4 About Chatfield College Welcome to Chatfield College. Veterans/Dependents educational benefits are designed to provide eligible individuals with an opportunity for educational and career growth. Veterans have earned the right to use their educational benefits for themselves and their qualified dependents. We at Chatfield are pleased to assist you in utilizing your benefits to your best advantage. The purpose of this handbook is to assist you in using your Veterans Administration (VA) educational benefits at Chatfield College. It is designed to assist in your understanding and utilization of VA benefits and Chatfield policies and procedures. Please read through this booklet thoroughly and ensure that you have it available for future reference. Doing so will help minimize misunderstanding of benefit uses and restrictions. Our responsibility is to interpret, explain and administer VA regulations surrounding the various VA educational benefit programs as they apply to your degree program at Chatfield College. College Calendar Fall Semester Spring Semester Summer Semester August-December January-May June-July 2

5 Applying for Admission and Veterans Educational Benefits All students that plan on using Veterans Administration (VA) benefits at Chatfield College must complete the following steps: Step 1 Apply online at or visit the Office of Admissions on campus. For assistance, please call (513) on the St. Martin campus; (513) on the Cincinnati campus. Step 2 Attend a Veteran enrollment seminar to apply for educational benefits. For scheduling, please call (513) x146. Step 3 Submit official transcripts. Mail your official high school transcript or GED and all previous college transcripts (if any) to: Chatfield College, Office of the Registrar State Route 251 St. Martin, OH Step 4 Take the ASSET Placement Test offered at the College. The untimed test consists of reading, writing, math and computer. Step 5 Register for Classes with your Academic Advisor. Also, establish your degree plan and answer any questions you might have. Step 6 Purchase Books. Step 7 Attend Classes. 3

7 Montgomery GI Bill Active Duty, MGIB AD (Chapter 30) Eligibility: Veterans who enlisted or entered active duty for the first time on or after July 1, 1985 are eligible for this program if they: Served on active duty for a minimum of two years; Earned a high school diploma or its equivalent either before or during the qualifying enlistment; Possess an Honorable discharge; and Had $100 per month deducted from pay for 12 months while on duty. How to apply: If you have never used your VA benefits before, you will need: VA form , Application for Educational Benefits Copy of your DD214, Member 4 If you have used your VA benefits at another institution, you will need: VA form , Change of Program/Place of Training Benefits: Provides up to 36 months of education benefit based on the type of training, length of service, category, and if DOD put extra money in your MGIB Fund (called "kickers"). Benefits are generally payable for up to 10 years from the date of separation. 5

8 Vocational Rehabilitation (Chapter 31) Eligibility: Veterans who served in the Armed Forces after September 16, 1940, are eligible if the following conditions are met: Service-connected disabilities (SCD) are rated at least 20% disabling; Discharged or released under conditions other than dishonorable; Vocational Rehabilitation is needed to overcome an employment handicap; and It has been less than 12 years since VA notified you of your qualified SCD How to Apply: Submit VA form , Disabled Veterans Application for Vocational Rehabilitation, to the VA Vocational Rehabilitation Division located at: Department of Veterans Affairs CBLD Center, Suite 210-A 36 East 7 th St., Cincinnati, OH Phone: (513) Benefits: This benefit is payable based on the need for training, VA will pay costs, such as tuition and fees, books, supplies, equipment, and, if needed, special services. While in training, VA will pay a monthly benefit to help with living expenses, called a subsistence allowance. 6

