3 LAW 5 The Referee and the Second Referee

4 Objectives At the end of this lesson the student will be able to: 1. list the authority,powers and duties of the referee and the second referee 2. list the required equipment of these referees 3. demonstrate the proper signals used by the referees to the satisfaction of the Instructor.

6 AUTHORITY OF THE REFEREES Each match shall be controlled by two referees, who have full authority to enforce the Laws of the Game in connection with the match to which they have been appointed.

7 Powers and Duties of the Referees enforce the Laws of the Game; allow play to continue when the team against which an offense has been committed stands to benefit from such an advantage and penalize the original offense if the anticipated advantage does not ensue; take note of and report to the appropriate authorities any incidents occurring before, during and after the match and any disciplinary measures taken against players or team officials; take disciplinary action against players guilty of cautionable or sending-off offences;

8 Powers and Duties of the Referees take action against team officials who are guilty of misconduct and, if necessary, dismiss them from the pitch area without showing them a red card; Ensure that no unauthorized persons enter the pitch; Stop the match if, in their opinion, a player is seriously injured and ensure that this player is removed from the pitch;

9 Powers and Duties of the Referees allow play to continue until the ball is out of play if a player is, in their opinion, only slightly injured; ensure that any balls used meets the requirements of Law 2; punish the more serious offense if a player commits more than one offense at the same time.

10 THE REFEREE SHALL: act as timekeeper in the event that this official is not present; stop, suspend or abandon the match for any infringement of the Futsal Laws of the Game or because of outside interference of any kind.

12 Decisions of the Referees The decisions of the referees regarding facts connected with play are final. The referee and the second referee may only change a decision if they realize it is incorrect or if they deem it necessary to do so, provided that play has not restarted or the match has not ended.

13 ADVANTAGE Allow play to continue when the team against which an offense has been committed stands to benefit from such an advantage and penalize the original offense if the anticipated advantage does not ensue.

14 ADVANTAGE When applying the advantage rule, the referees must indicate an accumulated foul to the timekeeper and the third referee as soon as the ball is next out of play or play is stopped. Once decided, a referee may revoke his/her decision to apply advantage if the presumed advantage does not ensue. The opportunity to stop play for the foul goes away unless a referee decides, within 2-3 seconds, that the original advantage did not ensue. Misconduct always stays. You may caution or send-off at the next stoppage of play only.

16 Coaching from Team Bench A team official may give tactical instructions to players during a match. However, team officials shall not obstruct players and referees, placing themselves within the technical area, where one exists, and shall always behave in an appropriate manner. Only one person at a time is authorized to convey tactical instructions and he/she must return to his/her position after giving these instructions.

17 Team Bench Areas HALFWAY LINE TOUCHLINE The technical area extends 3 feet (1 m) on either side of the designated seating area and extends forward up to a distance of 30 inches (75 cm) from the touch line. It is recommended that markings are used to define this area

18 TECHNIQUES OF OFFICIATING Know the Futsal Laws Be firm, not overbearing Indicate your decision - Do not explain it Call only what you see Use common sense

19 CRITICAL TECHNIQUES Eye contact keep your head up!!! At every stoppage - make eye contact with other referee to ensure that you are on the same page. After foul - make eye contact with player who fouled as you point direction.

21 PRE-GAME ORGANIZATION The referees should arrive early (at least 30 minutes) to complete the following tasks: Inspection of pitch Markings, nets, goalposts, safety issues Conduct a pre-game meeting Check players equipment Check game balls Note: You should never be the cause of a delayed start.

37 1 st SIGNAL 2 nd SIGNAL Both arms rotating forward in a circular motion with fists closed One arm indicating direction of restart while the other arm pointed up into the air to indicate an accumulated foul is to be recorded against that team Signal at next stoppage to 3 rd Referee or Timekeeper for an for an Advantage Infraction.

38 (When NO 3rd Referee or Timekeeper available) 1st SIGNAL 2nd SIGNAL Both arms rotating forward in a circular motion with fists closed One arm indicating direction of restart while the other arm indicates the number of accumulated fouls of that team toward the ground. Signal at next stoppage for an Advantage Infraction.

40 DECISIONS: 1. If the referee and the second referee signal a foul simultaneously and there is a disagreement as to which team is to be penalized, the referee s decision shall be final. 2. Both the referee and the second referee have the right to caution or send off a player, but in the case of a disagreement between them, the referee s decision shall be final.

41 DECISIONS: 3. In the event of undue interference or improper conduct on the part of the second referee, the referee shall relieve him/her of his/her duties, arrange for his/her replacement and submit a report to the appropriate authorities. 4. The second referee shall operate on the opposite side of the pitch to the referee and shall also be equipped with a whistle. 5. A second referee is compulsory for international matches.

42 A referee may: REVIEW Reverse a decision prior to restart Apply the Advantage clause Accumulated foul is still counted Reverse it, if no advantage occurs Caution or send-off players and subs Report or dismiss team officials, do not show cards to them Stop or terminate a match for cause
