1 SITUATION REPORT No. 12 South Florida Tornadoes The Florida State Emergency Response Team May 12, Published at 1530 Hours State Emergency Operations Center Level: 3 Operational Period: May 9, hrs to May 12, 2003, 1530 hrs CURRENT SITUATION: President Bush declares Miami- Dade County a Major Disaster area On April 25, 2003, President George Bush signed a Major Disaster Declaration (FEMA DR) for Miami-Dade County and the State of Florida. Declaration was issued because of severe weather and tornadoes that affected the State of Florida on March 27, Federal, State, and local efforts continue in the recovery effort. Weather Summary Monday afternoon - Partly sunny skies with a slight chance of a thunderstorm. Highs in the lower 90s except upper 80s at the beach. Southeast winds 10 mph. Monday Night - A slight chance of evening thunderstorms, otherwise mostly clear. Patchy inland late night fog. Lows in the mid 70s. Light wind. Tuesday - Partly sunny skies with a chance of afternoon showers and thunderstorms. Highs near 90. Light wind becoming east 10 mph. Chance of rain 30 percent. CONSEQUENCES: Damage Assessment Nothing reported this operational period. 2 State Actions: Currently, six (6) State Staff are deployed to the DFO and one additional is at the DRC. This level of staffing will continue through Friday, May 16, The Deputy State Coordinating Officer provided a briefing at the joint FEMA/State meeting. The State Emergency Operations Center continues to monitor recovery efforts. ESF 5, Information and Planning staff continue to evaluate and document event status. A community meeting is planned for Wednesday, May 14, 2003, at the Ebeneezer United Methodist Church to hear from clients. Mitigation Section: Finalized Hazard Mitigation Grant Program (HMGP) Public Notice. Visited Disaster Recovery Center to follow-up with FEMA representatives on any mitigation questions. Met with Department of Housing to gather information on homes that received substantial damage (38-40); 4 were to be demolished. Received a variance on lot size restrictions. A Local Mitigation Strategy meeting will be held at the Miami-Dade Emergency Operations Center, Tuesday, May 13, 2003 at 1330 hours. Joint Mitigation training will be provided to Community Relations, Public Affairs and Congressional Relations Wednesday, May 14, 2003, at the Disaster Field Office. Public Information Section: Continue to work with FEMA public affairs staff in monitoring reports. A Community Block Party held Saturday, May 10, 2003, in the affected area. The Event was sponsored by Commissioner Rolle and Team Metro. WFOR Channel 4, Miami aired story on 11 p.m. news. Interviewed Commissioner Rolle who encouraged clients to meet with FEMA and others regarding assistance. Congressional Relations reports that dialog continues with Rep. Meek s office; no major issues reported.
