1 Dahl Beach Mitigation Project January 2016 Project Overview The Dahl Beach Mitigation Project is a partnership between the City of Gladstone and the Port of Portland to restore habitat along the Willamette River at the confluence of the Clackamas River at Meldrum Bar Park. The project addresses the Port s priorities to restore habitat for mitigation and the City s to remove a safety and maintenance issue while enhancing the park s natural resources. It replaces a failing bulkhead and parking area in the floodplain with improvements that will stabilize the bank, prevent erosion and create habitat along the river s edge. Background The Port and the City of Gladstone began working together when the Port was seeking a project for a Marine Terminal 4 mitigation requirement. The City expressed interest in receiving funding to enhance their parks and address several planning and construction priorities. Discussions with the Parks and Recreation Advisory Committee and City Council have been ongoing since November 2014 to craft a final project. Initially, the project assumed removal of the entire lower parking area and did not include removal of the bulkhead. Through the City process, the project was modified to address the bulkhead and minimize parking space impacts. The current project entails removal of a portion of the lower parking area and removal of the bulkhead with restoration of the riverbank in both areas. The City Council passed a Resolution on November 10, 2015 approving the project. The Port continues to work with the City of Gladstone to track project interest and inform stakeholders of the project design and planning progress. Public Benefits The partnership between the City and the Port offers an opportunity to improve park habitat and safety at no cost to the City. The project provides the acreage and type of salmon habitat required by the regulatory agencies to address the Port s Terminal 4 mitigation requirements at a cost of approximately $460,000. Removing armoring, asphalt, and concrete, grading the banks, and planting native vegetation at the two sites will benefit water quality and wildlife while also enhancing the park s safety and reducing long-term maintenance. The newly restored shoreline will offer rearing and migration habitat for Chinook and Coho salmon and steelhead trout. Bulkhead Site Benefits The removal of a collapsing waterfront retaining wall, or bulkhead, is a City priority. The action will stabilize an area that currently has steep, unstable slopes that will continue to erode without improvements. Over time, erosion could threaten the top of bank stability, including the parking area. The current steep slopes and metal bulkhead structures are a public safety hazard. The project will also allow easier passage at the newly restored shoreline in this area. Bulkhead removal is expensive, with an estimated cost of $325,000, and does not qualify for typical habitat restoration grant opportunities for the City. Dahl Beach Parking Area Site Benefits Ecological restoration at the site will improve habitat and while retaining parking and recreational access. The project removes a portion of the lower parking area, currently in the floodplain. An estimated eight parking spots will still be available in the remaining parking area and fishing access would remain available. By removing asphalt next to the river, reductions in impervious surface and stormwater runoff will help the City meet state storm water management

2 requirements. Removing a portion of the floodplain parking area, which floods annually, helps the City minimize maintenance related to inundation and erosion from the Willamette River. Overview of Public Process The City of Gladstone is the lead on public outreach, and the timeline below provides details on public notice and process: a. June 9, 2015: Joint Council and Parks and Recreation Advisory Committee hearing b. October 7, 2015: Notice of upcoming public hearing in Clackamas Review c. October 13, 2015: City Council and public hearing d. October 26, 2015: Parks and Recreation Advisory Committee meeting e. October 27, 2015: Posting of upcoming public hearing in Meldrum Park f. November 4, 2015: Notice of upcoming public hearing in Clackamas Review g. November 10, 2015: City Council and public hearing. Council passes Resolution No approving the project Overview of Implementation Construction of the project is scheduled to begin after July 15, 2016 and end by August 31, Once the project is complete, the Port will conduct maintenance and other management efforts to ensure the project is performing as intended for 5 years or more. Communication on the construction activities, including overall project status, will be part of future outreach to the public. This will likely include information through meetings and access of information through websites.