9 Veterans Educational Assistance Program, VEAP (Chapter 32) Eligibility: Individuals may be eligible for Veterans Educational Assistance Program (VEAP) if they have elected to make contributions from their military pay to participate in this education benefit program. The contributions are matched on a $2 for $1 basis by the Government. Benefits may be used for degree if the individual meets the following requirements: Entered service for the first time between January 1, 1977, and June 30, 1985; Opened a contribution account before April 1, 1987; Voluntarily contributed from $25 to $2700; Completed your first period of service; and Discharged or released from service under conditions other than dishonorable. How to Apply: If you have never used your VA benefits before, you will need: VA form , Application for Educational Benefits Copy of your DD214, Member 4 If you have used your VA benefits at another institution, you will need: VA form , Change of Program/Place of Training Benefits: This benefit is paid based on individual contribution. Entitlement is one to 36 months depending on the number of monthly contributions. Individuals have 10 years from release from active duty to use VEAP benefits. 7

10 Post-9/11 GI Bill (Chapter 33) Eligibility: Individuals may be eligible if they have at least 90 days of service on or after September 11, 2001, or individuals discharged with a service-connected disability after 30 days. You must have also received an honorable discharge to be eligible for the Post-9/11 GI Bill. Benefits: This benefit is payable only for training at an Institution of Higher Learning (IHL). This benefit provides up to 36 months of education benefits, generally benefits are payable for 15 years following release from active duty. Benefits include: Tuition & fees (paid directly to the school and are not to exceed the maximum in-state tuition & fees at a public Institution of Higher Learning.) Monthly housing allowance (paid directly to the student based on the Basic Allowance for Housing for an E-5 with dependents at the location of the school. For those attending foreign schools (schools without a main campus in the U.S.) the BAH rate is fixed at $1, for 2008.) Annual books & supplies stipend (paid directly to the student proportionately based on enrollment up to $1000.) Rural benefit (payment for eligible individuals a one-time) 8

11 Survivors and Dependents Educational Assistance (Chapter 35) Eligibility: Dependents' Educational Assistance provides education and training opportunities to eligible dependents of certain veterans. Individuals must be the son, daughter, or spouse of: A veteran who died or is permanently and totally disabled as the result of a service-connected disability. The disability must arise out of active service in the Armed Forces. A veteran who died from any cause while such serviceconnected disability was in existence. A service member missing in action or captured in line of duty by a hostile force. A service member forcibly detained or interned in line of duty by a foreign government or power. A service member who is hospitalized or receiving outpatient treatment for a service connected permanent and total disability and is likely to be discharged for that disability. This change is effective December 23, How to Apply: If you have never used your VA benefits before, you will need: VA form , Application for Survivors and Dependents Educational Assistance Children must accompany their application with a certified copy of their birth certificate. If you have used your VA benefits, you will need: VA form , Request for Change of Program/Place of Training Benefits: This program offers up to 45 months of education benefits. Benefits must be used by a spouse within 10 years from the date of eligibility. For children, the ending date is the child s 26 th birthday. In certain circumstances, it is possible to begin before age 18 and to continue after age 26 and cannot be extended beyond the child s 31 st birthday. 9

12 Montgomery GI Bill Selected Reserves, MGIB SR (Chapter 1606) Eligibility: Individuals may be eligible if they are a member of the Selected Reserve and meet the following requirements: Have a six-year obligation to serve in the Selected Reserve signed after June 30, If you are an officer, you must have agreed to serve six years in addition to your original obligation. For some types of training, it is necessary to have a six-year commitment that begins after September 30, 1990; Complete your Initial Active Duty for Training (IADT); Have a high school diploma or equivalency certificate; Remained in good standing while serving in an active Selected Reserve unit How to Apply: If you have never used your VA benefits before, you will need: VA form , Application for Educational Benefits DD form 2384, Notice of Basic Eligibility, provided by the National Guard or Reserve Unit of which you are a member If you have used your VA benefits at another institution, you will need: VA form , Change or Program/Place of Training Benefits: This benefit is payable based on the type of training, length of service, category, and if DOD put extra money in your MGIB Fund (called "kickers"). Generally benefits are payable for up to 10 years. 10

