3 OVERVIEW A DECADE OF ACHIEVEMENT, 2000/01 TO 2009/10 During this decade the world experienced unexpected and unprecedented levels of change that impacted on lives and livelihoods across the globe and also changed the way we do business. Increased technological sophistication, concerns about global security, health and medical advances, increased environmental vulnerability and the financial crisis and economic downturn with slow recovery were some of the milestones of this decade. During this decade knowledge generation, creation, transfer, delivery and dissemination intensified. In keeping with this trend worldwide enrolment growth in tertiary education has exceeded the most optimistic forecasts during this decade. For The University of the West Indies (UWI) the period was marked by growth of student numbers, strengthening of resources, a commitment to strategic planning with a decided emphasis on quality, relevance and responsiveness. The following are highlights: The University continued to serve the human resource needs of the Region through its Mona, Cave Hill, St. Augustine and Open Campuses by significantly expanding enrolment over the period by 96 per cent reaching a record 46,000 students in 2009/10; The University continued to produce increasing amounts of graduates who lead in all areas of Caribbean life by expanding output of graduates by 60 per cent over the ten year period; The Open Campus was established in 2007, broadening access and improving quality of tertiary education beyond the three main campuses in countries traditionally underserved by UWI and in genuine need of increased tertiary access; The 2007/12 Strategic Plan was developed and came into effect with a focus on strategic transformation for relevance, impact, distinctiveness and excellence and a genuine effort was made to institutionalise the plan and to involve stakeholders; New and innovative facilities were provided that are environmentally sensitive and shows respect for the university heritage; Significant advances in technology have been made, enriching the learning experience of students in the classroom and moving the University into the twenty-first century; Curriculum reform has moved the undergraduate and graduate programme development in the direction of responsiveness to national needs and regional imperatives while keeping an eye on global trends and standards; In research, serious initiatives have been taken to position the University to impact on national and regional policy-making and to strengthen analysis and evaluation of existing policy perspectives; There have been thoughtful attempts to link research and innovation, and enough concern about the state of the region and the role of the University in it for the University to place genuine emphasis on entrepreneurship, competitiveness and diversification strategies; Our students have distinguished themselves in competitive fora across the world as debaters, Rhodes scholars and sports talent. The enduring mission of The University of the West Indies to propel the economic, social, political and cultural development of the West Indian society through Teaching, Research, Innovation, Advisory and Community Services, and Intellectual Leadership continues to be pursued. Recently, we have begun to look at where we rank in the world and we are proud to say that, whatever the limitations of University Rankings initiatives, in one such ranking of 12,000 Universities in the world, UWI was located in the top seven per cent. 2

4 STATISTICAL HIGHLIGHTS OVER THE DECADE 2000/ /10 Student Population (Tables 1-4, Chart 1) Actual student enrolment at the four campus regional institution for the academic year stood at 46,440 up 6.2 per cent from 2008/09 when student enrolment stood at 43,579. At the start of the decade total student enrolment at the three campuses (Mona, Cave Hill and St. Augustine) was 23,720. This means that enrolment increased by a whopping 95.8 per cent within ten years or put another way we have doubled enrolment over the last decade. At the individual campus level, St. Augustine more than doubled its enrolment from 7,566 in 2000/01 to 16,978 in 2009/10. This suggests an increase of 125 per cent. For the same period, enrolment on Mona campus increased by 35 per cent moving from 10,855 in 2000/01 to 15,481 in 2009/10. Cave Hill campus showed a per cent increase from 5,299 in 2000/01 to 8,657 in 2010/11. The newly established Open Campus in 2007 moved from 3,915 in 2007/08 to 5,324 in 2009/10, an increase of 36 per cent. Every campus, therefore, has been committed to increasing access. On-Campus enrolment by programme level (Tables 1-4) The UWI caters to a predominantly undergraduate student population. Overall in 2009/10, 75 per cent of total students were enrolled in first degree programmes, decreasing marginally by 1 per cent from 76 per cent in 2000/01. Individuals accessing higher degrees rose marginally from 19.5 per cent in 2000/01 to 20.6 per cent in 2009/10. With regard to the certificates and diplomas 2 per cent of students were enrolled while 1 per cent enrolled in advanced diploma programmes in the academic year, 2009/10. At the Campus level, the proportion of students enrolled in higher degrees in 