2 Background: Cyber Crime Many traditional crimes now have a cyber component Theft, fraud, child pornography, and criminal threatening are the top cyber crimes police are responding to in NH Cyber crime requires a coordinated effort from multiple agencies because no single agency will ever have the resources to combat cyber crime alone

3 What have we done? The NH DOJ partnered with law enforcement to develop a Strategic Plan to Address Cyber Crime

4 Strategic Plan Mission: Develop and maintain an effective and sustainable statewide response to computer crime Focus on: 1. Investigations 2. Computer forensics 3. Prosecutions 4. Outreach and preparedness (Homeland Security and Education)

6 NHCCI Overview New Hampshire has a strategic plan to combat cyber crime New Hampshire is building a sustainable cyber crime capacity in law enforcement The NHCCI is providing significant cyber crime training opportunities in 2008 New Hampshire is implementing a state of the art forensic viewing capability

7 What is the New Hampshire Cyber Crime Initiative (NHCCI)? The NHCCI is made up of 143 law enforcement agencies throughout New Hampshire; all working together to implement the New Hampshire Strategic Plan to Address Cyber Crime The NHCCI is leading the effort to develop and maintain an effective and sustainable statewide response to computer crime NHCCI holds quarterly meeting for information sharing and facilitates training

8 What are New Hampshire s cyber crime needs? Training is the top law enforcement need Approximately 300 investigators need to be trained on basic skills We have trained investigators and prosecutors by working with NW3C, AOL, UNH, USA, and Microsoft Specialized Training for prosecutors is required Parole and probation officers have specialized training needs

9 Forensic Preview System 1) LE Seize Digital Evidence 2) Deliver Evid to NH State Lab 3) Lab will load computer on REMOTE SERVER 4) Local LE can view computer from local PD 5) Much quicker analysis of computers

10 Free or low cost cyber crime training Basic digital evidence recover (NW3C) SEARCH: Introduction to Internet Crime Investigations SEARCH: The Investigation of Computer Crime Microsoft: Internet Investigations ICAC Task Force training AOL: Working with their Legal Compliance Dept

11 Developing Training in New Hampshire 1. First responders - Developing protocols and training for digital evidence seizure 2. Investigators - NH focused cyber crime investigation class with PS&T and technical partners 3. Prosecutors - Developing course with NH USAO

12 3. Forensics - Coordinating with State Police on new forensic network training - Exploring forensic preview pilot class with SEARCH 4. Prosecutors - Working with the USA/County Attorneys and other organizations to bring training to NH 5. Leadership training on cyber crime - Certificate class at UNH for supervisors 6. Parole and probation specific training Developing Training in New Hampshire
