In the VIII Legislature , following approval by the Government Council, a Bill to Call and Regulate a Popular Consultation was presented to the Basque Parliament with an aim to obtain the opinion of the citizens of the autonomous community of the Basque Country on the opening of

3 a process of negotiation to reach Peace and Political Normalization. This Bill was approved by absolute majority in the Basque Parliament, but was subsequently banned by the Spanish State Institutions.
