Objectives The objectives of the Political Science, Public Administration, and International Affairs programs are threefold: to provide a knowledge of the theory, principles, and practice of government and politics at the national and international levels and a knowledge of the analytic tools in each discipline; to prepare students for occupations in government, political parties, interest groups, policy institutes, teaching, and law; to promote liberal education through fostering habits of critical study, clarity of thought, and diligence of research. Bachelor of Science Programs POLITICAL SCIENCE: Thirty six hours are required for the major. The major is divided into four areas of emphasis. These are (I) American Politics, (2) Comparative and International Politics, (3) Political Thought and Public Law and (4) Public Administration. PS 110, 120, 201, and 351 or 352 or PA 224 are required for each emphasis. An additional 15 hours are selected from a list of courses identified for a particular emphasis and the final 9 hours are selected from one of the other emphases. American Politics Emphasis: Fifteen hours selected from PS 241, 303, 315, 412, 413, 414, 416, 445, 446, 447, 459, 502, or PA 224. Comparative and International Politics: Fifteen hours selected from PS 351 or 352, 303, 354, 360, 361, 362, 380, 461, 462, 470, 474, 480, 482, 483, 502 or PA 360. Political Thought and Public Law: Fifteen hours selected from PS 351 or 352, 354, 445, 446, 447, 502, or PA 326, 404, 427. Public Administration: Fifteen hours selected from PA 325, 326, 327, 360, 404, 420, 421, 424, 426, 427 or PS 241, 310, 502. A statistics course, for example, MAT 270, SOC 255, or PSY 201, is required as a cognate. A minor of 18 hours or more is required unless the student completes a merged, dual, or double major. Forty-four hours of Liberal Studies and 125 hours total are required to complete the degree. PUBLIC ADMINISTRATION: Thirty six hours are required for the major. Eighteen hours of required courses consist of PS 110, PA 224, 325, 326, 327, 420, or 421. An additional 9-12 hours are selected from PA 360, 404, 408, 420 or 421, 426, 427. The final 6-9 hours are selected from PS 241, 310, 315, 413, 414, 416, 430, 445, 446, 447, 459, 480, 502. A statistics course, for example, MAT 270, SOC 255, or PSY 201, is required as a cognate. A minor of 18 or more hours, 44 hours of Liberal Studies and 125 hours total are required to complete the degree. MERGED MAJOR POLITICAL SCIENCE PUBLIC ADMINISTRATION: A student wishing to major in both Political Science and Public Administration is required to complete 60 semester hours (30 hours in each). The merged major includes the requirements listed under the major programs above. A merged major combining either Political Science or Public Administration major with a program of studies in a different discipline can be selected with an advisor's approval. No minor is required. EXTENDED MAJOR IN POLITICAL SCIENCE: Fifty-four semester hours in Political Science and related areas are required. In addition to the 36 hours required for the Political Science major above, the student is required to complete 18 hours from the list of related courses specified for each of the following emphases.

2 COLLEGES AND SCHOOLS 281 American Politics: An additional 18 hours to be selected from: ECO 285, 286, 356, 445; HIS 291, 292, 393, 394, 411, 490, 491, 492, or 493, 494 or 495; CGR 370, 373; SOC 210, 314. Comparative and International Politics: An additional 18 hours to be selected from ECO 285, 286, 483, 486; HIS 344, 424, 451, 481, 492, 493; GGR 240, 270, 371, 441, 442. Political Thought and Public Law: An additional 18 hours to be selected from: PHI 241, 353, 357, 360; HIS 356, 411, 490, 491, 494, 495, 496; SOC 240, 340, 350, 440, 445; SW 420; CJ 250, 300, 370. EXTENDED MAJOR IN PUBLIC ADMINISTRATION: Fifty-four semester hours are required, including the Public Administration major of 36 hours, plus additional selected hours. The extended major may emphasize either (1) Public Resources Management or (2) Administrative Skills. 1. Public Resources Management Emphasis: This emphasis is designed to provide the Public Administration major who is particularly interested in substantive areas of management with a basic survey of the resources to be managed in those fields and an appreciation of the particular problems they represent. Examples of such programs might be cultural resources (courses from ANT, ART, DAN, GGR, HIS, HUM, MUS, PL, SO; natural resources (BIO, ENV, FOR, GGR, GLG); or recreation resources (GGR, HPR, PL, PSY, SOC). Within the hours for each such program, no more than 9 hours will be taken from any one discipline. 2. Administrative Skills Emphasis: This program provides further training in specific skills important to the process of public management. In addition to the requirements listed under the regular Public Administration major, the student takes hours of courses from ACC, CIS, ECO, MAT, and other skill areas. Bachelor of Arts Programs POLITICAL SCIENCE: For a Bachelor of Arts major the student must complete the same requirements as indicated for the Bachelor of Science degree. In addition, the student must complete four semesters of language or take a language minor. The BA degree is strongly recommended for Extended majors emphasizing Comparative and International Politics. EXTENDED MAJOR IN INTERNATIONAL AFFAIRS: Offered only as a BA degree, the International Affairs major requires a total of 54 hours of coursework from many fields. The required core consists of 18 hours: PS 110, PS 120, GGR 371, ANT 301, ECO 483, and SOC 255. (A comparable statistics course may be substituted for SOC 255 with the approval of the student's advisor.) The Political Science component consists of 15 hours selected from the following: PS 354, 360, 361, 362, 380, 461, 462, 470, 472, 474, 480, 482, 483 or PA 360. The elective component requires the selection of 15 hours from the following with no more than 6 hours in any one subject category: HIS 250, 251, 281, 341, 343, 360, 376, 401, 424, 451, 480, 492, 493; ECO 285, 286, 486; ANT 222, 361, 369, 371, 528, 529; HUM 253, 254, 255, 361; REL 150, 330, 482; GGR 240, 270, 442. The final requirement for the degree is 6 hours of language at the 300 or 400 level (prerequisite language courses at the 100 or 200 levels may be used to fulfill part of the liberal studies requirements).

