Morison Superintendent The Franklin County Board of Developmental Disabilities (FCBDD) is a county agency providing services and supports to nearly 19,000 children and adults who have developmental disabilities. Over 10,000 infants, preschoolers, school-age children, adults, and senior citizens receive service coordination support.

4 Any Franklin County resident diagnosed with a developmental disability.

5 For eligibility purposes, a developmental disability is defined as a severe, chronic disability that is characterized by all of the following: Attributable to mental and/or physical impairments, not caused solely by mental illness Manifested prior to the age of 22 Likely to continue indefinitely And

6 Results in one of the following: If under age 3, at least 1 developmental delay* If between age 3 and 6, at least 2 developmental delays* If older than age 6, substantial functional limitations in at least 3 of the following areas: Self-care Receptive and expressive language Learning Mobility Self-direction Capacity for independent living Capacity for economic self-sufficiency (16 yrs and older) *(Delay areas include: fine and gross motor growth, communication, cognition, social or emotional development, adaptive behavior or sensory development).

7 To begin the enrollment process or to make a referral for services, contact the FCBDD Intake Office at The intake office will provide step by step instructions based on individual circumstances. Be prepared to provide medical documentation and complete additional testing administered by our staff during the process.
