1 Office of Information Technology - Albuquerque Ryan Garcia (Contractor) Business System Analyst Indian Health Service, Office of Information Technology Ryan Garcia is a Business Systems Analyst and contractor with Data Networks Corporation. Mr. Garcia has been working with the Indian Health Service Office of Information Technology since 2009 and has been working in behavioral health software development for over 6 years. Mr. Garcia is involved in the development, training, and support of the RPMS Behavioral Health System and serves as a behavioral health subject matter expert for other RPMS applications. Denise Grenier, MSW, LCSW Indian Health Service Office of Information Technology Denise Grenier is a licensed independent, masters-level Clinical Social Worker with Indian Health Service. Ms. Grenier began her social work career at the Sells Service Unit on the Tohono O odham Nation in She joined the IHS Office of Information Technology in 2003 as a Behavioral Health Informatics Consultant. She has been instrumental in the development of health information technology to support the provision of behavioral health services including behavioral health software, clinical decision support, and clinical performance measurement. She is active in multiple federal initiatives to further the development and adoption of behavioral health information technology. She currently provides support to the Resource and Patient Management System (RPMS) Program Management Office as a Supervisory IT Specialist. CAPT (ret) David R. Taylor, MHS, RPh, PA-C, RN EHR Training and Deployment Manager IHS Office of Information Technology CAPT (ret) David Taylor is a retired Commissioned Officer in the United States Public Health Service and is a certified physician assistant, registered pharmacist, and registered nurse. He holds more than 35 years of public health, clinical, and clinicoadministrative experience in the Indian Health Service (IHS) as both a Commissioned Officer and Federal Employee. Mr. Taylor has served as a pharmacist, physician assistant, quality manger, risk manager, and compliance officer for the Pine Ridge, South Dakota and Cherokee, North Carolina Indian Hospitals. He has also served as an HIV/AIDS/STD consultant, performance improvement consultant, pharmacy consultant, diabetes clinical consultant, and RPMS health informatics consultant for the Nashville Area Indian Health Service. Since 2002 David Taylor has been assigned to the Indian Health Service Office of Information Technology as a National Medical Informatics Consultant and has been charged with both training and deployment of 1
2 the Meaningful Use of an Electronic Health Record throughout the entire Indian Health Care system. David Taylor was awarded the PHS Meritorious Service Medal (MSM) in recognition for his accomplishments in the EHR arena during his Commission. Philip Taylor, RN (Contractor) Medsphere System Corporation Phil is a Clinical Consultant for Medsphere Systems Corporation. Phil has been a Registered Nurse for over 35 years. He holds a degree in Nursing from Vincennes University and a B.A. in Classical Studies from Indiana University. Phil provided clinical application support to VA Medical center staff using the VistA electronic medical record system for over 12 years prior to joining Medsphere. Phil s clinical history was primarily in Psychiatric Nursing. Currently Phil s primary responsibilities are providing training support (such as Basic CAC School and EHR for Inpatient) and configuration/setup support to OpenVista/EHR installations. Aberdeen Area Sioux Falls CAPT Leslye L. Rauth, CDE, RD, LMNT, MPH CAPT Rauth has been working with the Indian Health Services for over eighteen years. CAPT Rauth has worked in the Aberdeen Area as a contractor, civil services employee and Commission Corps Personnel. During this time she has served as the Diabetic Coordinator and Chief Dietitian providing clinical support and administrative leadership. CAPT Rauth was detailed as Lead Clinical Applications Coordinator and Electronic Health Records Coordinator. In 2009 became the American Recovery and Reinvestment Act (ARRA) Clinical Application Coordinator for the Aberdeen Area. She received her Bachelor s in Dietetics from Indiana University of Pennsylvania. She completed her Dietetic Internship with the University Of South Dakota. Leslye completed her Master s in Public Health (MPH) spring of Stacia Nissen, MA,LPC, NCC,CCDCIII Stacia Nissen has been with South Dakota Urban Indian Health (SDUIH) since November, Stacia is dually certified as a mental health and substance abuse counselor, and received her LPC (Licensed Professional Counselor) in January, Stacia has been part of the IPCII/QILN team since SDUIH joined IPCII in Stacia handles some CAC, information technology, and site manager duties as well as sits on the Behavioral Health System Change Control Board and the IHS Behavioral Health Integration team. Within SDUIH, Stacia also sits on the HIV team, the NCQA/PCMH/AAAHC Accreditation teams. She received her Bachelors in Psychology from South Dakota State University in 2004 and her Master s in Counseling and Psychology in Education in
