2 Executive Summary The Oregon Department of Transportation (ODOT) is supporting open government by identifying and providing open public information on statewide construction projects. Open communication on government spending related to highway construction projects is now being realized through the Oregon Online Project Tracking Map. This web based public resource is provided through an advanced website that makes it easy for citizens to immediately understand the following: Where a project is located; What type of work the project will focus on; Which highways and roads are involved, and; When the project will be initiated, conducted, and completed. Open Project Status by Color Code: Transportation projects are easily identified by color associated with the project phase: in design (blue dots); construction (yellow dots); or recently completed (green dots). As one can see on the sample map below, a blue dot represents a project in the design phase and a green dot means completed. The yellow dots represent projects that are currently under construction. Map Key: Dot Colors Blue Design Yellow Construction Green - Recently Completed Open Project Information: Open, accurate and timely information about the scope, schedule, and budget of most state-managed projects are listed on the map. These projects are part of the Statewide Transportation Improvement Program (STIP), which is ODOT s four year capital improvement program. This project supports government and partner organization transparency, and the NASCIO s Strategic Plan goal of, Identify and promote leading practices and innovations to support, enable and transform the business of state government. Through the Oregon Online Project Tracking Map citizens have an easy to use online visual map for information on - status, location, and the cost of Oregon highway construction projects. 2

3 Description of the Project This project was a new effort, and not an upgrade to the previous system. It was developed in part from legislative requirements, and communication with the public about ODOT construction projects costs and status. The Oregon Legislature requires ODOT to plan and report on construction activity, in support of public policy regarding transportation cost reporting. Prior to this project, citizens in some areas like the larger cities, could find project information online, presented by regional ODOT organizations. However, in most areas of the state a citizen would have to call Ask ODOT for example, in order to find project information manually. Prior to this project, there was no statewide centralized location for the presentation of project information, and there was no standard regarding which projects would be reported. The Statewide Transportation Improvement Program list known as the STIP was chosen as the basic standardized project information source. This plan or STIP is Oregon's four year transportation capital improvement program. The STIP includes documents that identify the funding for, and scheduling of, transportation projects and programs. To be included on the Oregon Online Project Tracking Map website, a project must be in the STIP and belong to one of five work types: Modernization, Preservation, Bridge, Safety, or Operations. Construction information is provided about project locations and status in support of legislative public policy mandates for open reporting of government spending. The map shows how, when, and where public highway funds are spent, and is updated every business day as construction schedules change. 4 The Online Project Tracking Map includes federal, state, city, and county transportation systems projects. Also included are multimodal projects (highway, passenger rail, freight, public transit, bicycle and pedestrian); and projects located in the National Parks, Forests, and on Indian tribal lands. In the example below, projects located in the largest city in Oregon, the City of Portland, are easily viewable. When additional detailed information is desired, citizens simply click on any project dot. As seen in the example below, clicking on the I-405 Fremont Bridge Marquam Bridge project provides information including project costs and the name of the construction company. 4

5 A user friendly description of the project is also provided. For example, the I-5 Jumpoff Joe-Glendale Paving and Climbing Lanes project - is described as: Project Description: The Interstate 5 truck climbing lanes project encompasses three mountain passes in southern Douglas County and northern Josephine County. The project is designed to improve freeway operations by providing climbing lanes for trucks and other slow vehicles. These types of background maps Include: Streets, Terrain, Terrain Hybrid, Aerial and Aerial Hybrid. For example, the Aerial Hybrid view below shows the use of high quality GIS aerial photography for the map background. As seen above, the US26 Sylvan to I-405 (Portland) project shows as yellow indicating current construction. The company is - Wildish Standard Paving with the work being done at a cost of $6,179,993 including paving, signs, ramp, and other work. In this example, the estimated completion date is 03/31/2013. This project was initiated in June of 2011 and completed in July of 2012, about 4% ahead of the schedule time. The actual project budget was $108,000 and ran about 8% over the planned budget, but was completed within the project scope. Project managers used best practices and industry standards as established by the Project Management Institute (PMI) and the PMBOK Guide to project management. 5

6 Significance of the Project Economic Impact Communication: Construction projects have economic impact in Oregon. Each year ODOT construction supports about 10,000 to 13,000 jobs in the state. In terms of economic impact, based on recent studies about 12 family wage jobs are supported by every $1 million in ODOT construction spending. ODOT Contracting Services spent over $307 million in calendar year 2012 for direct payments to private contracting companies. Flexible Current Views: Citizens may select views based on legislative oversight areas. The drop down menu allows users to filter and view the map content by legislative or congressional districts, and data is updated every business day. Expansion and Growth: The Online Project Tracking Map provides a web based communication system that can be expanded as needed, for future growth in open government reporting. Future enhancements to the map are planned to include additional projects such as rail, transit, and city and county managed projects. This will involve collaboration with city and county governments. Citizen Usage: Significant usage is seen through regular site visits and active use. Hundreds of citizens, customers, and others use the site weekly. Currently, with about 250 visits per week, we project about 12,000 to 15,000 visits per year, or 1000 to 1200 visits per month. These site visits represent citizens who use the open information made available through the ODOT Construction Project Tracking website. As seen above, about users per week visited the web site over 2.5 months. Benefits and Results The State of Oregon benefits from increased employment and better highway infrastructure provided through ODOT construction projects. The Online Project Tracking Map system provides a view into ODOT construction projects that is openly available and visible to citizens and travelers. It is easy to understand and users can easily find project information - what, where, which, and when. Future enhancements to the map will include the addition of other projects including rail and transit projects, and 6

7 city and county managed projects. Accurate and timely information about the status, schedule, and budget are all provided on the map and through the drill down menus. Benefits include but are not limited to the following items. Ease Use and Availability: The Online Project Tracking Map information is available from any web browser on a household or other PC s throughout Oregon, and in other states. In addition if citizens contact Ask ODOT for information on a specific construction project, the project coordinates with Ask ODOT to make the construction company contact numbers available to serve the citizen s needs. Flexible Current Views: The base map can easily shift from a street, terrain, or aerial view, and supports a statewide view. The Region-wide Projects menu allows users to view information about region-wide projects (statewide in nature or conducted at multiple locations), and data is updated every business day. Current Project Status: The current status of a project is easily identified on the map. Transportation projects in the design phase are identified by (blue dots), construction phase (orange dots), and those recently completed by (green dots). Detailed Project Information: The project scope, schedule, budget, dates, costs, and contractor information is also available through the website. Open government is supported in Oregon through this web based public resource. Construction activity and planning information is now readily available to all citizens. Open information is provided through this advanced website that makes it easy for citizens to increase their understanding of the following project descriptors: Where a project is located; What type of work the project will focus on; Which highways and roads are involved, and; When the project will be initiated, conducted, and completed. This project has demonstrated how open government information such as, ODOT construction project locations, costs, and status are provided through the Oregon Online Project Tracking Map. In support of open government and legislative requirements, citizens of Oregon now have an easy to use statewide visual resource for information on the status of ODOT construction projects. 7
