1 Outdoor Soccer Rules 12U 1. Roster: Each team shall consist of 12 players. a. 9 Players are in the field of play i. 8 On field, 1 goalkeeper ii. Must have a minimum of 7 players to begin a match iii. Opposing team must play game with same amount of players b. Team sizes and field position breakdown will be adjusted each year depending on enrollment numbers c. Each game shall consist of two 30 minutes halves, with a 7 minute break at half time. Game ball will be regulation size Organization a. Leagues will be organized by the Turner Recreation Commission office. Age groups can be combined by Turner Recreation Commission if number of teams permits. b. Fall Age Cutoff: soccer age will be determined as of September 1 of current year. Example: if a player is 6 years old after Sept. 1 that player will be considered a 6U player for the fall season. If a player is 7 years old prior and/or on Sept. 1 that player will be considered an 8U player for the season. c. Spring Age Cutoff: soccer age will be determined as of Jan. 1 of current year. Example: if a player turns 6 years old after Jan. 1 that player will be considered a 6U player for the spring season. If a player turns 7 years old prior and/or on Jan. 1 that player will be considered an 8U player for the spring season. 3. Start of the game a. Visiting team captain calls heads or tails in coin toss b. The team that wins the coin toss chooses the end of the field they will attack. The other team kicks off for the first half. c. Teams switch ends of the field for the second half of the game. The team that didn t kick off to start the first half kicks off to start the second half.

2 4. Kick-Off a. A kick-off is the way to start each half of the game and to restart play after a goal is scored b. Kick-off requirements: i. Players from the other team must be outside the center circle ii. The player who takes the kick-off cannot touch the ball again until the ball has been touched by another player from either team (Indirect free kick restart if this happens). 5. Substitutes a. Player substitutions can only be made when the ball is not in play i. When the ball is out of play, the possessing side can initiate a substitution, at which point the opposing team may also substitute. ii. In the event of an injured player, a substitution may occur. iii. Substitution cannot be made on the fly while the ball is in play. iv. Goalkeepers may only be substituted in the event of injury or at half time. b. Substituting coach must advise the referee of the pending substitution. i. Referee must acknowledge and approve the substitution before it occurs. 6. Goalkeepers a. Goalkeepers are only allowed to handle the ball in their own penalty area. b. A goalkeeper may leave his penalty area at anytime. However, the goalkeeper is not permitted to handle the ball while outside the team s penalty area. In the event of a goal keeper handling the ball outside of the team penalty area a direct free kick to the opposing team will be awarded. 7. Free Kicks and Penalty Kicks a. In the event of a foul, the referee should stop play and award a free kick. b. The referee will advise with hand signals if a free kick is direct or indirect. i. A direct free kick can be scored from without the ball touching another player of either team. ii. An indirect free kick cannot be scored from until it touches another player. c. If a goal is scored directly from an indirect free kick, the referee will issue a goal kick. d. The defending team players must be 10 yards from the ball when the free kick is taken, and may not encroach towards the ball before the kick is taken.

3 e. Fouls committed by the defending team in their own penalty area will result in a penalty spot kick. i. The referee will place the ball on the penalty spot ii. Only the goalkeeper of the defending team and the penalty kick taker are allowed in the penalty area. All other players must remain outside of the box until the ball is struck. iii. The goalkeeper can move left to right in the goal, however they cannot move forward until the ball is struck. iv. In the event of the ball bouncing back into play either from the goal posts, goal bar or goalkeeper, the ball is still live and any player can play the ball, at which point, regular game play resumes. f. For all fouls, the referee will briefly advise the player what they done to concede the foul. 8. Fouls resulting in a direct free kick in the discretion of the referee a. Kicking or attempting to kick an opponent b. Tripping or attempting to trip an opponent c. Striking or attempting to strike an opponent d. Jumping at an opponent e. Charging an opponent f. Pushing an opponent g. Holding an opponent h. Spitting at an opponent i. Deliberately handling the ball with any part of the hand or arm 9. Fouls resulting in an indirect free kick in the discretion of the referee a. Goalkeeper holding the ball for more than six seconds b. Goalkeeper handling the ball a second time before the ball has been played by anyone else (teammate or opponent) c. Throw-in to the goalkeeper d. Playing dangerously e. Getting in the way of an opponent while not playing the ball (impeding) f. Getting in the way of the opposing goalkeeper who is trying to put the ball into play. 10. Throw-Ins a. The ball must be completely over the line in order to be ruled out of bounds. b. The throw in must be taken correctly, ball thrown in over the head, and at the point of the throw, both feet must be on or behind the sideline and on the ground. c. In the event of a foul throw, the throw in will be awarded to the opposing team. d. The opposing team must be 2 yards away

