1 South Washington County Schools World s Best Workforce Summary Report This comprehensive plan is intended to serve as a foundational document to align school district educational initiatives that serve to ensure reaching intended student outcomes from pre-kindergarten to post high school graduation. It illustrates how the various existing district plans fit together and serve as a blueprint to create a quality workforce equipped with necessary skills for the 21st century. Part I: Overview of Local World s Best Workforce Plan Requirements Performance Measures Alignment/Information Measures to determine school district and school site progress in striving to create the world s best workforce; specifically progress towards: closing the identified achievement gap(s) in the district all students ready for kindergarten all students in third grade achieving grade level literacy all students attaining career and college readiness before graduating from high school We will narrow the achievement gap by 50% within the next three years by the year These specific goals for math and reading are included in the District Equity and Integration Plan. We will increase the percentage of students meeting District fall cut scores for both Letter Sounds Fluency (10) and Letter Naming Fluency (13) from 52.9% in the Fall of 2013 to 66.9% in the Fall of 2017, a total increase of 14% and an annual increase of 3.5%. Increasing the rate of literacy by 3 rd grade for all students. We will increase the percentage of students of meeting spring state proficiency targets in 3 rd grade from 65% in the Spring of 2013 to 75.5% in the Spring of 2017, a total increase of 10.5% and an annual increase of 2.6%. Increasing the rate of college readiness in all subject areas for all students. We will increase the percentage of students meeting fall PLAN college and career readiness benchmarks in English, Mathematics, Reading, and Science. For English, we will increase benchmark attainment from 76.9% in the fall of 2013 to 83.8% in fall of 2017, a total increase of 6.9% and an annual increase of 1.7%. For Math, we will increase benchmark attainment from 49.2% in the fall of 2013 to 58.4% in fall of 2017, a total increase of 9.2% and an annual increase of 2.3%. 2 For Reading, we will increase benchmark attainment from 48.3% in the fall of 2013 to 57.8% in fall of 2017, a total increase of 9.5% and an annual increase of 2.4%. For Science, we will increase benchmark attainment from 45.4% in the fall of 2013 to 55.8% in fall of 2017, a total increase of 10.4% and an annual increase of 2.6%. *NOTE: These goals will likely change with the state transition to a new college and career readiness assessment. all students graduating from high school Measures to assess progress must include at least: (1) student performance on the National Association of Education Progress (2) the size of the academic achievement gap by student subgroup (3) student performance on the Minnesota Comprehensive Assessments Increasing the rate of students graduating on time from high school for all students. We will increase the percentage of students graduating from high school within four years of starting from 89.6% in 2013 to 92.7% in 2017, a total increase of 3.1% and an annual increase of 0.8%. Note: Other relevant local standardized assessments may be used to supplement measures listed above (e.g., assessments used to determine kindergarten readiness or achievement in grades K-2). 5 An annual budget for sustaining implementation of the district plan District Reporting Requirements Continued participation in the Minnesota Collaborative Curriculum Project (MCCP) District 833 uses a Service Level Matrix to determine appropriate levels of funding based on annual priorities for our district Service Level Matrix aligned to district Strategic Plan The school board shall publish a report in the local newspaper with the largest circulation in the district, by mail, or by electronic means on the district website October (align with Annual Report timelines) The school board shall hold an annual public meeting to: review and revise where appropriate, student achievement goals, local assessment outcomes, plans, strategies, and practices for improving curriculum and instruction review district success in achieving the previously adopted student achievement goals and related benchmarks and the improvement plans leading to world s best workforce The school board must transmit an electronic summary of its report to the Commissioner of the Minnesota Department of Education each fall. 6 Advisory Committee to ensure active community participation in all phases of planning and improving the instruction and curriculum affecting state and local academic standards. The district advisory committee, to the extent possible, shall reflect the diversity of the district and its school sites, and shall include teachers, parents, support staff, students, and other community residents. The district may establish school site teams as subcommittees of the district advisory committee. A school may establish a school site team to develop and implement strategies and evidence-based practices to improve instructions, curriculum, and student achievement at the school site. The school site team may advise the board and the district advisory committee about developing the annual budget and revising the school site improvement plan that aligns curriculum, assessment of student progress and growth in meeting state and local academic standards and instruction.
