4 4A - Program Element Description and Implementation Plan - Government Facilities Overview Energy Watch (SFEW) is a partnership between the City and County of San Francisco and PG&E. For , SFEW will refine and enhance its current resource programs targeting government facilities receiving PG&E gas services. Please note that City of municipal facilities are not eligible to receive Public Goods Charge funded incentives for electric-related energy efficiency projects because those facilities are powered by electricity provided by the Public Utilities Commission (SFPUC). A1 Retrofits: Consistent with the Master PIP, SFEW will utilize PG&E s Nonresidential Retrofit program to provide incentives for municipal gas projects. SFEW will also provide gas-related direct install services to government facilities through the Commercial Plus Program described in this PIP under Element C - Core Program Coordination. A2 - Retro-commissioning (RCx): SFEW will promote the PG&E RCx program described in the Master PIP. A3 A5: SFEW will implement services (integrating demand response, technical assistance, and on-bill financing) consistent with the Master PIP. A unique aspect of the SFEW effort associated with integrating with demand response (DR) includes working with the SFPUC to coordinate demand response opportunities in municipal facilities, an effort which is also described in the Integration Chapter. Target Audience As noted, SFEW is not able to target municipal facilities for electric efficiency projects. However, for A1 A5, the targeted market for gas projects matches the target audience defined the Master PIP municipal administration buildings. Implementation A1 Retrofit: SFEW, in cooperation with the Capital Planning group at the County Administrative Office (CAO), is working with the SFPUC to identify old boilers for potential replacement as well as other gas saving opportunities. Although the SFPUC has been conducting electricity efficiency projects in dozens of municipal facilities since the early 1980 s, natural gas saving opportunities have typically received a low priority because SFPUC is an electric utility. SFEW is working to raise the priority of gas savings opportunities. A list of projects has been identified, will be prioritized and developed. Selected projects will be designed by SFPUC staff and their contractors. 5 Construction RFP being issued. After construction and inspection by SFE, funds will be paid out to the installation contractor. The Partnership, involving SF Department of Environment and PG&E, is working closely with the SFPUC to leverage the existing work the SFPUC performs on electric efficiency. Also, SFEW has targeted the government facility program to high potential gas savings areas such as boilers. 6 SFEW will apply the lessons learned defined in the Master PIP to its unique situation. b) Innovation SFEW is not incorporating any innovative elements that have not already been discussed. c) Inter-agency Coordination As described, SFEW will work closely with the SFPUC on retrofit projects, implementation of the Green Building Ordinance, and other local policies affecting natural gas usage in municipal facilities. d) Integrated/coordinated Demand Side Management SFEW will coordinate Demand Side Management programs and resources consistent with the Master PIP. SFEW will have particularly close coordination with demand response. e) Integration across Resource Types In addition to the activities described in the Master PIP, SFEW will continue to work with local city departments to identify additional GHG reduction opportunities. See Strategic Plan Support section in this PIP for more details. f) Pilots SFEW plans to run a pilot of early retirement of boilers. The pilot would involve replacing old boilers that are still in use in the city, even though the boilers are past the defined effective useful life of the boiler. SFEW would like to work with the EM&V community to pilot an extension of the timeline for what is defined as early retirement to capture savings from retiring old but well functioning boilers. g) EM&V See pilot section above regarding EM&V of early retirement of boilers. Strategic Plan Support B1 - Code Compliance B2 - Reach Code Support B3 - Guiding Document Support B4 - Financing for the Community B5 - Peer to Peer Support SFEW is interested in demonstrating how innovative programs and initiatives lead to deeper and more sustainable savings over the long term and help to eliminate market barriers through replicable programs and local innovative initiatives. Therefore, the Partnership is exploring opportunities to further address the California Energy Efficiency Strategic Plan (Strategic Plan). SFEW also plans to undertake new, innovative initiatives that complement and support a host of local "green" activities. These include the integration of strict energy efficiency requirements in local policies and ordinances related to greenhouse gas (GHG) reductions, green