1 Westcliff Primary School HEALTH AND SAFETY POLICY Author: Business Manager Date Created: March 2012 Reviewed: By KS Jan 2013 To Be Reviewed : March 2015 Approved at Governors Meeting: INTRODUCTION This document is statement of the aims, principles and strategies for ensuring Health and Safety at Westcliff Primary School. The Governors of Westcliff Primary School are fully committed to the establishment and maintenance of appropriate health and safety standards which will protect the staff and pupils in their charge, whilst at school. AIMS To provide a safe and healthy environment for children, teaching and non teaching staff and all other people who come onto the premises of our school To ensure that all members of the school community understand their own responsibilities of maintaining a healthy and safe environment PRINCIPLES The establishment of a healthy and safe environment is an essential pre requisite for the work of the school. It is also a statutory requirement. It relies upon sound management, vigilant supervision and the co operation of all personnel (children and adults). RESPONSIBILITIES All members of the school community (teaching and non teaching staff, parents, pupils and Governors) work towards the school s aims by: Being fully aware of their own responsibilities for maintaining a safe and healthy environment Being familiar with all instructions and guidance of safety within the school Using common sense at all times to take responsible care for their own safety and that of others Reporting any unidentified hazards to the Headteacher without delay

2 The Governors, Senior Leadership Team and Business Manager work towards the school s aims by: Ensuring that safe work practices and procedures are applied within school Make termly inspections to ensure that a safe and healthy environment is maintained Establishing a system for the reporting, recording and investigating of accidents and ensuring that this is applied rigorously Ensuring that all members of the school community are aware of their own responsibilities Monitoring and reviewing this policy and ensuring that necessary revisions are undertaken Ensuring that all staff are familiar with the Health and Safety Policy of the school and any other codes of practice and legislation Facilitating safety training for staff Taking active steps to ensure that equipment, buildings and grounds are safe, secure and well maintained and that any damage is quickly rectified Ensuring that there are arrangements for the speedy evacuation of the buildings in case of fire or other emergency and that fire fighting equipment is available and maintained The Headteacher works towards the school s aims by: Taking responsibility for the day to day operations of the Health and Safety Policy Teaching and Non teaching Staff work towards the school s aims by: Taking responsibility for the safety of pupils in their classrooms Exercising effective supervision of the pupils and to know the emergency procedures in respect of fire, bomb scare, first aid and to carry them out; Promoting a spirit of safety consciousness amongst children, ensuring that they understand the need for codes of practice and are conscious of their responsibilities in taking reasonable care for their own safety and that of others Being good role models vigilant and careful Taking quick, firm action to ensure that children are not allowed to jeopardise their own safety or that of others Providing opportunities for children to discuss appropriate health and safety issues To make sure risk assessments are carried out before any off site visits Pupils work towards the school s aims by: Developing a growing understanding of health and safety issues Contributing to the development of codes of practice Conducting themselves in an orderly manner in line with these codes Taking growing responsibility for maintaining a safe and healthy environment and for their own safe conduct within it Parents work towards the school s aims by: Ensuring that children attend school in good health Providing prompt letters or phone calls to explain all absences Providing support for the discipline within the school and for the teachers role Ensuring early contact with school to discuss matters concerning the health and safety of their children or