2009/10 were 22.4 per cent, 23.5 per cent and 10.5 per cent at Mona, St. Augustine at Cave Hill, respectively. On-Campus Enrolment by Faculty (Chart 8) On-campus registration by Faculty on our four campus regional institution has shown that the majority of students, 44 per cent or 20,585 were enrolled in Social Sciences in 2009/10. This is followed by Humanities and Education with an enrolment of 9,310 or 20 per cent, Science/Agriculture with 17 per cent or 7,869 and Medical Sciences with 5,374 or 12 per cent of global university-wide enrolment. For the 2009/10 academic year, Engineering and Law experienced an enrolment of 5 per cent and 2 per cent, respectively. In the Open Campus, an overwhelming 4,021 or 76 per cent of students were enrolled in Social Sciences while 1,192 or 22 per cent were registered in Humanities and Education; again demonstrating the demand for these programmes. Conversely, only 98 or 2 per cent were enrolled in Medical Sciences, namely, Nursing. Enrolment in Science and Technology (Tables 1-4) Overall, in 2009/10, 37 per cent of the University s on campus enrolment was in science and technology based programmes, increasing from 34.7 per cent in 2000/01. While Mona s ratio increased from 26.1 per cent in 2000/01 to 35.6 per cent in 2009/10, St. Augustine s ratio fell slightly from 51.2 per cent to 48.3 per cent in 2009/10. Enrolment at Cave Hill also fell from 24.6 per cent in 2000/01 to 17.1 per cent in 2009/10. At the Open Campus a minority of two per cent of student population was enrolled in Science and Technology programmes. 3

5 Demand for placement vs admissions (Chart 10) Demand outstrips the ability of The University of the West Indies to offer places. For the academic year, 2009/10, there was a demand by 7,739 qualified applicants for places at Mona which ultimately was only able to admit 3,841 students. A similar situation is seen in Barbados and Trinidad and Tobago where 4,886 students meeting matriculation requirements applied to the Cave Hill and only 2,097 were admitted. In Trinidad and Tobago, there were 8,002 applicants meeting requirements for entry and only 3,436 were admitted. Across the three campuses there were 20,627 applicants and 9,374 or 45 per cent were admitted, a difference of 11,253. Part of the reason for this is the higher, more demanding standards set by Departments and Faculties for admission to programmes. A student may satisfy matriculation requirements for the University but may not be equal to the demands of the Department and Faculty. There are also key feeder institutions in each of the campus territories (Chart 11). There generally fall in the category of better performing schools in the secondary school system. So it would be reasonable to claim that there seems to be a steady demand from better performing students at secondary level for available places at The University of the West Indies. Geographical Distribution of Students (Chart 6) As a regional university, the UWI enrols students of predominantly Caribbean origin. In 2009/10, an overwhelming majority of the total student population was nationals of UWI contributing countries, of which 39 per cent were from Trinidad and Tobago, 33 per cent from Jamaica, 16 percent from Barbados and 9 per cent from the UWI12 countries. Approximately 2 per cent of the total students enrolled were from non-contributing countries. That means less than 10 per cent were from non-campus territories. During the period 2000/01 to 2009/10 there were no significant change in the geographical distribution of the student population. This is reflected in the fact that in 2000/01 the percentage of nationals of UWI contributing countries was 98 per cent. Sex and Age Distribution (Charts 2 and 7) In 2009/10, males accounted for 33 per cent of the university population while females accounted for 67 per cent. The largest population was enrolled at St. Augustine with 36 per cent; followed by Cave Hill with 32 per cent, Mona with 30 per cent and the Open Campus with 20 per cent. Females were a majority in all Faculties except Engineering. Over the decade, 2000/01 to 2009/10, there has been a marginal decline in university-wide male enrolment levels from 35.5 per cent in 2000/01 to 33 per cent in 2009/10. Since 1981/82 there has been a steady percentage decline in male enrolment. Population distribution by age of the university student population is 50.5 per cent age 24 and under; 28 per cent age 25 to 34, 13 per cent are within age group of 35 to 44, seven per cent are between 45 and 54 and one per cent is over 55. The highest total student population across the four campuses is under age 24. Mona registers a higher percentage of students (62.2 per cent) under 24 followed by Cave Hill (53.3 per cent) and then St. Augustine (49.6 per cent) and Open Campus (18.1 per cent). Conversely, the Open Campus registers a higher enrolment of 35 to 44 age group, the economically active population, compared to the other three campuses which stand at 13.4 per cent (Cave Hill); 9.2 per cent (Mona) and 12.4 per cent (St. Augustine). Output of Graduates (Table 61) A total of 9,152 students graduated from UWI in Of that number, 6,647 or 73 per cent graduated with first degrees, 1680 or 18.4 per cent graduated with higher degrees, 290 or 3.2 per cent graduated with postgraduate diplomas and 535 or 5.8 per cent graduated with certificates or diplomas. Over the decade, the outputs of graduates have increased significant by 61 per cent from 5,690 in 2001 to 9,152 in Growth was strongest in St. Augustine increasing by 83 per cent, followed by Cave hill with 35 per cent and Mona with 31 per cent. University-wide, the output, of higher degrees increased significantly by 94 per cent while output of first degrees increased by 81 per cent. 4