3 Alaska Area - ANTHC Kimiko Gosney, MS, CC(NRCC) Alaska Native Tribal Health Consortium (ANTHC) Clinical Application Coordinator Kimiko Gosney is the Clinical Applications Coordinator for the Alaska Native Tribal Health Consortium. She is a registered Clinical Chemist and also holds a masters degree in Computer Science. She has over 25 years experience with managing and supporting healthcare information systems, including clinical laboratory, anatomic pathology, hospital billing, a state-wide immunization repository and RPMS. Bemidji Area Teresa Chasteen, RHIT Bemidji Area Office Clinical Application Coordinator California Area Teresa is the Bemidji Area Clinical Applications Coordinator. Her previous position at the Cass Lake Indian Health Service was the Director of Health Information, where she was the Project Lead for EHR Implementation. She served as one of the Bemidji Area Health Information Management Consultants. She started her Health Information Management career in1984 and has been in the health care field since Teresa has worked in Indian Health Service since She obtained the Registered Health Information Technician (RHIT) in 1992 from the College of Saint Catherine Saint Mary s campus. Peter Stuart, MD Medical Director for Sonoma County Indian Health Project Peter Stuart, MD is a graduate of the University of Illinois College of Medicine School of Medicine and the University of Washington Psychiatry Program. He is currently the Medical Director for Sonoma County Indian Health Project in Santa Rosa, California. He has been involved in IHS Behavioral Health electronic record development since the early 1990s. He directed the Chinle Service Unit Counseling Services Program from , provided consultative support over several years as the National Psychiatry Consultant to the National Division of Behavioral Health for Psychiatry with a focus on integrating behavioral health services into primary care settings, and more recently helped lead efforts to develop tele-psychiatric programming at both regional and national levels. 3
4 Nashville Area CAPT Deborah Burkybile, MSN, RN, CPC EHR Deployment Specialist IHS Office of Information Technology Deborah has been a Registered Nurse for 32 years. During this time her nursing practice led her to work in a variety of private sector hospitals, clinics, tribal facilities, and for the last 20 years in Indian Health Service. Ms. Burkybile is a citizen of the Cherokee Nation of Oklahoma. She received her commission in the U.S. Public Health Service in 1988 and works from the Nashville Area Office, Indian Health Service where she had served Tribes and IHS facilities in the role of Area Managed Care Consultant. Currently she has been assigned to support the implementation of the Indian Health Service Electronic Health Record by assisting the IHS Office of Information Technology as one of the EHR Implementation Team Consultants. Ms. Burkybile is also a Certified Professional Coder and has worked diligently with the Nashville Area Tribes to train and certify coding professionals at the Service Unit, Tribal, and Urban levels. Health Care Compliance is another field of particular interest and work for Ms. Burkybile. Her knowledge and expertise in nursing has enabled her to provide assistance to Indian Health Service, Tribal, and Urban facilities from both clinical and business perspectives with a focus on quality health care service delivery. CDR Robin Bartlett, PharmD, MPS, NCPS Clinical Application, Meaningful Use Coordinator and Pharmacy Consultant Nashville Area Office CDR Robin Bartlett is currently serving (since November 2009) as Acting Nashville Area Clinical Applications Coordinator and Acting Chief Pharmacy Area Consultant. CDR Robin Bartlett is also serving as Cherokee Indian Hospital Clinical Applications Coordinator since Cherokee Indian Hospital has been utilizing the outpatient Indian Health Service Electronic Health Record (EHR) since 2004, implemented EHR on their inpatient ward in 2007, implemented inpatient Bar Code Medication Administration (BCMA) in 2008, and is currently in the process of implementing EHR in the Emergency Department. CDR Robin Bartlett serves an integral role in assisting with analysis of flow process, identification of opportunities for improvement, coordination with clinical department supervisors, plan development, clinical staff training, and implementation of new processes and clinical applications to improve patient care and documentation at Cherokee Indian Hospital. CDR Bartlett is a Commissioned Officer in the USPHS and has been in the Indian Health Service since After graduating with a Doctor of Pharmacy degree from University of Florida, CDR Bartlett completed a one-year Indian Health Service Pharmacy Practice Residency Program at Cherokee Indian Hospital. CDR Bartlett transferred to Whiteriver Indian Hospital in 2002 and served the role of a Clinical Staff Pharmacist, Vaccines for Children Immunization Coordinator, and PCC+ Implementation 4
