Answer #2 All submissions must be physical. Please refer to the Contract & Deliverables Requirements section of this RFP. Question #3 Regarding the proposal submission format, there is reference on page 15 of the RFP in item E.1.a to identification of the prime architect and the team members. Is the assumption that a market and financial feasibility study will be led by an architect, or is that an error? Answer #3 That is an error. It should read Prime consultant and team, and has been modified in the RFP Document as well. Question #4 The RFP on page 16 requests a description of three relevant projects in size and scope and includes reference to the study budget as part of the requirement. However, the RFP does not specify a budget range for the Feasibility and Market Study to be able to identify the three relevant projects to be described in the proposal. For this reason and, more importantly, because work of this type may be conducted on a variety of levels, it would be very helpful to have a sense of the budget range contemplated for this study. Answer #4 For purposes of this RFP there is no specified Budget range. Question #5 Please confirm that the successful Architectural firm for the Feasibility / Market Study phase work is NOT precluded from pursuing the subsequent Design & Construction phases of the project. Answer #5 There is no Requirement that the consultant for this study be a design Firm. However, in the event that it is, they will not be precluded from pursuing the Design and Construction Phase of the project. Page 1 of 10

2 Question #6 The location plan provided appears to show the 65 acre parcel. Can you provide a plan that includes the additional 40 acre parcel being provided by the city? Answer #6 Yes. We can provide that. The township has purchased the property and it is our mutual intent to develop the property together. The specific nature of the cooperative agreement is under development. Having the township parcel including in the market study will give us important information to help guide the township planning process, so that both parcels are developed to maximum effect. Question #7 This RFP has a significant focus on the feasibility of developing the new facility. What do you see is the role of the architect in this team? Answer #7 We are not looking for architectural design results from this study. In the broadest sense, we would like to know what architectural features are important to the public. Is an IMAX important? The playground? The café, etc. The results of this market study should focus on the market, demographics, and important features and amenities, in concept, but not design. Question #8 Are the insurance amounts negotiable? We carry all insurance requested, but our maximum coverage amounts are lower dollar amounts in some cases. Answer #8 No, Insurance Requirements will remain as written. Question #9 Do contract insurance provisions apply to all subcontractors as well as a prime contractor? Answer #9 Awarded vendor will be held accountable for any and all insurance requirements. Question #10 Do the insurance coverage amounts shown need to be in place at the time of proposal or at the time of contract execution? Answer #10 At the time of contract execution. Page 2 of 10

3 Question #11 Document 7 requires one of a number of documents to be included with submission. For the Fully Executed Form AA302, does fully executed mean by us, or by the state? Answer #11 Executed by the vendor. Question #12 Will preference be given to a bid with a NJ team member? Answer #12 Question #13 How much design work is anticipated within this study process? Answer #13 There is no amount of Design work specified in the RFP. Question #14 Does the lead firm need to be a registered architect, as implied on page 15, Section XVIII-E-1-a: identification of the prime architect and the team members (emphasis added)? Answer #14 Marketing, not architecture, is the focus of this RFP. Question #15 Should programming be part of this scope so that the model reflects what the Fossil Park will be rather than the programming having to conform to an operational budget that has been accepted by the University? Answer #15 Yes. There is no operational budget that has been accepted by the University. However, developing a very preliminary operational budget based on the findings of the study could be a part of the analysis, but is not the primary focus. Question #16 Under III, Deliverables, what does B.8., Visitor Priorities and Expectations, mean? Is this what Rowan University expects the Fossil Park attraction to include? Answer #16 We refer to what matters to the public? Page 3 of 10

4 Question #17 Has a capital budget for the 65-acre attraction been established? If so, what is it? Answer #17 We anticipate a $55M project, with roughly 60-70% going towards design and building, and the rest going towards exhibits and grounds. Question #18 Under III, Deliverables, what does C. Importance of Amenities mean? Is this a question to the bidder of what is important? What is the thought behind the list? Answer #18 What amenities are important to attract visitors? What amenities lead to a satisfying visitor experience? What amenities promote return visits and sustained engagement? Question #19 Criminal background checks who needs them? Anyone/everyone in the firm awarded the prime/sub contract? Does the University and /or State have an approved format? What is the process for obtaining them? Answer #19 Team members of the Awarded Vendor will not be required to have background checks, with the understanding that they MUST be accompanied by a Rowan University employee while on University property. On-site meetings will be arranged between the Awarded Vendor and the Project Manager or his designee. Question #20 Is this project planning for the long term vision for the organization or for the startup of the organization or both? Answer #20 Both. Question #21 Should we include estimates for creating the criteria for and doing the research for an architectural design competition? Answer #21 Page 4 of 10

5 Question #22 As a deliverable, you mention that you want to create a major museum and research center that exemplifies experiential learning and increases STEM literacy for all visitors. What programming, if any, do you intend for visitors whose focus is not STEM literacy, which is possibly the majority of potential visitors? Answer #22 The fossil park will be a community gathering place and we expect to generate revenue by hosting community and professional events. Question #23 To develop eco-tourism and commerce that will help drive the local and regional economies might require additional facilities in addition to a museum, for example accommodations. Should this be included in the study? Answer #23 We are interested in knowing what additional features might be advantageous, either in the park or associated with the park. If a hotel and restaurant are key, we want to know this for our township partners. The county or other entities might develop other aspects. We seek strategic information on how to develop the best possible fossil park from a very broad perspective. Question #24 To develop a guide to the programing elements based on the wish list would require refining a vision based on model of a contemporary museum designed for today s and tomorrow s audiences. Should we include a scope of work to develop this conceptual model for the museum and park? Answer #24 This is not a requirement of the RFP. It is up to each consultant to decide on what information they would include/need to fulfill the scope for the study. Question #25 Repeat visits in contemporary society stems from building social relevance and enduring relationships. Should we include a scope of work in the planning to include these trends? Answer #25 This is not required, but we would be interested in these topics. Page 5 of 10