3 282 COLLEGES AND SCHOOLS Departmental Honors Program The Honors Program in Political Science and Public Administration is provided for those departmental majors who wish to challenge themselves in ways beyond those offered by the regular curriculum. Students selected to participate in Departmental Honors will embark upon an individualized program of learning that emphasizes intensive reading, the development of critical and analytical skills, and the opportunity to engage in extensive one on one interaction with faculty. The program culminates with the development, writing, and presentation of a significant research project. Students who complete all of the requirements for departmental Honors will be awarded Honors in Political Science or Public Adminstration, which will appear on the Honoree's diploma and transcript. Consult the Department for details on admission and specific curriculum. Minor Programs Eighteen hours are required for the minors in Political Science or Public Administration. For Political Science, required courses are PS 110, 120, 201, and 351 or 352. An additional six hours are selected from one of the Political Science track. For Public Administration, PS 110 or 201, and PA 224 are required. An additional 12 hours are selected from the remaining Public Administration courses. Pre-Law The Political Science Department offers advice and coursework to attain appropriate skills and knowledge for pre-law students who plan to major in Public Administration, International Affairs, Social Science, or Political Science. Consult the designated departmental pre-law advisor. For Political Science majors, the Political Thought and Public Law track is recommended, although another coherent program designed to meet the needs of the individual student can be developed. Programs with Other Departments MERGED MAJOR WITH JOURNALISM: See Journalism. MERGED MAJOR WITH CRIMINAL JUSTICE: A student wishing a major in either Political Science or Public Administration and Criminal Justice is required to complete 66 semester hours (33 hours in each). Students follow the program of study as indicated in this catalog for each major. The following courses are counted in both majors: PA 325, 326, 327; PSY 201 or SOC 255, or MAT 270. ENVIRONMENTAL SCIENCE EXTENDED MAJOR ENVIRONMENTAL MANAGE- MENT EMPHASIS: See the Environmental Science section for details. DUAL MAJORS: A dual or merged major combining a Political Science or Public Administration major with another field of study can be selected with an advisor's approval. A grade of "D" will not count for major credit in Political Science, International Affairs or Public Administration, though the student will not have to retake a required course in which a "D" is earned. In order to graduate, the student must complete the required number of hours in the Political Science or Public Administration major with a grade of "C" or better.

4 COLLEGES AND SCHOOLS 283 PS: POLITICAL SCIENCE COURSES PS 110 American Politics (3). A basic introduction to American National Government; constitutional foundations, the structures of government, courts, Congress, Presidency, interest groups, political parties, major political issues facing the American people. Satisfies teacher certification for teachers in Arizona for federal constitution only. PS 120 Contemporary Issues in World Politics (3). Study of the international system, its actors and their capabilities; ends and means of foreign policy; international tension, conflict and cooperation. PS 201 Introduction to Politics (3). Issues in contemporary political analysis, human values and political goals; how governments differ and change; how nations influence one another. PS 220 Federal and Arizona Constitution (3). A basic course in the national and Arizona government designed to meet the requirements for teacher certification. Not available for credit to political science majors or minors. PS 241 State and Local Politics (3). The politics and administration of state and local government in the United States; problems, structures, and services. Satisfies teacher certification requirements for teachers in Arizona for Arizona constitution only. Prerequisite: PS 110. PS 303 Social Science Research (3). Basic techniques of research design, data collection and analysis; contemporary methodologies such as survey design; computer applications. Prerequisite: completion of applied statistics and PS 201. PS 310 Intergovernmental Relations (3). Relationships between federal, state, and local governments; ways in which each level shapes policy and shares power and responsibility. Prerequisite: PS 110. PS 315 The American Presidency (3). Survey of the American presidency, including its historical development and current characteristics and functions; examination of the executive bureaucracy. Prerequisite: PS 110. PS 351 Classical and Medieval Political Thought (3). The ideas of classical and medieval political philosophy. The natural law conception of politics is studied by examining selected philosophers' views of authority, justice, obligation, democracy, and other political issues. Prerequisite: PS 201. PS 352 Modern Political Thought (3). The origins and development of modern political ideas as expressed by major political theorists. Topics include freedom, natural rights, individualism, representation and liberal democracy- Prerequisite: PS 201. PS 354 Contemporary Political Ideologies (3). Political ideas and belief systems, e.g. liberalism, conservatism, marxism, communism, fascism, nazism. PS 360 Comparative Politics (3). Comparative analysis of selected foreign governments: democratic, totalitarian, and those in process of developing. Prerequisite: PS 120. PS 361 Politics of Developing Nations (3). An investigation into the political dynamics of nations undergoing rapid social change and economic development. Focus is on problems endemic to the nations of Asia, Africa, Middle East and Latin America. Prerequisite: PS 120. PS 362 West European Politics (3). Structures and behavior of governmental institutions and political processes in selected countries of Western Europe. Prerequisite: PS 120. PS 380 International Politics (3). Analysis of international political relations; a survey of the major issues of world affairs, with a search for political solutions. Prerequisite: PS 120. PS 412 Political Sociology (3). Sociological analysis of the political order relating political behavior to social contexts and social structure. PS 413 Political Parties and Pressure Croups (3). The nature and functions of political parties; their role in nominations, elections, and the development of public* policy; the nature and functions of interest groups; the role of individual party members. Prerequisite: PS 110. PS 414 Public Opinion (3). The formation, distribution and content of public opinion in the United States and its relationship to behavior in the political process. Prerequisite: PS 110.

