4 GI Bill Programs-Reserve Component Overview Chapter 1606 Eligibility Criteria: - 6 Year Contract or Officer Service Agreement in any RC 1 July 1985 or later - High School Diploma or Equivalency - Completion of IADT/OBC Months of Entitlement: - 36 Months of Full-time Benefit Payments: - $367 Per Month - Maximum benefit payout $13,212 4

5 GI Bill Programs-Reserve Component Overview Chapter 1607 Eligibility Criteria Serve at least 90 consecutive days as a RC member in support of a contingency operation on or after 11 Sep 2001 Title 10 U.S.C., Sections 688, 12301(a), 12302, 12304, 12305, or Title 32 U.S.C., Section 502(f), only during the period of 11 Sep May 2002 and orders must state "In support of Operation Noble Eagle OR Separate during a mobilization with less than 90 days of mobilized service due to injury, not willful misconduct Payments: CH 1607 has three payment rate categories 40% Rate - Payment for Consecutive service of 90 days but less than 1 year ($ / $24, Max) 60% Rate - Payment for Consecutive service of more than 1 year but less than 2 years ($ / $37, Max) 80% Rate - Payment for an aggregate service of more than 2 years ($ / $49, Max) 5

6 Chapter 30 MGIB GI Bill Program-Active Duty Service Overview became effective: 1 July 1985 Eligibility: Honorably Complete a three year AGR Tour (Title 10 or Title 32) (Must complete a minimum of 30 months of tour to collect benefits) Serve at least two years mobilization. (20 months of a 730 day mobilization order and released Convenience of Government) If already served tour, (Including Prior Service Active Duty) discharge must be honorable. High School diploma or equivalent. Payments: CH 30 has two payment rate categories 80% - Payment for Consecutive service of more than 2 years but less than 3 years ($1395 / 50,220 Max) 100% - Payment for Consecutive service of more than 3 years ($1717 / $61,812 Max) 6

8 Post 9/11 GI Bill - Overview Our country s investment in the deserving men and women who have defended our nation since 9/11 Provides eligible veterans and dependents with tuition and fee payments, a housing stipend and a books and supplies stipend to assist in achieving academic pursuits Allows members of the Armed Forces to transfer these benefits to dependents 8

9 Eligibility Qualifying Time Served on Title 10/32 active duty for an aggregate (combined) period ranging from 90 days to 36 months or Served on Title 10/32 active duty for 30 continuous days and was discharged due to a service-connected disability Active Duty means full-time duty in regular components of the Armed Forces or under a call to active duty under Title 10 U.S.C. 672(d), 688, 12301(a), 12301(d), 12301(g), 12302, Title 32 - AGR for the purpose of organizing, administering, recruiting, instructing, or training (on or after 11 SEP present) - under section 502(f) for the purpose of responding to a national emergency (during the period of 11 SEP MAY 2002) Qualifying service must be characterized as honorable 9

10 Non-Qualifying Time Qualifying Active Duty does not currently include the following: Service Academy Contract Period ROTC Active Duty Contract Period under 10 USC 2107(b) Service terminated due to an erroneous or defective enlistment Active Duty Service used for Active Duty loan repayment Title 32 ADOS (not specified previously under national emergency) 10

11 Payment Tiers Payment Tiers Service Requirements on/after 9/11/01 an individual must serve an aggregate of Payment Tiers Percentage At least 36 cumulative months 100% At least 30 continuous days on active duty and discharged due to service-connected disability 100% At least 30 cumulative months 90% At least 24 cumulative months 80% *At least 18 cumulative months 70% *At least 12 cumulative months 60% *At least 6 cumulative months 50% *At least 90 aggregate days 40% Payment Tier applies to Tuition & Fees, Books & Supplies Stipend, and to the Housing Stipend * Excludes entry level and skill training (IADT) on or after 11 SEP

12 Tuition Tuition/Fees Paid directly to the school Pays up to 100% of in-state tuition and fees at public schools Pays private and out-of state tuition and fees up to the VA cap of $20, annually Based on payment tier Pays after: Any scholarship Federal Tuition Assistance State Tuition Assistance Employer based aid or other assistance 12

13 Yellow Ribbon Program School must elect to participate VA may match up to 50% of the cost that exceeds the VA Tuition Cap ($20,235) Includes private schools & out of state schools Must be eligible for 100% payment tier to qualify Go to or contact your school s Veterans benefits representative for more info 13

14 Housing/Stipend Attending Campus: Paid directly to the student Must be attending more than half-time Payment is equivalent to BAH for an E-5 w/dependents Payment amount is determined by zip code of institution Prorate based on training time and payment tier Attending Distance Learning/Online Classes: Must be attending more than half-time The rate is equal to ½ the national average BAH for an E-5 with dependents (full time at 100% tier = $ as of 1 AUG 2014) Prorate based on training time and payment tier Service member and spouse not eligible for stipend while on Active Duty Children are eligible regardless of the Service member s duty status 14