building, renewable energy, economic development, taxes and financing, purchasing policies, and workforce development. The actual scope and breadth of these potential activities will be determined during contract negotiations and finalized after CPUC approval of the energy efficiency portfolio. B1 - Code Compliance: SFEW will work with Department of Building Inspection to review and improve compliance rates for Title 24 and find creative ways to improve the permit application rates. SFEW will coordinate with the Codes and Standards sub-program on code compliance enhancement (CE) as described in the Codes and Standards PIP. B2 - Reach Code Support: is already very active in the area of reach codes for both existing and new construction. Local codes are planned to support market transformation in many of the market sectors addressed by SFEW including Single Family, Multi-family, Small Business and Commercial buildings. New and updated codes will focus on solving problems in San Francisco s distinctive housing stock and major business types. s recently passed Green Building Ordinance surpasses the City s previous ordinance (LEED Silver for municipal buildings) and requires LEED Gold for all commercial buildings and high-rise residential buildings in by This is an example of how local governments can first set an example, which stimulates the market, and then raise the bar and make it applicable to both public and private sector buildings. All these actions will increase the demand for energy efficiency and will drive customers to SFEW or other programs. SFEW plans to enact additional reach codes during the cycle and will coordinate with the Codes and Standards subprogram on reach codes as described in the Codes and Standards PIP. 8 B3- Guiding Document Support: already has extensive guiding documents related to energy and climate. In the mid 1990 s the City adopted a Sustainability Plan that contained a strong energy element. In 2002, the City adopted an even more aggressive Electricity Resource Plan which called for over 100 MW of peak load reduction through energy efficiency. In 2003, s Climate Action Plan set the City s goals for greenhouse gas reduction at 20% below 1990 levels by 2012 and the Department of the Environment Strategic Plan calls for carbon neutrality by In late 2007, Mayor Newsom put forth SF Forward, a document that assembles all the commitments made in the previous plans and also adds some new commitments. To meet the objectives of these policy directives, energy efficiency is recognized as a relatively inexpensive, quick, and reliable action to take. Collectively these commitments underscore the City's overarching objective of achieving sustained, comprehensive, and cost-effective energy savings over the long term. 's proclaimed goals for greenhouse gas reduction and clean energy are more aggressive than those set by the State of California. Clearly, the City is committed to devoting resources to achieve these goals and to leveraging City resources with others to achieve the greatest impact. As part of the funding cycle, SFEW will continue to develop and implement these guiding documents. One example is that SFEW plans to work with the Planning Department and the Green Communities program to integrate climate action goals into the General Plan. B4 - Financing for the Community: SFEW is working with City of Berkeley to develop Tax-Lien Financing for solar and energy efficiency loans to be paid back through the property tax bill. This may utilize federal funds or a federal program to provide loan guarantees to attract private capital as the financing for the Tax- Lien program. B5 Peer to Peer Support: SFEW Peer to Peer Support is aligned with the Master PIP. Target Audience The target audience for SFEW Strategic Plan Support activities include low-income housing, affordable housing, single family, multi-family, small business, non-profit, commercial, and industrial buildings throughout the city. Implementation B1 - Code Compliance: In the area of code compliance, SFEW will work with the Building Inspection Department to enhance implementation of Title 24 and increase permit applications by providing free energy design assistance and incentives to permit applicants. SFEW will partner with the Codes and Standards team to organize training for building inspectors and Planning Department staff on compliance requirements for state and local energy codes and standards. 