1 THE HUNTER RIVER DISTRICT GOLF ASSOCIATION INCORPORATED BY-LAWS COMMITTEE. 1. No member Club shall have a greater representation than three (3) members of the Committee or such larger number as may be desired by the Association. ANNUAL AFFILIATION FEE. 2. (a) The annual affiliation fee, as prescribed in Rule 12 (called an annual membership fee), shall be calculated by reference to a fixed amount for each male member of each Member Club as at the end of the last financial year of that Club, who, under the Rules of that Club has the right or privilege to play Golf on the Course, no matter how restricted that right or privilege may be. (c) The affiliation fee, for a playing male member of a Member Club referred to in paragraph (a) above, who is under the age of 18 years shall be such reduced amount as may be determined by the Committee from time to time. The affiliation fee set by the Committee shall be in addition to the fee, paid to Golf NSW. FINANCIAL PERIOD. 3. The financial period of the Association shall commence on the 1 st day of October in each year and end on the 30 th day of September in the next succeeding year. DELEGATES. 4. The Delegates, to attend meetings of Golf NSW, shall be the President of the Association and three members of the Committee or such other persons elected by the Committee from time to time. CONDITIONS OF PLAY IN ASSOCIATION AND OPEN COMPETITIONS. 5. (a) One of the conditions of play in Association and Open Competitions is that every competitor is a fully paid up member of his or her Club, is not currently under suspension from that Club and who holds a current Golf Australia handicap. The Association, may at any time check the handicap record of a player. Players may use an artificial device to measure distances, in District events, in accordance with the Rules of Golf. 2 (c) The Committee shall have the power to reject any nomination for entry without assigning a reason therefore and may order such rejection at its discretion. ASSOCIATION CHAMPIONSHIPS. 6. (a) The Association Championships shall be played by stroke play in accordance with the Rules of Golf, these By-laws and Club Local Rules. (c) (d) (e) (f) (g) (h) (i) (j) (k) The Championships shall be played as follows: "A" Grade -10; "B" Grade 11-18; "C" Grade Seniors and Juniors The two (2) Man Ambrose Championships shall be played in Divisions as are decided by the Committee from time to time. The Ambrose Championship and Mixed Ambrose Championship shall be played as decided by the Committee from time to time. Only bona fide male amateur members of Clubs affiliated with the Hunter River District Golf Association Incorporated, with a current Golf Australia handicap, shall be eligible to compete in Singles and Ambrose Championship Events and as the male members of a team in the Mixed Ambrose Championship. The lady members of a team in the Mixed Ambrose Championship must be bona fide lady amateur members of Clubs affiliated with the Hunter River District Golf Association Incorporated and must have a current Golf Australia. handicap. For the purposes of the By-laws an affiliated Club is one whose dues to the Association have been paid. The Programme of Events shall be fixed by the Committee. Ties, in all Scratch events, shall be decided by play off, if possible, as decided by the Committee, or by count back, as laid down in the Golf Australia handbook. The entry should be on the prescribed form to the Secretary of the Association, or his nominee, before the advertised closing day and time. The entry fee for each event shall be fixed by the Committee, from time to time, and shall be paid as determined by the Committee. In handicap events the limit of handicaps shall be, those prescribed in Sub-Clause of this Clause. All handicap events shall be played off the current handicap. Page 2 of 9 1/18/2015

3 (l) (m) (n) The Association shall receive all entry fees and supply the trophies. The trophies shall be presented by the President of the Association, or his representative. The Captain of the Club upon whose course the event is being played, or his nominee, shall be called the Tournament Organiser and he shall: 1. Act upon instructions from the Association. 2. Complete the score sheets that are provided and send them to the next venue or return them to the Secretary of the Association, whichever is required, within five (5) days. 3. Take charge, in the absence of the Secretary of the Association, or his nominee of the arrangements for play. (o) The Committee, or its appointees, shall have full control of the events and its decision upon any matter concerned therewith shall be final. TROPHIES. 7. (a) In all Association events a player may only win one (1) trophy on any one (1) day and one (1) trophy in a thirty-six (36) holes event played over two (2) days. Novelty events are excluded. The order for the allocation of trophies shall be: Holes Scratch Holes Handicap Holes Scratch Runner-up Holes Handicap Runner-up Holes Scratch Holes Handicap Holes Scratch Runner-up Holes Handicap Runner-up or such other order as decided by the Committee. 8. ASSOCIATION SENIOR (MASTERS) CHAMPIONSHIP A Senior must have attained the age of fifty (50) years before the date of the event. Page 3 of 9 1/18/2015

