1 Request for Proposals For Competency Based Education Coaching and Professional Development Services Issue Date April 11, 2016

2 Kenowa Hills Public Schools (the School District ) is seeking coaching and professional development services for our continued implementation of Competency based Education. The purpose of this Request for Proposals (the RFP ) is to obtain sealed proposals from professional and qualified individuals or agencies that can provide the desired services in accordance with the terms and conditions of this RFP. The School District expects a one (1) year contract subject to a one (1) year renewal, starting October The School District may select one or more experienced and qualified agencies to proceed with the negotiation process from those submitting proposals. Past experience will also be judged through the references of each entity. SCHOOL DISTRICT PROFILE Our Vision: Be the most innovative, student centered district in the state. Our Mission: Cultivate and graduate globally competitive citizens. Our District: Kenowa Hills Public Schools is located in West Michigan northwest of Grand Rapids. Included in the district is a unique blend of residential homes, businesses, and rural farms. The district serves approximately 3,300 students from preschool through high school. The district covers 47 square miles and encompasses part of two cities, four townships and two counties. The district has one Early Childhood Center serving our preschool population, three elementary schools (Alpine Elementary, Central Elementary and Zinser Elementary) that serve the children of the district in grades K 5, one middle school (Kenowa Hills Middle School) and one high school (Kenowa Hills High School). Kenowa Hills Public Schools has several specialized learning programs and partnerships. One of these programs is Pathways, which serves approximately 50 high school students in a blended learning environment. The Knights STEM Academy (launching in ) is for students in grades 7 10 who have a passion for STEM related experiences. Kenowa Hills Public Schools offers a variety of elective courses, including Spanish classes at the elementary level. Kenowa Hills Public Schools has also partnered with another school district to open the Kenowa Hills Virtual Learning Center ( ). Finally, the district has partnership with Davenport University to offer a Middle College program whereby students graduate with both a Kenowa Hills High School diploma and Associate s Degree from Davenport University. Kenowa Hills was recently listed on the 5 th Annual AP Honor Roll as one of 547 districts in the U.S.A. and Canada for increasing access to Advanced Placement

3 courses and improving student achievement on the AP Exam. Kenowa Hills Public Schools has a strong commitment to technology rich environments to enhance student achievement. The School District offers students Chromebooks at a 1:1 ratio in grades 5 12 and ipads at a 1:2 ratio in grades K 4. Each classroom has projectors, document cameras and sound systems to provide an enhanced learning environment. Kenowa Hills Public Schools recognizes the need for all students to have the 21st Century skills for college and career readiness. The current education system was created for an agricultural society and does not address the drastic changes in our nation s employment needs for a healthy economic future. To try to align our education more with 21st Century learning, Kenowa Hills Public Schools began a journey to transform to an education system in which learning is the constant and time the variable; centered on the principles of Competency based Education. More information about the district can be found on its website at khps.org or from the Michigan Department of Education at Kenowa Hills Journey to Competency based Education Much of our work in transitioning to competency based education has centered on Marzano s High Reliability Schools Framework (HRS) (2012). As shown below, this has taken the form of five levels: Level 1 Safe and Orderly Environment Level 2 Effective Instructional Framework Level 3 Guaranteed and Viable Curriculum Level 4 Standards based Reporting Level 5 Personal Mastery System The proposal for coaching and professional development services must be highly customized to meet the needs of each of our school buildings and their certified staff members. As an example, opportunities for growth and support in one building may center on Effective Instructional Framework (level 2); however, another building may need support in developing Standards Based Reporting practices (level 4). The fluidity and level of customization is inherent to the district s expectation for coaching and professional development services within this RFP. Below is a conceptual framework in how we are articulating our journey and the various components in our pathway toward implementing competency based education.

5 The following list is an example of the services sought for coaching and professional development: Consistent and ongoing coaching for certified staff including goal setting and follow up visits for feedback and support, Professional development for Kenowa Hills Instructional Coaches surrounding competency based education within the context of the HRS (Marzano, 2012) framework, Strategic planning with the district improvement and school improvement teams, Building and district level analyses and reports surrounding competency based education implementation; including strengths and areas for continued growth and Professional development for Kenowa Hills leadership teams surrounding competency based education, the continuous cycle of strategic planning, and leading second order change. Coaching Schedule: October (four weeks) = 20 days January (four weeks) = 20 days March (four weeks) = 20 days Total days = 60 NOTE the school district has some level of flexibility in this schedule; however, a non negotiable is the belief in uninterrupted four week cycles of coaching and professional development support. Qualifications and Desirable Traits for Individuals Providing Coaching and Professional Development Services Include: Highly effective teaching experiences in a competency based school district Highly effective leadership experiences in a competency based school district A positive, optimistic, problem solving mindset High levels of relational capacity with the ability to instill trust and collegiality An unshakable belief that all students can experience success A strong moral imperative surrounding the need for second order change in K 12 education

