4 Division of Social Services WorkFirst Employment Services Purpose Enacting Legislation To help family members gain skills for employment, become employed, keep a job and become self-sufficient. Social Security Act, Title IV, Part A, as amended, Personal Responsibility and Work Opportunity Reconciliation Act of 1996, Public Law ; Balanced Budget Act of 1997, Public Law Reauthorized by the Deficit Reduction Act of 2005, Public Law NC General Statutes - 108A-27-39,.S. L (House Bill 168), S.L (Senate Bill 1005). U.S. Department of Health &Human Service/Administration for Children & Families/Office of Family Assistance; NC DHHS- Division of Social Services Workforce Services Low income adults whose total gross family income must be at or below 200% of federal poverty. Services include but are not limited to transportation, child care, and other services to support employment. 5 Division of Social Services Food and Nutrition Employment and Training (FNS) Program Purpose To help recipients who receive Food and Nutrition Service find employment and move toward self-sufficiency. Enacting Legislation Code of Federal Regulations - CFR 273.7; Federal Public Law: PL sta. Worforce Services # Served, SFY 14 2,843 families United States Department of Agriculture (USDA); NC DHHS-Division of Social Services Low income families determined eligible using a set of income thresholds that vary by family size and composition to determine who is in poverty. Services include job readiness skill development, training, structured job search; educational assessment, adult basic education, GED services and support; short-term vocational training 8 local DSSs via contract with Division of Workforce Solutions(formerly Employment Security Commission); 1 county that provides services independent of Workforce Solutions. 6 Division of Social Services Community Services Block Grant Program Purpose To provide financial and technical assistance to a network of communitybased eligible entities for programs designed to assist low-income people with attaining skills, knowledge and supports to achieve economic selfsufficiency. 7 Division of Vocational Rehabilitation Vocational Rehabilitation Employment Services Program Purpose Enacting Legislation Workforce Services To provide an array of services designed to help individuals with disabilities prepare for and engage in gainful employment consistent with their strengths, interests and abilities. Eligible individuals are those who have a physical, mental, developmental/intellectual, or communicative impairment that results in a substantial impediment to employment, who can benefit from vocational rehabilitation (VR) services for employment, and who require VR services. Title IV of the Workforce Innovation and Opportunity Act of 2014; Rehabilitation Act of 1973, as amended. 10 Division of Aging and Adult Services Senior Community Employment Purpose To provide subsidized training and community service assignments for lowincome (125% below the poverty line) persons age 55 or older who are unemployed and have poor employment prospects Enacting Legislation 20 CFR part 641 Service Provider United States Department of Labor, Employment and Training Administration Low-income or unemployed adults, age 55 or older 5 Area Agencies on Aging which are referred to as sub-grantees.