6 Question #26 What exactly will Rowan University s role be in this project once it is completed? Answer #26 Rowan University will own and operate the Edelman Fossil Park as an off-campus unit of the university. The fossil park will function as a public relations vehicle and recruitment tool for the university. Certain university academic programs, such as those in the School of Earth & Environment, will have close ties to the fossil park. In addition to its mission in the community, the Edelman Fossil Park is intended as a living laboratory and experiential learning center for Rowan University students. Question #27 You mentioned that the development of the adjacent site (hotel and restaurant) will be done concurrently with the Fossil Park. Will the Town be procuring a team for that development project, or will the University? Answer #27 Mantua Township will engage its own developer, however, the university and township will work closely with each other to develop both parcels to support the educational, scientific, and economic development mission of the fossil park. Question #28 Will the winning team be selected from the proposal phase, or do you anticipate interviewing a shortlist of firms? Answer #28 It would depend on the number and nature of the proposals. The committee reserves the right to make a selection solely on the proposals submitted or may decide that they would want to interview some consultants before a final decision. Question #29 Will higher preference be given to New Jersey firms? Answer #29 Question #30 Do you anticipate mounted dinosaur skeletons? If so, what are the likely sources? Answer #30 Yes. Exhibits will blend traditional mounted skeletons with state-of-the-art digital technologies. There are a hand-full of firms that specialize in the reproduction and mounting of high-quality fossil casts. We will engage such a company to create the mounted displays. The most likely method of reproduction will be to 3D-print molds, which will be used to produce polymer casts for mounting. Page 6 of 10

7 Question #31 What is the estimated staff size and back-of-house expectation? Answer #31 There are no estimates for this. Question #32 Has a budget or budget range been established for this Feasibility and Market Study? Answer #32 A fee is one of the submittals required for the proposal. Question #33 If a firm is part of a team that wins this phase of the project will that firm be excluded from the following phases? Answer #33 Question #34 What personnel and resources will the University team assigned to this project contribute to the development phase? (I.e. Will the designers of the project be responsible for providing research and/or scientific experts?) Answer #34 The university will provide all scientific expertise. Design will be contracted out. Question #35 A completed site study was mentioned at the Information Meeting on Friday, January 20 th. Is it possible to obtain a copy of that study? Answer #35 The site studies that are available will be posted. Question #36 Will a capital cost analysis be required as part of this scope of work? Answer #36 Page 7 of 10

8 Question #37 We would like to confirm that as a part of this scope of work: 1. A fundraising feasibility study is not required 2. Full architectural programming of the facility is not required Answer #37 1. Correct, not required 2. Correct, not required Question #38 The vision for the museum includes a café - does the University anticipate operating this through an existing foodservice vendor (or in-house) or will this be part of a new, separate vendor agreement? Answer #38 Unknown at this time. Question #39 Does the University have an existing in-house programming team focused on museum education that we should consult and work with in order to develop the programming vision? Is there other in-house expertise in these areas we should ensure that we consult with? Answer #39 Question #40 Is there an existing plan for the envisioned rotation of visiting exhibits? Answer #40 No, but we are interested in knowing the square footage that should be dedicated to make possible the various classes of traveling exhibits. Question #41 Will there be a requirement for the project to meet a sustainability metric? (e.g. LEED or WELL Building) Answer #41 We desire to achieve the highest possible LEED and WELL designations within our budgetary constraints, which have not yet been established. A core principle of the Edelman Fossil Park is to support environmental awareness and sustainable practices. Our design and operations will reflect this commitment. Page 8 of 10

9 Question #42 Is it anticipated that the mentioned rail service (page 9) would be in close proximity to the Fossil Park? Answer #42 Yes, preliminary plans call for a train stop within mile of the fossil park. The county may develop a trail connection between the train stop and the fossil park. Question #43 The RFP indicates in Paragraph VI that the selected firm will be required to execute the University s Standard Terms & Conditions and A&E Contract. Since this is not an architectural project, which contract would be used? Answer #43 A&E contract is an error. They will be asked to execute the Universities Professional services contract. Question #44 The RFP specifies the project timeline at three (3) months, from February 28 when Notice To Proceed is expected to be issued, until June 1 when Draft 1 is due. Is this timeline an absolute requirement or is there some flexibility given the required scope? Answer #44 There is no flexibility. Question #45 Does the University have a budget for this study? If so, what is it, or what is the range the University is looking at? Answer #45 See Question #32. Question #46 Has a Planning Committee been established for the project (or a similar project governing body) that would oversee the study delivery? If so, who are the members? Answer #46 None has been established. Question #47 Will the University/Planning Committee be able to serve as a point of contact for local stakeholders to be invited to participate in focus groups? Answer #47 The University will assign a point of contact for the study. Page 9 of 10

10 Question #48 Does the University/Planning Committee have, or will you be able to help us identify, potential distribution lists for online surveys? Answer #48 The fossil park has an list of ~10,000 past visitors. This list can be made available. However, beyond this, the successful firm is responsible for developing whatever dataset is necessary for the market study. Question #49 We understand the study is intended to provide quantifiable parameters and background market information that would inform space programming, design concept, and the museum s operating model at a later stage. As such, we understand that the actual space programming, design concept, and potential operating models for the museum are not part of this study. Is this correct? Answer #49 Yes. Question #50 If a non-new Jersey architect pursues this project, is it preferred they include a local/nj architect on their team for local presence?