15 Books and Supplies Stipend Paid directly to the student Up to $1,000 per academic year Computed at $41.67 per credit hour Lump sum payment (each quarter, semester or term attended) paid directly to the student Prorated based on the individual s payment tier (40% to 100%) and rate of pursuit Eligible regardless of duty status 15

16 Non-College Degrees (NCD) Non-college degrees: Pays actual net cost for in-state tuition and fees at public NCD institutions. At private and foreign institutions, pays the actual net costs for in-state tuition and fees or $20,235.02, whichever is less. On-the-job and apprenticeship training: Pays a monthly benefit amount prorated based on time in program. Flight programs: Per academic year, pays the actual net costs for in-state tuition and fees assessed by the school or $11,562.86, whichever is less. This limit is applicable to flight programs at both IHLs and non-ihls. Correspondence training: Per academic year, pays the actual net costs for in-state tuition and fees assessed by the school or $9,828.43, whichever is less. 16

17 Eligibility / Ineligibility Period of Usage When Can I Use It? While on Active Duty or non Active Duty status For 15 years from date of last Active Duty discharge; or For 15 years from last Qualifying Service of at least 90 consecutive days 17

19 Determine Remaining Entitlement Contact the VA at or via ebenefits at: Ask How many months have I used of each GiBill Program Subtract total months used from 36 months (48 if eligible for more than one program) Each GI Bill program has a maximum of 36 months of entitlement with a maximum of 48 months combined lifetime benefits 19

20 Transfer of Entitlement May transfer up to 36 total months of benefits to spouse, child or children (determined by number of months of eligibility for which you qualify) Must initiate transfer of benefits while serving in the Armed Forces (Once retired or separated, service members cannot initiate a transfer of education benefits) Can only revoke or modify existing transferred benefits after retiring or separating 20

21 Rules for Transferring Entitlement To be approved to transfer, a member must Be in Armed Forces on or after 8/1/09, and Have completed at least 6 years in the Armed Forces, and Not have an adverse action flag, and Agree to serve 4 years from initial date of transfer request 21

22 DEERS Eligible Dependents Spouse (no age restrictions) Children Must be under the age of 23 to receive transferred benefit months Once they reach 23 they drop out of DEERS and are no longer eligible dependents. 22

33 Dependents Usage Spouse Paid based on Service members duty status Has 15 years to use (like Service member, from date of last separation from Active Duty) Can use immediately after receiving approved transferred months of benefit Eligible Children ALWAYS paid as a Non-Active Duty member Can use after service member has served at least 10 years in the Armed Forces Can use as early as age 18 (or receipt of high school completion equivalent cert.) Prior to age 26 or until months are exhausted (whichever comes first) 33

34 Federal Tuition Assistance Criteria: Complete IADT and serve 1 year Officers incur a service obligation (2 years for AD, 4 years for RC) Must have a degree plan uploaded in GoArmyEd (after 6 credit hours) Can t be flagged/unfavorable action College must be accredited and participating in GoArmyEd Must have completed 10 years of service to use FTA for a Masters Degree (if used FTA for undergrad) 34

35 Federal Tuition Assistance FY15 Authorized FTA Rates: 100% of tuition cost up to $250 per semester hr, $167 per quarter hr, or $5.55 per clock hr Up to sixteen semester hours of credit per Soldier per fiscal year Fees are no longer authorized for payment 35

36 Federal Tuition Assistance Authorized Uses: Pursuit of the first Associate, Bachelor s, Certificate Program or Master s Degree. FTA will not pay for a second degree or credential in any of these categories, regardless of the funding used for the first degree or credential. Career limits for FTA are: 130 semester hours at the Bachelor s level; 39 semester hours at the Master s level, and 21 semester hours at the Certificate level for transitioning Soldiers. 36

37 Federal Tuition Assistance FY15 Changes: Starting 1 October 2014 all Federal TA requests must be submitted and approved prior to the start date Starting 1 October 2014 Soldiers in undergraduate classes receiving F and D grades and Soldiers in graduate classes receiving C, D, and F grades will be recouped for classes with a start date on or after 1 October

41 Certification, Licensure and Reimbursement Eligibility ARNG Soldiers only National and State exams (referenced COOL website for nationally approved exams) Must successfully pass the exam Not paid through another program (FTA, VA, elearning, etc.) Must have a GoArmyEd account 41

42 Certification, Licensure and Reimbursement Benefit Multiple National exams per FY One State Exam per FY (Barber, Electrical, Plumber, etc..) Multiple levels to an exam may be reimbursed (USMLE Step 1, Step 2, and Step 3) For AMEDD, exams must be taken while a student or within a year of receipt of certificate/diploma For exams taken in FY15, study materials and prep courses are limited to $500 per exam 42

43 Certification, Licensure and Reimbursement Process: Provide the following to the State Education Office: A copy of the score report showing a passing grade Proof of payment for the exam, fees, study materials, or prep course Completed ARNG Cert/Licensure Reimbursement Request Form If no current Vendor ID Number, complete SF1199A If AMEDD, and exam taken while a student, copy of orders indicating an AMEDD student; exam taken within a year of graduation, copy of graduation certificate/diploma also required 43