4 9. ASSOCIATION JUNIOR CHAMPIONSHIPS. A Junior must be under eighteen (18) years of age on the day of the event. LOCOMOTION. 10. Players in all Association events, except the Junior Championships and Junior Pennant Series, will be permitted to ride, in or on any form of automatic locomotion, during the play of a hole. Permission to bring locomotion, for an event, should be sought from the host Club. OPEN EVENTS. 11. (a) An Open Event shall be any Event held by a Club, or on the course of a Club, for which invitation, by poster or otherwise, has been extended to players from other Clubs to compete. (c) (d) (e) No entry shall be accepted if the proposed entrant is a member or lady member of a Club which is under suspension or is indebted to its Association for dues. No entry shall be accepted unless the proposed entrant is an affiliated member or lady member of his or her national or State Association. All Open Events shall be played in accordance with the Rules of Golf, the Association By-laws and Club Local Rules. The Committee shall have the power to allocate a day or days to Member Clubs for their Open Event as prescribed in Rule 46 of the Rules of the Association. INTER-CLUB MATCHES. 12. (a) No affiliated Club shall engage in an Inter-Club match with any member or lady member of any Golf Club situated in New South Wales which is not affiliated with the Golf NSW or a Country District Golf Association. The Committee is directed to inquire immediately into any breach of this By-law and to take action thereon. Page 4 of 9 1/18/2015

5 GENERAL PENNANT RULES AND CONDITIONS 13. (a) The Teams matches will be controlled by the Committee of the Association, or its appointees. There shall be five (5) Pennant Series as follows:- 1. The Bettington Cup. 2. The Pogonoski Cup B Grade. 3. The Bercini Cup C Grade. 4. The Hancock Trophy Juniors. 5. The Frame Cup Seniors. In the event of any Club refusing or neglecting to play on the date and at the time fixed, it shall forfeit the match to the Club drawn against it. The Penalty for the forfeiture of a Match, in any Grade, is the imposition of a penalty of minus four points, for each forfeit, for the defaulting team from that Club, in that Grade, in the ensuing year. Matches between Clubs will be played at venues, on dates and times as fixed by the Association. The draw may be altered at the discretion of the Association. It is a condition of entry into the Pennant Series that the Club agrees to comply with the Conditions and Rules laid down by the Association. (f) (g) (h) (i) In any series a player may not play Pennants for more than one (1) Club. (ii) To be eligible to enter a team in a Pennant Series, in all grades except the Junior Division, a Club must have a minimum of four (4) playing members, enter and participate in that grade in the preceding District Championships. Each Affiliated Club is entitled to enter one (1) team in each Pennant. Excluding the Hancock Trophy (Juniors). Each Club may nominate up to sixteen (16) players per team on the nomination sheet provided by the Secretary. Clubs who nominate less than that number in any series, may add players to that team at any time during the round robin series. Such notice must be in writing to the Secretary. 6 (i) (j) held a current G.A. handicap applicable to that grade as at the closing date of the team nominations. Any other request for team changes due to extraordinary circumstances must be made in writing to the Secretary. PRACTICE In accordance with the Rules of Golf, players may play on the course prior to the start of a match, with permission of the Host Club. (j) (k) ATTIRE AND GENERAL APPEARANCE Players are required to dress in a manner that will reflect credit on themselves and their Club, and they MUST comply with the dress regulations of the Host Club, both on the course and in the Club House. All Pennant players and visiting officials should be made honorary members of the Host Club for the day. PLAY (i) (ii) (iii) (iv) (v) (vi) (vii) (viii) (ix) Play will be in accordance with the Rules of Golf, the Association By-Laws and Club Local Rules. Teams must be submitted to the controlling Match Committee, on the Official Team Sheet, at least 10 minutes prior to the hit off time of the first player in the Team. In the event of a team not being able to field a full number of players, the team must forfeit games in descending order from the highest position. In the Pogonoski, Bercini and Frame Cups, those players in attendance must be apportioned so as to play the maximum number of individual matches possible so as to avoid a forfeit of any match. The host Club will be responsible to provide a starter, if an Association Official is not available. Games will be played in the order stipulated by the designated Starter. Play will be in fours (4 s) and the hit off order will be as per the official draw In the round robin series, if a game is square at the eighteenth (18) hole the game will finish and each team will be credited with one half (1/2) a win. A winning team will receive two (2) points for a match win. If the number of games won are equal, each team will receive one (1) point. In the event of a forfeit, the team receiving the forfeit will receive two (2) points and games won equivalent to the highest number of games won on that day. Page 6 of 9 1/18/2015

