Milano REGULATIONS FOR AWARDING AND MAINTENANCE OF THE MANAGEMENT SYSTEM CERTIFICATION (REG 01) ANNEX 4 ADDITIONAL PROVISIONS FOR THE CERTIFICATION OF FOOD SAFETY MANAGEMENT SYSTEMS (UNI EN ISO 22000:2005 ISO 22003) AND FSSC22000 SCHEME FOR THE CERTIFICATION OF FOOD MANUFACTURERS (ISO/TS : 2009 and Additional Organization), the Institute reserves the faculty Requirements FSSC 22000) 1. FOOD SAFETY MANAGEMENT SYSTEM CERTIFICATION The certification in compliance with the ISO standard and the certification in compliance with the FSSC2200 scheme can be required by companies working in the food sector ascribable to one or more categories as defined in Annex A to the ISO/TS 22003:2007 standard and attached to these regulations. The certification audit shall include two stages (stage 1 and 2), to be performed at the premises of the Organization which applies for certification. During stage 1, Certiquality verifies: - availability of the authorizations to the performance of the production activities which fall within the certification scope. - the documentation of the food safety management system which includes, at least, the certification scope, analysis of the food safety hazards, HACCP plan, PRP programme, structure of the Organization, policy and objectives of the Organization in terms of food safety. Stage 1 verification intends to verify if the Organization is ready to receive the certification audit. During stage 2, Certiquality checks the implementation and effectiveness of the food safety management system. The Company cannot exclude from the management system parts of processes, sectors, products or services which affect the food safety of finished products. The results of stage 1 may postpone or cancel stage 2. The interval between stage 1 and stage 2 must not exceed six months. In the event this period is exceeded, then stage 1 must be repeated. In the event that during the Stage 1 audit some differences are detected among the data provided by the Organization to prepare the offer and the findings of Stage 1, (for example: number of HACCP plans implemented by the to modify the number of days/man. This check is undertaken during every audit. The final audit report is handed over to the Organization, however Certiquality remains the owner of the document and a partial use of the audit documentation by the Organization is not allowed. 1.1 Multi site For multi-site Organizations, the issue of a single certificate may be granted if the following conditions are abided by: a) all sites shall carry out the same activity and shall be located in the same country. b) All sites must work within a food safety management system that is centrally supervised and managed (ref. clause 4 of ISO standard). c) Internal audits must have been conducted in each site in the three years that precede certification. d) Following the certificate awarding, an internal audit must be undertaken in each site within the period of validity of the certificate. e) The internal audits performed in each site must be conducted in compliance with the requirements of the UNI EN ISO standard. f) The results of the internal audits performed in every single site must be considered as indicative of the whole food safety management system and corrective actions must be implemented thereby. A sampling can be made if the Organisation has more than 20 sites and belongs to one of the following categories: A (Animal farming) B (Vegetal primary production) G (Catering) H (Distribution) J (Transport and Storage). The criterion is applied to the certification audit as well as to the surveillance audit. By applying the sampling criterion, it shall be ensured that: - an annual audit is performed at the central site - an annual audit is performed on a sample of ANNEX 4 REG FSSC ED page 1/4
2 sites that carry out similar activities - the results of the audits carried out at the sampled sites are considered indicative of the whole food safety management system and corrective actions are implemented thereby. 1.2 Maintenance audit The Institute verifies the certificated Management System in order to ascertain the permanence of conformity to the requirements of the reference standard. The month indicated in the resolution communication of the Technical Commission of Certiquality is the deadline of the surveillance audit and it must be respected by the certificated Organisation; in particular, the first surveillance audit after certification must be undertaken within one year from the deadline of the stage 2 audit, then it must be carried out at an annual frequency. 1.3 Renewal audit The renewal audit and the resolution must take place within the expiration date of the certificate. Where significant changes have been made to the food safety management system of the Organisation or in the context, it may be necessary to carry out a stage 1 audit. 1.4 Seasonal productions If the productions that are the object of the certification are seasonal, Certiquality reserves the right to plan the audits so as to ensure the assessment of a representative number of manufacturing lines, categories and sectors covered by the certification. 2. Publication of the lists of certificated companies Certiquality manages a list of certificated Organisations, available on the website: A similar information is communicated and published online in the Accredia database, the database of the Italian Accreditation Body. The data of the FSSC certified companies will also be introduced in the database of the website of Foundation for Food Safety Certification. Moreover, Certiquality informs the Foundation about any decision of suspension or revocation of the certificate. 