9 B2 - Reach Code Support: SFEW will continue work on updating residential and commercial energy codes and identifying opportunities for new ordinances that can move the marketplace, such as the City's pending legislation on requiring high efficiency linear fluorescent lamps. SFEW will establish a series of Mayor s task forces to develop recommendations. Applicable City commissions will review any recommended legislation. For example, the Small Business Commission must review any ordinance affecting small business before final approval from the Board of Supervisors. SFEW will coordinate with the Codes and Standards team and will submit to the CEC any legislation affecting new construction and renovations as required by State law. B3- Guiding Document Support: SFEW implementation of Guiding Document Support is consistent with the Master PIP. B4 - Financing for the Community: SFEW is working with the City Assessor and Department of Public Finance to develop Tax Lien Financing. The Department of Public Finance will contract with a lender. The Assessor and Tax Collector will establish the mechanism for recovery of funds through the property tax. SFEW will market the program to direct install customers, provide them with financing terms, and assist them with filling out the application. B5 Peer to Peer Support: SFEW implementation of Peer to Peer Support is consistent with the Master PIP. 5B - Program Element Rational and Expected Outcome Strategic Plan Support a) Quantitative Baseline See 5A., a. above. Table 4 Not available at this time. c) Program Design to Overcome Barriers Strategic Plan Support will have many elements, each designed to overcome a different barrier or in a different market sector. The barrier definitions and strategies to overcome the barriers will emerge from the various stakeholder group meetings. For example, in the single family and small business sectors approximately 90% of repair and small renovation work is performed without permit reducing the effectiveness of energy related Pacific Gas and Electric Company 7 February 2011

10 permit requirements. SFE is working with DBI to develop strategies for increasing permitting rates in these sectors. d) Quantitative Program Objectives The City is working with PG&E to develop additional metrics. High level metrics are included in the Master PIP. Table 5 Not available at this time. 6B - Other Program Element Attributes- Strategic Plan Support a) Best Practices SFEW is applying lessons learned from the various Strategic Plan activities that it has already conducted to date, as well as those outlined in the Master PIP. SFEW particularly employs the best practice of public involvement. It should be noted that thousands of people in the community have been involved in a public processes to develop strategies and goals for the Sustainability Plan, the Electricity Resource Plan, and the Climate Action Plan. Dozens of special meetings and public hearings at commissions and the Board of Supervisors have shaped the goals and plans. SFEW proposals are all consistent with those plans. Further, with the Climate Action Plan as the new overarching organizing concept, Climate Action activities have been started or co-sponsored by the City since September Clearly, the City is committed to devoting resources to achieve these goals and to leveraging City resources with others to achieve the greatest impact. b) Innovation In addition to the innovative ideas highlighted in the Master PIP, SFEW will implement the innovative support activities detailed in the Pilot section below. Some of these innovative programs can be completed with existing funding. Others programs will require incentive funds at levels currently insufficient to transform the market under PGC fund rules. The City is looking for supplemental funds from outside sources. c) Interagency Coordination Interagency coordination is consistent with the Master PIP. d) Integrated/coordinated Demand Side Management Integration will be a central theme to SFEW in The Partnership will implement all elements highlighted in the Master PIP. 11 e) Integration across Resource Types SFEW will pursue integration across resource types consistent with the Master PIP. f) Pilots Through a Mayor s Task Force process, SFEW will work with stakeholders to develop incentives and implementation mechanisms for high efficiency buildings. Stakeholders may include Build-It Green, BOMA, Professional Property Managers Association, and other business, civic and environmental organizations. An awards program is now in development with PG&E and BOMA for businesses that use ENERGY STAR Portfolio Manager and participate in the EarthHour 24 x 7 contest. SFEW plans to coordinate with the Green Communities program and the Codes and Standards team to share results regionally with other Bay Area governments so that standards developed are not significantly different in each jurisdiction, making it easier for builders and contractors to comply. Refrigeration replacement: Many small businesses in SF are using very old refrigeration equipment. SFEW will work with leasing companies and second hand retailers to remove replace the old units with new energy efficient models. This will require incentives followed by a local ordinance. Boiler replacements: Many multi-family and small office buildings have very old boilers. After some pilot projects to test alternative heating technologies and determine savings, SFEW will utilize the Tax-Lien financing structure now in development to help building owners install high efficiency heating systems. Other pilots are to be identified. g) EM&V Monitoring and evaluation will be key to understanding how these long term resource acquisition efforts actually perform. SFEW will work with the EM&V teams to set up appropriate metrics and methods. 