2 A point has been reached in history when we must shape our actions throughout the world with a more prudent care for their environmental consequences. Through ignorance or indifference we can do massive and irreversible harm to the earthly environment on which our life and well being depend. Conversely, through fuller knowledge and wiser action, we can achieve for ourselves and our posterity a better life in an environment more in keeping with human needs and hopes. 3 of ecosystems now damaged or being used unsustainably rise in temperature by the end of the century, due to doubling of GHG emissions by 2050, under BAU. 2 to 3 billion additional middle class consumers by 2030 of global extraction of natural resources per year by 2050, if consumption stays at current developed country rates. 3
4 Beyond the Earth Limits Today humanity uses the equivalent of 1.5 planets. Moderate UN scenarios suggest that if current population and consumption trends continue, by the 2030s, we will need the equivalent of two Earths. We have only one! Source: Global Footprint Network, 2012
5 A Global Mandate for SCP A global framework adopted by Heads of State at Rio+20 for a international cooperation to shift towards sustainable consumption and production (SCP) patterns in developed and developing countries. The major cause of the continued deterioration of the global environment are the unsustainable patterns of consumption and production Encourage and promote the development of a 10-year framework of programmes (10YFP)..to.. shift towards SCP patterns. SCP is one of the overarching objectives of, and essential requirements for, sustainable development. A/CONF.216/5 (paragraph 226 The Future We Want ). Agenda 21, Rio de Janeiro, 1992 Johannesburg Plan of Implementation, 2002 Marrakech Process, 2003 Rio +20, YFP is a result of 20 years of dialogue and international cooperation
6 Marrakech Process: Outcomes Development of regional SCP Strategies: in Africa, Asia Pacific, Latin America, Europe and West Asia. Development of National SCP Programmes through capacity building and implementation over 15 countries. Seven Task Forces : voluntary initiatives led by governments, in cooperation with multistakeholder partners that focus on developing and implementing SCP policies, business management practices, consumer action, capacity building and projects. Over 70 initiatives on SCP with 33 demonstration and pilot projects implemented worldwide.
7 What is the 10YFP? It is a global framework of action to enhance international cooperation to accelerate the shift towards SCP in both developed and developing countries. A concrete and operational outcome of Rio+20 Fundamental changes in the way societies produce and consume are indispensable for achieving global sustainable development. All countries should promote sustainable consumption and production patterns, with the developed countries taking the lead and with all countries benefiting from the process, taking into account the Rio principles... 8 10YFP main objectives Accelerate the shift towards SCP in all countries by supporting regional and national policies and initiatives Increase RE and decouple economic growth from environmental degradation, creating decent job and contributing to poverty eradication and shared prosperity. Support capacity-building and facilitate access to financial and technical assistance for developing countries, to implement SCP activities at all levels. Serve as an information and knowledge sharing platform on SCP to enable all stakeholders to exchange policies, tools, initiatives and best practices, enhancing cooperation