3 of others Allowing children to take increasing personal and social responsibility as they progress throughout the school Accepting responsibility for the conduct of their children at all times Ensuring that the school has up to date contact addresses and telephone numbers so that parents may be swiftly contacted in emergencies The Site Supervisor works towards the school s aims by: Ensuring that all communal areas, particularly those associated with fire escape routes, are kept free from obstructions Making arrangements for the safe working of contractors on site ensuring so far as is reasonable that their work is segregated from the main school users Ensuring that all snow and ice is cleared in order to maintain safe access and egress to all buildings Ensuring that all appropriate lights are switched on or off as necessary at night Ensuring that cleaning materials and equipment liable to be a danger to pupils or staff, are correctly used and properly stored when not in use Ensuring that all waste materials from the school are disposed of correctly Maintaining a clean and clear boiler area Maintaining a high standard of housekeeping Reporting to the Headteacher any problem, or imminent danger associated with his responsibilities, as soon as it is practicable to do so Ensuring that pedestrian gates are opened in time for the start of the school day and the end of the school day. At all other times, they must be locked. FIRST AID PROVISION The Health & Safety (First Aid) Regulations 1981 There is a recognised First Aider in school Fully stocked first aid boxes are in the school office and medical room Notices identifying trained First Aiders are displayed in the medical room Where appropriate staff will be given the opportunity to learn First Aid on approved courses outside the school The Headteacher on behalf of the Governing Body will arrange for sufficient numbers of staff to become trained first aiders First Aiders are responsible to the Headteacher for the following: o Assessing extent of injury or condition of a casualty, and giving immediate appropriate treatment o Advising the Headteacher on what action should, in their opinion, be taken o Notifying the Headteacher of the expiry of their qualifications at least six months before hand. o Treatment at school is provided for minor injuries e.g. small cuts, bumps and bruise o In the case of a serious injury, First Aid is provided to stabilise a casualty until they can be taken to hospital or put in the charge of competent medical care. In the event of an injury requiring medical attention outside school, the Headteacher will, in conjunction with the First Aider, decide whether the casualty is taken/sent home, or transferred to hospital.

4 Notifies parents of any head injury or minor injury on appropriate forms SPECIAL MEDICAL CONDITIONS If necessary, medicine prescribed by the doctor will be administered in school providing it is prescribed no less than 4 times per day. Ointment and medicines for eyes will be administered by parents who will be asked to come into school and administer them to their child Medicines will be stored in the Medical Room cabinet Medicine will be administered by the First Aider. At 11.55am the Medicine bell will be rung for children to go to the Medical Room. The administration of a medicine will be recorded in the Medicine Book Asthma inhalers will be kept in the Medical Room cabinet No medicine will be kept in the classroom, with the exception of Foundation Stage, which is in a clearly marked cupboard near the Reception Outside door. Information must be given to all teaching/non teaching/supply staff about any special medical conditions of children in school and about what response may be required in an emergency. This information is available in the staff room and in the child s individual folder There is a requirement that all medicines brought to school must be clearly labelled with the child s name and appropriate dosage and frequency of dosage and lodged in the school office, with the First Aider ACCIDENTS Reporting of Injuries, Diseases and Dangerous Occurrences Regulations 1995 All accidents/incidents must be recorded in the Accident Book, which is kept in the Medical Room The Accident Book will be reviewed at the end of each lunchtime by the designated member of staff Accidents involving an injury to the head will result in a note being sent to parents informing them of the incident Serious accidents will be recorded in the School Accident Book Accidents to staff must also be recorded in the School Accident Book FIRE PRECAUTIONS Fire Precautions Act 1971, Fire Precautions (Workplace) Regulations 1997 Fire drills will be held once a term and will be recorded in a logbook Fire evacuation procedures are posted throughout the school and in the classrooms Teaching staff are responsible for the safe supervision of their pupils during an evacuation (Welfare Assistants during lunchtime) All staff have a shared responsibility to ensure that escape routes inside and outside the buildings are kept clear All deficiencies noted in fire evacuations should be reported to the Headteacher. Fire alarms may not be turned off except on the instruction of the Headteacher. All fire exists are clearly signed All fire fighting equipment is checked on an annual basis