6 Research Degree Outputs In 2010, a total of 116 research degrees were awarded university-wide, representing 6.9 per cent out of a total of 1,680 higher degrees awarded. Available data for 2007 showed that 92 research degrees were awarded, comprising 6.5 per cent out of a total of 1,426 higher degrees. This represents a very marginal increase over the period. With respect to the composition of research degrees awarded in 2010, 58 or 50 per cent were awarded Ph.D.s. UWI Funding (Chart 19) It costs the university just over BD$851 million to enhance the education experience of 46,000 plus students in 2009/10 increasing in nominal terms by 78 per cent from BD$478 million in 2000/01. The significant contribution of the governments of the Region to that effort was just over BD$460 million or 51 per cent of the total expenditure. In 2000/01, government contributions were BD$291 million or 60.7 per cent of total expenditure. This reflects a notable decline in the ratio during the decade. This means that the direct cost per student to the governments of the Region decreased from an estimated BD$12,000 (US$6,000) in 2000/01 to BD$9,000 (US$4,950) in 2009/10, so the per capita cost to governments in terms of University Grants Committee commitments has been declining. Academic Staff by Appointment and Qualification (Charts 12 and 13) The University has 1,272 Faculty on staff. This is distributed as follows- lecturer: 58 per cent; senior lecturer; 21 per cent, professor: 11 per cent, assistant lecturer: 8 per cent and other: 2 per cent, university-wide. There are 63 per cent holding Ph.D.s, 24 per cent holding Masters while 11 per cent holding Bachelors. The highest number of staff holding doctoral qualifications is at the St. Augustine (315 of 546) campus followed by Mona (310 of 489) and then Cave Hill (182 of 237). IN CONTEXT This Report for 2009/2010 aims to provide a description of the general conditions of The University of the West Indies (The UWI) and is a continuation and follow-up of a range of tertiary indicators from the last Statistical Review done for the previous two academic years by the Office of the Pro Vice Chancellor, Planning and Development, St. Augustine Campus. This Statistical Review is a collaborative effort by the Planning Departments or equivalents, from the four campuses of The UWI, which are tasked to collectively apply the tools and framework to enable a thriving learning community to be aware of its progress as well as its challenges. The UWI is a four-campus regional institution supported by 15 contributing CARICOM countries and serves more than 46,000 students throughout the Caribbean region. The UWI has grown steadily since inception, from 33 students in 1948/49 to 46,400 students in 2009/10 and consists of a range of faculties, colleges, departments and institutes. The UWI is a full service university dedicated to teaching and learning, research and innovation and to the development of the Caribbean region and its diverse people. The UWI remains, irrefutably, the only genuinely regional higher educational institution in the Caribbean in concept, scope, reach, diversity and impact. In an effort to ensure that effective decisions are made to drive the strategic actions of The University, it is important that up to date information be presented and used for future planning, monitoring, evaluation and development. The education indicators presented in this report provides quantitative measurements as well as graphic snapshots of student participation and staff resources within the university system during the academic year 2009/10. This report gives statistical information in tabular form mainly on the following: a) Student admissions, enrolment and graduation numbers; b) A profile of student distribution across the university system; c) A profile of academic, senior administrative and professional staff; and d) An indication of selected trends over a ten year period. 5