4C - Core Program Coordination C. 12 Overview C1 - Outreach and Education: SFEW will coordinate all outreach and education activities with PG&E and statewide outreach and education programs. In addition to marketing specific resource program elements, SFEW will continue to partner with City of outreach activities on Climate Action and promotion of energy efficiency as a key strategy. Examples are: Conservation habits will be highlighted for residential and student audiences. For homeowners, SFEW will target high usage census tracts or neighborhoods and promote ENERGY STAR assessments. For commercial owners and managers, SFEW will emphasize ENERGY STAR Portfolio Manager benchmarking and offer materials (signage, notices) with energy saving Climate Action tips for employees. Through the Small Business Direct Install programs, SFEW will continue to distribute information on other PG&E and SFEW programs such as demand response. Additionally, SFEW will continue to use multiple city and community channels, in partnership with PG&E Service and Sales representatives, to do marketing, outreach, and education of tenants, employees, and installation contractors. Based on a pilot educational TV program produced in 2008 by the SFGOV cable channel in cooperation with PG&E s Pacific Energy Center (PEC), SFEW intends to produce over 20 shows in the next cycle. These will be aired on the SF channel and distributed to other cities in California with cable channels. They will also be made available by the PEC on the Web. C2 - Residential and Small Business Direct Install: The current Small Business Direct Install (SBDI) program, which offers lighting and refrigeration measures, will be streamlined to include only businesses under 100 kw and will exclude self-install projects. Nonresidential customers not served by SBDI will be served by the Commercial PLUS element. Both the Commercial and Multifamily PLUS elements will continue to enhance their lists of measures to match new opportunities for savings. The PLUS programs include lighting, refrigeration, HVAC, hot water, food service equipment, and computer controls. SFEW also offers customers PG&E's performance-based NRR-DR program for complex energy upgrades. This performance-based, calculated program is often the best choice for complex energy upgrades. SFEW auditors will also continue to refer these customers to PG&E in Measures include, but are not limited to: lighting measures, motors and other process measures, A/C and refrigeration measures, natural gas measures, retro-commissioning measures. C4 - Retrofits for just-above LIEE-qualified customers: In , SFEW intends to target properties for lower-income residents who may not be eligible for the statewide low-income programs. SFEW will work with PG&E and state agencies to ensure coordination and collaboration on areas where there may be opportunities for referrals. The City is currently advising on energy retrofit and new construction projects for the SF Housing Authority. The Housing Authority has issued a request for proposal (RFP) and received Pacific Gas and Electric Company 10 February 2011

13 proposals for energy services and SFEW will provide incentives through the Multifamily PLUS program for natural gas saving projects and electricity projects in buildings receiving PG&E electrical service. For housing projects owned by nonprofits, Section 8 housing, and other lowincome and designated affordable housing, SFEW will provide the Multifamily PLUS program and, through the City s Environmental Justice program and working with the Mayor s Office, will help attract other funding sources to cover the price gap for needed retrofits. C5 Technical Assistance: For non-resource programs, SFEW will build upon and expand its successful activities: conducting energy audits in commercial and multifamily properties and also in newly targeted low-income and limited single-family homes; providing technical assistance to residential and commercial customers and to contractors; researching, testing, and piloting new technologies to add to the program's measure list. A new undertaking for will be partnering with BOMA to assist commercial property owners to benchmark their buildings. SFEW will provide technical assistance and water usage data and will enroll projects in the appropriate resource program to upgrade buildings to a higher rating. Target Audience SFEE target audience is described above and is consistent with the Master PIP. Implementation C1 - Outreach and Education: SFEW will organize trainings, in coordination with PG&E s PEC and Energy Training Center (ETC), on residential energy savings, ENERGY STAR