Box 2910, Texas Gentlemen: We are pleased to submit the Fiscal 2011 Education and Outreach Report for the Statewide Historically Underutilized Business (HUB) Program, as required by Texas Government Code This report describes educational and outreach activities conducted in the past year to increase HUB certification and educate minorityand woman-owned businesses about the state s procurement process to create more opportunities for HUBs. During the past year, we hosted Procurement Connection Seminar and EXPO events in and Irving, Texas. We also co-hosted 17 other economic opportunity forums at venues across the state, including (4), Arlington, Beaumont (2), El Paso, Fort Worth (3), Houston (2), San Antonio (3) and Tyler. We incorporated educational and networking workshops into our events to provide vendors with in-depth information on the state s procurement process; opportunities to interact with state HUB coordinators and purchasers; and information related to HUB resources, including the Centralized Master Bidders List (CMBL), Electronic State Business Daily (ESBD), HUB Subcontracting Plan and HUB Reporting. These resources allow vendors to increase their exposure to peer businesses and state government opportunities. In all we attended more than 140 events and HUB discussion sessions, providing more than 180 outreach activities and extensive networking opportunities with state agencies, colleges and universities, private companies, trade associations, chambers of commerce, local governments and nonprofit organizations. During fiscal 2011, we registered more than 1,200 businesses for the HUB program and verified the eligibility status of businesses through 598 on-site compliance reviews. During these reviews, program staff provided HUBs with one-on-one training on resources for seeking state contracts, such as the state s CMBL and ESBD. In addition, we launched the HUB Mentor Protégé Spotlight on the program s website, featuring stories on state agency sponsored Mentor Protégé relationships throughout Texas. We remain committed to increasing awareness of the state s HUB program and expanding contract opportunities for minority- and woman-owned businesses across Texas. 7 Fiscal 2011 Education and Outreach Report Statewide HUB Program HUB Introduction Minority- and woman-owned businesses continue to be a vital element of Texas thriving economy. By obtaining Historically Underutilized Business (HUB) certification and increasing their knowledge of the state government s procurement process, these businesses significantly increase their chances of winning state contracts or being considered for a vast number of subcontracting opportunities. The Statewide HUB Program is tasked with ensuring the integrity of the certification and compliance of these companies and providing information on the state s procurement process. Texas Government Code requires the Statewide HUB Program to report to the governor, lieutenant governor and speaker of the House on its education and outreach efforts by the end of each fiscal year. This report reflects numbers through July of the fiscal year. In February 2009, the American Recovery and Reinvestment Act (ARRA), commonly referred to as the stimulus or the recovery act, was enacted by the 111th United States Congress. The stimulus act was intended to create jobs and promote investment and consumer spending during the late-2000s recession, and the Statewide HUB Program saw an influx of businesses applying for HUB certification during fiscal 2009 and By the end of July 2011, nearly 14,200 businesses were registered as Texas-certified HUBs, representing a 19.3 percent increase in the number of businesses that were registered as Texas-certified HUBs at the beginning of fiscal The Statewide HUB Program certified more than 1,200 businesses as HUBs during fiscal The program continues to review and enhance its outreach efforts and materials, ensuring that we meet the needs of our target audience. The program s website continues to serve as a vital repository of information and resources for the vendor community, resulting in more than 316,000 total site pageviews between September 2010 through July In addition, the program received positive feedback for its Procurement Connection Seminar & EXPO (PCSE) events and the materials presented. One vendor who attended a PCSE event commented, Thank you for all that you and your team do to certify HUBs. The networking opportunities and information sessions at the 2011 Procurement Connection Seminar & EXPO was very valuable in my business development. Another vendor offered this praise: The program you presented last week in Fort Worth was one of the most informative and complete with information to tap into and maximize the certifications available throughout the state. We have attended a number of similar events, and to date I can say this one provided the most useful information and support materials to maximize the benefits and programs available with these certifications. The Fiscal 2011 Education and Outreach Report details our education and outreach efforts to minorityand woman-owned businesses throughout the state. These efforts include educating businesses about HUB resources, encouraging state certification and facilitating the use of HUB vendors in the state s procurement process. 2 Texas Comptroller of Public Accounts

