2 Introduction The requirements for engine room watchkeeping, and the standards of competence to be achieved, are set out in this document. The Maritime and Coastguard Agency (MCA) has agreed with the Merchant Navy Training Board (MNTB) that the specifications described in this document will satisfy those requirements for approved training undertaken in the United Kingdom. Health and Safety: Conduct of training All training centres must adhere to applicable regulations made under the Health and Safety at Work etc Act 1974, and take proper account of the advice given in associated guidance documents and Approved Codes of Practice. Outside the UK, centres must adhere to relevant national legislation. Centres are required to make assessments of potential risks to the health and safety of staff and trainees that may be associated with their activities. They are also required to identify, implement, monitor and review effective measures for minimising and controlling them. In addition, centres will be required to make effective arrangements for dealing with any emergency, incident or accident that may occur during the course of training. In the UK, the foregoing is required in accordance with the Management of Health and Safety at Work Regulations mntb criteria for engine room resource management training December 2006

3 Specification for engine room watchkeeping preparatory training Scope Objectives This training is intended for Engineer cadets who, having obtained their academic qualifications, are in the process of presenting themselves to be examined for their first certificate of competency. On completion of the training, the trainees will have sufficient knowledge and understanding to enable them to keep a machinery space watch, in both traditional and unmanned machinery spaces, including: i ii iii iv v vi vii viii ix Change over of electrical generators Change of main engine power Complete a Stand By and Full Away operation of the main engine plant, including manoeuvring Starting and stopping of evaporators and purifiers Transfers of fuel and lubricating oil Internal and external bilge disposal Identification of common faults, including choked oil filters, bilge leaks, defect controls and earth faults Testing of alarms and trips Completion of ER Log book, oil record book and UMS alarm log sheet Entry standards i. Prior experience in a shipboard engineering environment ii. As part of an initial training programme Centres must ensure through pre-course and introductory briefing that course participants are aware of any practical aspects of the training. If there is any doubt as to their ability to participate in such exercises, they should be cautioned accordingly. Course intake limitations The number of trainees on each course will depend upon the availability of instructors, equipment and facilities for conducting realistic exercises. The number should not exceed that which will allow sufficient opportunity for each trainee to participate safely in

4 practical exercises and demonstrations (see staff requirements below). Staff requirements All training and instruction should be given, and assessments carried out, by properly qualified personnel. All staff must: i ii iii iv v Understand the specific objectives of the training; Have a knowledge of instructional techniques and of training methods and practice (e.g. an appropriate qualification in instructional techniques); Possess an understanding of assessment methods and practice (e.g. A1/A2 VQ Assessor qualification); Have gained practical instructional and assessment experience under the supervision and to the satisfaction of experienced instructors/assessors; Have an understanding of particular problems in carrying out operations, maintenance and repair of marine engineering systems to enable maintenance of validity in communications during the respective exercises The practical exercises must be conducted, and achievement of competency must be assessed under the supervision of a person with suitable qualifications and experience. Outcomes Training plan All trainees will be required to present sufficient evidence that the criteria specified have been met through practical demonstrations and other appropriate means. The training may be delivered as an integral part of a broader programme for candidates for certificates of competency as an engineering officer. Alternatively, training may be provided as a full time block course, of approximately 40 hours duration spread over five days. Some establishments may have manpower, equipment and facilities such that the standards may be achieved over a different time-scale. Conduct of training The safety of trainees must be ensured at all times. Centres must draw up their own criteria to meet Health and Safety obligations (see Introduction).

5 Training and assessment must be undertaken by persons qualified in accordance with the provisions of the STCW Code. Practical training is essential. Guidance on the content and structure of training is given at Annex A. Centres will be required to present their training plans as part of the approval process, taking account of the need to maintain a balanced content in the following respects: i ii iii Practical exercises including tasks on a marine engineering simulator; Academic instruction; Competence assessment procedures; Facilities and equipment Assessment Facilities and equipment must be available to enable practical demonstrations and exercises to be undertaken in accordance with the specific objectives and outcomes of this training. The training must be organised so that, by demonstration, trainees are able to show that they meet the requirements for competence. Centres will be required to explain as part of the procedures for approval how these requirements are to be met and the outcomes recorded. A variety of sources of evidence may be used but must include evidence of candidates ability to carry out marine engineering work aboard ship: direct observation; oral questioning; simulation and role play would be considered ideal approaches to generating much of the evidence required. Quality standards Arrangements for delivering training and assessing competence must be continuously monitored through a quality standards system to ensure achievement of defined objectives. Centres are required to maintain a quality standard through documented procedures that shall be inspected and monitored by the MCA at intervals not exceeding five years. The quality standards system and evaluation arrangements may be part of a centre s overall quality assurance system.

