2 MINUTES OF ORANGE COUNTY JUVENILE JUSTICE COMMISSION March 6, 2013 The regular meeting of the Orange County Juvenile Justice Commission was called to order at 9:05 a.m. by Chair Johnson. The Pledge of Allegiance was led by Commissioner Boortz. The meeting was held at the Betty Lou Lamoreaux Juvenile Justice Center, 341 The City Drive, Orange, California, in the second floor Commission Conference Room. Douglas Hatchimonji described the proposed budget cuts to the Superior Courts. In the past the Superior Court has been allowed to maintain reserves. The Superior Court is now required to spend down the reserves to within one percent in the next two years. This will result in a $40 million deficit in operating costs under the current working scenarios by July 1, Several options have been explored to address the budget cuts. The Juvenile Court will be closing a courtroom by April 29, Commissioner Jane Shade will be reassigned to another court within the Superior Court. COMMENTS BY JUVENILE COURT Anaruth Gonzalez, Unit Manager, announced the Juvenile Court is coordinating with the Social Services Agency and the Probation Department regarding the non-minor dependent cases. A new case numbering system beginning with the letter N will be created. COMMENTS BY DISTRICT ATTORNEY Kevin Haskins, Assistant District Attorney, stated the department is streamlining as much as possible to reduce operating costs. The District Attorney s Office has been meeting with the Public Defender s Office and Probation Department to discuss the Truancy Court. The Truancy Court program cannot be sustained in its current format. COMMENTS BY PUBLIC DEFENDER (DEPENDENCY UNIT) Michael Hill, Assistant Public Defender, stated there will be a training session regarding the Interpreters on Monday, March 18, 2013 at 12:15 p.m. in Department L-21. COMMENTS BY COUNTY COUNSEL Dana Stits, Supervising Deputy, indicated the April training will cover the services provided by the Mexican Consulate.
4 JUVENILE JUSTICE COMMISSION PAGE 3 OF 7 COMMENTS BY PROBATION DEPARTMENT Sean Barry, Chief Deputy, apologized for the late notification from his department regarding a minor who attempted suicide attempt on December 5, Recently there was another attempt by a female minor. No medical intervention was necessary and there was no need to call The minor has been on various levels of suicide watch by the staff. COMMENTS BY SOCIAL SERVICES AGENCY (SSA) Jaime Munoz, Program Manager II, Orangewood Children & Family Center, provided an overview of the current population. The 12-year old boy continues to require two staff 24-hours a day. So far they have not been able to locate an alternate placement for the child. Gary Taylor, Division Director, gave an overview of the four statewide projects involving the Social Services Agency. SSA has been working to focus on prevention and early intervention services to avoid bringing children into the system. COMMENTS BY HEALTH CARE AGENCY James Harte, Ph.D., Program Manager, announced Dr. George Pascarzi, will be moving to the Prevention and Early Intervention unit within the agency. Dr. Pascarzi will be working with young people experiencing their first psychotic break and also with Children and Youth Services part time. The Agency will be hiring someone else to cover his former position as the Associate Medical Director. COMMENTS BY HEALTH CARE AGENCY, JUVENILE HEALTH SERVICES Mark McDorman, Program Manager, introduced Kim Pearson, Deputy Agency Director for Juvenile Services. She is replacing Kathryn Wild, who retired. Mr. McDorman has recently been contacted by a nursing school interested in partnering with the unit. Currently there are five nursing schools working with Juvenile Health Services. The department is moving forward with electronic health records and within the next year will be almost paper free. COMMENTS BY ORANGE COUNTY CHIEFS AND SHERIFF S ASSOCIATION Chief Dan Llorens announced he attends the Orange County Chiefs and Sheriff s Association meeting immediately after the JJC meeting. He would be glad to carry forward any information or concerns to them. Chief Llorens thanked Jaime Munoz and his staff for the partnership with Orangewood Children and Family Center (OCFC). Recently his department was able to place a 16-year old runaway at OCFC.
