1 BETTER WITH AGE: chsrf.ca fcrss.ca Health Systems Planning for the Aging Population A REGIONAL ROUNDTABLE SERIES Hosted by the Canadian Health Services Research Foundation FALL 2010 Speakers Bios Calgary Winnipeg Ottawa Halifax Toronto Lillian Bayne, Consultant, Lillian Bayne & Associates Lillian Bayne is an independent consultant working in the field of health policy, planning and research. Lillian has been a Regional Director General with Health Canada and an Assistant Deputy Minister with the Ministry of Health in B.C. where her portfolios included intergovernmental health relations, professional regulation, Aboriginal health, mental health and forensic psychiatric services, and population and public health. Lillian has chaired numerous provincial and inter-jurisdictional committees, panels, and boards and has moderated over 1,000 health-related meetings and events. Lillian is Past President of the Canadian Association for Health Services and Policy Research. Montreal François Béland, Professor, Health Administration, Université de Montréal; Associate Professor, McGill University Professor François Béland is a healthcare researcher at the Jewish General Hospital Lady Davis Institute. He has been working for almost 30 years in the fields of social gerontology, the use and costs of social services and healthcare, and program evolution. He is currently full professor within the Department of Health Administration at the Université de Montréal Faculty of Medicine and adjunct professor within the Department of Geriatric Medicine at the McGill University Faculty of Medicine. He is co-director of the McGill University Université de Montréal Research Group on Frailty and Aging (SOLIDAGE). He is also a member of the Université de Montréal Public Health Research Institute (IRSPUM). He is currently the senior editor for Politiques de santé. He has gained expertise in the analysis of public health expenditures and taken part in public debates on the future of healthcare funding.
2 Winnipeg Roger Carriere, Executive Director, Community Care Branch, Saskatchewan Ministry of Health Roger Carriere has served in the Saskatchewan healthcare system, both within the provincial government and non-profit organizations, for over thirty years. His major focus has been in the continuing care area. He currently is Executive Director of the Community Care Branch of the Saskatchewan Ministry of Health. The Community Care Branch is responsible for program development and monitoring of regional health authority services in the areas of special-care homes, home care, rehabilitation and mental health and addictions. Mr. Carriere also has been involved in health services on a volunteer basis, serving on various community-based boards such as AIDS Saskatoon. Mr. Carriere has a Master of Public Administration degree, specializing in health policy. Ottawa Toronto Senator Sharon Carstairs, Special Senate Committee on Aging The Honourable Sharon Carstairs, P.C. has been a tireless champion for hospice palliative care in Canada since 1994, as a senator and as federal cabinet minister. A teacher before joining public life, in 1986 Senator Carstairs was elected to the Legislative Assembly in Manitoba. In 1988, she became the first woman to lead the Official Opposition in a Canadian Legislative Assembly. She remained a provincial Member of the Legislative Assembly until 1994 when she was appointed to the Senate of Canada to represent the province of Manitoba. As a senator, she has been an advocate for women and children and for seniors. From 1997 to 1999 Senator Carstairs served as the first woman to be Deputy Leader of the Government in the Senate. She served as federal cabinet minister from 2001 to 2003 as Leader of the Government in the Senate and Minister with Special Responsibility for Palliative Care. Senator Carstairs has served as a member and as chair of various senate committees, including two committees which examined the issues of hospice palliative care. Most recently, she has served as Chair of the Special Senate Committee on Aging.
3 Calgary Neena Chappell, Canada Research Chair in Social Gerontology, Professor of Sociology and Centre on Aging, University of Victoria Neena L. Chappell was founding director of the Centre on Aging at the University of Manitoba ( ) and first director of the Centre on Aging at the University of Victoria ( ). She developed both into worldclass research facilities while ensuring accessibility to the community. For over 30 years, she has conducted gerontological research, focusing on issues around caregiving, social support, dementia care, health services, healthcare policy and healthy aging, in the West and in China. She has published more than 300 academic articles, chapters and reports, written seven books and edited two. She is currently president of the Canadian Association on Gerontology and secretary of Academy II (Social Sciences) of the Royal Society of Canada. Winnipeg Montreal Senator Maria Chaput, Special Senate Committee on Aging With this appointment, Ms. Chaput becomes the first Franco-Manitoban woman to sit in the Senate. During her career as a businesswoman, Ms. Chaput applied her dynamism and generosity on behalf of the Franco-Manitoban community, and has worked tirelessly to promote the province s economic development. For over 30 years, Ms. Chaput has been a prominent leader in the French- Canadian community and has received a number of distinctions for her exemplary community involvement. The active roles she has played in organizations as varied as the Société franco-manitobaine, the Fédération des aînés franco-manitobains and the Division scolaire manitobaine, along with her involvement in supporting the province s economic development, attest to her strong attachment to all aspects of Franco-Manitoban life. Ms. Chaput attended the University of Saskatchewan and the Collège Universitaire de Saint-Boniface.
