Online Basic Driver Education Programs

Background Motor vehicle crashes are the leading cause of death for teenagers in the United States Driver education popular as a means of teaching teens the basics of safe vehicle operation Decades of research has failed to find evidence that driver education yields safer drivers and reduces teen crashes

Background (cont.) State resources for driver education: Entry in the market by private providers: Interest in online course offerings: Lower cost Convenience factor Like their in-classroom counterparts, the safety effects of online driver education programs have not been established

The Study Published October 2011 Summary & Analysis of National Highway Traffic Safety Administration technical report Available online at

Key Questions What states have approved online basic driver education in lieu of traditional programs? What can be said about the programs on the market today in light of what is known about online learning more broadly? Can online basic driver education programs be classified in a meaningful way? What can be said about the safety impact if any that these programs have?

Method Researchers commissioned by NHTSA identified states approving online driver education State contacts provided lists of approved courses Researchers collected information on 45 courses & 40 providers Findings analyzed in light of existing research & knowledge about online learning in general AAA Foundation summarized and analyzed the NHTSA technical publication in a short, accessible report

Key Findings and Observations: 15 states approve one or more online programs California Colorado Florida Georgia Idaho Indiana Kansas Nebraska Nevada Oklahoma Pennsylvania Utah Texas Virginia Wisconsin

Key Findings and Observations: State regulation, tracking of online courses varies CA: Some online programs escape state oversight entirely; unknown how many are offered in the state ID: Only one stateapproved online course; adheres strictly to established instructional & curriculum standards FL,TX,VA: The only states that have attempted to carry out evaluations of online program effectiveness

Key Findings and Observations: Variation in courses & online providers

Key Findings and Observations: Strong & weak course characteristics Existing research into online learning in general suggests that effective programs offer: Blended virtual & face-to-face instruction Opportunities for students to reflect on material Frequent assessments and feedback Interactive learning Researchers applied this to the online driver education courses analyzed

Key Findings and Observations: Strong & weak course characteristics: Examples -Short, interactive screens -Integrated behind-the-wheel instruction -Parent involvement (e.g., copied on assignments) -Comprehensive, secure tests -Feedback from certified instructors -Lengthy text screens that can be skipped over -Tech support only -Easy exams with no test security -No parental involvement

Key Findings and Observations: Classification of programs on the market Curriculum and course content tended not to vary significantly The presentation of the content, however, did differ markedly between programs Researchers therefore classified the online driver education programs available today according to levels of student engagement they promote [next slide]

Classification of programs on the market

Key Findings and Observations: The best model has yet to be established Established standards for online learning suggest strong vs. weak course characteristics Safety impact of online driver education has yet to be proven Stronger oversight, more interactive courses, and better integration of driver education with state licensing requirements may all help improve safety for teens
