2 Message to Parents Welcome The Broward County Drowning Prevention Task Force has developed this guide to support your efforts in keeping your children safer around the water. Your involvement is the most important factor in helping you prevent, prepare for and cope with emergencies. The resources contained in this guide will provide you with useful tools to help make your children Water SMART (Safety Methods and Rescue Techniques). Please take a few moments to review this guide, including the information about locations for water safety lessons, CPR training and safety equipment. 3 Prescription for Water Safety Please take this prescription to your local aquatic facility to sign up for your child s water safety lessons. 4 Did You Know. l The majority of drownings occur in residential pools while children are unattended l For every child who drowns, four others are hospitalized for nonfatal drownings, and as many as three suffer brain damage l Fifteen percent of children admitted for nonfatal drownings die in the hospital l Typical medical costs for a nonfatal drowning victim can range from $75,000 for initial emergency room treatment to $180,000 a year for long-term care. A nonfatal drowning that results in brain damage can ultimately cost more than $4.5 million l Unprotected in-ground pools are 83 percent more likely to be involved in a drowning than pools with complete four-sided isolation fencing Source: Florida Department of Health
5 Home Safety Tips Don t assume you will hear a child who is in trouble in the water. Child drowning is a silent death, with no splashing to alert anyone that the child is in trouble. Here are some useful tips from the Safer 3 program developed by the Swim for Life Foundation. Safer Water l Isolate the pool from the house and yard area by surrounding it with a foursided fence and self-closing and self-latching gate. l Install door and pool alarms and pool/spa covers. Several barriers provide backup in case one fails. l Prevent children s unsupervised access to any body of water, including bathtubs, buckets, coolers, toilets and natural bodies of water (lakes, canals, rivers, etc.). Safer Kids l Designate a water watcher to ensure constant, attentive adult supervision during water recreation and at bath time. l Teach children water safety and swimming skills. Parents and child caregivers should also know how to swim proficiently. l Check the pool area or other water features first if a child is missing. Safer Response l Learn CPR with rescue breathing and first aid. l Keep a phone and such rescue equipment as a lifesaving ring and shepherd s hook near the pool. l Develop an emergency action plan and make sure everyone knows it. 11 The Safer 3 is a comprehensive initiative to dramatically reduce drowning incidents by: 1) Recognizing risks associated with water-related activities 2) Implementing strategies to reduce and manage those risks 3) Responsibly maintaining those strategies The main concept of the Safer 3 is based on the definition of the word Safe. Safe means you are free from risk of harm or danger. When it comes to water, that simply isn t true. There is always risk when you are in, on or around the water. The risk may vary in degree from very slight to very severe. The letter r in the word Safer reflects that difference. Risk of drowning is found in 3 main areas; Water, a Person which we shall refer to as a KID, since we are all someone s kid, and a Response that will become the last chance for saving a life. Safer Water: means identifying where the risks are with any body of water (bathtubs, pools, spas, lakes, rivers or oceans) and learning how to reduce those risks. For example, installing barriers such as isolation fencing around a backyard pool would reduce the risk of unauthorized access to the pool by young children. Safer Kids (people): means reducing the risks for the potential victim. This can be accomplished by maintaining constant, responsible adult supervision and acquiring water safety and swimming skills through ongoing qualified instruction. Following water safety rules and safer practices such as wearing a Coast Guard-approved life jacket can lower the risk. Safer Response: means reducing risk during an emergency by learning cardiopulmonary resuscitation (CPR), first aid and other rescue and emergency response techniques. Equally important is an emergency action plan and a phone by the pool at all times. We believe the Safer 3 concept of asking where is the risk can dramatically lower drowning incidents worldwide.
