1 Chapter I Course and Program Development
2 Course and Program Development Summary The Program Development Work Group of the Academic Master Plan has formulated a structure for academic achievement which pinpoints areas for expansion of emerging programs and courses aimed at the future educational demands of the community. This vision will lead the college and its students to a path of academic excellence. The initiatives enumerated in this chapter are expected to be addressed within the next two years and finalized within five years. While the implementation of these initiatives will be a continuing process, the fruition of the initiatives depends on many conditions including technical and financial resources. With this vision the college has the potential to significantly improve its program offerings as it engages many of our students in emerging fields of study. This chapter provides a cornerstone document that has flexibility and is reality-based. The college, however, must continue to seek and engage initiatives which will not only sustain progress but also accelerate progress. It is imperative that educational foundations are maintained while infusing technology and digital media into 21 st century learning. The success of these initiatives is dependent upon the collaboration of our exceptional faculty, staff, administrators, and representatives from various related fields. These partnerships will be an invaluable asset to the success of these programs as they will provide opportunities to students of all levels and abilities. Introduction Union County College will engage in developing program offerings that support and enhance student success. This chapter addresses the major elements of new program development. It seeks to address the identification of new programs and program options based on needs assessment data. Union County College is a publicly funded, comprehensive community college serving students throughout the region by providing access to high quality and affordable educational programs. In order to achieve this purpose, curriculum must be current, relevant and comprehensive. It must meet the needs of present and prospective students in the Union County area. The Program Development Work Group adhered to the following Guiding Principles: Union County College will provide increased access to higher education for the residents of Union County through expanded programming, further branch campus development, increased articulation and transfer agreements. Union County College will prepare students for emerging careers and a dynamic economy. Union County College will incorporate global education concepts into the curriculum. Union County College will continue to strengthen the relationship between the curriculum and the community.
3 In order to ensure that future students will be able to access optimal curricular resources that support student learning outcome goals, faculty, staff and administration need to be continually engaged in an appraisal of community needs and business and industry trends. We must implement innovative programming so that our curricular offerings appeal to our population and prepare our students for the workforce. As a critical component of the Academic Master Plan, evidence-based program development will foster consumer choice, student access, institutional growth, and student satisfaction. History Founded in 1933, Union County College is the oldest two-year, non-profit, degree-granting institution in New Jersey. Additional material to be written inserted. Connection to Mission In its mission statement, Union County College states that the college seeks to provide: The highest quality technical and career-oriented education through selected degree and certificate programs which use the most current technology, preparing students for immediate entry into a career; Customized training and retraining for business and industry; Workforce education programs for persons displaced from their jobs or unemployed. The Program Development Work Group sought to apply each of these components of the mission in making its recommendations for new programs and program options. Research The Work Group considered data on employment from the Department of Labor Occupational handbook ; New Jersey Key Industry clusters published by the New Jersey Office of Labor Planning and Analysis; State of New Jersey Estimated and Projected Employment by Detailed Occupation ; the Major Employers Report for Union County, New Jersey, prepared by the UCEDC for the Union County Board of Chosen Freeholders dated September 2011; and the Economic and Demographic Profile of Union County, New Jersey, prepared by the UCEDC for the Union County Board of Chosen Freeholders dated April The Work Group also examined enrollment data for Union County College. Occupational categories in need of employees were identified in the following areas: advertising front line managers, sales, public relations pre-school workers; child care center workers medical and health service managers communication service managers utilities: line repair computer repair technicians public health administrators
4 transportation workers human resources; employment specialist, benefits specialist meeting and event planners social workers waste services computer software engineer actuary bio-med, civil and environmental engineer substance abuse counselor mental health worker rehabilitation counselor social services assistants waste services financial; credit analyst, examiners, counselors Recommendations After evaluating the information gathered from various sources, the Course and Program Development Workgroup recommends the following new programs and new courses be considered for review and development: Health Health Information Technology (Degree) Legal Nurse Consultant (Certificate) Medical Informatics (A.A.S. Degree) Patient Advocate (Certificate) Education Teacher s Aide (A.S. Degree) Transportation Transportation Logistics Technology (A.A.S. Degree) Supply Chain Management (A.A.S. Degree) Options for Current Business Management A.A.S. Degree Customer Service E-Commerce Global Entrepreneur Small Business Entrepreneur Other Certificates Career Mentor Certificate Take Charge of Your Life
5 Reinstate Certificates (update certificate as necessary) Gerontology Web Master Database Management New Courses Medical Terminology (Union County College course, open to all students) Mobile Applications Social Media Other recommendations of the Work Group to the college: develop additional courses as needed for new programs or certificates expand service learning opportunities for students work with relevant and appropriate agencies for input, possible advisory board create a college-high school relations center, to bridge the gap between high school and college beyond the current bridge program offer career enrichment workshops for professionals ensure through College committees and administration that all procedures are followed when creating new courses and programs explore Perkins funding and other grants as a way of subsidizing new program start-up costs tolerate low enrollments and low graduation rates in the initial period of new program development