7 These indicators are presented for The UWI as a whole, as well as, for each Campus. In the case of registration data, a distinction is made in the tables between students who receive their education on a campus and those who receive their instruction at off-campus sites in various contributing territories. Such information facilitates an appreciation of the wider impact of the University on the development of the human resources in the region. By far, the greatest achievement of The University over the years has been its ability to sustain the quality of its output. Despite the inevitable challenges posed by rapid growth, beyond responding positively to trends in higher education and to market demand through curriculum reform, renewal and programme diversity and in addition to strengthening the thrust in graduate education and research by building on the foundation of teaching and learning strengths at undergraduate level, the University continues to attract quality and to produce quality. The compilation of statistical information contained in this report was prepared by the University Office of Planning and Development, St. Augustine. The data, however, were obtained from various sources. Data for the Mona Campus were provided by the Office of Planning and Institutional Research; for St. Augustine, by the Campus Information Services (CITS) and Human Resources Department; for Cave Hill by the Office of Planning and Projects and for the Open Campus by the University Chief Information Officer (CIO). The presentation of these statistics, therefore, is truly a University-wide team effort. In presenting selected information for the academic year, The University Office of Planning and Development is building on previous editions by introducing new dimensions of statistical reporting which will add value and create an increased understanding and appreciation of the work of The University of the West Indies. Accordingly, this edition of the UWI Official Statistics has been expanded to include: 1. Ten year enrolment trend over the decade 2000/01 to 2009/10 2. Ten year graduation trend over the decade 2000/01 to 2009/10 3. Ten year trend in UWI UGC and Non-UGC funding -2000/01 to 2009/10 Next year we will continue to capture data which will provide meaningful information to you on what UWI is doing and how it is doing these things in the 2010/11 report. 8 THE UNIVERSITY S STRUCTURE An understanding of the organisational structure of The University of the West Indies should prove useful in understanding the organisation of the statistical data, particularly for student registration and staff resources. Up until Academic year 2006/2007 The University of the West Indies comprised three campuses, namely, CAVE HILL in Barbados, MONA in Jamaica and ST AUGUSTINE in Trinidad. In 2007/2008 the OPEN CAMPUS was formally established providing in the main the delivery of courses through the distance learning facilities of what was formerly UWIDEC, the School of Continuing Studies and Tertiary Level Institutions. All four campuses deliver high quality education, research and services to all 15 contributing countries that support The University. The University also maintains a working relationship with a number of tertiary level affiliates including: Theological Colleges United Theological College of the West Indies (Jamaica), St Michael s Theological College (Jamaica), Codrington College (Barbados) and St. John Vianney (Trinidad and Tobago); Schools of Technology and Teacher Training Colleges such as the Mico University College and Shortwood Teachers College in Jamaica; The Caribbean Meteorological Institute (Barbados); The Institute of International Relations (Trinidad and Tobago); The Centre for Management Development (Barbados); The University of Technology (Jamaica); and the Management Institute for National Development (Jamaica).The statistics in this report relate to these entities as well. THE UNIVERSITY CENTRE The University Centre functions as a cementing medium, facilitating the coordination and cohesion of its campus parts. It consists of the Vice-Chancellery and various operating units, as follows: 1. The Office of the Vice-Chancellor 2. The Office of the Board for Undergraduate Studies 3. The School for Graduate Studies and Research 4. The Office of Administration (Office of the University Registrar) 5. The Office of Finance 6. The Legal Unit Other University Centre Departments include: The Tropical Medicine Research Institute (a merger of the former Tropical Metabolism Research Unit of the University Centre, the Sickle Cell Unit, the Epidemiology Research Unit of the Mona Campus and the Chronic Disease Research Centre of the Cave Hill Campus, The Sir Arthur Lewis Institute for Social and Economic Studies (an amalgamation of the former Institute of Social and Economic Research and the UWI Consortium Graduate School of Social Sciences), The Centre for Gender and Development Studies, Institute of Sustainable Development, Regional Centre for Disaster Risk Reduction and Management, The Latin American-Caribbean Centre and the Institutional Advancement Division which comprises the Capital Campaign Unit and Alumni Affairs. 7

Teaching Faculties/Departments Below is a list of the Faculties and Schools which can only be found at a particular campus: CAVE HILL Faculty of Law School of Clinical Medicine and Research MONA School for Graduate Studies and Research ST AUGUSTINE Faculty of Science and Agriculture Faculty of Engineering Some faculties and institutes are common to two or all three campuses. These are: 1. The Faculty of Humanities and Education (all campuses) 2. The Faculty of Medical Sciences (Mona and St Augustine) 3. The Faculty of Pure and Applied Sciences (Cave Hill and Mona) 4. The Faculty of Social Sciences (all campuses) 5. The Institute of Business (This is an affiliated institution at St Augustine and also at Cave Hill. The Institute at the Cave Hill Campus is known as the Centre of Management Development. In contrast, the Mona School of Business, which is another affiliated institution, is considered to be a part of the Mona Campus s Faculty of Social Sciences.) It should be noted that there are other Institutes that operate as departments of specific faculties. For example, the Caribbean Institute of Media and Communication (CARIMAC) is a department of the Mona Campus Faculty of Humanities and Education. Similarly, the Centre for Hotel and Tourism Management, which is physically located in the Bahamas, is a part of the Mona Campus Faculty of Social Sciences. 8