A survey of American legislatures at the federal and state level including both structural and behavioral aspects of the legislative process. Prerequisite: PS 110. PS 445 Constitutional Law: Separation of Powers and Federalism (3). Inquiry into the Supreme Court's interpretation of the Constitution concerning the powers of the Court, Congress, and President. Prerequisite: PS 110. PS 446 Constitutional Law: Civil Liberties and Rights (3). An examination of Supreme Court decisions relating to the Bill of Rights and the 14th Amendment. Prerequisite: PS 110. PS 447: judicial Behavior (3). A study of the role of courts in the political system. Special emphasis in the legal, philosophical and political factors influencing judicial decisions making. Prerequisite: PS 120. PS 459 Environmental Politics (3). Historical and contemporary aspects of environmental problems as reflected in society, politics and business. Prerequisite: PS 110. PS 461 Soviet and East European Politics (3). Description and comparative analysis of Soviet government and institutions. Divergent models of communist development in East European countries. Prerequisite: PS 120. PS 462 Latin American Politics (3). Government institutions, political processes and development problems of the Latin American states. Prerequisite: PS 120. PS 470 Asian Politics (3). Cultural and historical backgrounds; traditional patterns in conflict with modernization; present forms of government. Prerequisite: PS 120. PS 472 Politics of the Middle East (3). An overview of the historical, cultural and political patterns in Middle Eastern countries with special attention to the internal political dynamics of selected nations, regional political tensions and the foreign policies of the region. Prerequisite: PS 120. PS 474 African Politics (3). Survey of contemporary African political development. Prerequisite: PS 120. PS 480 International Organization and Law (3). Examination of world and regional organizations with emphasis on their legal and political contribution to world order. Prerequisite: PS 120. PS 482 American Foreign Policy (3). Structure and functions of American foreign policy machinery; problems facing American foreign policy and prospects for their solution. Prerequisite: PS 120. PS 483 National Security Policy (3). Problems and issues of the organization and control of the defense establishment of the United States. Prerequisite: PS 120. PS 498 Senior Seminar (3). A capstone course that integrates international and domestic political concepts and theories. Political stimulation usually required. INSTRUCTOR APPROVAL REQUIRED. PA 325 Public Personnel Administration (3). Theories and practices of public p^sonnel management, from recruitment and selection to retirement, including motivation, evaluation promotion, career development, organizations and negotiation, grievances and termination. Prerequisite: PA 224. PA 326 Public Organization Theory (3). Dynamics of decision making in modern, complex organizations including the structure of bureaucratic organization, incremental and rational approaches to decision making, the influence of bureaucratic routines, and various strategies for increasing organizational effectiveness. Prerequisite: PA 224. PA 327 Government Budgeting (3). The organization, techniques and politics of budget preparation; legislative appropriation and control systems in budget execution. Prerequisite: PA 224. PA 360 Comparative Public Administration (3). Comparisons of administrative phenomena and the study of public administration within nations other than the United States. Emphasis on West Germany, Great Britain, France, Japan and U.S.S.R. PA 404 Administrative Law (3). Legal environment of public administration, including federal regulatory procedures and detailed examination of Administrative Procedure Act. PA 410 Environmental Law (3). Role of law in environmental management. Discussion of major federal regulatory actions through examination of legal cases. PA 420 Policy Formation (3). The process of public policy formulation; environmental and ideological influences on policy making; decision making in government. Prerequisite: PA 224. PA 421 Public Policy (3). Examination of specific substantive policies, to be selected by the instructor. May include economics, crime, poverty, welfare, health, education, agriculture, environment, and other policy areas. Prerequisite: PA 224. PA 424 Administrative Agencies Politics, Law, and Processes (3). Policy making role of the administrative agencies, which serves to define agencies' political relation to other governmental branches, interest groups, and American society at large, and development of an understanding of both formal and informal processes involved in the operations of administrative agencies.