assessments, and the new home ratings system. This training will also be provided to remodelers, other building professionals, maintenance professionals, home inspectors, and realtors. As part of coordinating these trainings, SFEW will conduct stakeholder focus groups to determine the appropriate training for remodelers, other building professionals, maintenance professionals, home inspectors, and realtors. C2 Residential and Small Business Direct Install: Small Business Direct Install (SBDI): The City currently provides energy efficiency lighting and refrigeration retrofits to small businesses through its contractor, Ecology Action. The target market for this program is street-level merchants in 's many neighborhood districts. Service includes direct customer marketing, audits, design, construction management, construction by local sub-contractors, inspection, quality control, and incentive payments. Typical measures can include: Comprehensive lighting retrofits (e.g., compact fluorescent lamps (CFLs), hardwired fixtures, cold cathode lighting, lighting controls, T-8 s, light emitting diode (LED) exit signs, and LED outdoor lighting, bi-level lighting) Pacific Gas and Electric Company 11 February 2011

14 Comprehensive refrigeration retrofits (e.g., strip curtains, gaskets, electronically commutated motors (ECM), and anti sweat heat (ASH) controls) Vending machine controllers HVAC, motors, food service, retro-commissioning, boilers and natural gas, computer power management, steam traps, controls, and refrigeration. Typically businesses pay a portion of the project cost and the remainder is paid by Ecology Action through an advance account set up by the City. Ecology Action then invoices the City for the SFEW incentive portion of project costs and Ecology Action's time and material costs. This method ensures prompt payment to installation contractors, unlike a rebate application process. SFEW will continue the existing program with support and oversight by s Department of the Environment (SFE) staff. This direct oversight has contributed to improved efficiency and cost-effectiveness of the program as well as customer satisfaction. SFE staff market the program, provide referrals, conduct inspections, and coordinate activities of the SBDI program with the PLUS program elements and with PG&E s Service and Sales representatives. Among the lessons learned is the need to better refine the customer base by strictly limiting SBDI to customers below 100 kw and to those market sectors SBDI can best serve. All other customers will be enrolled in Commercial PLUS or NRR-DR, where more comprehensive, customized retrofits are available. Commercial and Multi-family PLUS is a vendor-driven program that offers technical services and a wide range of measures--including lighting, refrigeration, food service equipment, controls, HVAC, motors, and hot water--to multifamily and commercial property owners and individual businesses. This program is structured to capture lost opportunities by allowing customers to do both standard retrofits and many redesign and customized retrofits. The PLUS program's principal marketing strategy is using vendors who have (a) met eligibility requirements, (b) attended a program training session, and (c) have signed a Participating Contractor agreement. These contractors market the program by offering incentives to their own customers. After successfully completing three projects with the program, contractors are placed on a referral list used by customers recruited by SFE staff. ICF International, a consulting firm under contract to the City, reviews project applications and makes payments directly to the contractor after the customer has signed off on the completed project and it has passed quality control provisions. ICF and SFE staff conduct both pre- and post-inspections of project sites. Contractors who do not meet standards are dropped from the program. Customers also have the option of doing self-install projects, in which case payment would go directly to them. With about 50 contractors now enrolled in the program and more recruitment and trainings planned, the PLUS programs is expected to bring in robust savings each month through 2011 and beyond. Trainings dedicated to Chinese contractors have been held to enable the program to reach the large segment of properties and businesses owned by Chinese customers. 