3 Introduction National defence is our collective task. The purpose of this handbook is to introduce the structure and function of the 163-year old Hungarian Defence Forces and to show how we preserved our millennial military traditions. In the first six months of 2011 Hungary holds the presidency of the Council of the European Union. This is the first occasion since becoming member of the EU thus we would like to take this opportunity to introduce our selves to the peoples of the Union. Countries assuming the rotating presidency always get special attention, so during this period we are in the focus of European public opinion and of the nations of the Union. Successfully accomplishing the tasks of the rotating presidency can substantially enhance our prestige, so like the whole Hungarian Government the Ministry of Defence is also doing its best to deliver an outstanding performance. 5

4 Defence policy Together for security The security of the Republic of Hungary is based on the national forces, the European and Euro-Atlantic integ - ration and on other forms of international cooperation. The main tasks of the Hungarian Defence Forces are to defend the independence and territorial integrity of Hungary; contribute to the collective defence and ope ra - tions of NATO; take part in the international peace support and humanitarian tasks of the international orga - nisations and in industrial, civilisational and natural dis - aster relief operations. In addition, Hungary s national interest is to extend and increase the Euro-Atlantic cooperation in Central, Eastern and South-Eastern Europe; also to spread and enforce democratic values beyond the Euro-Atlantic region and to permanently consolidate the region. Hungary pays special attention to the democratisation of the countries in the Western Balkans and strives to introduce the advantages of the Euro-Atlantic coope ration and to pass on her own experience in this field. The constructive cooperation of the international com - munity contributes to the maintenance of international peace and security, and promotes widespread trust. It also helps prevention and management of disputes, and the continuous monitoring of the fulfilment of inter - national commitments. Hungary assumes an active role inter alia in the international arms control regime of the UN and the OSCE, in the initiatives in the Central, Eastern and South-Eastern European region and in the traditional bilateral cooperation aiming at promoting neighbourliness. 5 Territorial defence The basic task The main task of the Hungarian Defence Forces is to defend the independence and territorial integrity of Hungary. Since our accession to NATO this task has been carried out within the framework of the Alliance. Based on NATO decision and appropriate legal authorisation, the Hungarian Defence Forces take part in organising and providing Host Nation Support in case of other nations forces entering, passing through or per - manently being stationed on the territory of Hungary. The basic task of the Hungarian Defence Forces is to secure the integrity of the airspace of the Republic of Hungary. The control of our airspace is carried out within the NATO Integrated Air Defence System (NATINADS). The main tasks of the Hungarian Defence Forces concerning territorial defence: 1. the defence of the independence, the territorial and airspace integrity, the population and the mate rial assets of the Republic of Hungary against exter - nal attack; 2. guarding and securing facilities requiring special protection; 3. fulfilling the military tasks of Host Nation Support; 4. preparing and training the troops and personnel for peacetime and non-peacetime periods; 5. taking part in preventing aggressive armed attacks as described in paragraph 40/B. (2) of the Constitution; 6. carrying out tasks ordered in situations specified by paragraph 19/E. of the Constitution; 7. Military aid to the civil power (MACP), participation in disaster relief operations. The tasks of the HDF are carried out in cooperation with the law enforcement and disaster relief organi - sations and the allied forces. 8 9

6 Capability-based organisation In service of security The organisation of the Hungarian Defence Forces Armed defence of the population and the territory of the Republic of Hungary is the constitutional obligation of the Hungarian Defence Forces. Due to the changing secu - rity environment and to the tasks arising from our NATO and EU membership, our main priority is generating combat ready, rapid reaction, deployable, expeditionary military capabilities. Besides their expeditionary capabilities the Hungarian Defence Forces are also developing their existing ones and are also reactivating recently cancelled capabilities as far as possible. The Hungarian Defence Forces are able to success - fully meet different security challenges like disasters threatening the country s population or peace support operations conducted in faraway regions. International cooperation is indispensable. No country is able to cope with multiple tasks alone, but several problems can be solved by international cooperation. The Hungarian Defence Forces are under civilian control and direction, being based on volunteer service in peace time and on compulsory service in defence situations and emergency as stated by the Act on National Defence. In accordance with the Constitution the organisation of the Hungarian Defence Forces is specified by the National Assembly and laid down in the Act on National Defence. Depending on the tasks they have to fulfil, the organisations of the Hungarian Defence Forces differ from each other. Command and control is exercised by the Ministry of Defence in cooperation with the HDF Defence Staff. The units of the Hungarian Defence Forces can be divided into two branches of service: the Land Forces and the Air Force. The Chief of Defence reports to the Minister of Defence. He commands the Defence Staff and the organisations in the military structure of the Hungarian Defence Forces. He is responsible for the combat readi - ness, training, and discipline of the soldiers

