1 SITUATION REPORT No. 11 South Florida Tornadoes The Florida State Emergency Response Team May 9, Published at 1700 Hours State Emergency Operations Center Level: 3 Operational Period: May 7, hrs to May 9, 2003, 1700 hrs CURRENT SITUATION: President Bush declares Miami- Dade County a Major Disaster area On April 25, 2003, President George Bush signed a Major Disaster Declaration (FEMA DR) for Miami-Dade County and the State of Florida. Declaration was issued because of severe weather and tornadoes that affected the State of Florida on March 27, Federal, State, and local efforts continue in the recovery effort. Weather Summary Today - Partly sunny skies with a slight chance of mainly afternoon and showers and thunderstorms mostly in the north and interior portions of the State. Highs in the upper 80s to lower 90s. Tonight - A slight chance of evening showers and thunderstorms in the north and interior portions of the State... otherwise clear nights and partly sunny days. Lows in the mid 60s to upper 70s. Highs in the upper 80s to lower 90s. Saturday - A slight chance of evening showers and thunderstorms in the north and interior portions of the State... otherwise clear nights and partly sunny days. Lows in the mid 60s to upper 70s. Highs in the upper 80s to lower 90s. CONSEQUENCES: Damage Assessment Nothing reported this operational period. County Actions: Information reported to Emergency Support Function 5 (Information and Planning) by State staff at the Disaster Field Office in Miami-Dade. 2 State Actions: Currently, six (6) State Staff are deployed to the DFO and one additional is at the DRC. This level of staffing will slightly decrease during the next operational period. The State Emergency Operations Center continues to monitor recovery efforts. ESF 5, Information and Planning staff continue to evaluate and document event status. Total Housing Assistance awarded to date is $3,833, Other Needs Assistance: Referrals total 2,134, approved 1,219, pending 510, ineligible 350. Total Other Needs Assistance awarded is $2,718,
3 Will be working with Public Affairs / PIOs to develop informational handout for future incidents regarding public adjusters, inspections (criteria), and expectations of those affected. Mitigation Section: Finalized draft version of the Hazard Mitigation Grant Program (HMGP) Public Notice. Attended meeting with Miami-Dade Local Mitigation Strategy chairperson and Community Preparedness director to identify any resources the State could offer. Identified and Noticed the County of the 8-10 different types of programs available to assist in hurricane shuttering projects. Staff identifying price range of different types of shutters. Visited Disaster Recovery Center to follow-up with FEMA representatives on any mitigation questions. Located and approved Products Report for shutters from Metro Dade County Building Code Compliance Office. Obtained copy of report to assist FEMA in determining different types of shutters, their cost and different companies/vendors. Met with Department of Housing to gather information on homes that received substantial damage (38-40); 4 were to be demolished. The Toll-Free Teleregistration number for disaster victims: FEMA (3362), TTD TELEPHONE number The application deadline for SBA physical damage loan assistance is June 24, 2003; the deadline for economic injury applications is January 26, Logistics Section: Nothing reported this operational period. Information and Planning (ESF 5): Situation Reports will be issued on Monday, Wednesday, and Friday beginning today, May 5, The next Situation Report will be issued on Monday, May 12, 2003, at 1700 hours. 4
5 Public Information Section: The Public and Legislative Affairs Joint Information Center produced two press releases, one on May 8, 2003, that focused on choosing contractors carefully; and one on May 9, 2003, announcing that $4 million have been approved thus far in disaster assistance. Working with local television stations (Fox and Universal) to get word out about inspectors and how the process works. FEMA/State PIO s currently developing action plan to produce PSA s regarding home inspection and process, choosing contractors wisely, etc. Continue to scan/monitor all media outlets for coverage throughout event. Legislative Affairs continues to correspond with local officials working closely to keep their offices advised of progress in affected communities.