3. Rights and duties of the certificated Company The certificated Organisation undertakes to inform Certiquality of any changes, in terms of product or process, which may affect the fulfilment of the requirements of the ISO standard and the FSSC scheme. Certiquality reserves the right to carry out an audit at the Organization premises to assess that the system compliance has been maintained. The certificated Organisation undertakes to timely inform Certiquality by fax/ and subsequently by registered letter with return receipt, of all product recalls. Certiquality reserves the faculty to conduct extraordinary audits and, if need be, to suspend and/or revoke the issued Certificate, in the event of actual nonconformity ascertained in the management system of the Organisation. Certiquality undertakes to timely communicate any significant changes to the certification scheme and/or reference standards. The changes shall be implemented by the certified organisation within six months, unless a different transition period has been expressly defined. 3.1 Obligation to provide information Organizational changes, ownership changes, changes to the company or minor changes to the description and editorial aspects of the object of the certification must be communicated to the Institute and may allow the maintenance of certification, and possibly the new issue of the Certificate. Certiquality reserves the right to request additional documentation or carry out visits to the Organization, in order to verify that the changes do not adversely affect the compliance of the system The certified company is committed to notify within 3 working days (by fax / and then by registered letter): -All not comply situations detected by controlling authorities, any suspension or revocation of permits, concessions, etc. relating to certified products, -Withdrawals and product recalls, -Judicial and / or administrative proceedings, pertaining to the subject of the certification, subject to the limits set by law. 4. Use of the logo 4.1 ISO The logo defined by Certiquality will be available to the Companies certified to the ISO standard, that will be allowed to use it in accordance with the rules established in REG FSSC22000 The certificated Organisation is permitted to use the FSSC logo only in connection with the one of Certiquality. The logo can be placed on headed paper, publications, website and promotional material. The FSSC logo cannot be shown on the product, label and packaging; in general, it
3 cannot be used so as to create confusion with the product, process or service certification. Certiquality checks the proper use of the FSSC logo during surveillance and renewal audits. Each non-conformity linked to the use of the logo requires a corrective action both on the documents where the logo is showed and on the future use of the logo. 5 FSSC CERTIFICATION Besides the requirements of the previous paragraph, the following additional requirements also apply. The certification in accordance with the FSSC2200 scheme is applicable only to some of the categories set forth in Annex A to the ISO/TS 22003:2007 standard; therefore, it may be requested by companies of the food sector included in the following categories: - Cat. C perishable products of animal origin (for example: red meat, poultry, eggs, milk, fish products) - Cat. D perishable products of vegetal origin (for example: packaged fresh fruit and fruit juices, fruit preserves, packaged fresh vegetables and vegetable preserves); - Cat. E long-life food products stable at room temperature (for example: canned products, biscuits, snacks, oil, water, beverages, pasta, flour, sugar, salt); - Cat. L chemical and bio-chemical products (for example: vitamins, additives and organic crop) technological adjuvants excluded. - Cat. M food packaging. Transport and in-site storage are included in the system as a part of the activity (e.g. cheese aging). Where one or more PRP requirements were not applicable, the Organisation undertakes to provide written justification in the technical documentation. The certification audit (stage 1 and stage 2) includes the verification of all the requirements of the ISO and ISO/TS :2009 standards, as well as of the FSSC additional requirements, referred to in Appendix I A to the document Certification scheme for food safety systems in compliance with ISO 22000: 2005 and technical specifications for sector PRPs PART I, version 3/2013 issued by the Foundation for Food Safety Certification. During Stage 2, a visit must be carried out in the site, in all the areas which may affect the product safety; such visit shall include a significant sample of the manufacturing lines, categories and sectors included in the certificate scope. 5.1 FSSC maintenance audit In addition to the provisions set forth in par. 1.2, the FSSC22000 standard establishes that all the requirements of the ISO and ISO TS :2009 standards and the FSSC additional requirements have to be verified during annual maintenance audits in a manner adequate to demonstrate the general conformity of the FSSC system. Moreover, the surveillance audit includes a check of: - any changes made to the food safety management system, - use of the logo. 5.2 Multi site The FSSC certificated companies which have several manufacturing sites must have one specific audit, one report and one certificate for each site, except for the specific cases defined by FSSC. 5.3 FSSC annual fees The certified Organisation shall pay an annual membership fee to the Foundation through Certiquality, that will invoice the fee as a distinct issue. The Organisation will be informed of any changes to the fee established by the Foundation for Food Safety Certification. 5.4 Integrity Program In January 2014 FSSC introduced a series of measures intended to ensure proper application of the FSSC Standard. These measures were named Integrity Program. The relevant activities of the Integrity Program are mainly aimed to review the activity of certification Bodies and their auditors and in some cases they may involve certificated companies, too. The areas of action of this program are basically two : 1) Surveillance audits performed at the offices of the Certification Bodies in order to assess the FSSC system; 2) Surveillance audits performed at the premises of certificated companies. These audits are announced with a short notice and intended to review the evaluation made by the Certification Body.