5 JUVENILE JUSTICE COMMISSION PAGE 4 OF 7 COMMENTS BY SANTA ANA UNIFIED SCHOOL DISTRICT POLICE DEPARTMENT David Valentin, Chief, reported two Santa Ana Unified School District police officers went to Newtown, Connecticut within 72 hours of the shooting incident to support the local law enforcement. The officers brought back lessons learned to be shared in a presentation to the Orange County Intelligence Assessment Center (OCIAC) and SWAT commanders and team leaders. COMMENTS BY SHERIFF S DEPARTMENT Marilyn MacDougall, Executive Director, Drug Use Is Life Abuse attended the Annual National Leadership Forum, February 4-7, 2013 in Washington D.C. with a group of Orange County students. At the forum it was learned that California leads the nation in the seven most unusual ways to use drugs. The children thought using drug dogs at schools along with School Resource Officers, and educating the parents would be effective in deterring drug use. PUBLIC COMMENTS Court Appointed Special Advocates (CASA) Katie Yurcich, Program Manager, announced the National CASA Annual Conference will be held April 6-9, 2013 in Anaheim. Betsy DeGarmoe will be a guest speaker. One of the workshops will be to discuss trauma-informed advocacy on behalf of children and youth. Orangewood Children s Foundation Cal Winslow, CEO, indicated this is a very busy time of year for the foundation. There are many events being planned such as the Belle of the Ball and graduations. The Foundation is actively recruiting students for The Academy. There are 48 students signed up so far. It is anticipated the first class will have 100 students and The Academy will open in August. New Alternatives Court Replacement Facility (CRF) Pernell Sullivan, Program Director thanked the Orangewood Children and Family Center and the Probation Department for their collaboration with CRF. Mr. Sullivan stated the Juvenile Justice Commission is welcome to tour the facility. MEMBERS OF THE GRAND JURY Barbara Cleary, Member, indicated the Grand Jury is working on a report regarding juvenile detention centers. Senator Lou Correa s Office Arthur Sandoval, District Representative, gave an overview of several recently introduced pieces of legislation. The intent of the legislature under SB 231 is to establish a bullying and peer abuse prevention hotline.
6 JUVENILE JUSTICE COMMISSION PAGE 5 OF 7 Orange County Bar Foundation Martha Madrid, Associate Director, stated the Orange County Bar Foundation is a nonprofit, 501(c)(3) organization committed to providing services for at-risk youth and their families. The foundation created a DVD highlighting the programs available, which was shown at the JJC meeting. Some of the programs are: Project Self, SHORTSTOP, and Stop Short of Addiction. REVIEW OF CORRESPONDENCE The correspondence was reviewed. APPROVAL OF MINUTES A motion was made to accept the minutes of the meeting held February 20, 2013, as written. MSC Commissioners Mays/Nelson to approve the minutes of the February 20, 2013 meeting, as written. The motion was passed by unanimous consent. OLD BUSINESS Commissioner Madrid reported on the Veteran s Services Training he attended on February 11, 2013 in Department L-21. Commissioner Foley reported on the Otto Fischer School graduation. Commissioners Hart and Madrid also attended. The graduation was held on February 22, NEW BUSINESS NONE COMMITTEE REPORTS Probation The Committee will be meeting on Tuesday, March 12, 2013 at 1:00 p.m. The meeting will be held at Commissioner Madrid s Office. Child Death Review There will be a meeting held today at 1:00 p.m. Law Enforcement At the end of today s meeting, teams will be formed to inspect the police departments and Sheriff s facilities.
7 JUVENILE JUSTICE COMMISSION PAGE 6 OF 7 Mental Health The Committee members are scheduled to meet with Marcy Garfias on March 20, 2013 at 2:00 p.m. to discuss the Mental Health Services Act. LIAISON ACTIVITIES Orange County Juvenile Justice Coordinating Council (OCJJCC) Commissioner Mays and the Administrative Officer attended the Orange County Juvenile Justice Coordinating Council meeting on February 28, Commissioner Mays provided an overview of the various programs funded under the Juvenile Justice Crime Prevention Act (JJCPA). Mental Health Service Act (MHSA) Committee Chair Johnson attended the Mental Health Services Act Steering Committee held on March 4, The MHSA plan is being presented to the Board of Supervisors in May. Each County is to vote regarding the adoption of Welfare and Institution Code Section MISCELLANEOUS BUSINESS/ANNOUNCEMENTS Members of the Education Committee will be touring several education sites in Orange County. Commissioners Foley and Nelson will tour La Habra Junior High School on March 8, 2013 and Pacific High School on March 11, Commissioners Boortz, Foley, Leibel, and Nelson will tour Shaffer Learning Center and Shaffer Education Center on March 12, Commissioners Boortz, Johnson, and Leibel will tour the Harbor Learning Center on March 19, Commissioners Boortz, Hart, Johnson, Leibel, and Zorrilla will visit the San Pasqual Academy on March 26, Commissioners Hart and Zorrilla will be observing the Juvenile Drug Court session on March 14, Commissioners Johnson, Mays, and Nguyen will be observing the Juvenile Drug Court session on March 21, The Mental Health and Foster Youth Gang Conference scheduled for March 22, 2013 has been cancelled. Father Gregory Boyle may be the Keynote Speaker for the 4 th Annual Orange County Gang Intervention Conference on April 2, The 25 th Annual Child Abuse Prevention and Treatment Conference will be on March 7, 2013 at the Delhi Center. Commissioner Nelson is planning on attending. Commissioners Nelson and Zorrilla are planning on attending the Phoenix House Community Advisory Committee on March 21, 2013 at noon.