9 The Hungarian Defence Forces Joint Forces Command (HDF JFC) operates in direct subordination to the Military Chief of Staff as a medium-level command and control military organisation. The Land Forces Combat ready force The Land Forces are the main component of the Hungarian Defence Forces. They blend the Hun garian military traditions with the requirements and capa bilities of the modern age. General tasks of the Land Forces Armed territorial defence of Hungary. To support the deployment of allied forces. Performing crisis response (including peace sup - port operations) and humanitarian tasks

They are tasked with controlling and de - fending the integrity of the airspace of Hungary and of the area of operations, timely detection of air attacks and providing support and air defence cover for the forces en gaged in operations. The air force comprises: Aircraft units (fixed and rotary-wing attack and trans port aircraft); Surface-to-air missile (SAM) unit (close- and short range air defence systems); 20 21

12 Air surveillance and Control Systems (ASACS) units (airspace surveillance units). 1) Aircraft units a) The aircraft units of the Hungarian Defence Forces: HDF 59th Dezsõ Szentgyörgyi Air Base (Kecskemét) Mission: defending the integrity of the airspace and the territory and also the units of the Republic of Hungary and of NATO allies in cooperation with the assigned forces of NATO and the HDF Air Force. Main tasks: maintaining permanent state of readiness to detect aircraft violating the airspace and the aviation regu - lations and to assist air crew in distress; defence of the Republic of Hungary and NATO member states and their units against enemy air attacks; visual reconnaissance and air support. HDF 86th Szolnok Helicopter Base (Szolnok) Mission: air transport and defence of units and close air support of their combat missions. Main tasks: air search and rescue on the territory of the Republic of Hungary; close air support; military, economic and official air transport in and outside Hungary; training of flight crews and flight technicians, tasks of the NATO Flying Training in Canada prog ramme; taking part in consequence management opera - tions in the wake of natural, industrial and environ - mental disasters. HDF Pápa Air Base (Pápa) Mission: providing Quick Reaction Alert (QRA) ser - vice, receiving aircraft of the Hungarian Defence Forces, supporting the activities of the western region air search and rescue (SAR) service. Main task: Maintaining continuous contact with allied forces deployed in Pápa in the framework of Host Nation Support, executing support tasks. 2. Air Defence Missile Units HDF 12th Arrabona Surface-to-Air Missile (SAM) Regiment (Gyõr). Mission: providing air defence cover in cooperation with national or allied forces within NATINADS the NATO Integrated Air Defence System

14 Main equipment: KUB (SA-6) short-range SAM systems (upgraded); MISTRAL very short-range SAM systems; deployable ICC; K1P automated fire control system; K2PC mobile universal command post; ICC-K2PC integrated tactical command post. 3) Air Surveillance and Control Systems (ASACS) Units About 500 thousand aircraft use the Hungarian air - space per year. HDF airmen work together with the civilian air traffic control authorities to ensure the security of the passengers and the population. Main tasks: defending the airspace of the Republic of Hungary, surveillance of the airspace as specified by the Alliance, ensuring lawful and flexible use of the airspace, tactical control of different weapon systems in the area designated by NATO. 15 Logistics For continuous operation The logistic system of the HDF is comprised of two main elements: production logistics and consumer logistics. Production logistics deals with research and development, procuring and introducing new materials and equipment of military technology. These tasks are accomplished by the MoD Armaments and Quarter - master Office. Consumer logistics is directed by the Chief of De - fence assisted by the Logistic Department, which analy - ses and processes the necessary information and prepares decision-making and proposals. The task of consumer logistics is to provide logistic support for the HDF. The following independent military logistic organi - sations are subordinated to the HDF JFC: HDF Logistic Supply Centre HDF Hazardous Material Supply Centre HDF 64th József Boconádi Szabó Logistics Regi - ment HDF Aircraft Repair Plant HDF Military Movement Centre In addition to these, every unit has its own logistic 28 29