4 Montreal André-Pierre Contandriopoulos, Full Professor, Department of Health Administration, Université de Montréal André-Pierre Contandripoulos is internationally renowned for his expertise in the field of health economics. His fields of research and publication are healthcare systems, health interventions, health system organization, health system performance and pharmacoeconomics. He is associated researcher at IMAGE research group in management of the École nationale de santé publique, Rennes, France, and at the Centre francophone de recherche en informatisation des organisations. He is also president/member of several peer committees and a member of the Royal Society of Canada. In 2001, he received the Health Services Research Advancement Award from the Canadian Health Services Research Foundation for his outstanding contribution to the Canadian health services research community. He holds a bachelor s degree in economics from the Université d Aix en Provence, and obtained his master s and PhD in economics at the Université de Montréal. Toronto Michael Decter, Founding Chair, Health Council of Canada Mr. Decter is a Harvard-trained economist, Senior Portfolio Manager and President and Chief Executive Officer of LDIC Inc. He is also the author of several financial and healthcare books: Four Strong Winds Understanding the Growing Challenges to Health Care (2000); Navigating Canada s Health Care, co-authored by Francesca Grosso (2006); Ten Good Reasons to Invest in Canada (2008); Michael Decter s Million Dollar Strategy (1998); and The DRIP Strategy: Building your Wealth One Share at a Time with Dividend Reinvestment Plans (2001). As the former Deputy Minister of Health for Ontario and Cabinet Secretary in the Government of Manitoba, Mr. Decter is a well-recognized speaker on broad political and economic issues. He was the founding Chair of the Health Council of Canada and a former Chair of the Cancer Quality Council of Ontario. He continues to serve as the Chair of the Wait Times Data Certification Council of Ontario and of Saint Elizabeth Healthcare. In 2004, Michael was awarded the Order of Canada.
5 Ottawa Michel Grignon, Associate Professor, Department of Economics & Department of Health, Aging & Society, McMaster University Michel Grignon s current research projects cover a broad range of topics, including how an aging society impacts health care expenditures in Canada and in France. He is also involved in research examining inequities in healthcare utilization and health policy in Canada, as well as exploring equity and efficiency by using experimental economic methods for financing healthcare. Grignon has extensive experience at an international level in research projects and activities in the areas of health economics, healthrelated policies, health insurance and aging. Before joining McMaster in July 2004, Michel Grignon worked at the Institut de recherche et documentation en économie de la santé (IRDES) in Paris. He was born in France and obtained his master s equivalent at the National School for Statistics and Economics in Paris, and his PhD at École des hautes études en sciences sociales, also in Paris. Calgary Marcus Hollander, President, Hollander Analytical Services Ltd.; Special Advisor, CHSRF Marcus Hollander has over 30 years of experience in health services research, evaluation and administration. He has held the following senior research positions: Director of Research and Planning for the Alcohol and Drug Commission of B.C., Visiting Research Fellow at Statistics Canada, and Director of the Health Network of the Canadian Policy Research Networks. He has also served in a number of senior administrative and policy positions in the B.C. Ministry of Health. Marcus holds academic appointments in Gerontology at Simon Fraser University, and in the School of Population and Public Health at the University of British Columbia. Marcus is a nationally recognized expert in continuing care and has recently started working in primary care. He currently leads a project to evaluate two primary care initiatives in British Columbia: the Full Service Family Practice Incentive Program, and the Practice Support Program. Marcus Hollander holds an honours BA in sociology, an MA in sociology, an MSc in health services planning and administration, and a PhD in human and social development with concentrations in social and health policy, administration and finance.
6 Halifax Janice Keefe, Professor and Canada Research Chair in Aging and Caregiving Policy, Mount Saint Vincent University Janice Keefe, PhD, is a Professor in the Department of Family Studies and Gerontology at Mount Saint Vincent University and holds appointments at Dalhousie University s Faculties of Medicine and Graduate Studies. In 2002, she was selected as Mount Saint Vincent s first Canada Research Chair in Aging and Caregiving Policy and has received provincial and international recognition of her research. In 2006, she was awarded the Lena Isabel Jodrey Chair in Gerontology and appointed Director, Nova Scotia Centre on Aging. Dr. Keefe s research areas are rural aging, continuing care policy and caregiving policy and practice. She currently leads a CIHR-funded research team to project human resources needed to care for the older Canadians over the next 30 years and is a Co-Investigator with the Canadian Dementia Knowledge Translation Network. Ottawa Margaret MacAdam, Associate Professor, University of Toronto; Senior Fellow, Canadian Health Policy Network; President, The Age Advantage Inc. Dr. Margaret MacAdam is president of The Age Advantage Inc., a consulting and strategic planning company specializing in policy and service delivery issues for the elderly. She is also Associate Professor at the University of Toronto, Faculty of Social Work and teaches in the Health Studies Program of University College, University of Toronto. She received her PhD in health policy from the Heller School, Brandeis University. Dr. MacAdam has held a wide variety of senior positions in Canada and the United States in government, academics and service delivery. Her most recent article on integrated care for seniors was posted on the website for the Canadian Policy Research Network.
