THE AIRPORT CHARGES AND AIR NAVIGATION SERVICES CHARGES From the 1st of January 2014 the following Airport Service Charges and Air Navigation Service Charges of Vilnius Flight Information Region (FIR) are valid. 1. TYPES OF CHARGES 1.1 The following charges shall be collected for air navigation services provided in the Republic of Lithuania and for use of airports: For air navigation services: route charges; terminal charges Airport charges: landing charges; passenger service charges; parking charges; security charges; leading (follow me) service charges. 2. ROUTE CHARGES 2.1 Route charges shall be collected for air traffic services provided to an aircraft flying over the controlled airspace. 2.2 The rate of route charge and the procedure for payment and use thereof shall be established in accordance with the Commission Regulation (EC) No. 1794/2006 laying down a common charging scheme for air navigation services and the Regulation (EC) No. 1191/2010 amending the former, and the Multilateral Agreement relating to route charges. The national rate of route charge shall be established every year. The national rate of route charge is announced by the State Enterprise Oro navigacija in this Aeronautical Information Circular (AIC). 2.3 The rate of route service charges shall be calculated according to the following formula: R = W x P x D, where R the rate of route charges; D the great circle distance divided by 100. 2 AIC A 020/ Page 2 LITHUANIA W the mass factor MTOM the maximum take-off mass rounded to the nearest number after the decimal point in the usual manner. 2.4 The mass factor, expressed as a figure taken to two decimal places, shall be the square root of the quotient obtained by dividing by fifty the number of metric tons in the maximum certificated take-off mass of the aircraft as shown in the certificate of airworthiness or any equivalent official document provided by the aircraft operator. Where this mass is unknown, the mass of the heaviest aircraft of the same type known to exist shall be used. Where an aircraft as multiple certificated maximum take-off masses, the maximum one shall be used. Where an aircraft operator operates two or more aircraft which are different versions of the same type, the average of the maximum take-off masses of all his aircraft of that type shall be used for each aircraft of that type. The calculation of the mass factor per aircraft type and per operator shall be effected at least once a year. 2.5 Great circle distance means the shortest distance in kilometres (KM): in the event of transit flight, measured from the point of entry into the controlled airspace of the Republic of Lithuania to the point of exit from the controlled airspace of the Republic of Lithuania; in the event of aircraft landing, measured from the point of entry into the controlled airspace of the Republic of Lithuania to the small aerodrome circle (with the diameter of 40 KM, i.e. with 20 KM radius around the aerodrome reference point); in the event of a flight between two airports of the Republic of Lithuania, measured by the distance between two small aerodrome circles; if the exit and entry point of one flight are identical in a charging zone, the distance factor shall be equal to the distance in the great circle distance between these points and the most distant point of the flight plan. 3. TERMINAL CHARGES 3.1 Terminal charges shall be collected for air navigation services provided to aircraft landing at airports. The national rate of terminal charge shall be established every year. The national rate of terminal charge is announced by the State Enterprise Oro navigacija in this AIC. 3.2 The rate of terminal charge and the procedure for payment and use thereof shall be established in accordance with the Commission Regulation (EC) No. 1794/2006 laying down a common charging scheme for air navigation services and Regulation (EC) No. 1191/2010 amending the former. 3.3 The rate of terminal charges shall be calculated according to the following formula: T = I x W, where T the rate of terminal charges; I rate of terminal charges. LANDING CHARGES 4.1 These shall include charges collected for the use of runways, taxiways and apron areas, including associated lighting, by the aircraft landing at airports. 4.2 The maximum rate of landing charges per each MTOM ton of aircraft shall be determined as follows: Airport LTL Rate of charges EUR Kaunas/INTL 52 15,06 Palanga/INTL 52 15,06 Šiauliai/INTL 52 15,06 5. PASSENGER SERVICE CHARGES 5.1 Passenger service charges shall be collected for the services rendered to a passenger departing from the Republic of Lithuania. 5.2 The maximum rate of passenger service charges shall be determined as follows: Airport LTL Rate of charges EUR Kaunas/INTL 40 11,58 Palanga/INTL 40 11,58 Šiauliai/INTL 20 5,79 6. PARKING CHARGES 6.1 These shall include the charges collected from aircraft operators for the use of parking grounds and for towing of aircraft. 6.2 The maximum rate of parking charges per each MTOM ton of aircraft calculated for each 24 hours shall be set at 5 LTL (EUR 1,45). 6.3 If the aircraft parking time does not exceed 3 hours, no parking charges shall be collected. If the parking time is more than 3 hours, parking charges for 24 hours shall be collected. 6.4 For aircraft operators carrying cargos by charter flights, no parking charges shall be collected, if the parking time is less than 6 hours and the aircraft MTOM is from 101 to 170 tons, and also if the aircraft parking time is less than 9 hours and the aircraft MTOM is 171 tons and more. In case the aircraft parking time is longer, parking charges for 24 hours shall be calculated. 7. SECURITY CHARGES Security charges shall be collected for ensuring safety in the air-side and on the grounds located near the passenger terminal. The maximum rate of security charges per each MTOM ton of aircraft shall be set at 5 LTL (EUR 1,45). 8. LEADING (FOLLOW ME) CHARGES Leading (follow me) charges shall be collected for the services of a follow-me car that escorts an aircraft from its parking place to the runway or from the runway to its parking place. The maximum rate of these charges shall be set at 60 LTL (EUR 17,38). 9. PAYMENT OF CHARGES 9.1 The charges for air navigation services provided in the airspace of the Republic of Lithuania and for use of airports shall be paid by aircraft operators: The route and terminal charges shall be paid in cash or by transfer to providers of air traffic services or to the Organization for the Safety of Air Navigation (hereinafter referred to as the EUROCONTROL ) authorized by them. The charges shall be paid in litas (LTL) or euros ( ) while settlement via the EUROCONTROL shall be made only in euros. Interest on late payment shall be counted and the annual rate thereof shall be established by the