16 So far 12 nations have joined the agreement laying the foundations of the programme (SAC MOU SAC Memorandum of Understanding): 10 NATO member states (Bulgaria, USA, Estonia, Hungary, Lithuania, the Netherlands, Norway, Poland, Romania and Slovenia) and two PfP countries Sweden and Finland. Within the SAC the 12 countries created a fleet compsubunit providing conditions for everyday operation. Providing logistic support for the Hungarian contin - gents performing duties in allied operations is of utmost importance for the logistic system of the HDF. Our troops serve mainly in Afghanistan, in the Western Balkans and in Cyprus. Within the Strategic Airlift Capability (SAC) prog - ramme and the framework of Host Nation Support, the HDF are responsible for the accommodation and partly for the operational conditions of the Heavy Airlift Wing (HAW) stationed at HDF Pápa Air Base. They provide logistic support to the three C-17 airlifters and to the more than 200-strong international staff of the Strategic Airlift Capability (SAC) programme. Strategic Airlift The Strategic Airlift Capability (SAC) Programme is projected for 30 years. The realisation that most NATO countries cannot solve individually the task of strategic airlift led to the initiation of this programme. C

17 rising C-17 Globemaster III airlifters, which they operate and fund together. The three C-17 transport planes are registered in Hungary and have Hungarian Air Force markings on them. The personnel of the 150-strong Heavy Airlift Wing (HAW) which is tasked with operating the C-17 fleet and based at Pápa come from 12 nations. This programme is of utmost importance to Hungary because it meets the strategic airlift requirements of the HDF. The SAC programme is still open for NATO and PfP nations considering cooperation in the field of strategic airlift. Special Operations Forces Invisible soldiers The changing security environment brings new challenges, which traditional military forces cannot always meet. This created the need for establishing and sustaining a special military capability which is able to use effective military techniques in asymmetric warfare. The basic missions of Special Operations Forces are 32 33

18 special reconnaissance, carrying out direct actions and providing foreign internal defence (FID). These specially equipped forces using non-traditional methods can exe - cute their tasks in any military area of operations. Organising the Special Operations Forces capability of the HDF started in 2005 with the establishment of the HDF 34th László Bercsényi Special Operations Force Battalion. Since then our soldiers have successfully taken part in several operations. International roles Hungary the reliable ally 1000 troops of the HDF are taking part in international peace support operations led by NATO, the EU and the UN or operating on the basis of international agreements in 11 countries of Europe, Africa and Asia. More than 700 troops are deployed with NATO-led operations in Afghanistan, Kosovo and Iraq, 180 troops take part in EU-led operations in Bosnia and Herzegovina, Georgia, Uganda (Somalia) and Congo, 90 troops work under UN flag in Cyprus, Lebanon and the Western Sahara, 25 serve on the Sinai Peninsula based on international agreement. In addition to this, nearly 200 subject matter experts (SMEs) of the HDF work in centres and com - mands of the UN, EU and NATO. With their expertise and commitment they build the good reputation of Hun

19 gary and the HDF. The performance of Hungarian soldiers in crisis areas is a testimony to the knowledge and experience which is crucial to the defence of Hungary. NATO tes and supports reconstruction projects in Baghlan Province. Operational Mentoring and Liaison Team: (OMLT): operational training and support of the infantry battalion of the Afghan National Army (ANA) dep loyed in Baghlan Province. Afghanistan The mission in Afghanistan is currently the most impor tant operation of NATO. Hungary takes its share of the military and civilian tasks in Afghanistan according to its capabilities. 50% of the Hungarian forces deployed abroad serve in ISAF. The main elements of the Hungarian participation in Afghanistan are as follows: Provincial Reconstruction Team (PRT): coordi na - National Support Element: logistic support to the Hungarian units serving in Afghanistan. HDF Mi-35 Air Mentor Team (AMT): training the Mi-35 pilots and ground crew of the Afghan Natio - nal Army Air Force (ANAAF). Kabul International Airport (KAIA): a Hungarian contingent in lead nation role manages the military air base. Projected contribution: 36 37

20 The HDF ISAF Air Mentor Team (AMT-2) is tasked with training the Mi-17 pilots and ground crews of the Afghan National Army Air Force (ANAAF). Western Balkans EU The Western Balkans is still in the focus of the international community. The HDF contributes more than 240 troops to the NATO-led KFOR operation in Kosovo. Hungarian national interests are closely related to the stability of Bosnia and Herzegovina, that is why we pay special attention to the EUFOR Operation ALTHEA. The HDF contribute 170 troops to this operation. Africa has a growing importance in the crisis manage- ment activities of EU. The HDF sent 3 training officers and a staff officer to the EUTM Somalia mission, one staff officer is serving at ATALANTA OHQ, and advisors are working for EUSEC RD Congo mission. UN The HDF contributes 77 troops to UNFICYP (Cyprus), 4 troops to UNIFIL (Lebanon) and 7 to the MINURSO (Western Sahara) UN-led missions. Operations based on international agreements 38 39