7 Halifax Senator Terry M. Mercer, Special Senate Committee on Aging Appointed to the Senate in November 2003, Senator Terry M. Mercer is currently Chair of the Senate Liberal Caucus. Senator Mercer served as the National Director of the Liberal Party of Canada from From , he was the Executive Director of the Metro Toronto Branch of the Canadian Diabetes Association, while from , he was Vice President and Director, Financial Development of the YMCA of Greater Toronto. Senator Mercer has also held positions with the Nova Scotia Lung Association, St. John Ambulance Nova Scotia Council, and the Kidney Foundation of Canada (Nova Scotia Branch). Senator Mercer is also very active in the Association of Fundraising Professionals and is a former Chair of the AFP Foundation for Philanthropy in Canada. Winnipeg Brian Postl, Dean of Medicine, University of Manitoba; Board Chair, CHSRF Dr. Brian Postl s five-year term as professor and dean of the faculty of medicine at the University of Manitoba began July 1, He received his doctor of medicine degree in 1976 and the Royal College Fellowship in Community Medicine and in Pediatrics in 1981 and 1982, respectively. He was the founding president and CEO of the Winnipeg Regional Health Authority (WRHA), a position he held for ten years. Dr. Postl has served as head of pediatrics and child health and as head of Community Health Sciences at the University of Manitoba. His research, published works and professional involvement focus on Aboriginal child health, circumpolar health and human resource planning. His contributions in these areas, combined with his experience as a visiting pediatrician to communities in northern Manitoba and Nunavut, contributed to him earning the Canadian Association of Pediatric Health Centre s Child Health Award of Distinction in 2006 and the Inter-Professional Association on Native Employment s Champion of Aboriginal Employment award in 2007.
8 Calgary Winnipeg Ottawa Halifax Toronto Michael Rachlis, Health Policy Consultant and Associate Professor, University of Toronto, Dalla Lana School of Public Health Dr. Michael Rachlis was born in Winnipeg and graduated from the University of Manitoba medical school. He interned at McMaster University and then practiced family medicine at the South Riverdale Community Health Centre in Toronto for eight years. He completed specialty training in Community Medicine at McMaster in Dr. Rachlis practices as a private consultant in health policy analysis. He has consulted to the federal government, all ten provincial governments, and two royal commissions. He is a frequent media commentator on health policy issues and the author of three national bestsellers about Canada s healthcare system. Dr. Rachlis is also an associate professor (status only) with the University of Toronto Dalla Lana School of Public Health. In 2010, the University of Manitoba awarded Dr. Rachlis an honorary doctor of law in recognition of his service to Canadian health policy development. Ottawa Shawn Russell, National Manager of the Veterans Independence Program, Veterans Affairs Canada Shawn was born in Halifax, Nova Scotia and graduated with a bachelor of commerce degree in 1983 from Dalhousie University. He started his career with Veterans Affairs Canada (VAC) in Charlottetown, Prince Edward Island in Shawn has held many positions in VAC in the past 26 years, including the National Manager of Learning, Manager of Business Planning, as well as Project Manager for many national projects carried out in VAC over the years. Shawn s current position is the National Manager of the Veterans Independence Program, a position he has held since November 2009.
9 Ottawa Michael Wolfson, Canada Research Chair in Population Health Modelling/ Populomics Dr. Michael C. Wolfson recently retired as Assistant Chief Statistician, Analysis and Development, at Statistics Canada. He was recently awarded a Canada Research Chair in Population Health Modelling/Populomics at the University of Ottawa. Dr. Wolfson s areas of expertise include program review and evaluation, tax/transfer policy, pension policy, income distribution, design of health information systems, microsimulation modeling of socio-economic policy and health dynamics, and analysis of the determinants of health. He held positions in the Treasury Board Secretariat, the Department of Finance, the Privy Council Office, the House of Commons, and the Deputy Prime Minister s Office prior to joining Statistics Canada.
