1 The City of Lemoore is seeking qualified Applicants for the position of: Account Clerk I/II ($2,523 $3,579) Requirements include the equivalent of one year accounting, banking, or clerical experience and completion of the twelfth grade. 2 CITY OF LEMOORE ACCOUNT CLERK I ACCOUNT CLERK II Class specifications are intended to present a descriptive list of the range of duties performed by employees in the class. Specifications are not intended to reflect all duties performed within the job. DEFINITION To perform a variety of clerical accounting duties in support of an assigned area including accounts payable, accounts receivable, billing and specialized accounting functions; to provide assistance to the general public; and to provide clerical support to the Finance Director and other accounting staff. DISTINGUISHING CHARACTERISTICS Account Clerk I--This is the entry level class in the Account Clerk series. This class is distinguished from the Account Clerk II by the performance of the more routine tasks and duties assigned to positions within the series and by the level of supervision received in the performance of assigned duties. Since this class is typically used as a training class, employees may have only limited work experience. Account Clerk II--This is the full journey level class within the Account Clerk series. Employees within this class are distinguished from the Account Clerk I by the performance of the full range of duties as assigned including receiving and balancing monies and preparing bank deposits with minimal supervision and direction. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the I level, or when filled from the outside, have prior experience. SUPERVISION RECEIVED AND EXERCISED Receives direction from the Finance Director. Receives functional and technical supervision from the Accountant. ESSENTIAL FUNCTION STATEMENTS--Essential responsibilities and duties may include, but are not limited to, the following: Essential Functions: Perform billing activities; prepare bills according to monthly billing cycle; collect payments for accounts; charge late penalties according to established guidelines. 3 CITY OF LEMOORE Account Clerk I/II (Continued) Prepare lists of delinquent accounts to determine whether or not service should be terminated; prepare and mail delinquent notices; transfer delinquent accounts to collection agency according to established guidelines. Receive and enter meter reading data into computer; maintain manual and computerized meter reading files for billing purposes. Receive, code and balance invoices for payment; enter invoice data into computer; balance invoices to accounts payable; prepare and issue checks to vendors. Receive and balance monies from billing ledgers; make bank deposits and transfer money as needed. Maintain contact with vendors; update vendor information in the computer. Maintain a variety of ledgers, registers and journals; audit and reconcile transactions. Print, burst and sign manual warrants for approval; type and input manual checks; maintain spreadsheets. Perform a variety of general clerical duties including typing, maintaining files and records, and maintaining supplies. Act as receptionist; receive, screen and direct calls; respond to visitors at front counter; receive and record work orders; open, sort and distribute mail. Assist in processing payroll; calculate and record payroll taxes; maintain payroll registers. Marginal Functions: Conduct financial research for higher level accounting staff as required. Perform related duties and responsibilities as required. QUALIFICATIONS Knowledge of: Account Clerk I Basic principles and practices of accounting as applied to accounts receivable. Basic mathematical and statistical principles. Modern office procedures, methods and equipment. Principles and procedures of record keeping. Basic principles and procedures of financial record keeping and reporting. C-2

Learn to receive and balance monies and make bank deposits. Learn to perform basic accounts payable duties including paying of invoices. Accurately tabulate, record and balance assigned transactions. Operate and use modern office equipment including 10-key adding machine, typewriter, personal computer or terminal, printers and copiers. Enter data into a computer at a speed necessary for successful job performance. Perform varied clerical work. Perform procedures in an organized and accurate manner. Respond to requests and inquiries from the general public. Understand and carry out oral and written instructions. Establish and maintain cooperative working relationships with those contacted in the course of work. Maintain effective audio-visual discrimination and perception needed for making observations, communicating with others, reading, writing and operating assigned equipment. Maintain mental capacity which allows the capability of making sound decisions and demonstrating intellectual capabilities. Maintain physical condition appropriate to the performance of assigned duties and responsibilities. Experience and Training Guidelines Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Experience: One year of general accounting, banking or clerical experience. Training: Equivalent to completion of the twelfth grade. In addition to those qualifications for Account Clerk I: Knowledge of: Account Clerk II Basic principles and practices of accounting as applied to accounts payable. C-3

For the purposes of this section, a veteran is one who has served on active-duty in the United States Armed Forces for a period of at least 91 continuous days and who has received an honorable discharge from active duty. The definition of the term "veteran" as used in this rule shall not include reserve or other inactive service. 2. Military veterans shall be given preference in initial appointment to City service, in accordance with this rule. To receive veteran s preference, the veteran must meet the minimum qualifications established for entrance to the examination, and must attain a passing score in each phase of the examination. Veteran s preference is allowed only on initial entrance into City service. The exercise of said veteran s preference shall be exhausted upon appointment to a regular position from an eligibility list. The application of veteran s preference on any other recruitment shall be canceled. 3. Applicants who receive a final passing score on an open recruitment and who are veterans, shall be eligible to receive an additional five points which will be added to their final examination score for ranking purposes only. The passing score of the veteran shall be annotated to indicate that the veteran s score shall be increased by five points solely for the purpose of determining the rank in the eligibility listing. 4. To claim veteran s preference, an applicant must complete this section of the application and submit a certified copy of their most recent form DD-214 or equivalent document acceptable to Human Resources, as evidence of military service on or before the final filing date for the recruitment. Veteran s preference must be established separately for each recruitment. Failure to request veteran s preference on the application or to submit the required credentials (DD-214) prior to the final filing date for the recruitment will be deemed a waiver of veteran s preference. 5. Veterans who are in the process of separation from military service may file a written statement showing the anticipated date of discharge and certifying the discharge is for honorable reasons. Such statements must be filed no later than the final filing date for the recruitment. The veteran in the process of being discharged shall be entitled to veteran s preference pursuant to this rule only if a certified copy of form DD-214 or other satisfactory proof of discharge is filed with the human resources division prior to the date of certification for appointment. If such proof is not filed before the certification date, the veteran s position on the eligible list for certification purposes shall be determined on the basis of their scores on the examination without the additional preference points.