9 Fiscal 2011 Education and Outreach Report Statewide HUB Program HUB Vision, Mission and Philosophy The Statewide HUB Program works to certify all eligible Texas businesses as HUBs and to increase the share of Texas state government contracts that are awarded to HUBs. This vision is supported by our mission and philosophy: to encourage and increase the use of HUB vendors in state purchasing and to provide minority- and womanowned businesses with useful information on the state s procurement process. Education and outreach components of the Statewide HUB Program in support of our vision, mission and philosophy include the following: Providing information to minority- and womanowned businesses regarding Statewide HUB Program initiatives; Educating these companies about opportunities to do business with the state; Assisting state agencies and institutions of higher education with HUB education and outreach efforts; Developing and administering HUB rules and statutes to ensure full and equal access to state contract opportunities for minority- and womanowned businesses; Administering the program s certification and compliance functions; and Compiling the state s HUB expenditures and contract awards, and reporting them to the Legislature semi-annually. As noted in our Fiscal 2010 Education and Outreach Report, the Texas Comptroller of Public Accounts retained MGT of America, an independent consulting firm, to determine if there is a compelling interest to continue a narrowly tailored HUB program, as required by the U.S. Supreme Court. The 2009 Texas Disparity Study confirms the need for the continuation of the Statewide HUB Program. In fiscal 2011, representatives from the Comptroller s office met with more than 50 state agencies and institutions of higher education, providing them with a summary presentation on the impact of the Texas Disparity Study on the HUB program, including statewide and agency specific HUB procurement categories and goal setting calculations. 11 Fiscal 2011 Education and Outreach Report Statewide HUB Program HUB Policies on Education, Outreach and Information Dissemination The Statewide HUB Program s education, outreach and information dissemination policy is to promote full and equal opportunities for all businesses involved in state contracting, in accordance with the goals specified in the Texas Disparity Study. The program works closely with Texas HUBs, partner organizations, state agencies and institutions of higher education to increase HUB participation in state contracts and to generate new contract opportunities. The Statewide HUB Program employs a variety of marketing strategies and materials designed to provide clear and concise details and instructions based on our targeted audience s needs. We provide this information through general and detailed presentations, mailed materials, electronic materials provided online for 24- hour access, video training, one-on-one assistance over the phone and in person and through staffed booths at outreach events and conferences across the state. The Comptroller s office has made a concerted effort to provide HUBs with the resources they need to understand the state s purchasing processes and to improve their opportunities to pursue state contracts. This includes detailing the HUB certification process and how to register as a state vendor; tracking state agency purchases from HUBs to identify new opportunities; making contact with state HUB coordinators; learning about HUB subcontracting opportunities; and searching daily bid postings. Attachment B provides samples of our most recent education and outreach materials. Fiscal 2011 Marketing Plan Our marketing plan promotes certification and provides minority- and woman-owned businesses with information about the state s purchasing processes. With the assistance of the Comptroller s Data Services Division, we remain committed to consistently producing publica- tions and Web materials that are clear, concise and useful to a broad and diverse readership. Highlights of our 2011 marketing plan include the following: Increase awareness of the Statewide HUB Program. In fiscal 2011, the Comptroller s office conducted more than 180 interactive seminars and workshops across Texas, aimed to increase the awareness of the Statewide HUB Program. We networked with state agencies, institutions of higher education, minority- and womanowned business trade organizations, small business development centers and other economic development organizations to increase awareness of the Statewide HUB Program and certify new HUBs. Increase the number of certified HUBs and those registered on the Centralized Master Bidders List. As of July 2011, 14,194 businesses were registered as Texas-certified HUBs. As previously mentioned, the enactment of ARRA in