21 The organised force The HDF is prepared for executing disaster relief tasks and to take actions against the consequences of serious environmental and industrial disasters threatening the safety of the population of the Republic of Hungary. The HDF contributes a 25-strong Force Military Police Unit (FMPU) contingent to the Multinational Force and Observers (MFO) mission in Sinai Peninsula, whose task is to supervise the implementation of the Camp David Peace Accords that put an end to the Israeli Egyptian conflict. The activities of the HDF in disasters: 10,695 troops, 643 pieces of military equipment among them 9 helicopters took part in the 6 week flood prevention operations in the region of the Danube and Tisza and their estuaries in troops, 344 pieces of military equipment and Disaster relief 40 41

22 Civilian soldiers 4 helicopters took part in the flood prevention operations in June troops, more than 350 trucks, buses, pieces of military equipment and 6 helicopters carried out disaster relief, rescue and prevention tasks in Devecser and Kolontár in 2010 following the burst of the Ajka red sludge reservoir. The strategic aim of the military leadership is to set up an operable volunteer reservist system. The system consists of two elements: volunteer ope - rational and volunteer defence reservists, to augment the personnel of the military force in accordance with NATO directives. Volunteer operational reservists must meet same medical and training requirements as the professional and the contracted soldiers, to be able to engage in any tasks of the HDF. Volunteer defence reservists take part in territorial defence, in defending the infrastructure, and in disaster relief and Host Nation Support. The projected number of volunteer reservists also serving in peacetime in the HDF is 6 8,000 by mid In all cases the HDF have proved their professio - nalism, discipline and readiness, and have the trust of the disaster relief experts and the population alike. With its disaster relief activities the HDF have earned the appreciation of the Hungarian society. No army without reservists Military career 42 43

23 The best Military profession requires perseverance, commitment and sacrifice both when fulfilling duties at home and serving in missions far from Hungary. Enlisted personnel of the HDF serve a minimum of 3 years which can be extended to a maximum of 20 years. They form the core of the military orga - nisations. Most of them also serve in the peacekeeping and peace support operations of the HDF. Those who plan a longer military career and have the necessary qualifications can serve as NCOs. For NCOs with the exception of those who take part in special training the enlisted military service is maximum 20 years. Enlisted personnel promoted to at least staff sergeant and meeting the promotional requirements can apply for professional status. They can serve until they are aged 60, which is the upper age limit in the Hungarian Defence forces, and they are entitled to service pension. Young people between 18 and 22 who attend military technical college start their NCO service after attaining the appropriate military qualification either as enlisted or as professional soldiers. Officers must have a university or college degree. Officer positions are mostly filled by the graduates of the National Defence University. Positions requiring special 44 45

24 qualifications (e.g. doctor, lawyer) are taken by experts arriving from the civilian sphere. First they serve as enlisted personnel, but later on they can become professional military officers. Recruitment offices The Regional offices of military administration are the HDF Western Hungarian Augmentation and Recruit - ment Command (Veszprém) and HDF Eastern Hun - garian Augmentation and Recruitment Command and their subordinates: the Recruitment and Trade Union Centres and the Recruitment and Trade Union Offices. 25 A town-sized strength Utilising every Forint The Ministry of Defence and the Hungarian Defence Forces employ more than people, which equals the population of a middle-size Hungarian town. Commissioned and non-commissioned officers assume the military career for an indefinite period. Creation of a reformed reservist organisation is under way. As the 13th heading of the national budget, the Ministry of Defence, comprises the Administration, the Offices and the Affiliated Institutions of the MoD, the Military Organisations of the HDF, the Military Secret Services, the Zrínyi Miklós National Defence University, the Judge Advocate General (JAG) s Office and the State Health Centre. 26 by the Ministry for National Economy, the Ministry of Defence submitted its budget proposal for 2011 to the National Assembly. The allocation of the personal-operational-develop - mental costs and the pension contribution cost of the Ministry of Defence in 2009 was: 42.9% 30.4% 18.9% 7.9%. Ministry from the national budget. The number of staff in the budget of the MoD is 26,500. Procurement In 2010 the budgetary law set the subsidy budget 262,410.9 m HUF, income from the National Health Insurance Fund 12,537.0 m HUF, income in connection with operation 4,150.0 m HUF, and as the sum of these, 279,097.9 m HUF was determined as the original cost aggregate amount. Beside the income of the previous years 5.2 bn HUF was reallocated to cover the costs of the further Hungarian commitment to ISAF. As a result of law harmonisation to suit EU policy from 2010 there is VAT liability on the lease of Gripens, for which the Government provided further funds.
