1 Democracy and Governance 18,70 To support the public administration through a scholarship 1 Young Cell Scheme programme that aims at improving the professional capacity of civil service to meet the obligations arising from the EU integration Integration 1,50 process. 2 Further support to Public Administration Reform To contribute in establishing an effective and efficient public administration, capable of implementing SAA obligations and better service delivery for citizens and businesses. Integration, Ministry of Public Administration These actions will directly contribute to the need (identified in the CSP) to support Kosovo in its public administration reform efforts to create a de-politicised, reliable, transparent and accountable public administration at all levels, able to provide an efficient service to the citizens and the business community, in line with EU standards. 3 Further Support to Kosovo Assembly Through this project Kosovo Assembly aims to strengthen its financial and IT independence, in order to ensure proper implementation of its oversight role in relation to both Government and Independent Agencies Kosovo Assembly 1,30 CSP needs analysis: Democratic institutions, including the Assembly and the independent oversight bodies, will be supported to improve their capacity to provide checks and balances. 4 EU Legal Approximation Facility The action aims to harmonise Kosovo labour law with EU legislation, and build capacity of civil servants in public institutions. In addition, the action aims to address the outcomes of the SAA by helping realize the full potential of the services sector by removing unjustified or disproportionate legal and administrative barriers and provide an envelope for general technical assistance support measures to the Integration and activities aimed at project preparation Ministry of Labour and Social Welfare, Ministry of Trade and Industry, Integration 8,00 CSP needs analysis: The labour market remains underdeveloped compared to labour markets of developed countries. As a result, there are few job opportunities for young entrants (about per year). The informal nature of the economy has a consistent impact on the shape of the labour market of Kosovo, by limiting skills development and trapping people into low skilled/low productivity jobs. In addition, the action is directly addressing the CSP challenges: Among the main challenges for private sector development in Kosovo are limited access to finance for SMEs, unfair competition among business actors and lack of competitiveness caused by an unfavourable business environment, a lack of creative entrepreneurship, and innovation capacity.
2 5 Envelope for implementation of Pristina - Belgrade dialogue agreement and other political priorities Funds to tackle political priorities and technical assistance needs related to the implementation of the Pristina Belgrade dialogue agreement Integration 3,70 CSP needs analysis: IPA assistance will also continue to support the implementation of Kosovo-Serbia dialogue agreements and support Kosovo in the future taking over of responsibilities from the CSDP mission in Kosovo. 6 Civil Society Facility (Under multi-country) Facility to support civil society organisations, NGOs Civil Society Organisations 0,70 Enabling environment and capacity building needed for efficient policy dialogue with Civil Society in line with EU policy guidelines. Support to service delivery in priority areas needed. Rule of Law and Fundamental Rights Sub-sector: Justice 18,00 7 Project Against Economic Crime II Prevention and control of corruption, money-laundering and financing of terrorism in Kosovo Kosovo Anti-Corruption Agency, Financial Intelligence Unit 2,00 CSP needs analysis: Kosovo will need to enhance its capacity to prevent, investigate, prosecute and convict cases of organised crime, including in fighting the irregular migration, trafficking in human beings and narcotics, economic crime and money laundering. 8 Strengthening the Capacities of the KJC, KPC, SPRK and MoJ The action aims to increase the efficiency, transparency and the sustainability of the judicial system by improving capacities for judicial reforms. In addition, the action should increase the efficiency, transparency and the sustainability of the Special Prosecution Office of Kosovo Kosovo Judicial Council, Kosovo Prosecutorial Council, Special Prosecution Office - Kosovo, Ministry of Justice 4,40 CSP needs analysis: An independent judiciary that works in accordance with true democratic and professional standards is not only vital for the strengthening of the rule of law with immediate benefits for the public, but it is also crucial for
3 9 Further Support to Public Safety, Free Legal Professions and Legal Education Reform Sub-sector: Home Affairs First component of this action aims at supporting the provision of high quality education in the field of public safety in Kosovo by strengthening the training capacities of Kosovo Academy for Public Safety and all public safety agencies. The second component of this action contributes to the strengthening of free legal professions and legal education reforms to both decrease the current backlog of court cases and increase the legal enforcement of court decisions. Ministry of Justice, Kosovo Academy for Public Safety 3,80 immediate benefits for the public, but it is also crucial for international cooperation and economic development, including attracting foreign investments. Given that the Academy for Public Safety provides trainings for all law enforcement agencies, these actions enhance interinstitutional cooperation and increase internal capacities. 10 Strengthen Kosovo Institutions in Effective Management of Migration, Asylum and Fight Against Trafficking in Human Beings. The first component of this action represents the European Union s, the Government of Kosovo s and specifically the Ministry of Internal Affairs' (MIA) continued efforts to contribute to the establishing of a more efficient and effective Migration Management in line with EU acquis. The second component of this action supports continued efforts to enhance and improve its fight against trafficking with persons in a more efficient and effective manner in line with EU acquis. The Office of the National Anti- Trafficking Coordinator, Ministry of Internal Affairs CSP: Particular attention will need to be paid to issues such as trafficking in human beings, illegal economic activities, drug trafficking, illicit arms trafficking and terrorism. IPA assistance may be required in other areas such as civil registration, integrated border management, migration and asylum. Sub-sector: Fundamental Rights and Minorities 11 EU Support for the Implementation of the RAE Strategy 2 Education for integration (EU SIMRAES 2) To ensure equitable access of Roma, Ashkali and Egyptian children to pre-primary, primary and secondary education by improving enrolment, retention and attainment of children through community-based and financial support Roma, Ashkali, Egyptian Minority Population 1,30 * CSP: Non-majority communities continue to face major challenges and discrimination. In addition, the CSP needs analysis points out weaknesses and inconsistencies in implementing the Strategy for the Integration of Roma, Ashkali and Egyptian Communities in Kosovo * CSP needs analysis: There is a need to continue assistance for the return and reintegration process and the stabilisation of minority communities.
