million+ OA articles, which is again growing with new articles added every year. Full-text links are regularly validated. It has also provision for limiting the search to peer-reviewed journals only. Open J-Gate content is completely covered in J-Gate, the largest e-journal portal for 17,000+ e-journals. It provides guest access to its database to access free e-journals. OpenDOAR ( is an authoritative directory of academic open access repositories. This in-depth approach does not rely on automated analysis and gives a quality-controlled list of repositories. According to the developer of JURN ( it is a curated academic search-engine, that index 4,303 free ejournals in the arts & humanities. But, the search engine of the website is designed by using Google Custom Search Engine and it has the limitation of including 1355 websites in maximum. So there can be a twist in the claim. The NewJour ( represents an identification and road-mapping project for electronic journals and newsletters, begun by Michael Strangelove, University of Ottawa and carried on by the Association of Research Libraries as from 1993 to The list can be browsed over and searched over Highwire ( Press partners with independent scholarly publishers, societies, associations, and university presses to facilitate the digital dissemination of 1546 journals, reference works, books, and proceedings. Jan Szczepanski from Sweden maintaining a good list of journals at arxiv ( is an e-print service in the fields of physics, mathematics, non-linear science, computer science, quantitative biology, quantitative finance and statistics. arxiv is owned and operated by Cornell University, a private not-for-profit educational institution.

11 6 Peter Suber, Faculty Fellow, Berkman Center for Internet & Society, Harvard University maintaining a bibliography on OA that can be accessed over Scirus ( is an easy-to-use search tool maintained by Elsevier Science, one of the world's largest scientific publishers. Scirus allows researchers to search for journal content, scientists' homepages, courseware, pre-print server material, patents and institutional repository and website information. Its content is similar to Science Direct ( whose abstracts are freely-searchable. Scirus recently added expert reviews called SciTopics to its list of assets. 1.3 Research Questions: The need of an OA portal was highly felt due to the following points a) User Cannot Remember the URLs of All Journals: Even a voracious user cannot remember the Uniform Resource Locator (URL) s of the journals in his / her specific topic. So, he need an interface that present in front of him all the URL s of the journals. b) Location of OA Journals is Difficult to Find Out: The growth of OAJ is so extensive that for every possible concept there are many OAJ to be considered but the users are unable to find out the journal from the pool of vast amount of information sources over the web. In simple, the user at every step feels the need of a control access to important OAJ. c) Existing Interfaces have the Limitation of their Own: The existing platform for browsing and searching OAJ produces a lot of broken link in the browse and search result page. The result page that comes in response to a query over some platform unable to display which article already receives how much citation. Thus existing platforms unable to determine the value of a retrieve article. Again some platforms are not good at retrieving relevant articles from OAJ, some other produces null results for most of the queries. The users need to supply with at least some information for their queries. So, a user unable to locate an article only by residing over existing platforms. d) Searching Individual Journal is a Time Consuming Task: To find article of relevance on a given topic user might conduct search on a specific OAJ individually, a way of loosing valuable time. People need ways to search the journals articles by subject or discipline wise. e) Language is Still a Barrier: The emergences of online translation tools overcome the language barrier to certain extent. But, user still put stress towards articles from some specific languages only. In case of India, the trend is to inclined towards the journals published in English language.

12 7 f) Availability of Few Open Access Journals Searching and Browsing Platform: The proliferation of OAJ provides a very valuable supplement of the traditional published reading materials. According to OA-BAROMETER, 20% of peer-reviewed articles across all disciplines are now freely available. However these valuable collections are difficult to consult from a single platform. All the above problem urges the need of another platform that primarily focused in retrieving quality resources particularly journal article with less deviation in terms of false retrieval and irrelevant results. It should just act like one stop shopping mall for all important OAJ that are available over the internet. 1.4 Aims and Objectives: The main objective is to design and develop a website for searching and browsing English language OAJ in all fields of human knowledge. The aims and objectives to be achieved are - i) To identify all possible English language OAJ. ii) To evaluate the collected OAJ. iii) Systematic organization or categorization of the OAJ. iv) Acquisition (through linking) of the journals over a formal website. v) Designing custom search engine for searching the OAJ. vi) Hosting of the website over web for permanent use. 1.5 Scope of the Study: The scope of this research work is limited by the following factors - i) Open Access Journals: The study only includes OAJ. By OA, we followed the Budapest Open Access Initiative (BOAI) definition of OA. According to them OA means free availability on the public internet, permitting any users to read, download, copy, distribute, print, search, or link to the full texts of these articles, crawl them for indexing, pass them as data to software, or use them for any other lawful purpose, without financial, legal, or technical barriers other than those inseparable from gaining access to the internet itself. ii) English Language: The journals that are published in English language are only considered for acquisition. However, the journals that are published in Multi languages with English Language as one of the main language also find its place in the e-journal portal. iii) ISSN: Only those OAJ are included in the e-journal portals that have an International Standard Serial Number (ISSN) / EISSN to ensure the quality.

13 8 1.6 Methodologies: The following methodologies are used for design and development of Open Access Journals Search Engine (OAJSE). a) Identification, Collection and Compilation of OAJ: All possible OAJ in all fields of human knowledge are identified. The list is compiled in a Microsoft Office Excel document by consulting different online directories, databases and search engines. The directories that are consulted include Jan Szczepanski s list of journals ( the NewJour ( and the DOAJ ( Different online discussion forum, discussion groups are also consulted to have a near complete list of OAJ. A website is also hosted at that have a "Submission Form for Journals" to collect list of OAJ from individuals. b) Deletion of Duplicate Entries: In the process of compiling the list of OAJ, the duplicate journals are identified by sorting the list of URL s in the Microsoft Office Excel document. The duplicate journals so identified are deleted in this step. c) Evaluation of the Identified Journals: The lists of journals are then evaluated in terms of Name of the Journal, Website Address, Language in which the journal is published, ISSN, Open Access / Closed Access, and for such other factors. During evaluation, in case of a link rot or 404 error message, the search engines are consulted to have the current URL. The journals that are published in other than English language are discarded in this step. All others that either don t have an ISSN or closed access are also discarded from the compiled list. d) Alphabetization: The compiled list is then alphabetically sorted out to prepare the alphabetical list of OAJ. The alphabetically arranged list of journals are then converted to Hyper Text Markup Language (HTML) and rendered over the website for browsing. e) Subject Categorization: At this step, the journals from the Excel documents are picked up that contain the name of the subject as its keywords and the list is then converted to HTML. The codes of the Google Custom Search Engine on the fly are placed above the list of journals to provide searching facilities for those journals. Over the website, the subjects are listed alphabetically. Within each subject, all journals are again rendered alphabetically according to the name of the journal. Clicking on any journals, the URL will be open in a new window without disturbing the interface of the E-Journal portal and it will be always available for searching and browsing of some more open access journals.

14 9 f) Google Custom Search engine via Google Co-Op: The URL s of the OAJ are used for design and development of a Google Custom Search engine via Google Co-Op and its codes are placed in the home page of the website. g) Website of the Portal: The OAJSE site is available over and it was launched on 2 nd February, 2011.