10 THE OPEN CAMPUS The Open Campus is an amalgamation of the previous Office of the Board for Non-Campus countries, the School of Continuing Studies (SCS), the UWI Distance Education Centre (UWIDEC) and the Tertiary Level Institutions Unit (TLIU). It is simultaneously a virtual campus with physical site locations across the Caribbean region, serving over 20 countries in the English-speaking Caribbean TERTIARY LEVEL INSTITUTIONS Data on student registration are also presented for students who pursue University approved courses at selected tertiary level institutions. The degrees, certificates and diplomas awarded to those students are University accredited awards. The institutions include: 1. Antigua State College 2. B & B Institute of Business - Jamaica 3. 11 DEFINITIONS OF CONCEPTS USED IN THE STATISTICS PRESENTED In order to facilitate a greater understanding and interpretation of the statistical tables, explanations of the key terms and concepts have been provided in the report. These terms are listed below. REGISTRATION: Refers to the process by which students, upon acceptance into the University, give written notification of the courses they wish to pursue during the semester of enrolment, pay the requisite fees, and obtain academic approval from the Faculty. The summation of each individual student registration constitutes the input data for deriving statistics on Campus and University Student Registrations. The registration data are represented by country of origin of student, by faculty and by programme level, as detailed in the tables. Registration totals represent all students enrolled during the academic year, inclusive of Semesters 1 and 2. PROGRAMME: Refers to the course of study for which the student has been admitted into The University. This pertains to: First Degrees; Certificates; Diplomas; Higher Diplomas; and Higher Degrees. CATEGORIES OF STUDENTS: On-Campus: Students who directly access classes on a campus in pursuit of degree, certificate and diploma programmes. Off-Campus: Students who pursue all their university courses through distance education/online or through educational institutions which are not formally a part of The University of the West Indies, such as tertiary level institutions and affiliated institutions. Most of the students in this category are now enrolled with the recently established Open Campus. Full-time: Registered students who carry the full load of courses associated with their university programme for the academic year. Part-Time: Registered students who carry less than the full load of courses associated with their university programme for the academic year. Occasional: Students who attend classes at varying periods of time for the purpose of auditing the respective course(s). These students do not sit examination and are not included in the Official University statistics. Specially Admitted: Students who are admitted into The University under special circumstances, such as an exchange agreement with another institution or to attend selected courses in which they are examined. In 2008/09 they are included in the Official University statistics. Exam Only: Students who register for the purpose of writing examinations only. They are not included in the Official University statistics. Exchange: Students who are regarded as a special category of external students by which there is reciprocity between The University and the Institution with which such an arrangement is made. Visiting: Students accepted to study, research or undertake practical activities or clerkship at the University under the terms of a formal agreement for student exchange or who study abroad. Students from other institutions not covered by formal agreements may also pursue courses in other study- related, research or practical activities at The University. 10

12 CONTRIBUTING STUDENTS: Member countries of the English speaking Caribbean that contribute to the finances of The University. NON-CONTRIBUTING STUDENTS: Non-member countries that do not contribute to The University s finances. It should be noted that Guyana is considered to be a part of this category. ENROLMENT: Registered students who are in attendance at The University in any given academic year. NEW ADMISSIONS: This refers to registered students who are new entrants to The University. It should be noted that Mona treats students who have transferred from the Faculty of Pure and Applied Sciences to the Faculty of Medical Sciences, as newly admitted students. Students who have transferred to the Faculty of Law from the Faculties of Humanities and Education and Social Sciences, are also treated as new admissions. 11