5 Oklahoma Area Pharmacy Team Lead. CDR Bartlett transferred back to Cherokee Indian Hospital in 2004 and served as a Clinical Staff Pharmacist, Pharmacy Intern Experiential Program Director, Inpatient Pharmacy Services Coordinator, Joint Commission Medication Management Workgroup Team Leader, and electronic MAR Implementation Project Manager. CDR Bartlett is certified as a National Clinical Pharmacy Specialist (NCPS) in Anticoagulation through the IHS Clinical Support Center and is also certified as an adult pharmacy-based immunization provider. CDR Robin Bartlett is currently enrolled in a Masters in Science of Pharmacy degree program with special emphasis in Patient Safety and Risk Management from the University of Florida. CDR Amy Rubin, PharmD, MMI Oklahoma City Area Clinical Application and Meaningful Use Coordinator CDR Amy Rubin has served as a United States Public Health Service Commissioned Corps Officer with the Indian Health Service since 1999 in multiple positions including Assistant Chief Pharmacist, Clinical Pharmacist, and Clinical Applications Coordinator. She is currently serving as the Oklahoma City Area Clinical Applications and Meaningful Use Coordinator. CDR Rubin received a BS in Pharmacy in 1996 and a Doctor of Pharmacy in 2003 both from Southwestern Oklahoma State University and a Masters in Medical Informatics in 2011 from Northwestern University. Robin Thompson, MS ARPN CNS Oklahoma City Area Assistant Clinical Application Coordinator Phoenix Area Robin Thompson is a masters prepared clinical nurse specialist with 38 years of nursing experience. She received her BA in Nursing Science from the University of Tulsa and her Masters of Science from the University of Oklahoma College of Nursing. In the past 16 years she has been employed as a Diabetes Clinical Nurse Specialist and Diabetes Nurse Educator with the Indian Health Service at the Claremore Service Unit, Albuquerque Service Unit, Oklahoma City Area Office and more recently at the Division of Diabetes Treatment and Prevention as a consultant. Ms. Thompson is currently serving as the Oklahoma City Area Assistant Clinical Applications Coordinator. She is a member of the Laguna Tribe of New Mexico. CAPT Elvira Mosely, MSHS, RN Phoenix Area Office CAPT Elvira Mosely, RN, is the Clinical Program Consultant for the Electronic Health Records (EHR) for Phoenix Area Indian Health Service. She received her BSN degree in 1988 from Jacksonville University in Jacksonville Florida and received her MSHS degree in 2006 from Touro University California. She worked as the Clinical Application Coordinator for the Hopi Health Care Center for one year before she 5
6 applied and was accepted to be the Clinical Program Consultant for the Phoenix Area Indian Health Services on June Prior to this she served for the US Air Force on active duty status for 11 years serving in a wide range of nursing positions. In 2004 she transferred to the US Public Health Service and is presently on Active Duty status assigned to Phoenix Area Office. Elvira has been the lead project manager for the implementation and coordination of the RPMS EHR for all Phoenix Area Indian Health Services since June Wendy Wisdom, MSW National Behavioral Health System CAC, Federal Lead Indian Health Service, Office of Information Technology Wendy Wisdom, Hopi/Choctaw/Chickasaw, has worked for Indian Health Service for over 14 years. She is currently the Resource and Patient Management System (RPMS) National Clinical Application Coordinator for the RPMS Behavioral Health System with the Office of Information Technology (OIT). She completed her B.A. from the University of California, Berkeley and her MSW with a concentration in Planning, Administration, and Community Organization from Arizona State University. Before joining OIT in January 2011, she worked at the Phoenix Indian Medical Center. Ms. Wisdom has been instrumental in the development and deployment of clinical software to support the unique business processes of behavioral health providers in the Indian healthcare delivery system at the local and national levels. 6