14 Sustainable Public Procurement It builds upon the Marrakech Process Task Force on SPP ( ) and Sustainable Public Procurement Initiative (SPPI) ( ). It gathers 63 participants and experts on SPP, including UNOPS, UNEP, ICLEI, IISD, OECD, FSC, IGPN, and departments and agencies of 19 governments from all regions (including: Chile, China, Brazil, Denmark, Mauritius, the Netherlands, Sweden, Switzerland, USA ). Co-leads: UNEP as lead and KEITI (Korean Environmental Industry and Technology Institute) and ICLEI as co-leads. It aims at improving knowledge on SPP and its effectiveness as a tool to promote SCP, greener economies and sustainable development. Work areas: 1. vision for SPP and defining purchasing principles, 2. Monitoring SPP/GPP implementation and assessing impacts, 3. Addressing barriers to SPP and proposing innovative solutions, 4. Promoting collaboration with the private sector, and 5. Cooperating for SPP implementation.
15 Consumer Information Advisory Group convened (Feb 2013) with The Sustainability Consortium, UNEP/SETAC Life Cycle Initiative, Woolworths, ISEAL Alliance; Akatu Institute, Consumers International ; OgilvyEarth ; University of Bordeaux, LEAD, and some government experts Stock taking analysis and expert interviews (14) Global online,multi-stakeholder survey (June 2013), Over 180 governments (30%), NGOs (16%), business sector (13%), and academic/scientific/technological institutions (13%). Expert meeting to analyse survey and draft concept note (Dec 2013) Public consultation of concept note (Dec January 2014)
16 Consumer Information Proposed objectives are to facilitate i) easy, practical and sustainable choice by consumers, through ii) provision of accessible, reliable and verifiable life cycle based sustainability information by market suppliers. Proposed areas of work are: 1) Improving Availability, Methodologies and Quality of Consumer Information; 2) Driving Change in Business and Government; 3) Enhancing Communication to drive Behavioural Change.
17 Sustainable Tourism Programme On-line global survey on Sustainable Tourism with key partners (NWTO, UNESCO, the CBC and Rainforest Alliance. Available in 3 languages Over 350 responses received from all regions, and with 40% represents governmental institutions at different levels and 27% businesses, and 21 % nonprofits and NGO s. Regional consultations: LAC (June) and Asia Pacific (November). A subregional workshop on Sustainable Tourism South Africa (August) with tourism experts (GPST, RETOSA, FTT, etc.), discussing implementation and delivery mechanisms for the sustainable tourism programme at regional and national levels. Priority areas: i) Tourism/destination planning, ii) tourism Investment; iii) tourism monitoring and evaluation, iv) tourism operations and management. Draft concept note: drafted by the 10YFP secretariat in consultation with UNWTO. Discussed in a expert consultation meeting in Morocco, February. This will be ready for public consultation in April. Expected launching August.
18 Roadmap: Developing the Sustainable Lifestyles and Education (SLE) Programme STEP 1 An informal expert consultation on the Sustainable Lifestyles and Education programme was held in Paris. STEP 3 The Lead Actors and the Multi Stakeholder Advisory Committee of the Programme will fill up the 10YFP template for programmes and submit it for approval to the Secretariat and Board STEP 5 The programme will be launched at the UNESCO World Conference on Education for Sustainable Development to be held in Nagoya, Japan, November 2014 Stock Taking & Consultations Expert Group review programme proposal Submission of template by lead actors Secretariat validates and Board agrees Launching & Implementation December 2013 Jan May 2014 June- September 2014 October 2014 November 2014 STEP 2 An Expert Advisory Group on SLE will be set up to provide support, guidance and feedback for the shaping of the programme. STEP 4 Secretariat validates the formal programme proposal template and final version is presented to the 10YFP Board to approve before launch
19 Roadmap: Sustainable Buildings and Construction Programme STEP 1 The programme is build on the previous work of the Marrakech Process Task Force on SBC Synergies with UNEP s SCB Initiative A first consultation took place in Paris STEP 3 The draft of the concept note and consultations are planned to be held within the next 6 months. Expert Advisory Group will provide support for consultations in all regions, and facilitate feedback on the development of the programme STEP 5 Launch is expected to take place in the third quarter of 2014 Stock Taking & Consultations Expert Group review programme proposal Submission of template by lead actors Secretariat validates and Board agrees Launching & Implementation November 2013 Jan - March 2014 April August 2014 August 2014 September 2014 STEP 2 During the first quarter of 2014 a stock-taking has being carried out STEP 4 Secretariat validates the formal programme proposal template and final version is presented to the 10YFP Board to approve before launch

21 West Asia Arab region has already delivered its roadmap for implementation of the 10YFP. It is based at the Regional Strategy developed in 2009 Main areas of work are: Communication Institutionalization of the SCP Strategy Prioritization of SCP measures and policies and development of executable work plan Raising fund for implementing SCP projects/programmes Operationalization/implementation 10YFP programme Monitoring and evaluation SCP 10YFP meetings last year. 10YFP Capacity-building workshop for the Arab Region (16-17 December 2013, Rabat, Morocco) 4th Roundtable Meeting on Sustainable Consumption and Production: The 10YFP, taking action in the Arab reion (17-18 June 2013, Cairo, Egypt)
22 Asia and Pacific The region is developing its regional roadmap, based in several years of work in the region, as the SWITCH-Asia initiative The region has over 10 priorities, such as: National and regional indicators on SCP Sustainability reporting Eco-labels Eco-innovation and adaptation of new technologies for cleaner production Regional meetings: First Asia Pacific Meeting of the 10YFP Nov 2013, Bangkok, Thailand Asia Pacific Roundtable on SCP, Mayo 2014, Bangkok, Thailand
23 Africa The region is preparing a revision of the African 10YFP, which was agreed in 2005 The original document emphasizes the importance of linking SCP with the challenges of meeting basic needs and provision of sustainable livelihoods This revised African 10-YFP for the period will be built on the experience gathered so far and on the adoption of the Global 10YFP Past events in the region: AMCEN Meeting of Experts on Post Rio+20 Regional Flagship programmes (10-12 April 2013, Dar es Salaam, Tanzania) African Workshop on National Initiatives on SCP and the 10YFP: Supporting regional and national implementation of SCP in Africa (13 October 2013 in Gaborone, Botswana) Next Step: 10YFP Regional Meeting at the African Roundtable on SCP May 2014, Windhoek, Namibia

30 National Focal Points To date, over 110 countries have nominated their national focal points. Could take the following role: Support the vision, objectives and goals of the 10YFP. Share information on the 10YFP and enhance interministerial and multistakeholder coordination. Be the focal point for the 10YFP Board and Secretariat. Develop project and initiatives contributing to the 10YFP implementation (e.g. national roundtable, projects, research, etc). Exchange and disseminate relevant information on SCP through inter alia, the Global SCP Clearinghouse,. Submit/endorse funding proposals to the Trust Fund (only for developing countries and economies in transition) 30