The rate of interest on late payment is announced in this AIC landing, parking, security and leading (follow me) charges shall be paid in cash, by credit card or by transfer to airports; passenger service charges collected while selling a ticket to each departing passenger shall be paid in cash or by transfer to airports within the payment periods specified by agreements. A passenger who has failed to depart shall be refunded by an aircraft operator the paid passenger service charge in cash, by credit card or by transfer within a period of one month from the date of the flight. 9.2 Operators of civil aircraft used for non-commercial air transport and not for special aerial work shall pay the charges specified by paragraph of this AIC, only if they perform international flights or use international airports. 9.3 Aircraft operators shall be exempted from the route charges in cases specified by Paragraphs a) and b) of Part 1 Article 9 of the Commission Regulation (EC) No. 1794/2006. These charges shall be paid by the appropriations allocated to the activities of Civil Aviation Administration. 9.4 Aircraft operators shall be exempted from the route charges in cases specified by Paragraph c) of Part 1 Article 9 of the Commission Regulation (EC) No. 1794/2006. In all cases, this must be substantiated by the appropriate status indicator on the flight plan. These charges shall be paid by the appropriations allocated to the activities of Civil Aviation Administration. 9.5 Military aircraft operators of the Republic of Lithuania performing military flights and military aircraft operators of the NATO Member States, conducting or intending to conduct NATO s air policing mission in the Baltic States, shall be exempted from the charges specified by Para 1.1 of this AIC. 9.6 State aircraft operators of foreign countries, which in conformity with international agreements of the Republic of Lithuania or other international obligations, perform aerial observation (inspection) flights or transit flights for aerial observation (inspection) purposes in the airspace of the Republic of Lithuania as well as military aircraft operators of international organisations, to which the Republic of Lithuania belongs, shall be exempted from the charges specified by Para 1.1 of this AIC. Information on the intended flights for aerial observation (inspection) or transit flights for aerial observation (inspection) purposes according to international agreements of the Republic of Lithuania or other international obligations shall be submitted by the Ministry of National Defence to the air navigation service provider and the airports to/from which these flights are intended to be performed, not later than 7 calendar days prior to commencement of these flights. 9.7 The Ministry of National Defence draws up and updates the list of members of the NATO, the European Union and international organisations whose military aircraft operators are exempt from the charges specified by Para 1.1 of this AIC and submits it to the airports, the air navigation service providers and the Civil Aviation Administration, which gives notice to the EUROCONTROL. As stipulated by this paragraph, exemptions to the military aircraft operators of the NATO, the European Union and international organisations entered in the list, shall be applied on the first day of the next month after submission of the list, drawn up or updated 9.8 In all cases the charges specified in Para 1.1 of this AIC for flights of aircraft mentioned in Paragraphs 9.5, 9.6 and 9.7, in accordance with invoices submitted by the EUROCONTROL, the air navigations service provider or the airports, shall be paid by the Ministry of National Defence from budgetary appropriations of the Republic of Lithuania. 9.9 Operators of foreign military aircraft on arriving to international operations, exercises and other military cooperation events in the Republic of Lithuania, and performing military flights (if they are not exempted from charges specified by Para 1.1 of this AIC), and state aircraft operators of foreign countries carrying military equipment, weapons or military substances for the defensive needs of the Republic of Lithuania, the NATO or the European Union, shall be reimbursed for payment of charges to EUROCONTROL and airports, as specified by Para 1.1 of this AIC, by the Ministry of National Defence, on application submitted by these aircraft users, within a period determined by the National Defence Minister of the Republic of Lithuania, from budgetary appropriations of the Republic of Lithuania assigned for this purpose Aircraft operators shall not pay the passenger service charges for: passengers travelling on direct transit flights; children under age of Aircraft operators that have to land at an airport of departure due to a technical failure or meteorological conditions, hindering the continuation of the flight, shall be exempted from landing charges and aircraft operators that land at alternate aerodromes shall pay 50 percent of landing and parking charges All the charges specified by this procedure shall be paid in litas (LTL), except for the settlement via the EUROCONTROL The airport charges for the use of airports constitute part of the total revenue of these service providers

Charges for the use of airports shall be allocated to the airport costs related to provision of the indicated services and to cover investments of these enterprises, also, the deductions from charges assigned to sustention of the Civil Aviation Administration, the amount of which is determined by the Government of the Republic of Lithuania, shall be included into the operating costs of airports. The air navigation services charges shall be allocated to cover the costs of air navigation and meteorological service providers, the Civil Aviation Administration and the EUROCONTROL administrative costs related to the provision of these services The late payment interest of 10,24% per annum shall be imposed on those users of the airspace of the Republic of Lithuania which have failed to pay for the services within a period of 30 days.
