1 Kings County Board of Education Board Policy BP Instruction SUPPLEMENTAL INSTRUCTIONAL MATERIALS The Governing Board encourages teachers to use supplementary instructional materials which are relevant to curriculum objectives and compatible with district goals and objectives. By using such materials, teachers can introduce content and instructional strategies that enrich the curriculum, enhance learning, help students make critical judgments, and stimulate their intellectional growth. Supplemental instructional materials shall be reviewed and evaluated before they are used in any school. The Superintendent shall establish procedures for review, evaluation, and selection of materials to be presented to the Board for adoption. Procedures for selection and review of supplemental instructional materials shall involve appropriate professional staff of the County Superintendent of Schools Office. Teachers shall carefully preview all supplementary instructional materials in order to ensure that, in their professional judgment, the materials are: 1. Directly related to the course of study in which they are being used 2. Appropriate for students ages and maturity levels Supplementary instructional materials must also be consistent with criteria developed for the selection and evaluation of other instructional materials. When using supplementary materials, teachers shall provide appropriate introductory and followup activities. In addition, teachers shall ensure that supplementary materials do not supplant the use of basic texts or teaching activities. Films/Videos When a teacher desires to show a film/video that has not been approved by the district or county for use in the grade level taught, the teacher shall preview the film/video to determine whether in his/her professional judgment it is consistent with the district criteria for the selection of instructional materials. All films/videos must be appropriate for the curriculum and the students ages. The Superintendent shall maintain an official adopted list of approved instructional materials in the annual Course of Study.

3 Administrative Rules & Regulations ARR Instruction SUPPLEMENTAL INSTRUCTIONAL MATERIALS The following procedures shall be used in implementing BP , which concerns the selection, approval, and review of supplemental instructional materials including films, filmstrips, computer software, laser disc, CD Rom software and video cassettes, which shall be considered by the County Board of Education for use in Kings County schools: Procedure For Review, Evaluation, And Selection Of New Materials The Superintendent or his designee shall: 1. Obtain titles of supplemental instructional materials for potential acquisition and use from such sources as: a. Education media catalogs, b. Instructional media lists of county schools offices and school districts, c. Official media reviews such as the California Index of Instructional Video, d. Recommendations of students, teachers, schools administrators and parents in the county, and members of staff in the County Superintendent of Schools Office. e. Professional journal reviews. 2. Supplemental instructional materials may be reviewed and evaluated in cooperation with other county schools offices. Guidelines For Selection, Approval, And Review Of Supplemental Instructional Materials Review and selection of supplemental instructional materials shall be guided by the following: 1. To provide materials that will meet the needs of the individual school based on: a. Content of the curriculum supporting the California Standards. b. Requests from administrators, teachers, parents, and students. 2. To provide materials in accordance with the following factors: a. The applicable provisions of the Education Code, b. The objectives of public education as set forth in the California Content Standards and the California Frameworks for public education, c. School and district's needs assessment, and d. Accepted curricular and/or instructional practices in districts served by the County Schools Office. Removal Of Obsolete Media

4 Superintendent shall instruct appropriate designee to periodically review supplemental instructional materials and remove those materials not appropriate to instruction or which are no longer requested by the schools for use in the instructional program. Reconsideration Of Challenged Supplemental Instructional Materials Questions and challenges concerning approved instructional materials shall adhere to the following procedure: 1. Written criticisms of instructional materials shall be presented to the County Superintendent of Schools or his delegated representatives so that proper consideration may be given. The County Superintendent of Schools or his delegated representative shall contact the complainant and, if possible, resolve any misunderstanding. If the complainant requests withdrawal of a book, or item from use, a copy of the Request for Reconsideration of Supplemental Instructional Materials Form, shall be presented to the complainant with an explanation of the reconsideration procedure (Attachment A). 2. If the citizen files the Request for Reconsideration of Supplemental Instructional Materials Form, it shall be reviewed by the County Superintendent of Schools, or his delegated representative. The delegated representative shall immediately acknowledge receipt of the request. 3. An ad hoc committee consisting of at least (3) members appointed by the County Superintendent of Schools shall be convened in a timely manner to evaluate the material and prepare a documented response to the petitioner. The response will be submitted through the County Superintendent of Schools of his delegated representative who will notify the petitioner of his/her decision. 4. The petitioner may, after notification of the decision, refer the matter to the board of education. The board shall review the entire file pertinent to the complaint and render a judgment, which shall be final. 5. The appropriate County Office representative shall take appropriate action to implement the decision of the superintendent and/or the board.