4 12 EU-Community Stabilisation Programme Phase III Component I: The specific objective of the action is to create incomegenerating opportunities for non-majority communities throughout the value chain in key economic sectors in Kosovo, thereby enhancing their (re) integration prospects. Component II: The main objective of component II of this project is to provide individual housing solutions to displaced families in collective centres by facilitating their exit from collective centres. Non-majority communities, Internally displaced persons 3,00 Addressing needs related to social exclusion of marginalized groups such as ethnic minorities, youth, women and people with disabilities which is aggravated by a lack of economic opportunities and perspective. CSP:...there is a need to find durable solutions for refugees from Croatia and Bosnia-Herzegovina who have been living in collective centres throughout Kosovo since 1994/1995. The main objective of IPA intervention will be to enable sustainable livelihoods and the durable integration into Kosovo society for returnees, IDPs and refugees who want to settle in Kosovo. Energy 5,50 13 Kosovo A Decommissioning and Feasibility Study on Kosovo B TPP The main objective of this activity is to support the Government's institutions and other relevant stakeholders and established mechanisms (three working groups and the KEK unit on the decommissioning process) in the preparations for the decommissioning and dismantling process of facilities in TPP Kosovo A and for the study on Kosovo B. Kosovo Energy Corporation 3,00 CSP: IPA II will in particular support Kosovo in the approximation of the EU acquis in the field of energy, environment, climate change and nuclear safety, in particular by supporting the closure and decommissioning of the Kosovo A power plant. 14 Support on Implementing the 3rd Energy Package with Focus on EE and Renewables To support the key stakeholders on upgrading the legal and regulatory framework in compliance with the 3rd energy package and in compliance with acquis on energy efficiency and renewables as required by the Energy Community Treaty. Ministry of Economic Development 2,50 CSP: Assistance will be provided to help implement energy efficiency measures and explore renewable energy resources. Competitiveness and Innovation 15 Support to Regional Economic Development Strengthening the Network of Regional Development Agencies coordinated by ARDA the Association of Regional Development Agencies. The project will contain a grant scheme with a financial envelope to support concrete projects in priority sectors of regional economic development. Association of Regional Development Agencies 11,75 2,55 CSP: Sector of Competitiveness and Innovation aims to boost the competitiveness of the Kosovo economy, in particular SME development and regional development.
5 Support to Sustainable Partnerships Between CSOs, Social Enterprises and Government for Better Social Services for the Most Vulnerable Groups. Municipal Social and Economic Infrastructure Agriculture and Rural Development Agriculture and Rural Development Support Programme To support and work with the Ministry of Social Welfare and Municipalities in the process of decentralisation of social services and operationalization of the system of delivery of social services at local level through the work of licenced social service providers - social NGOs and Social Enterprises. CSOs and Social Enterprises Improve social and economic infrastructure in Kosovo municipalities. Kosovo municipalities 7,20 To modernise or adopt new technologies with a view to diversify production, enhance food safety, reduce waste and adequately treat waste, improve energy efficiency etc. The action should also aim to further stimulate local farming activities. Farmers, agri-food processors, rural area food producers. 2, ,00 CSP: The EU will support specific and targeted policies aimed to raise the employability and social inclusion among particularly vulnerable groups such as long-term unemployed, marginalised communities, youth and women, with a view to promoting active inclusion. CSP: Needs to support improving governance at the local level, which may include municipal infrastructure relevant to local economic development, social service decentralisation and environmental protection. CSP needs: Support Kosovo institutions meeting EU standard food control mechanisms, to increase the capacity of food business operators to meet EU food safety standards and their competitiveness, to improve the competitiveness of Kosovar agriculture and its adaptation to climate change. 19 Food Safety and Health Control The proposed action will address implementation of the EU compliant Food Safety and health control system at all stages, including Import, Export, Production of food, transport, processing, Multiple - farmers, agrifood processors and retail. Furthermore the proposed action aims at regulating livestock breeding sector, reviving livestock breeding centre as well as expand milk recording system in Kosovo. TOTAL 67,45 CSP: The overall objective of IPA II assistance in this sector is to support Kosovo institutions aligning and implementing the Common Agricultural Policy and meeting EU standard food control mechanisms.
