HazCom 2012 Right-to-Understand Helping you comply with 29 CFR
Purpose of Hazard Communication (Hazcom) Classify the potential hazards of all chemicals. To ensure that information, about the dangers of all hazardous chemicals used by your company, is known by all affected employees.
Introduction New OSHA/GHS Hazcom 2012
Revised Hazard Communication Standard 29 CFR First major technical revision in 29 years HazCom is more than just OSHA Department of Transportation Consumer Product Safety Commission Environmental Protection Agency
What is GHS? GHS = Globally Harmonized System of Classification and Labeling of Chemicals Common and coherent approach to: Classifying, defining and communicating hazards Provides consistency/harmonization to labels and safety data sheets
What is GHS? GHS is NOT a regulation, standard, or mandate but rather a voluntary set of building blocks Each country can adopt it as it sees fit. Countries without existing chemical hazard programs can utilize GHS to: Provide necessary protection for their workers Participate in international trade
GHS Compliance Enforcement Dates Phased in First HazCom Deadline: December 1, 2013 Employers must train employees: How to read GHS-formatted:» Safety Data Sheets» Labels
GHS Compliance Enforcement Dates Phased in Second HazCom Deadline: June 1, 2015 Manufacturers & Distributers complete: Reclassification of all chemicals Produce updated SDSs Labels for items shipping to downstream users.
GHS Compliance Enforcement Dates Phased in Third HazCom Deadline: December 1, 2015 Distributers may ship inventory with old MSDS/Labels until Dec. 1, Extra six months given to accommodate distributors that may receive shipments too near the June 15, 2015 deadline to easily comply with it. Employers can expect to see their MSDS library change over to SDS in a relatively short time period.
GHS Compliance Enforcement Dates Phased in Fourth HazCom Deadline: June 1, 2016 Full employer compliance expected by June 1, 2016 During transitional period can comply with old or new HCS/HazCom 2012
GHS Compliance Enforcement Dates HazCom 2012 Deadlines: Dec. 1, 2013 Phased in Employees SDS & Labels June 1, 2015 Dec. 1, 2015 June 1, 2016 Producers & Distributors Newly formatted SDS & Labels Distributors Ship newly formatted SDS & Labels Employers Fully compliant
Who is Responsible for What? Employers who Use chemicals: Are responsible for the following as part of a compliant HazCom program: 1. Written Hazard Communication Plan/Program 2. Written Chemical Inventory 3. Proper Use of Labels and Warnings 4. Maintain SDSs and provide Right-to-Know Access to Employees 5. Providing Employee Training
Changes
Two Important Changes 1. Hazard Classification Criteria Health & Environmental hazards Physical hazards Mixtures 2. Hazard Communication Labels Safety Data Sheets (SDSs) Training OSHA refers to revised standard as HazCom 2012
Workplace Labeling
Workplace Labeling Employers may continue to use current workplace specific labeling systems If they contain all required information Are consistent with the new classifications
Workplace Labeling Labels on Incoming Containers Must not be removed or defaced unless immediately replaced
Workplace Labeling Must be prominently displayed Must be in English Other languages are permitted (in addition to English)
Workplace Labeling HazCom 1994: National Fire Protection Assoc. (NFPA)

FAQs
FAQs Q. Will the NFPA and/or HMIS diamonds still be applicable? A. There is nothing in HazCom 2012 that prevents their use. However, NFPA and HMIS are voluntary systems and their use has never been part of the mandatory requirements of the HCS.