February 2009 brought about an influx of businesses applying for HUB certification during fiscal 2009 and And while fewer new businesses applied for HUB certification during fiscal 2011 than in fiscal 2009 and 2010, the program certified more than 1,200 businesses as HUBs during fiscal While only approximately 25 percent of certified HUBs have elected to register on the state s Centralized Master Bidders List (CMBL), the Statewide HUB Program continues to educate HUB vendors on the importance of CMBL registration. HUB certification and a listing in the online Texas HUB Directory are free, while the annual CMBL registration fee is $70. State agencies are required to work from the CMBL, but not the HUB Directory. Essentially, HUB vendors wishing to furnish products and services to the state should register on the CMBL to increase their chances of receiving bid opportunities, and our outreach emphasizes this benefit of the CMBL. To help business owners learn more about HUB certification and the state s procurement process, we coordinated conferences in cities around the state. The conferences provided business owners with opportunities to learn from experienced HUB members and to attend question-and-answer sessions with HUB vendors, state HUB coordinators and purchasing personnel. Review all current outreach materials and methods. We annually review our outreach efforts and materials, ensuring that we meet the needs of our target audience. In July 2011, we updated our Grow Your Business brochure that we send to vendors upon certification and recertification. The brochure provides HUBs with information pertaining to the various resources that are available to their businesses, including the following: Centralized Master Bidders List (CMBL) registration; HUB/CMBL vendor profile instructions; the Electronic State Business Daily; HUB Subcontracting Plan opportunities; State Agency HUB Coordinators; the Vendor Guide; the HUB Report; Mentor Protégé Program partnerships; and the HUB Calendar of Events. 6 Texas Comptroller of Public Accounts

13 Fiscal 2011 Education and Outreach Report Statewide HUB Program HUB Goals and Objectives Attained in Fiscal 2011 The Statewide HUB Program established the following goals and objectives for fiscal Goals: Increase awareness of the Statewide HUB Program; Increase the number of certified HUBs; Increase the number of HUBs registered on the state s Centralized Master Bidders List; Refine the HUB certification registration process as necessary; and Continue to enhance HUB understanding of the state s purchasing processes and maximizing their award opportunities. Objectives: Network with minority- and woman-owned business trade organizations, small business development centers and other economic development organizations to increase the awareness of the state s HUB program; Refine education and outreach materials and efforts to meet HUB needs by obtaining feedback from HUBs; Identify new training opportunities, including events to reach the maximum number of potential HUBs; Provide extensive specialized training and education presentations; and Work closely with state agencies and institutions of higher education to encourage the use of HUBs in state purchasing. Results and Assessment The Statewide HUB Program completed the following tasks: The HUB Roster In fiscal 2011, the Statewide HUB Program welcomed more than 1,200 newly certified HUBs, pushing the total to more than 14,000. Outreach Efforts To provide a detailed overview of our education and outreach efforts, Attachment A lists the events we attended as speakers or exhibitors and our efforts at each. We manage an electronic calendar for vendors, providing information on forums, spot bid fairs, conferences, conventions and other events that target minority- and woman-owned businesses across the state. Program representatives often attend these events to disseminate information related to our program. Our compliance staff conducts on-site audits of HUB applicants and certified businesses to verify their eligibility for the Statewide HUB Program. Compliance staff plays a valuable role in public outreach by providing HUBs with one-on-one training on the various program resources available to them. Regional Seminars We worked closely with state entities and business organizations focused on the needs of minority and women business owners to co-host and help execute events. In addition to the events we attended as speakers or exhibitors, the Statewide HUB Program hosted and co-hosted events across Texas where current and prospective HUBs learned more about the state s procurement process. These outreach efforts include the 2011 Procurement Connection Seminar & EXPO (PCSE) events, our workshops titled From a Purchaser s View and the Texas Department of Transportation s Small Business Briefings. Through these outreach efforts, the Statewide HUB Program hosted or co-hosted events in nine cities: (5), Arlington, Beaumont (2), El Paso, Fort Worth (3), Houston (2), Irving, San Antonio (3) and Tyler. The seminars aimed to accomplish the following: Texas Comptroller of Public Accounts 7

