3 University of South Florida St. Petersburg Campus Presidents Fellow Medallion Awarded to Congressman Bill Young May5, 1993 The University of South Florida presents Congressman Bill Young with the President's Fellow Medallion in recognition of his service to community, state and country during his tenure as a Florida State Senator and a distinguished member of the U.S. House of Representatives. Since first being elected to office, Congressman Young has dedicated himself to issues critical to this community, including children's health care and education, the national defense and veterans' affairs. This President's Fellow Medallion is a replica of the University of South Florida seal cast in bronze. The Medallion, presented at the President' s discretion, is awarded to a Floridian who has rendered distinguished public service to the state and nation. The medallion is accompanied by a citation on parchment paper which highlights the career and achievements of the recipient. The President's Fellow medallion has previously been awarded to only two recipients, Mrs. A. Werk Cook and Mr. Rudy Michaud.

4 The University of South Florida in recognition of the contribution of Congressman Bill Young for service to community, state and country puts forth the following citation: Whereas, Congressman Bill Young has been a vigilant advocate of children's health care needs, both in his local support of St. Petersburg's All Children's Hospital and his sponsorship of federal legislation to provide pediatric emergency medical services and immunization programs nationwide, and Whereas, Congressman Bill Young has concerned himself with the welfare of this country's veterans and was responsible for the construction of the Bay Pines Veterans Administration Medical Cefl/er in St. Petersburg, which serves the health needs of the veterans of this great state, and Whereas, Congressman Bill Young was the steward of federal legislation which created the National Bone Marrow Transplant Donor Registry, which links donors with leukemia patients throughout the nation and results in 40 life-saving operations each ~rwnth, and Whereas, Congressman Bill Young was instrumental in the relocation of the U.S. Geological Sw vey to St. Petersburg, which launched a cooperative effort between the USGS, the University of South Florida's Department of Marine Science and the Department of Geology, the Florida Institute of Oceanography and the Florida Department of Natural Resources, resulting in a research complex that has received national acclaim for its study of coastal resources, erosion and pollwion, and Whereas, Congressman B iii Young has provided leadership in obtaining federal funding for digital mammography cancer research currently being pe1jormed through a collaborative effort between the University of South Florida's Colleges of Medicine and Engineering and the Moffill Cancer Center - which will develop state-of-the-art techniques to detect breast cancer and save the lives of women who fall prey to this deadly disease, and Whereas, Congressman Bill Young has worked tirelessly to maintain MacDi/1 Air Force Base as a national strategic asset and took a leadership role in relocating the National Oceanic and Atmospheric Administration to the Tampa base, and Whereas, Congressman Bill Young has been and continues to be a champion for federal support of the Institute for Marine Engineering, which promises to become a national center for research on coastal environments, and the development of new shipbuilding technologies that will ensure the safety of our waterways and oceans while securing the United States' competitive position in this critical industry, now Therefore, The University of South Florida awards its highest honor the President's Fellow Medallion to Congressman Bill Young on the fifth day of May Nineteen Hundred and Ninety-Three
