7 1.0 SCOPE OF PROJECT AND BID REQUIREMENTS 1.01 The following criteria outline the specifications for the construction of a 10Gb leased high-speed fiber-optic based Wide Area Network (WAN) transmission/transport service for the City School District of Albany (CSDA) to provide increased capacity between buildings and out to the Internet. Included in the network are the Network Operation Center (located at 33 Essex Street) and 18 separate other sites, as well as another site (Registration Building) that is located coterminous to the Essex Street facility but is connected directly to the NOC via existing District fiber cabling inside the building. The listing of site addresses and detailed requirements are in Appendix 1. Note 17 of the sites will be connected to the NOC via 10Gb WAN service. Note that all the remote sites are presently connected with fiber cable WAN provided, and serviced through Tech Valley Communications via an existing contract. The present contract was extended, based on existing provisions, but now needs to be re-bid. This bid is part of an overall strategic plan, and is designed to meet expanding requirements for on-line student testing and cloud-based applications which drive increased bandwidth utilization and the need for higher speed connections between buildings and out to the Internet The district wants a five-year contract with the option to renew year by year for up to an additional 3 years for a maximum of 8 years. For E-Rate purposes, CSDA requests a yearly price for the services and maintenance contract based on a minimum of 5 years, along with pricing for each additional year up to 3 years beyond year 5. All proposals must reflect non-recurring and recurring costs. Installation costs, as applicable, will be listed separately or amortized into the five year cost. Recurring monthly charges, where applicable will be listed separately The Network Operations Center (NOC) will have BIDDER/RESPONDENT owned network equipment to take the network transport handoff from up to 17 separate 10Gb WAN connections from District sites over BIDDER provided fiber optic cabling linking each of the facilities to the NOC. In addition to these 10Gb ports at the NOC, RESPONDENT provided network switching equipment at the NOC will also service additional 10Gb and 1Gb connections via 30 Gb ports for up to 30 10Gb servers, of which 15 will be eligible for E-RATE (based on their functions, including DNA, Proxy, Mail and Internet) while 15 will not be eligible for E-Rate and will be paid for entirely by the District and up to ten (10) 1Gb ports for other E-RATE Eligible connections. Assurance testing of the services must take place before final acceptance. Site surveys may be required to ensure suitability of existing sites for installation of all equipment. These surveys include but are not limited to HVAC, existing electrical service and additional equipment requirements associated with construction/installation. Note that the service delivery costs necessarily will include network fiber costs, including the procurement of or access to any and all rights to public facilities, pole rights, or other make-ready or construction costs that will in any way impact the cost of the project. CSDA requires that detailed proposals for the project reflect and indicate that all costs for the implementation and continued use of all facilities and fiber links referenced in the enclosed specifications, including pole rights and maintenance costs, that are required for the digital transmission service delivery, are being provided by the RESPONDENT in this Bid response Albany City School District expects to use this district-wide 10 Gigabit Ethernet (10Gb) transport service that is provided by the RESPONDENT to support a range of Ethernet applications including existing Cisco Call Managers for voice as well as IP-Video conferencing and Internet.