7 (x) After the end of the round robin series the two (2) leading teams will play a final, on a neutral course to decide a winner. (xi) In the event of two or more teams finishing on equal points at the end of the series, games won will decide the placings. If there is a tie in both points and games won, by more than two (2) teams, there will be a sudden death play-off, on the course and day of the final round, between the teams that have tied. (xii) To be eligible to play in a final a player must have participated in a minimum of two (2) round robin matches. (xiii) In the final, if a game is square at the eighteenth (18) hole, play must continue until the game is decided. (xiv) In the event of a dispute a Match Committee will be formed, consisting of a representative from each club present, not involved in the dispute. A member of the Association Committee, if present, will act as Chairman of that Match Committee, whose decision, on any dispute will be final. (xv) The Association will provide up to ten (10) trophies to the winning team. (xvi) The Association may check the handicap record of any player at any time. 14. BETTINGTON CUP RULES Play will be individual match play, in teams of seven (7), who must be financial members of the Club, selected from a squad of up to sixteen (16) players, nominated to the Association, prior to the date indicated on the Team Nomination Sheet. 15. POGONOSKI CUP RULES Play will be Fourball match play, by three (3) teams of two (2) players, who must be financial members of the Club, selected from a squad of up to sixteen (16) players, nominated to the Association, prior to the date indicated on the Team Nomination Sheet. Provided the handicap of each player is in accordance with the minimum limit applicable to the Grade, at this date, the player will be eligible to play in the Grade, if he should subsequently reduce his handicap. The minimum handicap is 11 strokes. 16. BERCINI CUP RULES Play will be Fourball handicap match play, by three (3) teams of two (2) players, who must be financial members of the Club, selected from a squad of up to sixteen (16) players, nominated to the Association, prior to the date indicated on the Team Nomination Sheet. 8 Provided the handicap of each player is in accordance with the minimum limit applicable to the Grade, at this date, the player will be eligible to play in the Grade, if he should subsequently reduce his handicap. The minimum handicap is 19 strokes. 17. HANCOCK TROPHY RULES Play will be in teams of five (5), male or female, who must be financial members of a Club affiliated with the Association, selected from a squad of up to sixteen (16) players, nominated to the Association, prior to the date indicated on the Team Nomination Sheet, and must be under eighteen (18) years of age, at the date of the first round. If a Club, which enters a team, does not receive nominations from sixteen (16) players from the Junior Members of that Club, it may nominate Junior Members from another Club that has not entered a Team in the Hancock Trophy Pennant Series. Play will be individual match play for the number one (1) and two (2) players and individual handicap match play for the number three (3), four (4) and five (5) players. Players MUST play in Handicap order. 18. FRAME CUP RULES Play will be Fourball handicap match play, by three (3) teams of two (2) players. Players must be financial members of the Club, selected from a squad of up to sixteen (16) players, nominated to the Association, prior to the date indicated on the Team Nomination Sheet, and who must have attained the age of fifty (50) years at the date of the first round. 19. HEAT POLICY (January 2006) NOTE: - This policy has been prepared using the Victorian Golf Association Heat Policy as a guide. INTRODUCTION The Hunter River District Golf Association Heat Policy has been introduced to reduce the risk of heat related injury to players, caddies and officials involved in HRDGA golf events or activities. The policy also contains a number of guidelines to assist players, caddies and officials in recognizing and managing heat stress at such events. An outline of the dangers of playing sport in extremely hot conditions, heat related illnesses and dealing with heat stress is attached as Appendix 1. 9 Suspension of Play / Cancellation of Play Policy Day of Competition In circumstances of extreme hot weather and humidity, play may be suspended or cancelled at the discretion of the respective HRDGA Championship Committee or representatives thereof present at the host venue. The assessment of extreme hot weather conditions will be undertaken with reference to temperature and humidity information contained on the Bureau of Meteorology Website ( or using measuring instruments on the day of the event. Play may be abandoned in Hunter River District Golf Association Events when the temperature reaches 38 degrees Celsius (100 degrees Fahrenheit.) A thermometer will be situated in a shaded area of the course being played. The Hunter River Official or his nominee will make the necessary decision and will sound a siren to indicate play is abandoned for the day. In the eventuality of cancellation: District Events (excluding Pennants) Every effort will be made to re-schedule the event to another day. Any competitor not able to participate on the rescheduled day or at a comparable alternate event shall be issued a full refund. Pennants The round will be abandoned and all matches recorded as a draw. Player Discretion player chooses to withdraw Individual Events During HRDGA competitions held between November 1st and April 30th in each Calendar year, any competitor may withdraw during the event due to hot weather/humidity conditions. Pennants Singles - Any competitor choosing to withdraw during a match will forfeit the match. Fourball - Any competitor may choose to withdraw during a match. The competitors partner may continue the match. If both players withdraw the match is forfeited. Page 9 of 9 1/18/2015