15 The program is flexibly designed to accommodate a variety of building and business types. The programs can now easily be updated with new measures and more customized calculators. This feature will prove a great advantage as market transformation gradually narrows the current choice of measures offered. The Commercial component is designed for many of the market sectors in not served by the SBDI. These include, but are not limited to, large office buildings, companies with computer network needs, warehouses, schools, hotels, institutions, and large retail stores and restaurants. SFE staff has access to these sectors through many SFE Department channels, such as the Green Business and School Outreach programs, as well as the Mayor's Office and other City channels. Through direct marketing and referrals, SFEW staff has a full schedule of appointments, presentations, and audits each week to bring customers into the program. The Multifamily component differs from the commercial component in some of the eligible measures and the level of incentives offered. The marketing strategy for this sector differs as well. SFEW staff team up with the Department's waste management and toxic reduction divisions, which engage in campaigns to enroll multifamily buildings into their programs. The SF Fire Department is working with us to identify energy efficiency opportunities on their scheduled building inspections and to educate property owners and tenants about energy improvements. These joint efforts will continue to grown throughout the program cycle as there are 45,000 multifamily buildings in the City. In , SFEW plans to add a tenant education and a direct install element to Multifamily PLUS through the California Youth Energy Services (CYES) program. The program provides job training and employment for local youth, generates a substantial rate of energy savings per dollar, and spreads awareness of technologies and behavior that have energy impacts. Table 4 Not available at this time. c) Program Design to Overcome Barriers Commercial and Multi-family Plus works with contractors to overcome several barriers experienced by property owners. For example, multi-family owners are reluctant to perform efficiency in occupied units; therefore, the program pre-identifies the opportunities in a building and the contractors perform the work during the time of the next vacancy. For commercial owners, mid and small commercial building owners lack the expertise and time to learn the intricacies of program requirements. However, contractors and suppliers go through an SFEW training on the program requirements that they can then apply to all of their projects. SFEW staff performs quality reviews and keep contractors up to date on program changes. The program also has a quick-pay feature very attractive to small contractors. d) Quantitative Program Objectives The City is working with PG&E to develop specific metrics. High level metrics are included in the Master PIP. Table 5 Not available at this time. 6C - Other Program Element Attributes- Core Program Coordination a) Best Practices In addition to implementing Best Practices highlighted in the Master PIP, SFEW will adopt lessons learned from past local programs. One lesson learned in marketing the current SFEW Multifamily program is that initial efforts to work with building owners and managers of multiple properties was only partially successful. Barriers include the unpredictability of tenant occupancy/turnover in scheduling retrofits, inadequate incentives for many measures, particularly boiler replacements, and the age-old owner/tenant benefit question. This situation has been balanced by a number of large projects brought in by participating contractors. Going forward, SFEW will continue to Pacific Gas and Electric Company 14 February 2011

17 use this joint approach and expects to enlist more property owners and be able to accommodate their schedules. b) Innovation SFEW SBDI and Commercial Plus programs are unique program elements that take an innovative approach for program delivery. Please refer to the discussion in sub-element C2 for more details about these initiatives. c) Interagency Coordination Interagency coordination will be a central focus of SFEW in , as outlined in the Master PIP. d) Integrated/coordinated Demand Side Management SFEW will integrate DSM as defined in the Master PIP. e) Integration across Resource Types SFEW with continue to engage various departments within the City of. f) Pilots The SFEW lead implementer, the Department of the Environment, has already conducted numerous pilot projects for both new technology and new processes and will continue to do so. Previous pilots on technology have included installation of night light/occupancy sensors in senior housing, distributing 5,000 strands of LED holiday lights and exchanging 450 LED open signs for neon signs in small businesses. In coordination with PG&E s Emerging Technology group, SFEW will research new technologies and techniques and review selected technologies with PG&E to determine standards, incentives, and appropriate program delivery system. SFEW will locate pilot sites and will monitor projects and report results. SFEW plans to conduct pilot projects on: early retirement of boilers, requiring minimum standards for leased and used refrigeration and food service equipment, integrated resource and multi-agency approaches to low-income populations and regional initiatives on carbon reduction. g) EM&V SFEW will support EM&V efforts outlined in the Master PIP.