14 HUB Fiscal 2011 Education and Outreach Report Statewide HUB Program Provide in-depth information on the state s procurement process; Provide vendors throughout the state an opportunity to interact with state HUB coordinators and purchasers; and Provide vendors with the resources to increase their exposure to peer businesses and state government. Procurement Connection Seminar & EXPO This is the third year the Statewide HUB Program has hosted PCSE events. The theme for the 2011 PCSE events was Ready, Willing and Able Texas HUBs! We encouraged vendors to ensure that their companies possessed the information and contacts necessary to successfully do business with Texas state government. The Statewide HUB Program hosted a PCSE event in Irving, Texas, in conjunction with the Dallas/Fort Worth Minority Supplier Diversity Council s Access 2011 and Senator Royce West s Doing Business Texas Style Spot Bid Fair. We hosted another PCSE event in, Texas, that included the HUB Discussion Workgroup s Mentor Protégé/HUB Subcontracting subcommittee s Building Partnerships MatchMaking Session. From a Purchaser s View We increased our education efforts to HUBs registered through certification agreements with local governments and non-profit organizations by co-hosting a special two-hour workshop titled From a Purchaser s View, providing information about the state s procurement cycle. This also gave the HUBs an opportunity to network with state personnel within the geographical area. Small Business Briefings The Statewide HUB Program served as the co-host to the Texas Department of Transportation s Small Business Briefings, providing workshops as well as a special speaker for their Learning Information Networking Collaboration (LINC) mentoring program. Other Events Additionally, Showorks Inc., a professional trade show management company that provides procurement conferences across the U.S., recognized the Statewide HUB Program as a partnering agency at its 9th Annual Alliance Small Business Procurement Fair. The Statewide HUB Program provided training to update state HUB coordinators and agency procurement staff on HUB-related statutes and rules and related issues. We also participated in monthly, bi-monthly and quarterly meetings with HUB coordinator groups for state agencies and institutions of higher education. In addition, our staff worked closely with the HUB Discussion Workgroup, an organization of state HUB coordinators and purchasers that serves as a liaison between state purchasing personnel and HUBs. HUB Education and Outreach Materials We distributed HUB brochures and resources to vendors and HUBs at the numerous events we attended this year. All vendors who became a certified HUB received a vendor orientation packet, including a HUB certificate and a booklet describing key resources, such as the CMBL, the Electronic State Business Daily (ESBD), a state HUB coordinator contact list and information about the Mentor Protégé Program and HUB Subcontracting Plans. Statewide HUB Program Website An interactive presence is crucial to the Statewide HUB Program. In fiscal 2011, the program s website traffic reached these levels: more than 316,000 total site pageviews; more than 94,000 pageviews of the HUB home page; and more than 45,000 pageviews of the HUB certification page. To better serve our audience, we made the following content changes on the website: 8 Texas Comptroller of Public Accounts

15 Fiscal 2011 Education and Outreach Report Statewide HUB Program HUB We added a Small Business Resources link on our page, which directs businesses to assistance entities that provide business development assistance. To further promote the Mentor Protégé Program, we added a HUB Mentor Protégé Spotlight feature. The spotlight focuses on building partnerships and provides an overview of an established Mentor Protégé agreement each month, giving perspectives from the sponsoring entity, the mentor and the protégé. In fiscal 2011, the Statewide HUB Program used the Comptroller s Twitter feed to promote the program to more than 4,000 of the agency s followers. In addition, the agency s Facebook profile featured several HUB-related news items and promotions. Memorandum of Cooperation In 2009, the Comptroller s office and several other state agencies and institutions of higher education signed a Memorandum of Cooperation (MOC) with the Texas Association of African American Chambers of Commerce (TAAACC) and the Texas Association of Mexican American Chambers of Commerce (TAMACC). The following agencies and institutions of higher education signed the MOC: Texas Department of Criminal Justice; Texas Health and Human Services Commission; Texas Department of Transportation; The University of Texas System; The University of Texas at ; Texas Tech University; The Texas A&M System; Texas A&M University; and Texas Commission on Environmental Quality. * The MOC continues to be an important aspect of our commitment to increase the awareness of the HUB program and the participation of minority-owned businesses in