5 CONTROL OF SUBSTANCES HAZARDOUS TO HEALTH (COSHH) Control of Substances Hazardous to Health Regulations 1994 The school will follow COSH guidance and the Headteacher will ensure that all appropriate guidance issued by the DfES, HSE and CLEAPSS is kept available for all relevant members of staff Medicines will be stored in the Medical Room cabinet. A log of medicines administered will be kept in the Medical Room. Storage of such substances, clearly labelled, are locked in the Site Supervisor s office, which is not accessible to children Personal protective equipment (for example rubber gloves) must be worn when necessary COSHH data sheets must be displayed for all chemical susbtances. These are displayed in the Site Supervisor s office ELECTRICAL SAFETY Electricity at Work Regulations 1989 All staff must take due care in the use of electrical equipment Staff should report any defective equipment, trailing cables or faulty trolleys to the Headteacher/Site Supervisor In the case of defective equipment there should be no tampering Equipment must be sited carefully to avoid trailing leads Annual PAT testing is undertaken on all portable electrical equipment WORKING ENVIRONMENT Workplace Health, Safety and Welfare Regulations 1992 Basic issues including ventilation, heating, lighting, volume, welfare facilities, safety glass will be assessed by the Health & Safety Committee/Headteacher. Health and Safety (Display Screen Equipment) Regulations 1992 Office Staff working with VDU s should inform the Headteacher of any physical problems caused by their work and remedial action will be taken. PERSONAL PROTECTIVE EQUIPMENT Personal Protective Equipment Regulations 1992 Appropriate protective clothing and equipment will be provided, for example for the Site Supervisor, Welfare Assistants. Selection to match the hazard(s) compatibility with other equipment, training, storage, cleaning. MOVING AND HANDLING Manual Handling Operations Regulations 1992 All staff should identify manual handling operations with the risk of injury and report to the Headteacher who will ensure that guidance on Manual Handling is followed appropriately. SCHOOL VISITS Risk assessments should be made by staff organising a visit and communicated to the Headteacher.

6 A First Aider should accompany the visit and take a medical kit. CONTRACTORS ON SITE Contractors engaged by the school will be required to make prior arrangements with the Headteacher/Site Supervisor who will advise them as regards access and timing. On arrival, contractors will report to the Site Supervisor/Office and agree procedures to be carried out during works, including those for sign posting, fencing, and storage of materials and vehicles. the Site Supervisor will report as necessary on works in progress to the Headteacher who will satisfy herself that so far as is reasonably practicable, the safety of employers, pupils and visitors will not be affected. PLAYGROUND SAFETY Annual inspection of playground equipment is undertaken RISK ASSESSMENTS Nominated risk assessors will receive appropriate training to ensure their competency to carry out risk assessments Risk assessments will be completed for all activities to identify any potential hazards. Once identified, such hazards will be brought to the attention of the employees concerned The school recognises that there may be occasions when specialist advice is necessary. In these circumstances, the services of a competent external advisor will be obtained Risk assessments will be filed in the risk assessment folder and regularly reviewed PREGNANT EMPLOYEES Any pregnant employee will require a specific risk assessment to be completed and their duties may need to be modified to take account of their changing capabilities. MONITORING The Headteacher/Health & Safety Committee will, on a regular basis, undertake monitoring of Health & Safety in respect of: General Site Pathways Car park Boundary fencing Playing fields Playground Classrooms Hall Litter on site Obstructions to walkways and emergency exits. General lighting and ventilation.

7 Floors, furniture, door systems. Visual inspection of electrical appliances. Ladder use Effectiveness of pupil supervision systems o before/after school o in school Provision of protective clothing for appropriate employees Fire precautions alarm check diary Evacuation procedures Signs Fire drill systems Safety signs First Aid procedures are in place. Accident reporting procedures are in place. Medicines/Pupil illness procedures are in place. Results of monitoring and audits will be reported to the Governing Body through the Buildings Committee and the Headteacher s termly report and action plans will be drawn up to include: Action allocated to individuals Time limits set for all actions Remedial action to deal with the problem Longer term action to address the causes REGULATIONS The Health and Safety at Work Act 1974 Manual Handling Operations Regulations 1992 Personal Protective Equipment Regulations 1992 Health and Safety (Display Screen Equipment) Regulations 1992 Workplace Health, Safety and Welfare Regulations 1992 Electricity at Work Regulations 1989 Control of Substances Hazardous to Health Regulations 1994 Fire Precautions Act 1971, Fire Precautions (Workplace) Regulations 1997 Our WASP provision will follow the above school practices.