13 Reserve Educational Assistance Program, REAP (Chapter 1607) Eligibility: Individuals may be eligible after serving 90 consecutive days on active duty after September 11, The Department of Defense and Department of Homeland Security will determine eligibility. Benefits: The benefit payable under REAP is a percentage of the Chapter 30 three-year or more enlistment rate. This benefit provides up to 36 months of full time entitlement at your given rate, generally benefits are payable for 10 years following separation from Selected Reserve. If you serve 90 days but less than 1 year, you will receive 40% of active duty rate. A service period of 1 year but less than 2 years of active duty will pay 60% of the active duty rate. New legislation has made the 80% of the active duty rate available to anyone who was mobilized for at least 2 continuous years of active duty OR served multiple mobilizations totaling 3 years or more. All qualifying mobilization periods beginning on or after 9/11/2001 may be used to determine eligibility for the 80% rate. Members on active duty are only entitled to be reimbursed for the actual cost of the tuition and fees of the courses take (not to exceed the statutory rate.) 11

14 Maintaining VA Benefits Eligibility Change of Program Policy *It is the student s responsibility to notify the VA and any other applicable party when changing academic programs to ensure the maintenance of benefits Approved Program of Study The approved program of study is the program for which you have been approved by the Department of Veterans Affairs (VA). This includes the Associate of Liberal Arts Degree listed in the Chatfield College catalog. The approval to pursue the program is requested at the time of the initial application. If you should later decide to change your program, you must notify the OVA to fill out the necessary VA forms. Under current VA policies, benefits will be paid only for those courses required by the approved program of study and those needed to satisfy graduation requirements. Audit Courses You will not be able to receive VA Educational Benefits for audited courses. Satisfactory Progress You must meet maintain satisfactory academic progress as outlined in the college catalog to be eligible for certification. Veterans on academic suspension or on probation for two consecutive terms will be reported to the VA for unsatisfactory progress. Standards for Academic Progress are determined by two factors: cumulative GPA and rate of completion of attempted courses. 1. To remain in good academic standing, students must maintain a 2.00 cumulative GPA ( C average). 2. Degree seeking students must complete requirements for the Associate of Arts degree within the first 82 attempted semester hours of coursework. A full-time student thus has a maximum 12

15 time frame of 6.5 semesters in which to complete the degree. Less than full-time students could have an allowable time frame adjusted according to the level of enrollment, e.g. half-time students may be allowed 13 semesters to complete. In order to complete the degree within the time frame given above, students must successfully complete at least 75 percent of their attempted courses. At Chatfield, a beginning student may complete fewer than 75 percent during the first year of studies without being in academic difficulty, to allow time to work out the problems of attending school while working and caring for families. Tutorial Services Tutorial Services are provided free of Charge to all Chatfield College Students. Tutoring information and schedules are located in the Libraries of either Chatfield Campuses. Repeating Courses The VA will not pay educational benefits for repeating a course in which you have already received a passing grade. Adding or Withdrawing from Courses If a veteran/dependent student adds a course, he/she must contact the OVA. A change in credit hours will sometime mean a change in enrollment status, resulting in an increase of VA educational benefits. A veteran who withdraws from classes must notify the OVA of the change. Avoiding Overpayments As a recipient of VA Educational Benefits, you should be aware of what you can do to prevent an overpayment. You must report any changes in your enrollment to the Certifying School Official immediately after the change has been made. 13

16 Change of Address & Direct Deposit Students receiving VA Educational Benefits are required to notify the Certifying School Official of any address change. The veteran/dependent may obtain and fill out a Change of Address VA form 572. The easiest and fastest way to change your address is to call VA at or visit them. VA Monthly Certification Chapter 30, 33 (not at the present time) 1606 and 1607 students are required to verify your enrollment every month to receive your VA Educational Benefits for that month. You must verify your enrollment on the last calendar day of the month by using the Web Automated Verification of Enrollment (WAVE) at or by calling toll free Students who need assistance should call VA s toll-free telephone number at Veterans under chapters 31 and 32, in addition to Chapter 35 dependents, do not need to verify monthly attendance through WAVE.