4 11. Corner Kicks a. Corner kicks will be awarded when the ball crosses the touchline of the defending team, and the defending team was the last to touch the ball. b. Corner kicks are direct kicks and may be scored from without the ball touching any other player. c. Opposing team must be 10 yards away 12. Goal Kicks a. When the ball crosses the touchline and the attacking team was last to touch the ball a goal kick will be awarded to the defending team. b. When a goal kick is taken all opposing team players must be outside of the goal area. 13. Back Pass a. 12U will play the back pass rule. i. Any play where a player intentionally passes the ball back to the team goalkeeper with his/her foot, will require the goalkeeper to play the ball with the feet, chest or head. They cannot handle the ball. ii. In the event of the goalkeeper intentionally handling the ball, and indirect free kick to the opposing team will take place at the spot the goalkeeper handled the ball. 1. Defenders must be at least 8 yards away from the ball, unless the ball is less than 8 yards from the goal, in which case they may line up on the goal line. iii. Passes back to the goalkeeper with the head or chest maybe handled by the goalkeeper. iv. In the event of a defensive play or an incidental contact, play shall continue. 1. Example: Attacking team shoots for goal, the ball clips the defenders foot, and goalkeeper handles the ball. This would be a goal kick as the contact from the defenders foot was incidental. 2. Example: Attacking team passes ball, defender stops the ball, looks for a play, and then passes the ball back to the goalkeeper who handles it. This would be an indirect free kick at the spot the goalkeeper handled the ball. 3. Example: Attacking team passes the ball, defender slides in to block the ball, which goes to the goalkeeper who picks it up. Goal kick, the defender was performing a defensive move.

5 14. Offside a. 12U will play the offside rule. b. An attacker is in an offside position if when a teammate has the ball, the attacker is i. Closer to the other team s goal than the ball ii. Closer to the other team s goal than the second to last defender iii. In the other team s end of the field Note: It s not illegal for a player to be in an offside position! c. What is illegal is when an attacker who is in an offside position becomes actively involved in play by: i. Interfering with play (have the ball passed to you, running towards the ball, or a combination of these). ii. Interfering with an opponent (getting in the way of a player on the other team, including the goalkeeper). iii. Gaining an advantage (receiving or running to a ball which has bounced off a goal post or crossbar or that has been deflected by the goalkeeper or another defender). d. When offside is called: i. An indirect free kick from where the offside player was e. It is not an offside violation if a player in an offside position gets the ball directly from: i. A throw-in ii. A goal kick iii. A corner kick 15. Dismissal of players, coaches, parents, spectators or attendees a. The referee can issue Yellow or Red cards for discipline reasons b. If a player is dismissed they cannot return to the field of play and must leave the area with immediate effect. i. In the event of a dismissal, the player cannot be substituted, and the team will play short. 16. Yellow Cards: yellow cards will be issued for warnings: a. Two yellow cards issued to the same player in one game will result in dismissal. Yellow Card Enforcement: Two minute penalty or until opponents scores. Only one penalized player can re-enter per opponent s score. On a team s 6 th foul, one player for offending team will receive a 2-minute penalty. On each alternation foul thereafter (i.e. 8 th, 10 th, 12 th, etc.), a 2 minute penalty is assessed or until the opposing team scores a goal. All yellow card penalties carry over into succeeding periods. 17. Red Cards: red cards will be issued for dismissals and suspensions:

