1 INTRODUCTION: PORT EVERGLADES WETLANDS CONSTRUCTION & PLANTING BERGERON LAND DEVELOPMENT, INC. and BROWARD COUNTY would be pleased to have your company be a part of our CONSTRUCTION TEAM. We are inviting interested CONTRACTORS, SUBCONTRACTORS, and VENDORS to submit a Prequalification Package for the services described herein. In order to be considered, all SUBCONTRACTORS will be required to provide proof of bond ability from a known, reputable Surety Company with a minimum rating provided for on page 4 of 8 of this announcement. We have scheduled the following meetings in effort to familiarize all interested parties with the project elements all interested proposers are encouraged to attend. CBE PREQUALIFICATION MEETING: A CBE contractor prequalification meeting will be held Tuesday, September 3, 2013 at 10:00 am at the Port Everglades Administration Building Auditorium at 1850 Eller Drive, Ft. Lauderdale, FL Please note a valid government-issued photo ID will be required for entrance into the Port - please allow adequate time for entrance. PREQUALIFICATION MEETING: A contractor prequalification meeting will be held Tuesday, September 3, 2013 at 10:00 am at the Port Everglades Administration Building Auditorium at 1850 Eller Drive, Ft. Lauderdale, FL Please note a valid government-issued photo ID will be required for entrance into the Port - please allow adequate time for entrance. PROJECT DESCRIPTION: The Port Everglades Wetlands Construction & Planting Project includes the construction of approximately 16.5 acres of wetlands and the construction of wetland enhancement mitigation areas. The project also includes the construction of a drainage system, roadways, and utilities. The work includes traffic markings, signage, safeguards, as well as fencing and lighting. Bids will be received from QUALIFIED CONTRACTORS, SUBCONTRACTORS, and VENDORS in order to establish a Guaranteed Maximum Price (GMP) contract to include, but not limited to, the following work items as described in the contract plans and specifications: Demolition Construction will include, but is not limited to: the removal and disposal of existing asphalt and concrete pavements, removal and disposal of existing storm drainage facilities, potable and non-potable water utilities, sanitary sewer services, and removal of electrical power services. Clearing and grubbing construction activity will include, but is not limited to: the removal of on-site vegetation, both selective clearing and non-selective clearing including the removal and disposal of nuisance plants. Excavation/Embankment will include, but is not limited to: excavation and grading compaction, placement of mangrove planting substrate within the wetland creation area, removal of unsuitable materials, removal and disposal of C&D debris, removal and disposal of contaminated materials. This activity will also include the excavation and grading of on-site drainage swales and a drainage storage pond. Protection of Existing Vegetation will include, but is not limited to: installation of silt protection and floating turbidity barrier as required for environmental compliance of the permitting agency having Page 1 of 8
2 jurisdiction over the site. Storm Water Drainage Installation will include, but is not limited to: the installation of a storm drainage collection and conveyance system that will have 18-inch through 72-inch RCP and storm drainage structures, to include backfill and compaction. Utilities Relocation will include the location, removal, and relocation of various existing water and sewer utilities. Electrical/Lighting will include, but is not limited to: the installation of new light poles, conduit, and electrical service riser. Concrete Curb and Flatwork will include, but is not limited to: the construction of curb pads, sidewalk stabilized subgrade, and the forming and pouring concrete curb and gutter and concrete sidewalk. Asphalt Milling/Paving will include, but is not limited to: the milling of existing pavements of various depths and placement of new asphalt road base and finish courses. Fencing includes the installation of various fences as shown on the plans. Subgrade will include, but is not limited to: the grading of various roadbeds to the footprint of the plans, and stabilizing the road subgrade to the grades of the plans. SPECIALTY CONTRACTING Survey will include, but is not limited to: establishing control points, verifying Subcontractors survey staking, and providing certified as-built survey documentation. QC/QA will include, but is not limited to: providing quality control inspection and testing and documentation of all construction to assure compliance with the contract specifications. Construction of Precast Concrete Manatee Crossing Culvert (8-foot by 8-foot) will include, but is not limited to the installation of pre-cast concrete box culvert including associated wing wall and foundations. Dewatering will include providing dewatering of the site during construction of various underground utilities. County Business Enterprise (CBE) participation is a part of the selection criteria for this project, as applicable. The total CBE goal is 22%. Submit a Declaration Statement as to whether or not you are capable of providing CBE participation for this project. If you are a CBE, please attach a copy of your CBE certification to your Qualification and Bid submission. PREQUALIFICATION CRITERIA: Contractor and Specialty Contractors wishing to Prequalify shall demonstrate ability and experience necessary for the Project, interested companies shall submit, the following to be consider for short listing: 1. Company Name. 2. Owner's Name. 3. Company contact information. 