the state s procurement process. In fiscal 2011, the Statewide HUB Program participated in five TAAACC/TAMACC associated events, providing nine education outreach activities. * The Texas Commission on Environmental Quality signed the MOC with TAMACC in Fiscal 2011 and is currently working to sign the MOC with TAAACC. Greater Hispanic Chamber of Commerce The Statewide HUB Program served on the Greater Hispanic Chamber of Commerce s Procurement and Certification Committee, participated in chamber events and assisted in developing a certification questionnaire to help chamber members identify the various certifications available and beneficial to small businesses. Disparity Study Education Activities Representatives from the Comptroller s office hosted public hearings in, Dallas, Houston, McAllen and San Antonio to receive comments on the proposed amendments to Texas Administrative Code, Title 34, Part 1, Chapter 20, Subchapter B, concerning the HUB program. The amendments affect these portions of the code: 20.13, concerning Statewide Annual HUB Utilization Goals; 20.14, concerning Subcontracts; 20.15, concerning Agency Planning Responsibilities; 20.16, concerning State Agency Reporting Requirements; 20.17, concerning Certification Process; 20.18, concerning Protests; 20.19, concerning Recertification; 20.20, concerning Revocation; 20.21, concerning Certification and Compliance Reviews; 20.22, concerning Texas Historically Underutilized Business Certification Directory; 20.24, concerning Program Review; 20.25, concerning Memorandum of Understanding between the Governor s Division of Economic Development and Tourism and the Comptroller; 20.26, concerning HUB Coordinator Responsibilities; concerning HUB Forum Programs for State Agencies; and concerning the Mentor Protégé Program. A majority of the proposed rule amendments were a result of the recommendations identified in the 2009 Texas Disparity Study. Texas Comptroller of Public Accounts 9

17 Fiscal 2011 Education and Outreach Report Statewide HUB Program HUB Future Education and Outreach Initiatives In fiscal 2012, we plan to expand on our efforts to increase the number of certified HUBs, increase state purchasing opportunities for HUBs, provide extensive training to vendors on state purchasing resources and provide assistance and training to state agencies and institutions of higher education regarding HUB rules and related statutes, policies and procedures. To accomplish this, we have set the following goals: Increasing awareness of the Statewide HUB Program; Increasing the number of certified HUBs; Increasing the number of HUBs registered on the state s Centralized Master Bidders List; Streamlining the online HUB certification process; and Improving HUB understanding of the state s purchasing processes and maximizing their award opportunities. To achieve these goals, our objectives include the following: Networking with minority- and woman-owned business trade organizations, small business development centers and other economic development organizations to increase the awareness of the state s HUB program; Refining education and outreach materials and efforts to meet HUB needs by obtaining feedback from HUBs; Identifying new training opportunities, including events to reach the maximum number of potential HUBs; Providing extensive, specialized training and education presentations; and Working closely with state agencies and institutions of higher education to encourage the use of HUBs in state purchasing. Major initiatives for fiscal 2012 include: Regional Seminars We will continue hosting regional seminars throughout Texas. While the concept behind our seminars will remain virtually the same providing workshops to acquaint vendors with the state s purchasing processes we also plan to include federal and local governmental entities in our agenda to present information that may help vendors develop economically through state, federal and local government resources. We will continue to work with state HUB coordinators and procurement staff to identify their needs and include agency representatives in our regional seminars. Website Development and Online Training Modules In fiscal 2012, we will continue to add content and functionality to our site to better assist HUBs and serve our online users, develop additional training modules to assist vendors with the certification registration process and illustrate how to use various resource tools, such as the CMBL/HUB Directory and the ESBD to search for bid opportunities. Ongoing Communication with HUBs Our continued success relies on meaningful communication with Statewide HUB Program members along with prospective members. We will continue to evaluate additional outreach methods that are cost-effective for the program and strive to reach new audiences. Mentor Protégé Program In business, mentors provide access to countless hours of experience and knowledge. The Statewide HUB Program embraces this philosophy and believes both parties have something to gain: mentors pass along their Texas Comptroller of Public Accounts 11