6 Red Card Enforcement: Anyone who receives a red card or cited for two yellow cards in the same game, must leave the facility or his/her team forfeits the game. If ejection occurs at the end of the season, a two game suspension will carry over into the next season. 18. Referees a. The referees decision is final and cannot be appealed disputed or over turned! b. Requires a player to leave the field if the player is bleeding or has blood on the uniform. c. Suspends or terminates a game if needed. d. Make decisions using information from an assistant referee. e. The referee is classed as part of the field. In the event of the ball making contact with the referee, play will continue. 19. Assistant Referees help the referee by signaling a. When the ball has left the field b. Which team gets the throw-in, goal kick and corner kick c. When a team wants to substitute d. When an attacker is offside e. When a foul or misconduct has happened but the referee couldn t see it Signals are used by the assistant referee to provide information to the referee. The referee decides how to use this information. 20. Safety a. Players are required to wear shin guards at all games. This is a mandatory requirement. Shin guards must be covered by soccer socks. b. Gum shields (mouth guards) are optional. c. No jewelry will be permitted, this includes, necklaces, earrings, bracelets, rings etc Tape cannot be used to cover up jewelry. d. Hair ties should be bands only e. In the event of the referee believing a player maybe seriously injured, he will stop the game and call over the appropriate coach, and contact the field supervisor if necessary. f. Coaches believing a player maybe seriously injured outside of the referees view may verbally advise the referee of the concern. g. Footwear: Players may choose to wear training shoes or shoes with cleats. i. Cleats must be entirely made of rubber ii. Toe cleats are not permitted.

7 21. Sportsmanship a. In the event of a goal difference of +8, it is recommended coaches take steps to prevent running up the score. i. Coaches can ask team to pass x number of times before shooting. ii. Swap player positions, defenders as forwards etc b. After each game both teams must line up and shake hands with the opposing team, coaches and referees. 22. Uniforms a. All players are required to wear Soccer uniforms b. Socks must cover the entire length of the shin-guard c. Soccer jersey must be tucked into the shorts for the duration of the game, and must be the top layer of clothing. d. Shorts maybe replaced with sweat pants in the event of cold weather i. Shin guards must still be worn underneath sweat pants, and the socks are still required to cover the shin guard 23. Forfeit a. In the event of not enough players being available on one team to play the game maybe a forfeit. With the game being awarded to the team able to play. b. It is recommended in the event of a forfeit, that the coach s work together to play an exhibition game for the spectators. 24. Schedules a. Game schedules will be available no later than 1 week prior to start of the season. 25. Game Time a. Teams will be allowed a five (5) minute grace period prior to start of the game. b. After five minute allowance; team in question will forfeit if correct amount of players are not present. c. If team has correct amount of players at the five minute allowance, then five minutes will be deducted from game time and game will resume. 26. Standings: If at the conclusion of the league season a tie breaker is needed the following criteria will be utilized: a. Win/Lose Record b. Head to head (not used if more than two teams are involved in the tie) b. Goal difference (i.e. goals scored minus goals allowed) c. Most goals scored d. Most shut-outs e. Fewest goals allowed

8 27. Awards a. Only 1 st & 2 nd place will receive medals in10u-14u divisions b. In the case where TRC inner leagues with an outside organization(s) due to low number of participating teams, TRC will not furnish awards for placement 28. Medical Absence and Reinstatement: Any player who, due to injury or illness requiring medical attention, wishes to resume practice and participation in games must submit a written release form from the treating physician prior to engaging in the chosen activity to the TRC office. The head coach is responsible for submitting a copy of the physicians release form to the head official prior to any game and notifying the Sports Coordinator. 29. Shoot-out: A shoot-out will be held for all tied games a. A coin flip with the team managers shall determine whether the team will attack or defend first. b. The defending team is represented by the goalie only. The goalie selected by the defensive team must be used during the entire Shoot-out (4 attempts) unless he/she is injured during play. c. Each player (one at a time) will shoot the ball one time from the penalty kick line. The play is to attempt one shot. The official shall give five seconds to shoot with a visible signal. Only one touch of the ball is allowed. d. The team that scores the most goals out of (4) attempts wins the game. e. Teams alternate with a chance at a goal Sudden Victory Shoot-out: if a t the end of the shoot-out, the score is tied, a Sudden Victory shoot-out immediately follows. Teams must now pick shooters who have not participated in the original shoot-out. If a team runs out of players, they may then start over with their original first shooter. The goalie may participate as a shooter. Each team gets one chance to score until one team scores and one team doesn t. 30.