6 Documentation Achievement of the desired standard of competence will be attested to by a certificate issued by the centre, in the format shown in Annex B. A certificate cannot be issued prior to approval of the training by the MCA. Approval Centres offering training and assessment must be approved by the MCA (see Annex C).

7 Annex A to Criteria for Engine Room Watchkeeping Preparatory training Guidelines on course structure and content The duration of the course will depend on the background, prior knowledge and experience of course participants. However, it is unlikely that the stated objectives can be achieved in less than 30 hours instruction overall. Assessments should be designed to establish a candidate s competence. This assessment will be undertaken by activity in practical situations. It may include appropriate oral questioning to establish that a candidate has knowledge and understanding of the relevant principles and procedures which underpin competent performance, and which cannot be readily inferred from practical demonstration. Engine Room Watchkeeping Operations to take charge of a machinery space watch, including; Handover and relief of watches, ensuring compliance with current principles and procedures. Entries in machinery space logs, and compliance with Chief Engineers Standing Orders and current instructions Maintenance of proper communications to the Bridge and other areas of responsibility as required Effective watchkeeping practices using general awareness, as well as alarms and monitoring systems, to ensure that potential problems are recognised at an early stage Main plant and systems are maintained within normal operating parameters Bridge control systems are set up, and maintained, to ensure full manoeuvring capability, and potential problems with propulsive, electric or steering systems are communicated in a timely manner Machinery Systems & Operations Operation of electrical generation and power distribution, in normal and emergency conditions Appropriate responses to earth leakage indicators and alarms Effective operation of seawater cooling systems, including isolation of failed systems to maintain services Bilge and ballast system operations Operation of fuel, bunker and oil transfer systems, with attention to contingency plans and emergency responses Steam generating plant operations, and emergency responses in accordance with priorities on the basis of safety to personnel, plant and vessel Steering gear preparations and checks ME preparation in compliance with Standing Orders, and proper application of warming-through / start-up / shut-down procedures Main propulsion shafting and stern-tube lubricating systems Starting- and control-air systems, including monitoring of filtering, autodraining and drying facilities UMS systems and automation, including mode switching, acceptance of alarms and determination of causes, especially with regard to repetitive alarms

8 Safety Understanding of industry- and company-specific safety policies and regulations Ensuring compliance with safety regulations, including the proper use of PPE, identification of hazards and proper delegation of safety-related maintenance responsibilities Proper use of FFE & LSA, as required under the relevant circumstances

10 Annex C to Criteria for Engine Room Watchkeeping Preparatory training Conditions for approval of short courses 1 The training centre is responsible for ensuring that trainees meet the entry requirements for the relevant training programme and other conditions for the issue of a certificate (where applicable). 2 The same person must not undertake the training and assessment of an individual candidate. 3 The training centre must advise the headquarters of the Maritime and Coastguard Agency (Seafarers Standards Branch) if there is any change (e.g. in facilities, equipment, staff) that is likely to affect the conduct of the training and/or assessment. 4 The Maritime and Coastguard Agency's local area Marine Office must be kept informed of the dates, timing and venue of training programmes so that the Marine Office can monitor the training at their convenience. 5 Certificates shall be issued only to those trainees who successfully complete the training programme and meet other requirements for the issue of the certificate. 6 All certificates shall be issued in the form approved by the MCA, having regard to the specimen certificate included with this document. Centres should confirm with the MCA that the certificate they intend to issue meets this requirement. 7 Full records of all certificates issued to trainees must be retained by the centre and kept in such a way that authenticity or confirmation of issue of a certificate can be verified at a later stage if necessary. 8 A record of the original approval given by MCA, plus a record of subsequent visits made by MCA must be maintained by the centre as part of the quality standards system for approved short courses.