6 Financial Considerations Agencies or individuals will be required to prepare a budget for services. The budget should include the following: A. Daily per diem for services B. Total cost for 60 days of coaching and professional development services C. Payment will be made at the conclusion of each 20 day period of services. Therefore, it is incumbent upon the individual or agency responding to this RFP to include any ancillary costs (such as travel expenses) within the aggregate daily per diem rate. Miscellaneous The following must be adhered to by the agency and its representatives: A. Unsatisfactory service, as determined by the the Assistant Superintendent, shall result in immediate termination of contracted services. B. Attached forms must be filled out completely. Additional attachments can be used if needed. C. Bids must be firm and guaranteed for the school year. D. All City, County, and State rules and regulations are to be followed by employees while working on school district properties. E. No employees with felony or larceny convictions are to perform work on school district properties. F. The School District expects each vendor to include its appropriate purchase or leasing documents in its Proposal for consideration by the School District. Submitted contractual documents of the successful vendor may be subject to negotiation, and the following terms and conditions shall be included or incorporated into any purchase or leasing document between the School District and the selected vendor. For purposes of these provisions, Contractor means the successful vendor; and Agreement means the contractual document entered into between the School District and the successful vendor. G. Insurance contractor agrees that it shall maintain commercial general liability and automobile liability coverage with minimum combined single limit, bodily injury and property damage liability of not less than Five Hundred Thousand Dollars ($500,000.00) per occurrence/aggregate. Contractor further agrees that it shall maintain workers compensation coverage with statutory limits and will

7 also maintain employers liability coverage with a limit of at least Three Hundred Thousand Dollars ($300,000.00) for each accident. School District is to be included as an additional insured on both the commercial general liability. The general liability are to be issued on an occurrence made basis. Contractor agrees to provide School District with current, valid insurance certificates evidencing required coverages under the Agreement with required policies or certificates of insurance properly endorsed to give School District at least thirty (30) days notice of cancellation or material reduction of insurance coverage. Insurance provided by Contractor must be placed with insurers that meet a minimum Best financial rating of A:10. H. General indemnification contractor agrees to indemnify and hold harmless and defend the School District, its Board and its Board members in their official and individual capacities, its successors, assignees, employees, contractors and agents from and against any and all claims, costs, expenses, damages, and liabilities, including reasonable attorney s fees, arising out of the (i) negligent act or willful misconduct of the Contractor, its officers, directors, employees and agents; (ii) any breach of the terms of the Agreement by Contractor; or (iii) any breach of any representation or warranty by Contractor under the Agreement. PROPOSAL SUBMISSION DEADLINE AND REQUIREMENTS The Due Date for submission of Proposals in response to this RFP is: Monday, May 2, 2016 at 11:00 a.m. Local Time (the Due Date ) All Proposals must be delivered to the School District s Administration Office on or before the Due Date as follows: Kenowa Hills Public Schools Attn: Mike Burde, Ph.D. Assistant Superintendent of Schools 2325 Four Mile Road NW Grand Rapids, MI All Proposals must be marked Competency based Education Coaching and Professional Development Services in the lower left hand corner of the Proposal package.

8 Required Attachments The Proposal must include the following: 1. Familial relationship disclosure form (Appendix A) 2. Bid form (Appendix B) 3. Iran Economic Sanctions Act (Appendix C) 4. Terms and conditions 5. W 9 Form 6. Service guarantee 7. A certificate of insurance naming the district as a co insured party with the minimum amount of $500,000 in liability coverage. 8. Companies must provide a copy of workers compensation and liability insurance.

9 Appendix A: Familial Relationship Disclosure Form All Bidders must complete the following familial disclosure and attach this information to the bid. By the attached sworn and notarized statement we are disclosing the following familial relationship(s) that exist between the owner or any employee of the bidder and any member of the Kenowa Hills Public Schools Board of Education, Superintendent, School Director or Principal. Kenowa Hills Public Schools will not accept a Proposal that does not include this sworn and notarized disclosure statement.
