1 GHS Training GHS Overview OSHA revised its Hazard Communication Standard (HCS) to align with the United Nations Globally Harmonized System of Classification and Labeling of Chemicals (GHS) and published it in the Federal Register in March 2012 (77 FR 17574). Modifications to the Hazard Communication Standard (HCS) include: Revised criteria for classification of chemical hazards Revised labeling provisions Specific format for (SDS) Revisions to definitions and terms in the standard in relation to these changes Training for employees on the new label and safety data sheet formats and information The new label elements and SDS requirements will improve worker understanding of the hazards associated with the chemicals in their workplace. To help companies comply with the revised standard, OSHA is phasing in the specific requirements over several years (December 1, 2013 to June 1, 2016). 2 Training Overview The first compliance date of the revised HCS is December 1, By that time employers must have trained their workers on: 1. New label elements 2. SDS format This training is needed early in the transition process since workers are already beginning to see the new labels and SDS on the chemicals in their workplace. To ensure employees have the information they need to better protect themselves from chemical hazards in the workplace during the transition period, it is critical that employees understand the new label and SDS formats. The following training contains the minimum required topics that must be completed by December 1, Chemical manufacturers and importers must provide a label that includes: Product Identifier Signal Word Hazard Statement(s) Pictogram(s) Precautionary Statement(s) Name, Address and Phone Number Product Identifier How the hazardous chemical is identified. This can be (but is not limited to) the chemical name, code number or batch number. The manufacturer, importer or distributor can decide the appropriate product identifier. The same product identifier must be both on the label and in Section 1 (Identification) of the SDS. 2

3 Signal Word Indicates the level of severity of the hazard(s). There are only two signal words within any specific product class: 1. Danger used for the more severe hazards. 2. Warning used for the less severe hazards. There will only be one signal word on the label no matter how many hazards a chemical may have. If one of the hazards warrants a Danger signal word and another warrants the signal word Warning, then only Danger should appear on the label. Hazard Statement(s) Describes the nature of the hazard(s) of a chemical, including, where appropriate, the degree of hazard. Example: Causes damage to kidneys through prolonged or repeated exposure when absorbed through the skin. All hazard statements applicable to the chemical must appear on the label for the chemical. Hazard statements may be combined where appropriate to reduce redundancies and improve readability. The hazard statements are specific to the hazard classification categories. Chemical users should always see the same statement for the same hazards, no matter what the chemical is or who produces it. Pictogram OSHA s required pictograms must be in the shape of a square on point and include a black hazard symbol on a white background with a red frame sufficiently wide enough to be clearly visible. A square red frame set at a point without a hazard symbol is not a pictogram and is not permitted on the label. OSHA has designated nine pictograms under this standard for application to a hazard category. The Environment pictogram is the only pictogram that is nonmandatory. 3

5 How labels might be used in the workplace: Information on the label can be used to ensure proper storage of hazardous chemicals. Example: Keep container tightly closed Store in a cool, dry place How labels might be used in the workplace: Information on the label can be used to quickly locate information on first aid when needed by employees or emergency personnel. 6 Elements work together on a label: Information on the label can be used to quickly identify the nature of the hazard(s) of a chemical and what the recommended measures are to minimize or prevent adverse effects from improper storage or handling. Where a chemical has multiple hazards, different pictograms are used to identify the various hazards. The employee should expect to see the appropriate pictogram for the corresponding hazard class. When there are similar precautionary statements, the one providing the most protective information will be included on the label. The Hazard Communication Standard (HCS) requires chemical manufacturers, distributors, or importers to provide (SDS) (formerly known as Material or MSDS) to communicate the hazards of hazardous chemical products. As of June 1, 2015, the HCS will require a new 16 section SDS in a uniform format, that includes the section numbers, the headings, and associated information under the headings presented on the following pages. The SDS must be in English although additional SDS in other languages may be used in addition to the English version. 6

7 Section 1 Identification Includes product identifier; other means of identification (as applicable), recommended use and restrictions on use; manufacturer, distributor, or importer name, address, phone number; emergency phone number. Section 2 Hazard(s) Identification Includes all hazards regarding the chemical and required label elements. Section 3 Composition/Information on Ingredients Includes chemical name(s); CAS Number(s); percent of chemical(s); trade secret claims. 7

8 Section 4 First Aid Measures Includes important symptoms/effects, acute and delayed effects; first aid treatment for potential exposures. Section 5 Fire Fighting Measures Lists suitable and unsuitable extinguishing media, equipment; chemical hazards from fire. Section 6 Accidental Release Measures Lists personal precautions; emergency procedures; protective equipment; proper methods of containment and cleanup. 8

9 Section 7 Handling and Storage Lists protective measures; general occupational hygiene; incompatibilities. Section 8 Exposure Controls/ Personal Protections Lists OSHA s Permissible Exposure Limits (PEL); Threshold Limit Values (TLV); appropriate engineering controls; Personal Protective Equipment (PPE). Section 9 Physical and Chemical Properties Lists the chemical s physical characteristics. 9

10 Section 10 Stability and Reactivity Lists chemical reactivity, stability, and possibility of hazardous reactions. Section 11 Toxicological Information Includes routes of exposure; related symptoms, acute (immediate) and chronic (delayed) effects; numerical measures of toxicity.
