1 The Fourth ATS Coordination meeting of Bay of Bengal, Arabian Sea and Indian Ocean Region (BOBASIO/4) Kolkata, India, September, Agenda Item 7: ATM Contingency Plan Level 2 and PBN and RNP routes. PBN IMPLEMENTATION IN INDIA (Presented by Airports Authority of India) SUMMARY This paper presents PBN Implementation in India, the processes, the key task involved, its benefits and current status of PBN in India. This paper relates to Relevant Strategic Objectives: A: Safety Enhance global civil aviation safety C: Environmental Protection and Sustainable Development of Air Transport Foster harmonized and economically viable development of international civil aviation that does not unduly harm the environment Global Plan Initiatives: GPI-5 RNAV and RNP (Performance-based navigation) GPI-6 Air traffic flow management GPI-8 Collaborative airspace design and management GPI-10 Terminal area design and management GPI-11 RNP and RNAV SIDs and STARs 1. INTRODUCTION 1.1 At the 36th Session of ICAO Assembly, it was resolved that: All the contracting States should have a PBN implementation plan in place by 2009 to ensure a globally harmonized and coordinated transition to PBN by Accordingly, PBN is being implemented globally in a harmonized manner as a priority task of ICAO. 1.2 PBN Implementation Roadmap of India has been developed in harmony with the APAC Regional PBN Implementation Plan. The PBN Road Map of India has been categorized by ICAO as Robust. Implementation of PBN procedures in terminal airspace is progressing accordingly. 2. DISCUSSION 2.1 Benefits of PBN implementation To improve the safety of flight operations by accurate and repeatable trajectories in all airspace including airports with severe terrain constraints. To provide vertical path guidance to reduce the risk of controlled flight into terrain (CFIT). Page 1 of 5
2 To provide optimized flexible flight trajectories leading to increased aircraft payloads, reduced flight times and reduced fuel consumption To facilitate continuous descent operations (CDO) for environmental benefits. To improve all weather operations and flight schedule reliability. To be environmentally progressive by reducing aircraft emissions and avoiding noise sensitive areas. To permit establishment of closely spaced parallel routes for segregated arrivals and departures in the terminal and enroute airspace. To increase airspace capacity, enhanced availability of preferred flight levels, effective utilization of altitudes in enroute airspace by reducing the lateral and longitudinal separation between aircraft. To alleviate controller and pilot workload by facilitating ATC instructions and reducing the need for ground to air voice communications and radar vectoring. To improve overall economic benefits of operations by reducing navigation infrastructure investment and operational costs. 2.2 PBN Implementation in India PBN implementation in India commenced in 2007 with the objective to achieve enhancement in airspace capacity, efficiency and safety through the implementation of PBN in the terminal airspace Overall objectives Improve aviation operational safety Improve operational benefits Lower operational costs Improve airspace and airport capacity Promote Greener operations in all phases of flight Achieve harmonization with global standards Key tasks in PBN implementation Develop a regulation and standard system consistent with global standards. Gradually apply PBN navigation specifications for route planning and operations. Establish monitoring of GNSS signals and provide RAIM prediction service to support RNAV terminal and approach procedures. The current status for RNP.1 Service and the prediction for RNP.3 Service is available on and the GPS Visibility Tool is available at Implement RNAV or RNP standard instrument departures (SID) and standard terminal arrival routes (STAR) procedures in the terminal areas. Implement RNP approaches, including RNP AR approaches at airports where required, and to gradually implement SBAS (GAGAN) LP/LPV approaches and GBAS/GLS approaches. Use WGS84 datum to ensure accurate and quality assured aeronautical data. Page 2 of 5
3 2.2.3 Airspace Planning and Flight Procedure Design AAI has developed in house PBN flight procedure design and route planning capability and has been developing PBN SIDs/STARs, LNAV/VNAV approach procedures, RNP AR procedures and is in the process of developing LP/LPV and GLS approach procedures. Helicopter PinS procedures have also been developed Airline Fleet Capability Assessment Understanding the capability of the aircraft that will be flying in the airspace is vital in order to determine the type of implementation that is feasible for the users. What is available in terms of infrastructure is essential to determining how and whether a navigation specification can be supported. Therefore, PBN implementation and its success is directly linked to airline operator s capability. Thus, fleet analysis is one of the most important task in PBN implementation process. 2.3 Promote Learning through Experience Sharing As an integral part of the PBN implementation program, AAI has been conducting workshops and seminars for industry wide awareness about PBN concepts, its implementation and benefits to the stakeholders. Airline operators and defense authorities are regularly associated during various stages of PBN procedure development and implementation at airport. AAI also provides PBN training to the ATCOs, Flight crew & Flight operations personnel. Recently in the month of May 2014, one such training has been conducted by AAI at Doha for Qatar Airway Flight Operations personnel under the auspice of ASIOASG. AAI has also helped in validating the PBN routes of Maldives. 2.4 PBN Implementation Process Following major steps are performed where PBN implementation is undertaken:- Characterizing airspace issues/problems Identify areas of improvement Discussing and evaluating possible solutions and then identifying suitable solution for implementation taking into account navaid infrastructure. Developing new airspace design based on the identified solution and sharing with stakeholders, ATC and airline representatives. Discussions with stakeholders and finalizing the Airspace Concept for PBN implementation. Developing PBN procedures/routes based on the navigation specification. Consultation with stakeholder regarding draft procedures Review and modification of the procedures based on the comments received from stakeholders. Development of Standard Operating Procedures for ATC. Conducting Safety Assessment of the procedure implementation Submission of procedures to the regulator for approval. Page 3 of 5
4 Conducting training of the ATCOs on Concepts of PBN, PBN procedure specific training Monitoring PBN implementation. 2.5 PBN Implementation Status As part of PBN Implementation RNAV/RNP-1 SIDs and Stars have been implemented at 10 busiest airports, viz, Delhi, Mumbai, Bengaluru, Kolkata, Chennai, Hyderabad, Ahmedabad, Cochin, Trivandrum and Guwahati. PBN based SID and STAR are also being implemented at 7 airports including common use Military airport. RNP-APCH procedure has been implemented at Cochin. 13 RNAV-5 city pair routes comprising of separate arrival and departure routes have been implemented between major cities, resulting in increased airspace capacity to accommodate more aircraft at preferred level. 2.6 Benefits Achieved The structured and segregated flight path of SIDs and STARs also facilitate CDO and CCO. This results into reduced controller pilot communication, better situational awareness for the pilots, which also enhances safety apart from the most tangible benefit of fuel saving and reduced CO2 emission. The total fuel savings and emission reduction is produced below in the following table and the bar chart. Page 4 of 5