4. Applicable licenses and/or certifications. 5. Years in Business. 6. Years of Experience related to Heavy Civil Construction and Environmental Wetland Construction. 7. References from Three (3) similar projects completed within the last five (5) years. Three (3) references from current projects. Please be advised that all Prequalification Questionnaire responses will be evaluated by the BERGERON TEAM to determine responsiveness and responsibility. Your firm may be required to provide additional information or your firm may be required to meet with BERGERON representatives. Subcontractors and Vendors need to acknowledge any partial or total ownership by BERGERON, a BERGERON company, or a BERGERON affiliate. Page 3 of 8
4 Selection Committee (SC) within BERGERON will evaluate all submissions and create a short list of the most qualified firms. The SC will determine the number of firms per trade to be short-listed. The short list for each trade will include a minimum of three (3) firms and/or minimum of three (3) firms wishing to submit as prime contractor performing all trades. If your firm is on the short list, an Invitation to Bid (ITB) will be sent to you. The ITB will contain additional Selection Criteria, including, but not necessarily limited to: proposed project personnel, resource availability, scope exclusions, CBE Participation level, references on key personnel, any qualifications to the Subcontract terms and conditions, changes in your financial profile, and past and current OSHA performance. The ITB will also contain information on the pre-bid conference, plans and specifications, and bid due date. BONDING REQUIREMENT: Each bond must be executed by a surety company of recognized standing, authorized to do business in the State of Florida as surety, having a resident agent in the State of Florida and having been in business with a record of successful continuous operation for at least five years. The surety company shall hold a current certificate of authority as acceptable surety on federal bonds in accordance with United States Department of Treasury Circular 570, Current Revisions. If the amount of the Bond exceeds the underwriting limitation set forth in the circular, in order to qualify, the net retention of the surety company shall not exceed the underwriting limitation in the circular, and the excess risks must be protected by coinsurance, reinsurance, or other methods in accordance with Treasury Circular 297, revised September 1, 1978 (31 DFR Section , Section ). Further, the surety company shall provide BERGERON with evidence satisfactory to BERGERON, that such excess risk has been protected in an acceptable manner. BERGERON will accept a surety bond from a company with a rating of B+ or better for bonds up to $_ million, provided, however, that if any surety company appears on the watch list that is published quarterly by Intercom of the Office of the Florida Insurance Commissioner, BERGERON shall review and either accept or reject the surety company based on the financial information available to BERGERON. A surety company that is rejected by BERGERON may be substituted by the bidder or proposer with a surety company acceptable to the BERGERON, only if the bid amount does not increase. The ratings of Surety shall correspond to the amount of bonds as follows: Amount of Bond Policy Holder s Ratings Category 500,001 to 1,000,000 B+ Class I 1,000,001 to 2,000,000 B+ Class II 2,000,001 to 5,000,000 A Class III 5,000,001 to 10,000,000 A Class IV Page 4 of 8
5 Port Everglades Wetlands Construction & Creation Prequalification Instructions 1. Prequalification Evaluation Criteria For your firm to be considered for the Port Everglades Wetlands Construction & Planting project, please fill out items 1 through 22 below and provide the requested similar project information. The Prequalification Questionnaire must be completed in its entirety and submitted to Bergeron as indicated below. If no exceptions are taken to this Agreement, your firm must indicate as such in the box to the right. A copy of Bergeron's Standard Subcontract Agreement can be found in Attachment Current Certificate of Insurance meeting the requirements stipulated in Bergeron's Standard Subcontract Agreement (Attachment 2).
